Abstract

Media Center is a means of mass communication run by the government as a provider of public information. News about government work programs that are being implemented and policies taken can be monitored continuously by the community. Freedom and ease of access to information will help minimize communication crises in the form of suspicion and sensational information circulating in the community. Media Center becomes very influential for the community if the information provided is comprehensive and always contains news updates. This study aims to determine the role of the Media Center of South Kalimantan Province as a provider of public information. The method used is a qualitative approach by choosing the type of descriptive case study research. The output target is the publication of a national journal.

Abstract

Untuk menyelenggarakan pelayanan publik maka diangkat dan ditetapkanlah  pelaksana pelayanan publik.  Pelaksana pelayanan publik adalah pejabat, pegawai, petugas, dan setiap orang yang bekerja  di dalam organisasi  penyelenggara yang bertugas melaksanakan tindakan atau serangkaian tindakan pelayanan publik. Pelayanan publik ditujukan kepada masyarakat, yaitu seluruh pihak, baik warga negara maupun penduduk sebagai orang perseorangan, kelompok, maupun badan hukum yang berkedudukan  sebagai penerima manfaat pelayanan publik, baik secara langsung maupun tidak langsung.

Abstract

This research is to find out the basis of the power possessed so that the actors in sand mining are called elites. Besides that, it is also to find out the capacity of the elites and the relationship patterns that are run by these elites. The method used is an approach to collect data and analyze data, in the form of data collection through observation and interviews. While the data analysis uses the Miles and Huberman model, using phases, data reduction, data display, and conclusion drawing/verification. The results showed the elite stratification in sand mining in Jambu Hamlet, namely The Big Bourgeoisie/Upper Class consisting of land owners and equipment owners and local government at the highest level (provincial), The Petty Bourgeoise/ Middle Class consisting of Operators, Helpers, Managers, The foreman, the land owner community, the head of the coker group, the local government, the working class/lower class consisting of the coker and the community. However, judging from the capacity of the ruling elite, the existence of elite rulers is in the classification of the petty bourgeois ruling class or the middle class because managers as elite determinants and management decision making are extensions of entrepreneurs who have business interests. So that the pattern relationship shows the regularity of sand mining management which develops intensive communication between entrepreneurs and managers so that there is no visible conflict about results.

Abstract

AbstrakTujuan penelitian untuk mengetahui kualitas pelayanan publik di kantor desa Sidorame Timur Medan Perjuangan mengetahui faktor-faktor yang mempengaruhi kualitas pelayanan publik pada kantor desa Sidorame Timur Medan Perjuangan Medan. Data dianalisis secara kualitatif untuk memberikan gambaran masalah penelitian. Dalam pengumpulan data, metode yang digunakan adalah observasi, wawancara dan angket. Hasil penelitian terkait dengan 5 indikator yang ada pada kualitas pelayanan publik di kantor Sidorame Timur Medan Perjuangan, Medan adalah bukti fisik (tangible), keandalan (trust), kemampuan merespon daya tanggap, keyakinan, dan perhatian (empati). Selain itu, faktor yang mempengaruhi kualitas pelayanan publik pada kantor desa Sidorame Timur Medan Perjuangan Medan adalah sumber daya manusia dan disiplin petugas pelayanan.Kata kunci: Kualitas Pelayanan Publik

Abstract

Pelaksanaan peraturan desa yang selama ini berlaku sudah tidak sesuai lagi dengan perkembangan zaman, terutama antara lain menyangkut kedudukan masyarakat hukum adat, demokratisasi, keberagaman, partisipasi masyarakat, serta kemajuan dan pemerataan pembangunan sehingga menimbulkan kesenjangan antar wilayah, kemiskinan, dan masalah sosial budaya. Untuk itulah, pemerintah mensahkan Undang Undang Nomor 6 Tahun 2014 tentang desa dan menyetujui rancangan Undang-Undang Desa untuk disahkan menjadi Undang- Undang Desa.

Abstract

Government bureaucratic reform is a part and effort to strengthen the state because through bureaucratic reform the role of government is redefined to answer challenges, because bureaucratic reform does not just simplify the bureaucratic structure but can change the mindset and pattern of bureaucratic culture for various roles in governance. Bureaucratic reform in Batu City has been regulated in Batu Mayor Regulation No. 58 of 2020. This regulation is a form of Batu city planning to make improvements in the bureaucratic system. The purpose of this study was to determine the performance and process of running administrative bureaucratic services in the Batu City Government. Efficiency in administrative services in the city of Batu is still far from being effective. This is especially so that all services and licensing offices that are all in one place should be able to process permits faster. This seems not to be used by the Batu city government.

Abstract

 Penelitian ini mencoba mengkaji karakteristik keluarga miskin itu sendiri dalam penelitian ini. Pendekatan kualitatif dan kuantitatif digunakan sebagai metode analisis dalam penelitian ini. Keterkaitan antara indikator kemiskinan, status kemiskinan, dan status pekerjaan di Kota Banjarmasin dikaji dengan menggunakan pendekatan kualitatif dan analisis deskriptif. Secara komparatif, karakteristik keluarga miskin dan tidak miskin di Kota Banjarmasin dikaji dengan menggunakan pendekatan kuantitatif. Dalam penelitian ini, 100 responden rumah dijadikan sampel. Temuan studi tabulasi silang tentang hubungan antara pendapatan pekerjaan kepala rumah tangga dan status kemiskinan menunjukkan bahwa ada hubungan yang signifikan antara keduanya. Menurut temuan studi CHAID, kepemilikan tabungan, tempat untuk buang air, gaji kepala keluarga, dan bahan bakar memasak adalah yang membedakan rumah miskin dengan rumah tidak miskin. Dari hasil penelitian, Pemerintah Kota Banjarmasin melakukan langkah-langkah dalam hal pemberdayaan ekonomi masyarakat, percepatan pembangunan infrastruktur terutama yang mendukung kegiatan ekonomi masyarakat dan peningkatan kesempatan kerja.

Abstract

The purpose of this study is to find out how the mechanism for implementing public information dispute mediation at the Information Commission of South Kalimantan Province, with the hope that public bodies as managers of public information and the public as users of public information know and understand the mechanism for resolving public information disputes through mediation at the Information Commission. This research uses descriptive-qualitative research, with interview, observation and documentation data collection techniques and then analyzed qualitatively. The research results can be described as follows; 1) The process of mediation activities at the Information Commission is an integral part of the process of non-litigation adjudication activities 2) Mediation activities are the first step in resolving public information disputes regarding open information caragories between the applicant and the respondent, guided by a mediator from the Information Commission Commissioner. 3) There are 3 (three) possible outcomes of mediation, namely successful mediation, failed mediation, and failed mediation. 4) If the mediation is successful (agreed), then the information dispute is considered completed. If mediation fails/fails, then the trial adjudication proceeds to the proof stage. 5) If the mediation is successful (agreed), then the results of the mediation are confirmed in the form of the Information Commission's Mediation Decision, and read out before the adjudication session. 6) The Information Commission mediation decision is legally binding on the parties, and must be implemented no later than 14 (fourteen) working days after the decision is read out.The purpose of this study is to find out how the mechanism for implementing public information dispute mediation at the Information Commission of South Kalimantan Province, with the hope that public bodies as managers of public information and the public as users of public information know and understand the mechanism for resolving public information disputes through mediation at the Information Commission. Perkembangan untuk penataan ruang dalam perkotaan selalu berkaitan dengan kebutuhan dan mempertimbangkan dampak serta menyadari akan kebutuhan generasi yang akan datang. sehingga dalam pengelolaan melalui perencanaan, implementasi dan evaluasi kebijakan harus mempersiapkan strategi yang efektif dan terintegrasi. melalui pelaksanaan Perpres No. 59 tahun 2017 tentang SDG's (Sustainable Developement Goals) pentingnya atas komitmennya terhadap pembangunan yang berkelanjutan khususnya di Kabupaten Gresik dalam penataan Ruang Perkotaan dengan Memperkuat upaya untuk melindungi dan menjaga warisan budaya lokal dan warisan historis kebudayaan masa lampau. Sasaran Pelaksanaan, Terwujudnya kota dan kawasan perkotaan layak huni melalui pengembangan kota pusaka berbasis karakter sosial budaya (heritage city).
