Abstract

The aim of this research is to find the mechanism of financial audit conducted by the Supreme Audit Board of the Republic of Indonesia after the SPKN 2017 update, what improvements and new things contained in the SPKN 2017, as well as any obstacles that arise in the implementation of SPKN 2017. This research uses descriptive method with an inductive approach that describes the field situation and analysis . Data collection techniques are interview, observation and documentation then analyzed by doing data reduction, data presentation and data verification. The result of the research shows that there is a change of audit mechanism conducted by the Indonesian Supreme Audit Institutioncaused by the change of the standard regulation system of audit from the previous based on the detail rules into the standard with the rule based principle. Abstract

this article discusses public service innovations carried out by local governments to increase public trust in the government. The locus of this research is in the city of Bandung, West Java Province, one of the UNESCO creative city networks. The purpose of this paper is to analyze the innovation of public services carried out by the government to serve the public in creating and innovating so that public trust in the government increases. The research method uses a qualitative method with an inductive approach. Data obtained through interviews, observation and documentation. The results of this study indicate that the regional government of Bandung City creates service innovations in the form of facilities to support the creation and innovation of the community, although there are some things that still need to be addressed. The relationship between the government and the community is closer. The role of local government in serving the community to support the potential of community creation and innovation is very important. Keywords: community; creation; government; innovation; service

Abstract

he Village Administration Management Information System (Simkel) is a system aims to provide a database of population and civil registration data that is integrated with SIAK applications that same between village administration, subdistricts and the department of population and civil registration that online and connected to the website. This research was intended to understand and know how to implement Simkel and the obstacles and efforts did by the Department of Population and Civil Registration of Magelang City.The research method used in this final report is descriptive qualitative with an inductive approach. the data collected were analyzed using analysis techniques in the form of data presentation, data reduction and drawing conclusions referring the theory of George Edward III.Based on the analysis conducted by the writer, the implementation of the Village Administration Management Information System (Simkel) has not going well because there are still some obstacles including unstable networks, limited number of employees and application providers that have not worked optimally. Efforts made to overcome obstacles include coordinating, making minimum qualification letters for staff needs and coaching for employees. Keywords: implementation, Simkel

Abstract

In the Indonesian state administration system, an obligation has been arranged to carry out leave outside the responsibility of the state for regional heads and deputy incumbent regional heads who re-run for the same electoral district. The incumbent regional head's leave obligation causes a vacancy in the position of regional head which affects the stability of governance in the region. The term interim acting (Acting) of the regional head as a public official replacing the regional head and deputy regional head incumbent who carries out campaign leave arises since the issuance of Minister of Home Affairs Regulation Number 1 of 2018. Unlike the definitive regional head elected democratically by the people through the regional head election (Pilkada), filling the vacancy of the leadership of the region through a substitute public official is an administrative mechanism. Because it is not the definitive regional head, not all regional head authority can then be exercised by the acting regional head (Acting) of the regional head.

Abstract

Empowering communities through the Resilient Disaster Village Program in Kutai Kartanegara Regency, East Kalimantan Province is an important study, to improve the ability, knowledge, and independence of the community in dealing with and overcoming disaster problems. The research method in this study is a descriptive research method with an inductive approach. Meanwhile, data collection techniques are semi-structured interviews, observation, and documentation. The author analyzes the data, through processes namely, data reduction, data presentation, and conclusion drawing. The results of observations on the implementation of Community Empowerment, through the Resilient Disaster Village Program, have been going well. This is influenced by supporting factors in the implementation of this program, namely community participation, contributions of implementing activities and cooperation between related parties. The inhibiting factors for program implementation are limited community time and a budget that does not exist every year. The author advises stakeholders to become a sustainable program (sustainable), increase the number of Tangguh Bencana Village and add facilitators, and the community needs to take control in the form of anticipation and disaster management.

Abstract

The title of this research was “The Effort of Regional Tax and Retribution Management Agency (BPPRD) of Kubu Raya Regency in Increasing Tax Restaurant Reception”. Therefore, this study focuses on the Efforts of BPPRD Kubu Raya in Increasing Tax Restaurant. The purposes of this research were to know the effort of BPPRD of Kubu Raya Regency in increasing the revenue of tax restaurant, the obstacles of increasing the acceptance of tax restaurant, and the solution in overcoming the obstacle that happened. This research used qualitative research with descriptive method. The result of data analysis showed that in increasing the revenue of tax restaurant through tax intensification did an improvement. Tax that related to the laws, administrative simplifications, reordering the number of subject/tax object restaurants and improving the quality of Human Resources. While extensification of restaurant taxes such as increasing the number of subject/objects of existing taxes, make improvements in tariffs, and conduct supervision of taxpayers. The other obstacles in increasing the tax restaurant was the existence of passive and active resistance from the community, the limitations of Human Resources, and many areas that have not been explored optimally due to the distance between sub districts. Furthermore, the solution to overcome the obstacles were did socialization to the community continuously, open up the opportunities for businessman, making Human Resources effective and implemented the bonbill system. Abstract

Dalam pembagian urusan pemerintahan pada urusan pilihan, pariwisata merupakan salah satu sektor yang dapat dikelola oleh pemerintah daerah. Provinsi Sulawesi Selatan merupakan salah satu provinsi di Indonesia yang mempunyai banyak tempat pariwisata yang wajib didatangi oleh para wisatawan lokal maupun mancanegara. Dengan menyajikan keindahan alam pegunungan, lautan, adat istiadat, kearifan lokal, tradisi, dan juga tidak ketinggalan wisata kulinernya sehingga peneliti tertarik untuk meneliti pengembangan wisata karts Rammang-Rammang di Kabupaten Maros. Penelitian ini akan menggunakan teori pengembangan pariwisata menurut Kusworo dalam Syafri dan Zaenuri (2013:80) yang menjelaskan bahwa ada 6 (enam) komponen sistem pengembangan pariwisata yaitu daya tarik & aktivitas, akomodasi, transportasi/angkutan Wisata, fasilitas dan Pelayanan Wisata lainnya, infrastruktur atau Prasarana Wisata dan elemen Kelembagaan. Penelitian yang lakukan peneliti adalah penelitian kualitatif dengan menggunakan metode deskriptif dan pendekatan induktif, yaitu memberikan gambaran mengenai suatu permasalahan atau kasus berdasarkan fakta yang ada dengan berpijak pada fakta yang bersifat khusus setelah itu dipecahkan permasalahannya dan ditarik kesimpulan secara umum. Dalam penelitian ini, peneliti memfokuskan penelitian pada peran pemerintah dalam pengembangan kawasan wisata karst Rammang-Rammang Kabupaten Maros. Hasil penelitian yang telah dilakukan oleh peneliti masih ditemukan belum maksimalnya usaha yang dilakukan Pemerintah Daerah Kabupaten Maros dalam melakukan pengembangan pariwisata di kawasan wisata Karts Rammang-Rammang sehingga dalam pelaksanaannya masih banyak ditemukan kendala dan beberpa upaya telah dilakukan oleh Pemerintah Daerah Kabupaten Maros untuk meningkatkan pengembangan pariwisata tersebut. Abstract

The focus of the study discusses the implementation of a one-stop integrated service City policy in Kendari, Southeast Sulawesi Province. The purpose of this research is to find out and analyze the implementation of a one-stop integrated service policy in Kendari City. The concept used is the theory of policy implementation presented by George Edwards III that the dimensions of policy implementation are: 1) communication, 2) resources, 3) disposition and 4) bureaucratic structure. The method used is descriptive qualitative with an inductive approach. The models used in analyzing the data through data reduction, the data presentation, and drawing Conclusions. Based on the results of research that the Office of Investment and Integrated Services of the One Door of the City of Kendari in the implementation of the One Door Integrated Services Policy can be Categorized as not good yet. This can be seen from the four dimensions of research, there are 3 (three) dimensions that are not good items, namely the dimensions of Communication, Disposition, and Bureaucratic Structure. Abstract

This study examines how the world maritime axis policy (PMD) by the Indonesian State is based on the potential maritime region in need as well as the Vision of the President of Indonesia for the period 2019-2024. Using a culinary method to study a variety of existing literature and analyzed in the perspective of Good Governance. This study produces an analysis; The first; marine inclusiveness policy as a state policy involving various levels of actors to access to marginalized groups and or regions so far on marine potential. The second; Making the maritime axis as the main source of the economy to improve welfare. The third; marine resources are made as the world's maritime axis, with the involvement of various countries in the Indo-Pacific region specifically as actors involved in the use and development of the world's maritime axis.
