Abstract

The research aiming for analyze governance conditions​ collaborative in the Land program Agriculture Food Sustainable Development (LP2B) in Sukabumi City and formulating a governance model collaborative which can applied to solve the existing problems. The research​ use theory collaborative governance by Ansel and Gash. This theory covers four dimensions main: starting conditions, institutional design, facilitative leadership, and collaborative process. The research used qualitative approach with Soft System Methodology (SSM). The results of this study show that collaborative governance in the LP2B program has not been optimal. Some identified problems show imbalance power bargain between stakeholder interest at the stage of starting condition, weakness in institutions design that cause roles and responsibilities of stakeholders is not clear, and obstacle in the collaborative process that resulted in lack of synergy and involvement between government, farmers, and private sector. The research gives important outlook about factors that need to be considered fixed for improve collaborative governance in the LP2B program, as well as offer model recommendations to solve problems which found in every dimensions.

Abstract

This research was conducted against the backdrop of increasingly complex national defense challenges in the VUCA (Volatile, Uncertain, Complex, and Ambiguous) era. Threats to national sovereignty, especially hybrid threats, require the Marine Corps, specifically the Marine Forces (Pasmar), to possess a high degree of adaptability. One key factor in improving Pasmar's operational readiness is strategic leadership. Therefore, this study aims to analyze the effectiveness of the implementation of strategic leadership by the Pasmar Commander (Danpasmar) in enhancing the unit's operational readiness.  This study uses a qualitative method. The analysis method used is the Miles and Huberman analysis, which focuses on leadership factors and operational readiness identified in the Pasmar context. The results of the study indicate that the strategic leadership carried out by the Pasmar Commander has an important role in building adaptive operational readiness. The strategies implemented, such as updating Defense Equipment, developing soldier professionalism, and strengthening collaboration between units, significantly improve Pasmar's ability to respond to emerging threats. It can be concluded that the strategic leadership of Danpasmar 1 has succeeded in improving the operational readiness of the Marine Corps by managing five main components: strategic direction, resource management, organizational culture, ethics, and control. Danpasmar 1 formulates an adaptive long-term strategy, utilizes technology, and manages resources efficiently. Good relations with external parties and regular evaluations also support high operational readiness. Danpasmar 1's strategy involves dynamic adaptation, effective resource management, clear communication, continuous coaching, and strategy adjustments. Danpasmar 1's strategic leadership plays a crucial role in improving Pasmar 1's operational readiness to face increasingly complex defense challenges in the future.

Abstract

This study aims to analyze the pentahelix collaboration strategy in research and development (R&D) of defense equipment as an effort to meet the essential needs of the Indonesian National Army (TNI), using PT Pindad in Bandung as a case study. The pentahelix approach involves collaboration among government, academia, industry, society, and media, which is expected to create an effective innovation ecosystem that responds to the country's defense needs. Through an in-depth analysis of the cooperation established between PT Pindad and related stakeholders, this research identifies the strengths, challenges, and opportunities in the development of defense equipment. The findings indicate that the synergy among various stakeholders not only enhances the quality of military products but also reinforces Indonesia's overall defense resilience. Therefore, the pentahelix collaboration strategy can serve as an effective model for future defense equipment development efforts

Abstract

The innovation of Samsat Virtu Bengkulu City is a breakthrough formed in order to provide public services for motor vehicle tax payment more practically, Samsat Virtu is present as alternative place to pay taxes outside of work hours usual. This study aims to describe and find out the implementation of service innovations formed by the SAMSAT Office through the Samsat Virtu service in Bengkulu City seen from the perception of the community in Borril CS et All with aspects of availability, accessibility, affordability, and acceptance. The research method used is a qualitative descriptive research method. The data collection techniques in this study are observation, interviews, and documentation. In this study, the data analysis techniques used are data reduction, data presentation, and conclusion drawn. The results of the research conducted by the author show that the Samsat Virtu Innovation in Bengkulu City has been implemented and implemented well. However, there are still a few shortcomings, namely in the aspect of availability where there are no vehicle parking barrier signs. In terms of accessibility, it’s well available with regard to schedule information and affordable locations so that it’s easy to find. In terms of affordability, it’s in accordance with the applicable SOP where the imposition of PKB payment fees has been adjusted to the specified calculation. In terms of revenue, it has been carried out so well because the presence of competent officers in providing services so that the taxpayer community feels comfortable and safe in making PKB payments at Samsat Virtu.

Abstract

In 2021, the Minister of Agrarian Affairs and Spatial Planning/National Land Agency issued Ministerial Decree Number 1589/SK-HK.02.01/XII/2021 concerning the Determination of Protected Rice Field Maps. The problem that occurred in Sukabumi City was the inconsistency of the area of Protected Rice Fields between that stipulated according to the Decree of the Minister of Agrarian Affairs and Spatial Planning/National Land Agency and the area designated for food crops in Sukabumi City Regional Regulation Number 1 of 2022. This research is a qualitative research and the research location is in Sukabumi City. Data collection was obtained through observation, documentation, and in-depth interviews with selected informants using William Dunn's evaluation analysis and CATWOE analysis. In testing the validity of the data, a credibility test was used through extended observation, triangulation, and member checks. The results of the study indicate that the policy for Determining Protected Rice Field Maps in Sukabumi City needs to be adjusted.

Abstract

Issues regarding the inequality of authority at the internal level of accountability organizers as well as vertically hierarchical and horizontal, as well as power relations between the community and accountability organizers give rise to anomalies in accountability practices at the village level. The purpose of this research is to analyze the dynamics of accountability in the era of Sustainable Development Goals with the bestpractice of Nangai Amen village, Lebong Regency, Bengkulu Province as the research locus, the determination of the locus is based on the village government aligning the village program with the Sustainable Development Goals, in addition, there was misappropriation of Village Funds committed by the former leadership of the village government. The type of research used used a qualitative approach. The informants were determined using a snowball technique that was closely related to the main informants in the Village Fund accountability. The findings of the research are that the involvement of many actors in the accountability mechanism creates paradoxes in the process. Political-economic intervention at the vertical level of the accountability organizing institution influences the Village Fund management policy and the accountability reporting mechanism for the use of the Village Fund. Furthermore, the overlapping authority of institutions at the horizontal level as well as, the bureaucratic aspects inherent in the accountability organizing institution add to the problems faced in the accountability process. Furthermore, the power relations between the village government and elite community groups in utilizing the Village Fund for group interests extend the dynamics of accountability in the management of the Village Fund

Abstract

Companies nowadays prefer to use partner work agreements because they think that these agreements are more profitable for business actors, whereas in labour law there are only two (2) types of work agreements, namely specific time work agreements and indefinite time work agreements. This research aims to know and analyse the legal relationship of the parties in a partner work agreement in outsourcing, and the form of legal protection given to workers with partner work agreements in outsourcing. The method used is the legal research method which aims to achieve a solution to the legal issues and problems that arise therein, so that the result to be achieved then is to provide a prescription of what should be on the issue raised. A partner work agreement gives rise to a legal relationship between the outsourcing party and the worker, which legal relationship causes legal consequences, namely the rights and obligations of each party involved, namely the worker and the outsourcing party. There are two (2) types of legal protection for workers, namely preventive protection and refressive protection.

Abstract

Advances in information technology and telecommunications have brought Indonesia into the digital era. Digitalization has rapidly changed the paradigm of people's lives, including in terms of public services which are felt to be very different from those of several decades before. Public service innovation must have relative advantages compared to previous services, including the value of novelty that differentiates it. One of the agencies that provides public services is the Department of Population and Civil Registration (DISDUKCAPIL) in terms of digitizing the bureaucracy and then launching an application that contains population-related information in digital form. The aim of this research is to analyze the digitalization of bureaucracy carried out by DUKCAPIL through the IKD application. The type of research used uses a qualitative approach. Informants are determined using the snowball technique which is closely related to the research topic. The findings from the research are that the digitization of bureaucracy through Digital Population Identity (IKD) in the Palangka Raya City Population and Civil Registration Service has gone well, however, it is necessary to pay attention to the increase in staff who handle IKD as well as more thorough socialization to the community so that this IKD can achieve the targets set. has been set

Abstract

This study aims to formulate or steps to produce a primus inter pares leader in the midst of a flawed democracy and to find out what factors hinder the birth of a primus inter pares leader from the electoral democracy process. The research method used is a descriptive qualitative research method through a case study approach. In determining the informants in the study, the researcher used a purposive technique. The data collection technique chosen was using observation, interviews, Focus Group Discussions (FGD), documentation checking the validity of the data using triangulation techniques. The results of the study are the formulation or steps to produce a primus inter pares leader in the midst of a flawed democracy and the factors that hinder the birth of a primus inter pares leader from the electoral democracy process are formulated aspects of the study and problems in realizing quality leader candidates, namely the problems of political parties, oligarchy, corruption and the rationality of society. In the aspect of political parties, a good party for the interests of society is called Good Political Party Governance which is able to provide a clear path for future leaders, who understand the values of democracy, integrity, and public service.

Abstract

In implementing the government system, public participation is an important thing. Where, participation doesn’t have an limit who can be involved. Because, a government cannot function as expected if public participation is excluded or if someone who is part of the public is not involved or someone is excluded. If you recall, one of the elements of the founding of a country is the existence of citizens. Citizens of the country as a whole without exception. The research carried out is research by reviewing and using literature or literature studies that are relevant to the situation that occurs in Indonesia as a country that implements the principles of democracy. This research uses qualitative research methods with a descriptive approach. By conducting literature and literature study analysis. As a result of the research conducted, it is known that overall public participation in legislative decision making in Indonesia is still not optimal. There is still a pattern of decision making that does not involve public participation. Public indifference towards the government and legislative policy makers is also part of the public's disappointment with every policy taken. Apart from that, people with disabilities, the elderly, and minority groups, where helplessness is the reason these people isolate themselves and are not involved in any decision making. Decision makers need to pay attention to involving the public from all elements, without anyone being excluded. Of course, this is not an easy thing to implement, but it is also part of the task of state administrators to be able to build public participation in every legislative decision making.
