Abstract

The purpose of this research is to see whether the increase in PKB votes comes from the shift in party ideology to the center to get a lot of masses to the phenomenon of politicians moving parties. This research uses a qualitative approach with a type of literature study, namely in-depth data search or observation (observation) with the source of reference books and similar research results. This research shows that the increase in PKB votes to get 4 seats in the Padang City DPRD is related to the strategy of adapting to the political aspirations of the community by applying the catch all party approach, namely by shifting the ideology of the Islamic party to become an open party and absorbing more community support. In addition, the recruitment of legislative candidates who are open to anyone, including politicians from other parties who already have an electoral history, is one of the key factors in increasing PKB votes. The recruitment of politicians who already have electoral history and fame has proven to play a central role in bringing PKB into the legislative arena in Padang City.

Abstract

Political parties are one of the crucial instruments in the democratic system in Indonesia, the Independent Solidarity of the Aceh People (SIRA) party is a local political party in Aceh that faces political challenges after regional elections and general elections. The main focus in this paper is to understand the Independent Solidarity Party of the Aceh People (SIRA) how this party can maintain its name and expand its political influence in the highly competitive party system in Indonesia, with the political, mobilization, and communication approaches that have been carried out by the SIRA Party in the context of competition at the local political level post-conflict and post-Helsinki MoU. In this study, a qualitative approach was used with a case study method. The collection of research data was collected from the results of in-depth interviews with the Secretary General of the DPP of the SIRA Party, through field observations, and interviews. The results of the study found that the SIRA party uses various strategies by emphasizing more on strengthening young cadres, collaborating with regional elites. Although in the 2024 general election the SIRA party failed to get a seat in the DPRA because it focused on nominating regional heads, from this strategy it succeeded in giving the party chairman to become the deputy regent of Nagan Raya. The conclusion of this study is that the SIRA Party shows high adaptability through various strategies such as locally-based and community-based politics, but the SIRA Party also faces great challenges such as limitations in funding sources, low participation of the millennial generation and lack of use of digital technology. The limitation of this study lies in the limited scope of informants and has not met the perspectives of sympathizers or voters.

Abstract

This study aims to analyze the political participation of Generation Z (Gen Z) in Banda Aceh during the 2024 general and local elections, focusing on the factors that influence their engagement and the role of the Independent Election Commission (KIP) in enhancing participation. Using a descriptive qualitative approach, data were collected through in-depth interviews with Gen Z university students and KIP members. The study applies Milbrath and Goel’s theory of political participation as well as Campbell et al.’s theory of voter behavior to examine the dynamics of Gen Z involvement. The findings reveal that Gen Z demonstrated higher participation in the local elections (Pilkada) than in the general elections (Pemilu), driven by emotional closeness to local candidates and the relevance of regional issues. Additionally, KIP Banda Aceh successfully increased Gen Z participation through communicative and adaptive outreach strategies, such as campus-based activities and the use of social media platforms that align with Gen Z’s daily lives. This research recommends the development of more participatory and contextual political communication strategies to further strengthen Gen Z's involvement in the democratic process, particularly in the context of local democracy in Banda Aceh.

Abstract

This study aims to examine the provision of subsidized fertilizer by the government in Banyuasin district to increase productivity and farmer income and a sustainable environment. This study is to evaluate the distribution of subsidized fertilizer. The research method uses a qualitative approach, the object of the Banyuasin district government, data collection, observation, interviews, documentation, conducted to the Banyuasin district government as a regulator, PT PUSRI, the provider of subsidized fertilizer policies as well as distributors of subsidized fertilizers and the community and farmers receiving subsidized fertilizers. The presentation of data is descriptive qualitative using the analysis of the CIPP (Context, Input, Process, Product) evaluation model theory by Stufflebeam. The results of the study indicate that the implementation of subsidized fertilizer distribution in Banyuasin Regency still requires improvement. The Context evaluation of the obstacles is not in accordance with the 6T principle of the right type, the right amount, the right price, the right place, the right time, and the right quality. The input for evaluating the source of funds in the procurement and distribution process is taken from the APBN funds and the PNBP Migas advances from the oil and gas profit sharing between the government. The distribution process of PT PUSRI that every farmer who wants to get subsidized fertilizer must have a Farmer Card. The impact of the product can be felt by farmers, the positive impact for farmers who have received the Farmer Card they feel no longer have difficulty in purchasing fertilizer, but the negative impact where the inequality of fertilizer recipients is caused by inaccurate data collection makes farmers buy fertilizer at commercial prices. In the process of conveying information by Banyuasin Regency in implementing the program, socialization is carried out evenly so that the public is aware of the policy regarding the procurement of subsidized fertilizer. For PT PUSRI, it is better to cooperate with the Ministry of Agriculture in updating data. Distribution of subsidized fertilizer can involve village or regional governments and law enforcement officers.

Abstract

This research was conducted in several villages within the Air Hitam Subdistrict, selected due to their involvement and proximity to the subject matter. The study aims to gather comprehensive information and a clear depiction of the Jenang, particularly focusing on the role of the Jenang, and to present it in a series of descriptive sentences that can effectively convey the information to the broader public. What makes this research particularly interesting is that the Jenang is not a member of the Suku Anak Dalam (SAD) community but an ordinary person who holds the highest position within the SAD governance system and exercises autocratic power. This research employs a qualitative approach using a descriptive-analytical method. Informants include the Head of Air Hitam Subdistrict, the Jenang, the Temenggung, the Tengganai, village heads, and community leaders. Data were collected from various literatures, documents, and field research through observation and in-depth interviews. The Jenang plays a significant and far-reaching role in the governance system and everyday life of the Suku Anak Dalam. The Jenang holds multiple roles across various aspects of SAD life. In addition to serving as a leader or government authority, the Jenang is also regarded as a foster father to the Orang Rimba. As the holder of governmental power, the Jenang exercises autocratic authority—every member of the Suku Anak Dalam submits to and obeys the Jenang, whose decisions are final. Interestingly, the Jenang is not a descendant of the Suku Anak Dalam, but rather an outsider, often referred to as Orang Terang (non-SAD).

Abstract

The aim of this study is to examine the political strategy of the Indonesian Democratic Party of Struggle (PDI Perjuangan) in the 2024 Jakarta gubernatorial election (Pilkada DKI Jakarta) through the appointment of Cak Lontong as the campaign manager for the Pramono Anung – Rano Karno ticket. This research analyzes the selection of Cak Lontong, a public figure with an entertainment background, as part of a political campaign strategy. His appointment is particularly interesting to study as it reflects the phenomenon of celebrity involvement in electoral contests in Indonesia, especially in urban areas such as Jakarta. This study adopts a qualitative approach to gain an in-depth understanding of the strategic considerations behind PDI Perjuangan’s choice of Cak Lontong, as well as his role in shaping an inclusive, communicative, and community-oriented campaign image. The findings indicate that Cak Lontong’s selection was not solely based on his popularity as a comedian, but also influenced by other factors such as integrity, political communication skills, and educational background. With these various considerations, his appointment as campaign manager successfully created a campaign atmosphere that was relaxed yet meaningful, bridging the party’s political messages through a lighthearted and educational delivery style. This strategy reflects PDI Perjuangan’s adaptation to the political dynamics of urban areas, which require a more communicative approach while still maintaining leadership quality. This research shows that the combination of popularity and competence can enhance a political party’s competitiveness without compromising the substance of its political message. Therefore, this study recommends that similar strategies be considered by other political parties to engage voters more effectively.

Abstract

This study aims to examine the involvement of ninik mamak (traditional elders) in Dusun Tanah Tumbuh in resolving social conflicts. The research was motivated by the frequent occurrence of social conflicts in Dusun Tanah Tumbuh. The method used in this study is a descriptive method with a qualitative approach. The technique used to select informants is purposive sampling (a sampling method based on specific considerations). Data collection techniques include observation, interviews, and documentation. The results of the study show that the solutions offered by the ninik mamak of Dusun Tanah Tumbuh to resolve social conflicts involve two main methods: mediation and customary court hearings. The ninik mamak have fulfilled their role as enforcers of customary law in accordance with prevailing customary regulations. This role is evidenced by their direct involvement in customary court proceedings and their recommendations in the decision-making process. Another role played by the ninik mamak is acting as intermediaries or mediators in conflict resolution. The challenges faced by the ninik mamak in resolving social conflicts include non-compliance from disputing parties during both mediation and customary court processes, dissatisfaction with the outcomes of these processes, and a lack of public understanding regarding customary court procedures, which often leads to public debate and controversy.

Abstract

This study aims to describe the results of the evaluation of the implementation of the BLT-DD program in Betung Village and its impact on the local community by focusing on the four CIPP evaluation approaches (Context, Input, Process and Product). Using a qualitative research method with a descriptive approach, with data collection techniques in the form of observation, interviews and documentation studies. Data analysis techniques use condensation, data presentation, describing and drawing conclusions. Informants in this study were taken using purposive sampling technique, namely someone who can provide information according to research needs, while the informants consisted of 8 (eight) people including the Village Head 1 person, Chairman of the BPD (Village Consultative Body) 1 person, Village Secretary 1 person, Kaur Keungan Village 1 person, People who received assistance 2 people, and People who did not receive assistance 2 people. The research location was in Betung Village, Benakat Sub-district, Muara Enim Regency. The findings in this study show that the implementation of the BLT-DD program in Betung Village has been carried out effectively in accordance with the evaluation through context, input, process, and product evaluation indicators. The BLT-DD program in Betung Village has provided significant benefits to the community affected by the pandemic, but there are still some improvements needed in several aspects, including updating beneficiary data, increasing supervision of the program, and it is hoped that in the future the BLT-DD program will be integrated with community economic empowerment programs.

Abstract

This study discusses the social relationship between the Village Government and Community Institutions in the development of kuda lumping (a traditional Javanese horse dance) art and culture in Sepakat Bersatu Village, Rimbo Ilir Subdistrict, Tebo Regency. As a form of local cultural heritage, kuda lumping plays an important role in strengthening social ties within the community and reinforcing the village's cultural identity. However, the relationship between village institutions has not been fully synergistic, particularly in terms of funding, the legal status of art organizations, and youth participation. This research employs a qualitative approach with data collection techniques including observation, interviews, and documentation. The findings show that the existence of kuda lumping art in the village has grown due to the enthusiasm of community leaders and the support of the younger generation, rather than initiatives from village institutions. The suboptimal social relationships have resulted in a lack of innovation in performances and limited formal recognition of the art groups. A collaborative strategy between the village government, traditional institutions, and art groups is needed to ensure the sustainability of this cultural art as a local asset. This study recommends strengthening legal support and village budget allocation for the development of community-based cultural arts.

Abstract

This research aims to identify the perceptions of Public Administration students regarding the effectiveness of demonstrations and to explore more relevant alternative forms of public participation. Using a descriptive quantitative approach, the research employed an online survey with 75 respondents, whose data were analyzed through frequency distributions, mean values, standard deviations, and thematic qualitative analysis of open-ended responses. The results indicate that while many students still view demonstrations as an effective way to convey aspirations, a significant number prefer social media as a strategic mobilization tool. Social media is considered capable of reaching a broader audience with lower risk compared to physical demonstrations. Additionally, alternatives such as online petitions and formal audiences have emerged as relevant and strategic options. Respondents believe that digital participation is more inclusive and accessible, enabling greater involvement in the advocacy process. Nonetheless, demonstrations retain an important symbolic role as a visible form of public pressure on policymakers. In conclusion, students are beginning to shift their political participation paradigm from traditional methods like demonstrations toward more modern, safe, and efficient strategies based on digital technology. This shift reflects an adaptation to evolving social and technological dynamics, whereby students leverage both field actions and the vast potential of digital spaces to convey aspirations and influence public policy effectively.
