Abstract

This research discuses about effect of the placement officer of organization’s performance Tanggamus Regency DPRD secretariat and how the placement strategy officer. Design in this research using descriptive analysis with quantitative approach, which involved 78 respondents from the Legislative Secretariat officials Tanggamus regency, which is determined by using sampling techniques saturated. While the strategy in the placement of employees using SWOT analysis. From the results of the research revealed that this can influence the performance of employees against the organization secretariat DPRD Tanggamus regency determinan coefficient with a value of (r2) of (0.869)2 or (75.50%) which can meant that the Organization Secretariat Performance Legislative Tanggamus regency influenced by the placement of employees. Strategy in the placement of employees based on the SWOT analysis, namely (1) Develop a system of planning and management of employee career employees based on the needs of the organization, (2) Develop and maintain the Quality of Life work that condition, (3) To re-orientation education and training activities through the identification of Training needs for the organization, (4) To update the analysis of the position, work load analysis and analysis of job placement of employees as a basis. Abstract

The research about the principles of administrative and integrative public service at district level was taken at Tarogong Kaler District, Garut Regency. It was proposed after the introduction of the regulation from Ministry of Home Affairs Number 4 Year 2010 on the guidance of administrative and integrative service at district level, which was followed by technical guidance for administrative and integrative service at district level. And to narrow the discussion range, I limited the topic on the implementation process of administrative and integrative service at Tarogong Kaler District, Garut Regency. This research is categorized as policy research, which means it is based on the policy that has focused on problem-solving. It also can belong to evaluative research as it aims to evaluate the presence of certain policy and its impact at Tarogong Kaler District in Garut Regency. While for the data source, I employ primer and secondary source from interview, reading lists, and official documents. To begin with, all data is analysed and checked using three criteria, namely: 1) credibility, 2) dependability, and 3) confirmability. To conclude, I claim that Tarogong Kaler District in Garut Regency has implemented the policy based on the Act Number 25 Year 2009 Section 4. For instance, the head of district has established the service standard at Tarogong Kaler District in Garut Regency by running some policies: managing organization, improving the service facilities, finding the best method to run the service, and providing continuous training for all employees so that they gain good knowledge and competencies. Yet, I would like to suggest to expand the internet network and provide more PCs in order to support the application of administrative and integrative public service/PATEN as well as holding more continuous training and short course for public employees so that the Standard Operating Procedure can be applied consistently. Abstract

The Regional Government of Tangerang Regency delegates the authority to collect retribution in the sub-district sector regulated in Tangerang Regent’s Regulation No. 14 of 2014 on the Delegation of some of the Regent’s Authority to the Camat to Implement Regional Government Affairs. However, in the implementation has not received response and intensive attention from the community or the licensing service providers either the district or Integrated Licensing Service Board. On the background of the problem, the researcher conducted a study focusing on “IMPLEMENTATION OF POLICY AUTHORITY POLICY TO SUPPLY IN CONSTRUCTION RETRIBUTION PERMITS PERMITS BUILDING OUTSIDE THE REGION IN TANGERANG REGENCY”. In this research the writer use descriptive research method with inductive approach. Data obtained from primary data sources and secondary data, obtained through interviews with related parties, combined with observation and documentation. The result of this research concludes that the implementation of the Abstract of Authority of Levy of License to Establish Building Outside the Area in Kelapadua Subdistrict has not run optimally yet. In addition, the monitoring/ monitoring conducted by Kelapadua District implementers on mandatory retribution is considered less than optimal, the officers who should conduct surveys to the field for two times during the process of making most can only be done 1 times even there are people who in the process of service has been 2 months But has not yet obtained a building permit letter Based on the observations, the authors suggest that the addition of field officer field personnel, controlling the compulsory retribution, the policy of Tangerang regency government should be consistent in improving the maid in the program Delegation of Authorization Levy Levy Permit Building Outside the Area, Availability of structured communication network, and conduct socialization And carry out the process of identifying the development as a whole, as well as providing warning (preventive) and sanction (repressive) to people who deliberately avoid making or pay retribution in order to have a deterrent effect that can stimulate local revenue. Abstract

This tudy aimed to describe Role of Village Government in Empowering Village Sukamulya Pakenjeng Sub district Garut District, based on the fact, most of livelihood’s Sukamulya Villagers is farm and level of public education in the productive age tends to below. In this study the authors use descriptive research with a qualitative approach. The data collection techniques were observation interviews and documentation. Based on the research that has been done can be concluded that the village government of Sukamulya can empower people through several development program are; The first is activation of the institution, the second is increasing public participation in the implementation of communal work activities, the rsse village musrenbangdes and physical development. The third is increase in productive economic with activity training of black smiths and embroidery. But, in the implementation of an empowerment society, village government Sukamulya had some constrains such as lack of community participation, lazy culture and the of facilities available to support development activities. Abstract

This research has the objective to analyze and provide policy recommendations with regard to the arrangement of sub-districts in West Sumba. This study used tailor made method which directs a comprehensive study results become a major consideration for policy makers in the formulation of policy. In addition, to make the analysis more relevant to the needs of West Sumba district in settlement and regional development, the methods of tailor made method combined with the method of FGD (expert meetings) with the bureaucracy involved, and Techniques Delphi, which is one of the techniques stakeholder involvement in decision decision/policy by collecting opinions through questionnaires/checklists. The data were then analyzed using a qualitative approach to obtain in-depth and comprehensive understanding. The results showed that of the six sub districts that were analyzed, sub tanarighu a district that most deserves to bloomed. in addition to the recommendation of the researchers was Arrangement border enclave, Improved system of planning, the use of ICT in governance systems, and organizational management districts. Abstract

The success of education management is determined by the accuracy of curriculum in order to create the simultaneous and cohesive among subjects as the main input for the education program itself. At this stage, the issues of creating a simultaneous program are how to design the curriculum, how educators engage or involve to analyse the simultaneous among the subjects, and how prepared the educators in managing the curriculum so that this can be reflected on the students’ competencies level. All the questions above has been researched and it is concluded that the educators are obliged to be engaged or involved in analysing the simaltenous subjects in order to design the curriculum as well as the implementation in class. Abstract

The purpose of this study is to describe comprehensively and provide recommendations from the results of this PPIP research program. This study uses the theory of Edward III. This research is a qualitative research using descriptive methods through a deductive approach. The technique of collecting data is done by interviews, observation, and documentation. Based on the results of the study, it is known that the PPIP Program Implementation in Lopana Satu Village has not run optimally. This causes the Village Development to proceed slowly. Then the community has distrust in the implementation of the program due to the failure of development in the previous program period. This program also has problems in managing funds that are a resource in this program. For this reason, the Regional Government should pay more attention to matters, namely approaching the community for the smooth running of the program and improving management problems and the PPIP funding budget Keywords: Policy Implementation, Rural Infrastructure Development Program, and Adequate Infrastructure

Abstract

Tax which can influencea country’s economy and society’s prosperity, namely through increasing health and revenue objectives (UN 2018 p. 40), such as tobacco tax. In Indonesia, the revenue from tobacco tax had been increasing from 2007 to 2018. This paper argues that Indonesia should tax the informal tobacco firms based several strategies. The contributors of Indonesian illicit cigarettes are 90 percent from domestic industries and 10 percent from oversea industries. The possible factors which cause the illicit cigarettes are Indonesian complex tax structure and negative behaviour of cigarettes firms. To solve the issues, the Indonesian government should conduct several strategies. First, analysing cost and benefit of taxing the informal sectors. Second, after deciding to tax the informal sectors, five tax reforms policies should be implemented by the Indonesian government, namely the capability of the revenue administration, the pragmatic approach, technical approach, firms’ incentive approach, and political and administrative incentive approaches. Abstract

The effectiveness of the Mukim Government in Johan Pahlawan District, West Aceh Regency is an important study in the administration of government activities which oversees several villages and is directly under and responsible to the Camat. Based on the results of the research on the effectiveness of the Mukim Government in general it has not gone well. This is influenced by organizational characteristics; environmental characteristics; factor characteristics of workers; and the characteristics of management policies and practices. Abstract

the purpose of this study was to determine the Efforts to Improve the Performance of Educators through Monitoring and Evaluation at the Academy of Nursing at the Telkkt.III Teling Manado. This research uses descriptive qualitative research method. Data Collection Techniques and Procedures, namely Observation, Interview, Documentation, while Data Analysis Techniques used in this study were based on what was developed by Strauss and Corbin (1990: 57) through several procedures, namely: Open coding, coding centralized (axial coding), and selective coding (selective coding). The results obtained from this study are as follows: Monitoring and evaluation can motivate educators to improve their performance; at the same time with Monitoring and Evaluation can be found out the way to prevent the occurrence of irregularities or mistakes by educators; Monitoring and Evaluation can increase the sense of responsibility for teaching staff in carrying out their main duties and functions as instructors. As an evaluation material for future improvement, in this study we can draw the conclusion that the improvement of performance and responsibility for the main tasks and functions for educators is the responsibility of educators and educational institutions so that deviations or mistakes can be avoided.
