Abstract

ABSTRACT Effectiveness of electronic kelurahan application function in Pontianak City is a research to know how function of e-village application helps civil apparatus of state serve society at urban village level in order to develop smart city concept. This research uses the theories by Rian Van der Merwe and James Bekker, the theory is designed to evaluate and know the benefits of a website or application by assessing how the conditions of interface, navigation, content, reliability, and technical. This research uses qualitative method with case study technique, this is done in order to present the phenomenon of multi perspective description. From the results of research, basically the existence of e-kelurahan applications is very useful for the government, but not too effective, there are still problems that must be fixed, so that the future of this application can be more effective and better than before. Abstract

ABSTRACT The essence of the SIKERJA application is to improve the quality of work. Before the SIKERJA application as actually implemented, a trial period of around 6 (six) months was carried out, at the beginning of 2017, SIKERJA was officially put in place to accommodate performance achievement through the SIKERJA application has not been implemented in accordance with expectations. Therefore, strategies and steps to improve performance and application are needed to be effective and increase work output and value of application functions so that the rapid development of information technology can be maximized for the benefit of the organization in an effort to improve ASN performance. The Six indicators that will be carried ot in the implementation of a performance improvement strategy include: quality, quantity, teamwork, creativity, innovation, initiative.The results of the study explain that SIKERJA application still needs to be updated because the ASN performance data has not been accommodated. In the renewal of the application is also needed a periodic discussion to collect information and find solutions to a problem that occurs. Effective work minutes that have been set have been adjusted to the workload and job targets that must be achieved so that employees who do not achieve the working minutes are required to get strict sanctions. SIKERJA Verifiers are also expected to work optimally so that SIKERJA input can be more controlled and controlled in accordance with the prevailing corridors. The method of research with qualitative and exploratory approach is more appropriate to be used in analyzing a variety of realities that are more complete and to explore the actual informations in analyzing of the six indicators. Abstract

ABSTRACT The purpose of this study was (1) to analyze and find out what the Government’s policy to relocate street vendors Manado City in the center of the city of Manado. (2). To analyze and determine the factors that influence Relocation Policy Implementation street vendors by the City of Manado. Data collection techniques include in-depth interviews and documentation. Data analysis techniques include data reduction, data presentation and conclusion. Data validity checking techniques include degree of confidence, and the degree of dependency and certainty. In this study it was found that PKL relocation policy based Perwako No. 1 of 2006 concerning the relocation of street vendors in the market due to Manado Bersehati population and the presence of street vendors in the city center of Manado 45 raises complex issues that directly impact the other activities in the region, especially public transportation routes to be disrupted due to the capacity of the central area of the city of Manado 45 can no longer accommodate diverse activities. Assertiveness factor is needed in the City Government made a policy on street vendors. Are also important factors to be considered is the feasibility of a sale is seen from all aspects, primarily the physical condition of the building is also provided for the relocation of economic value that can be obtained by street vendors in these locations. Also affecting the relocation policy implementation is weak supervision and monitoring of the implementation of the policy. Thus it can be suggested that the relocation of street vendors Policy mayor Regulation No. 1 of 2006 should be revised or updated to a higher legal force the relocation of local regulation of street vendors. Government policy has had to consider the interests of both parties. On the one hand giving opportunity to all people to a decent life with his work, but still managing urban obliged to be a comfortable place for all activities of the citizens. Assertiveness factor is needed in the City Government made a policy on street vendors. This shows about government authority as the holder of the authority under applicable laws. Are also important factors to be considered is the feasibility of a sale, arranged from all aspects, primarily the physical condition of the building is also provided for the relocation of economic value that can be obtained by street vendors in these locations. Abstract

The research undertaken has the objective to analyze the wide area, demography and area coverage in order to provide policy recommendations related to the regulation of regency in West Java Province as mandated by UU 23 Tahun 2014 tentang Pemerintahan Daerah. This study used tailor made method which directs a comprehensive study results become a major consideration for policy makers in the formulation of policy. The results of the analysis show that only Bogor Regency has the most complete feasibility to be expanded into district and city compared to other districts in West Java. Abstract

Rule the Village And You Rule The Country, an adage that inspired the authors to examine the BUMDes Jalancagak. This study focuses the problem on: Role BUMDes Jalancagak in the implementation of the Creative Economy; Attempts were made BUMDes Jalancagak; Constraints BUMDes Running Jalancagak in business. The method used is a method descriptively by inductive approach the author in the sample using a sample set aims (purposive sampling). The data collection techniques through interviews, questionnaires and documentation. Based on the analysis we concluded that BUMDes Jalancagak has been cast as the implementation of the creative economy in order to empower villagers Jalancagak accordance with Regulation Subang District No. 14 Year 2007 on Guidelines for the Establishment BUMDes. Credit management BUMDes Jalancagak use banking management, especially rural banks and credit is the most desirable BUMDes business community. Low BUMDes human resource officer is the main limiting factor BUMDes in business management. The authors suggest that the role of BUMDes Jalancagak as the implementation Creative Economy village-owned Jalancagak maintained and further improved, because of the benefits BUMDes has been strengthening revenue village, so the village Jalancagak able to independently finance the activities of the village in order to realize the improvement of living standards and maintain preservation of customs and culture of the people in order to empower villagers Jalancagak. Abstract

This journal entitled “Expectation and Level of Satisfaction of Teachers on Quality of Services Educational Institutions at IPDN of North Sulawesi Campus” aims to know how the level of satisfaction of praja to Quality of Services Educational Institutions in IPDN Kampus Sulut in terms of reliability (Reability), Responsiveness, Assurance, (Emphaty), and Tangibles (Tangibles), to find out whether there is a difference between expectations and perceptions of the quality of services educational institutions in IPDN Kampus Sulut in terms of EDUQUAL instruments and to know how to improve the satisfaction of Praja on the quality of services educational institutions in IPDN North Sulawesi Campus. IPDN North Sulawesi Campus is one of the local campus that currently educates 322 people of praja, in order to produce a quality and ready-made praja required the commitment and effort in the implementation of all campus activities, especially in providing quality services for praja. The findings of this study conclude that partially and simultaneously dimensions of service quality reability, responsiveness, assurance, emphaty and tangibles provided by IPDN Educational Institution in North Sulawesi Campus have a positive and significant effect. This research also findings that IPDN Educational Institution in North Sulawesi Campus has not fully satisfy Praja, because consumer expectation value is still higher than service given. There needs to be a strategy to increase the satisfaction of the services according to the priority of the services needed. Keywords: EDUQUAL instrument, commitment

Abstract

The government has the obligation and responsibility as a provider of public services to meet the needs of the community, which is implemented by both central government agencies, in regional and State-Owned Enterprises. Services that can be provided in the form of goods or merit services. Services provided by the government to the public must be qualified. For that there is a community satisfaction index that is intended for government agencies services units where the results can be used as a reference for the agency service providers to improve and enhance the quality of services provided to the community. A quality service can make people become satisfied. The purpose of this research to determine the District Integrated Administrative Service Quality in terms of Community Satisfaction Index in the District of Tanjungpinang City Tanjungpinang City of Riau Islands province. The research design used is descriptive qualitative research with an inductive approach. The technique of collecting data through interviews, observation, documentation and triangulation. Data were analyzed using data reduction, data tabulation and conclusion. Research results obtained that the quality of the integrated administrative service districts in the District of the City Tanjungpinang already qualified, it is known after a review of the results of community satisfaction index where the value obtained is 75.575 which can be practically considered good or quality. Abstract

Indonesia is a country, that the largest almost 82,3 % of the area in Indonesia located in the villages in Indonesia.Based on affairs regulation number 56 2015, about code and data areas admistrasi government, it is generally known the village total about 74.754 village. So as to build village, and empower village, take the government policy which are supported the construction of the village and empowering the village community.In 2015, based on undang-undang 6 years 2014, about village, the start of government assistance financial relating to help village finance, in support of development and rural community empowerment. The hut kaharu, one village in in ciomas district attack, with the village undangundang number 6 years 2014, about village, in 2015 have received financial assistance from the government.The villages, by the government village and villagers be used, regarding the evaluation the road village infrastructure, and improving the village office, as a place to give services to villagers. Abstract

The declarative and the pragmatic form of public services in the context of language function assessed controverse, not polite, and showed problems among individuals or groups are not consumted by public anymore. This research describes analytically the pragmatic expression of the public leader, the Bandung municipal candidate. The metode used is an analytic descriptive with the teqnic of data collection involved documentation study, the records of Bandung municipal candidate’s expressions in campange. This research showed that the politic statement of public leader becoming the Bandung municipal candidate has already completed the politeness of the languge. It connected with after the compange over there is no indication from public as the demonstrant. The form of the pragmatic and declarative has completed the politeness of the language. As the recommendation from the research are thelanguage communicated by the public leader having been polite is better kept or progressed. Abstract

The Village Governance is a government organization which has function for serving the public’s needs. A good service quality is the expectation of the public as the consumers, by providing and improving the services to the community and also providing an equal and fair services. Giving the service is a major duty of apparatus, both village apparatus and agencies. This research aims to describe the quality of government services in the Nagarawangi village, Rancakalong District, and inhibiting factors of service quality of village governance. Various services provided by the village governance are common public services and administrative services. Researcher focused more on administrative services, it is taken because researcher felt there were issues of administrative services that need more attention. One of them is there were a lack of clarity of the information service procedure and the service simplementation in the Rancakalong District, Nagarawangi village. The focus of this research is the quality of village governance services and supporting factors of service quality in the District Rancakalong Nagarawangi village. The type of this research is descriptive research with a qualitative approach. Informants in the research were Village Apparatus, BPD and the societies of Nagarawangi Village, Rancakalong District as the recipients of services. Data collection techniques which is used by the researcher were observation, interviews and documentation. Data analysis was performed with data reduction, data presentation and then drawing the conclusions. Results of this research, based on the findings based on an analysis of fivedimensional field of service quality indicators, showed that the public services is going according to the job description. The five dimensions are Tangible, realibility, responsivenes, assurance and empathy. It was evident from the data obtained from the analysis of the five dimensions of service quality, overall already run well. But there are still some things that have not been optimal.
