Abstract

In Indonesia, women were elected as governors, regents, mayors and deputy regional head is still small. The same phenomenon occurred in Lampung during the election period of 2005-2014, not a single female candidate was elected as regional head and deputy regional head. New on the elections in 2015 elected two women as East Lampung Regent (Chusnunia Chalim) and Vice Regent of Pesisir Barat (Erlina). The purpose of this study to determine the factors Chusnunia Chalim victory (and a couple Zaiful Bokhari) in local elections in East Lampung district in 2015. Theoretical framework used to explain the modalities of political contestation of the election, assuming that the candidate that wins must have the capital that includes political capital, social capital, and economic capital. This study used a descriptive approach qualitative research informants the winning team mate Chusnunia Chalim and Zaiful Bokhari, Commissioner of the East Lampung Regency, local community leaders, and some leaders of political parties bearers and supporters of the candidate. Discussion of the results showed that women's involvement in political elections and local governments began to seem real. Chusnunia because social capital is consolidated with the political capital of the bearers of political parties (PKB and PD) and the PDI-P supporters of political parties. This victory more dominant factor in social capital and strengthened by the political capital that appears at times the last round of the campaign. Social capital is obtained from the ethnic affiliation of voters with candidates and religious culture of the majority of the population of East Lampung. Meanwhile, the advantage of the element of political capital gained from the failure of incumbent candidates in the voting stage. So that prospective incumbent and its main bearers of political parties, PDI-P, shift support to Chusnunia.

Abstract

This study aims to find out the strategy applied by Surabaya city in implementing the 12-year compulsory education program and the funding of school operational cost of secondary education. The approach used was both qualitative and quantitative with data and information gathered from interviews, Focus Group Discussion (FGD), and survey form. It can be concluded that the first strategy done by Surabaya city in supporting 12-year compulsory education was preparing a regulation support through a local government’s (including the mayor’s) laws and regulations, which mandate about educational financing. This educational budget is used in improving students’ participation and competence, improving schools’ infrastructure and facility, and improving educators and educational staffs’ competence and welfare. The only sources of school operational cost funding for public secondary schools in Surabaya are the BOS grant from central government and BOPDA grant from local government, whereas for private schools, there is also support from the community in the form of committee contribution. The 12-year compulsory education program in Surabaya can be adopted as a best practice for other districts/cities who are implementing the program.

Abstract

This study reviewss (1) Influence of learning materials for civics on the civic responsibility of student, (2) Influence of learning methods for civics on the civic responsibility of the student, (3) Influence of instructional media for civics on the civic responsibility of the student.The research uses a quantitative approach with survey method. Data collection using the study questionnaire. The population in this study is the Jakarta State University student who contracted general courses in the second semester Citizenship Education (102) in 2015. The results showed that (1) Learning materials Civics significant influence on civic responsibility in students with t count 6,502 > t table 1.971. (2) Methods of teaching Civics significant influence on civic responsibility in students with t count 7.290 > t table 1.971. (3) Media Learning Civics significant influence on civic responsibility in students with t count 3.737 > t table 1.971.

Abstract

Specificity of autonomy Jakarta as the Capital of the Republic of Indonesia that is placed on the area provincial level, so that the government area consists of 5 (five) City and 1 (one) Thousand Islands District up units at the lower level, namely District and Village is a unit of government administrative and technical services. Urban Village as a government bureaucracy that deal directly with the public is the frontline in the public service. The existence of the village chief and deputy village chief was reinforced by law No. 147 of 2009 on the Organization and Work Procedure village, which strengthened the position of deputy village chief duties and functions as an auxiliary Lurah such a heavy burden of their duties to serve citizens of the capital densely populated. The reform of the bureaucracy over the birth of Jakarta Bylaw No. 12 of 2014 concerning the regional Organization still beg the question why the position of deputy village chief who is still listed in the rules of the "vacated" in all regions of Village Capital. Occurred in the dilemma between the demands of expectations as a public service town, but on the other hand the reform of the bureaucracy is still a "maintenance of structures" without "tightening" of personnel staffing.

Abstract

This study aims to produce recommendations that can be proposed as policy materials for the K-2013 training that can precisely support its implementation. The study used qualitative methods with data analysis written descriptively. Data collection was carried out in locations that were carrying out K-2013 training in 2016, including: Bandung, Yogyakarta, Badung, Makassar, Tidore and Sorong District. Data collection was carried out using interview, observation, and FGD techniques, with data sources including: LPMP leaders, heads of district / city education offices, resources teachers, regency instructor (IK), and training facilities. The findings of the study are: 1) District / City Education Quality Evaluation Institution (LPMP) and education office have not been able to play an optimal role in K-2013 training, 2) Unqualified IK are still found even though selection and training process has been passed by candidates, 3) the majority of training room conditions are less comfortable and facilities such as student textbooks are still inadequate for training needs, 4) there are materials that are not in accordance with the needs of the teacher to carry out learning, 5) the amount of training time is not enough. Recommendations for reorientation of training include: 1) the role of LPMP and district / city education office, 2) IK recruitment system, 3) fulfillment of facilities and infrastructure according to training needs, 4) arranging schedules and time requirements for training material presentation, 5) setting priority materials. Abstract

Artikel ini membahas tentang berlangsungnya demokrasi di Indonesia. Sebagai negara dengan penduduk muslim terbesar, bagaimana nilai-nilai Islam mempengaruhi berjalannya demokrasi di negara ini. Indonesia memiliki 1.331 kelompok suku dan 652 bahasa daerah. Dengan kemajemukan tersebut negara ‘mengajarkan’ tentang toleransi dan pluralisme melalui semboyan yang dikenal ‘Bhineka Tunggal Ika’, berbeda-beda namun tetap satu jua. Nilai-nilai demokrasi, agama, dan pluralisme juga terkandung dalam dasar negara, Pancasila. Meski begitu, demokrasi di Indonesia mengalami pasang surut. Abstract

ABSTRAK Tujuan penelitian ini adalah untuk memberikan bekal pada mahasiswa Universitas Negeri Jakarta (UNJ) tentang pendidikan karakter, sehingga lulusan Universitas Negeri Jakarta (UNJ) berkualitas, memiliki sikap disiplin yang tinggi, bekerja keras dan bertanggungjawab. Sedangkan tujuan khusus penelitian ini adalah tersedianya buku panduan model pelatihan pendidikan karakter bagi mahasiswa baru Universitas Negeri Jakarta (UNJ). Tulisan ini merupakan hasil kajian penelitian pengembangan atau sering disebut Research and Development (R&D). Hasil penelitian menunjukkan bahwa model pelatihan yang disepakati dalam perancangan desain adalah model pelatihan pendidikan karakter holistik (menyeluruh) disingkat “PENDIKAR HO”. Model pelatihan pendidikan karakter holistik ini dalam pelaksanaannya tidak membedakan peserta dilihat dari latar belakang keluarga, status sosial ekonomi, suku bangsa, agama, bahasa, dan adat istiadat. Peserta diperlakukan sama dalam pelatihan pendidikan karakter. Luaran dari hasil penelitian pada tahun 2016 ini adalah berupa produk panduan model pelatihan pendidikan karakter bagi mahasiswa baru Universitas Negeri Jakarta. Diharapkan panduan model pelatihan pendidikan karakter bagi mahasiswa baru Universitas Negeri Jakarta (UNJ) ini dapat diterapkan di seluruh fakultas di lingkungan Universitas Negeri Jakarta (UNJ). Sedangkan luaran lain pada tahun ini adalah dimasukkannya hasil penelitian pada jurnal bertaraf internasional. ABSTRACT The purpose of this study is to provide provisions to students of the Jakarta State University (UNJ) about character education, so that graduates of Jakarta State University (UNJ) are qualified, have a high discipline attitude, work hard and are responsible. While the specific purpose of this research is the availability of a guidebook for character education training models for new students of Jakarta State University (UNJ). This paper is the result of a research development study or often called Research and Development (R&D). The results showed that the training model agreed upon in the design of the design was a holistic (overall) character education training model abbreviated as "PENDIKAR HO". This holistic character education training model in its implementation does not differentiate participants in terms of family background, socioeconomic status, ethnicity, religion, language, and customs. Participants are treated the same in character education training. The output of the 2016 research is a product guide to character education training models for new 19 students at Jakarta State University. It is hoped that the character education model training guide for new students at the Jakarta State University (UNJ) can be applied in all faculties within the Jakarta State University (UNJ). While another outcome this year is the inclusion of research results in international journals.

Abstract

ABSTRAK Artikel ini bertujuan menganalisa konsep Machiavelli tentang virtue dan fortune. Machiavelli tidak mendefiniskan makna virtue secara pasti. Ia tidak menggunakan istilah tersebut secara sistematik. Machiavelli menggunakan istilah virtue sebagai analisis kompleks yang menggambarkan pada kualitas-kualitas utama seorang pemimpin dalam mencapai kegemilangan, meraih kemuliaan dan kehormatan, menahan serangan, melepaskan ketergantungan pada pihak lain, keyakinan diri. Dalam konteks tertentu, virtue didefinisikan sebagai kesediaan untuk melakukan apa saja tindakan untuk mencapai kemuliaan umum, baik itu melalui cara-cara yang baik maupun jahat. Pandangan ini menegasikan prinsip-prinsip moral dalam mencapai tujuan. Sementara fortune berarti, Nasib Baik. Fortune adalah dimensi yang selalu mengelilingi dan menentukan arah hidup kita. Dalam pandangan Machiavelli, Nasib adalah Dewi dalam kehidupan yang mana kita patut memberikan perhatian kepadanya, karena ia dapat memberikan keberuntungan ataupun kecelakaan. Argumentasi tentang Nasib ini berseberangan dengan pandangan Machiavelli yang sejauh ini dikenal cukup liberal dalam bidang politik dan kenegaraan. Pada tahap tertentu, pemikiran Machiavelli tentang virtue dan fortune, menciptakan suatu kesenjangan moral antara tradisi moralis klasik (Yunani dan Romawi kuno) dan zaman Renaisans, serta dilema moralitas baru kekuasaan. ABSTRACT This article aims to analyze the Machiavelli’s concept of virtue and fortune. Machiavelli does not define virtue precisely and systematically. Machiavelli uses the term virtue as complex analysis that describes the main qualities of a leader in achieving glory, honor, resisting attacks, releasing dependency, and self-confidence. In certain contexts virtue is defined as the willingness to take any action to achieve general glory, which through good or evil means. This view ignores moral principles in achieving goals. While fortune means good fortune. Fortune is a dimension that always surrounds and determines the direction of our lives. In Machiavelli’s view, fate is a goddess in life which we deserve to pay attention to because it can bring good fortune or accident. This argument about fate is different from the Machiavelli’s view which has so far been known as liberal. At a certain stage Machiavelli thought about virtue and fortune creates a moral gap between classical moralist traditions and renaisans era, and creating a new morality dilemma of power.

ABSTRAK Kajian tentang nilai-nilai islam dan kaitannya dengan pembentukan kesadaran nasionalisme menjadi menarik untuk dikaji karena: peran ulama dan para pejuang muslim tersebut tidak lepas dari semangat untuk keluar dan lepas dari penjajahan. Peran para pejuang Islam baik yang berjuang secara fisik maupun yang berjuang dengan pemikiran melalui pena perlu dikaji untuk mengetahui secara historis peran ulama yang sangat penting dalam pencapaian kemerdekaan dan pembentukan Negara Kesatuan Republik Indonesia. Rumusan masalah dalam penelitian ini adalah: bagaimanakah gagasan pembentukan kesadaran kebangsaan para tokoh bangsa ditinjau dari sisi sejarah hukum? Metode penelitian yang digunakan adalah metode hukum normatif dengan pendekatan sejarah hukum. Teori yang digunakan dalam penelitian ini adalah teori sejarah hukum yang dikembangkan oleh Karl von Savigny. Kesimpulan penelitian yang diperoleh adalah: pemikiran K. von Savigny yang melihat sebuah perubahan dari bentuk yang primitif menuju sebuah bentuk modern juga terlihat dalam proses pembentukan kesadaran nasionalisme Indonesia. ABSTRACT The study of Islamic values and their relation to the formation of nationalism awareness is interesting to study because: the role of the ulama and Muslim warriors is inseparable from the spirit to get out and escape from colonialism. The role of Islamic fighters, both those who struggle physically and those who struggle with ideas through a pen, needs to be examined to find out historically the role of the ulema which is very important in the achievement of independence and the formation of the Unitary State of the Republic of Indonesia. The formulation of the problem in this study is: how is the idea of forming national awareness among national figures in terms of the history of law? The research method used is a normative legal method with a historical approach to law. The theory used in this study is the theory of legal63 history developed by Karl von Savigny. The conclusions of the research obtained are: K. von Savigny's thought which saw a change from primitive to modern patterns was also seen in the process of shaping Indonesian nationalism awareness.

Abstract

ABSTRAK Tujuan dari penelitian ini adalah untuk mengetahui bagaimana kepemimpinan dan kinerja karyawan bawaslu kota administrasi jakarta selatan, serta untuk mengetahui apakah terdapat pengaruh kepemimpinan terhadap kinerja karyawan bawaslu kota administrasi jakarta selatan. Metode penelitian yang digunakan dalam penelitian ini adalah Deskriptif Asosiatif dengan pendekatan kuantitatif, yaitu dengan mendeskripsikan keadaan responden serta deskripsi variabel penelitian dalam tabel frekuensi dan presentase dari hasil penyebaran kuesioner tersebut dengan melalui prosedur analisis data. Populasi dalam penelitian ini sebanyak 96 orang dan jumlah sampel sebanyak 96 responden dengan menggunakan sampel jenuh. Teknik analisis data menggunakan uji validitas, uji reliabilitas, regresi linear sederhana, koefisien korelasi, koefisien determinasi dan uji hipotesis (uji t). Hasil penelitian menunjukan bahwa persepsi karyawan untuk variabel kepemimpinan dan kinerja karyawan saat ini sudah baik. Nilai koefisien regresi variabel kepemimpinan terhadap kinerja karyawan adalah sebesar 0,484. Hal ini berarti jika kepemimpinan naik 1 satuan maka akan meningkatkan kinerja sebesar 0,484. Korelasi dibuktikan dengan rxy sebesar 0,468 yang artinya terdapat hubungan positif yang sedang antara kepemimpinan dengan kinerja karyawan dan koefisien determinasi sebesar 21,90%, sementara sisanya sebesar 78,1% dipengaruhi oleh faktor lain yang tidak diteliti. Hasil uji hipotesis diperoleh nilai thitung (4,934) > ttabel (1,990), dengan taraf 5%, hal ini menunjukan bahwa terdapat pengaruh yang positif dan signifikan antara variabel kepemimpinan terhadap kinerja karyawan Bawaslu Kota Administrasi Jakarta Selatan. ABSTRACT The purpose of this study was to determine how the leadership and performance of South Jakarta city administration bawaslu employees, as well as to find out whether there is an influence of leadership on the performance of South Jakarta city administration bawaslu employees. The research method used in this research is Associative Descriptive with a quantitative approach, namely by describing the condition of the respondent as well as a description of the research variables in the frequency table and the percentage of the results of the distribution of the questionnaire through data analysis procedures. The population in this study were 96 people and the number of samples was 96 respondents using a saturated sample. Data analysis techniques using validity test, reliability test, simple linear regression, correlation coefficient, coefficient of determination and hypothesis testing (t test). The results showed that employee perceptions for leadership variables and current employee performance were good. The regression coefficient value of the leadership variable on employee performance is 0.484. This means that if leadership increases by 1 unit it will increase performance by 0.484. Correlation is evidenced by a proxy of 0.468, which means there is a moderate positive relationship between leadership and employee performance and a coefficient of determination of 21.90%, while the remaining 78.1% is influenced by other factors not examined. Hypothesis test results obtained tcount (4.934)> t table (1.990), with a level of 5%, this shows that there is a positive and significant influence between leadership variables on the performance of employees of Bawaslu South Jakarta City Administration
