Abstract

The purpose of this article is to find out how to implement the Bantul Traditional's Market policy as empowerment of UMKM post COVID-19 pandemic. This was done considering the current situation of the transition to post-pandemic COVID-19 which previously had quite a significant impact on the UMKM sector and traditional's markets in Bantul Regency. Therefore, with this policy it is hoped that the government can provide public services to overcome problems that occurred before and prepare for future situations. This study uses qualitative methods using data triangulation. Based on the results of the study, it was concluded that the implementation of the current policy was in accordance with the indicators of the theory of policy implementation used. It is evident from the program planning and implementation, all of which aim to empower UMKM in the Bantul Traditional's Market. However, there are also obstacles that still occur and have the potential to hinder the smooth implementation of policies, namely the government's response which tends to be slow when problems occur and must wait according to the applicable SOPs. The government is urged to be more responsive in overcoming problems so that the problems that occur do not pile up and cause big problems

Abstract

Public service is one of the 8 (eight) areas of change in the Grand Design of Bureaucratic Reform 2010 - 2025, with the achievement target at the end of the reform period to improve the quality of public services. North Padang Lawas Regency is one of the new autonomous regions in North Sumatra Province. Some of the problems that become obstacles in meeting community satisfaction include: first, low adherence to Service Standards; second, lack of employee empathy in providing services; third, lack of information related to services; the fourth problem is the absence of a Community Satisfaction Survey. This study uses a quantitative method that is used to determine the effect between service quality variables (X) and community satisfaction (Y). The results showed that service quality had a positive and significant effect on community satisfaction.

Abstract

Pengakuan negara atas keistimewaan dan kekhususan daerah Aceh dibuktikan melalui Pengesahan Undang-Undang Nomor 11 tahun 2006 tentang Pemerintah Aceh (UUPA). PemberlakuanUndang-Undang ini memberikan otoritas seluas-luasnya kepada pemerintah Aceh berupa otonomi khusus sehingga Aceh memiliki wewenang untuk mengurus dan mengatur rumah tangganya sendiri. Salah satu pondasi penting yang diberikan melalui otonomi khusus adalah pemberlakuan Syari’at Islam. Syari’at Islam tidak terlepas dalam sistem pemerintahan di Aceh karena merupakan “ruh” dari kearifan lokal. Penerapan Syari’at Islam secara kaffahdi kota Langsa merupakan salah satu misi yang dilakukan untuk mewujudkan visi Pemerintah Kota Langsasehingga perlu diterapkan mulai dari level pemerintahan terendah (gampong). Tujuan penelitian ini adalah untuk mengetahui dan menganalisis sistem penyelenggaraan pemerintahan gampongberdasarkan kearifan lokalbeserta hambatannya di Kota Langsa. Metode penelitian yang digunakan yaitu penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi. Dari hasil penelitian didapatkan bahwa penyelenggaraan pemerintahan di Kota Langsa sudah menjalankan azas keislaman di semua tatanan pemerintahan termasuk sampai pada tatanan pemerintahan gampong. Hal ini dibuktikan dengan terbitnya Qanun Kota Langsa Nomor 5 tahun 2020 tentang Pemerintahan Gampong yang merupakan penyempurnaan dari qanun sebelumnya. Dari hasil observasi, hambatan yang dijumpai dalam penerapan syariat Islam pada pemerintahan gampong di Kota Langsa adalah kurangnya pengetahuan masyarakat tentang syariat Islam, belum adanya qanun/resam gampong untuk menyelesaikan masalah pelanggaran syariat Islam dan kurangnya dukungan dari masyarakat dalam pelaksanaan syariat Islam.

Abstract

The purpose of this study is to analyze the meaning construction of Zenius Education, the Zenius Education communication model and the Zenius Education training model in increasing teacher competency in implementing e-learning. This research was conducted with a qualitative descriptive method. The subjects in this study were Zenius Education and the informants were determined using a purposive technique, namely with the criteria of having conducted training for teachers in the North Sumatra region. The results obtained from this study found that the Zenius training for teachers has a positive meaning for increasing teacher digital literacy, motivating and lightening the teacher's burden on teaching digital. Several obstacles may occur during the training process, such as the teacher's low digital literacy, limited facilities and the internet, but the credibility of Zenius who trains can overcome these obstacles.

Abstract

This paper to discuss the role of technological transformation in accelerating bureaucratic reform in both the central and regional governments in the era of autonomy. In particular, we would explain the digital technology to service public needs, Basic Concepts of E-Government, sub-chapter on the stages of Bureaucratic Transformation and the impact of reform on public services. There needed to be more data discussing the role of technology in accelerating bureaucratic reform. We obtained scientific evidence from a series of electronic searches of the literature, books, and other academic works. To obtain valid data, we investigate it using a phenomenological method., which involves, among other things, an in-depth evaluation data testing system; concluding begins with an interpretation of the data so that it genuinely answers the study problem.  After discussing in-depth findings, we can conclude that the role of technological transformation in accelerating local government bureaucratic reform in Indonesia is a solution that has a very positive impact on all public services. This is due to technology's ability to innovate and transform public service tasks that are increasing and being compared. In addition, we also found that the digital technology to service public needs, the basic concepts of E-Government, the stages of bureaucratic transformation and the impact of reform on public services as located in finding section. Hopefully, these findings will be useful in future studies of technology and public services, particularly government bureaucracy.

Abstract

The culture of several regions in Indonesia has a tradition of welcoming guests in the form of traditional dance performances. This study intends to find out the traditions and developments of the welcoming dance at this time. In addition, this study suggests reasons why guests need to be presented with a performance in Minang, Bugis, Palembang and Javanese culture. This research reveals values ​​and meanings so that the characteristics and developments that a culture can carry out in honoring guests can be identified. The method used is qualitative by conducting in-depth interviews with traditional Minang, Bugis, Palembang and Solo artists. The findings in this study indicate that the main motive for guests to be respected and exalted in an area is because guests are considered "kings" by the four cultures. The context of being “raja” refers to two things: First, because this dance is really danced to welcome the king, as explained in the Paduppa, Selik Tubu and Gambyong dances. Second, the term "king" is just a parable so that the guests are treated as best as possible like a king. When the guests are "kingled", it is hoped that they will establish good relations and return to visit the area. This good relationship is symbolized by giving banquets to guests, such as cake, betel, gambir, tambakau, areca nut. By experiencing this banquet, it is hoped that the guests will also feel the bitterness of life that is felt by the community, so that later it will foster a sense of sympathy and empathy for the guests to uphold mutual respect and respect for one another.

Abstract

This paper aims to show how the use of multiple media (multimodality) has an effect on increasing the closeness of relationships. The problems are focused on improving relationships that are usually "equal" such as partners, friends, family, allowed to be applied in "unequal" relationships, such as superiors and subordinates. In order to approach this problem, a theoretical reference from Hyaronthwaite's Media Multiplexity Theory (MMT is used which states that the more use of media creates close relationships and the weaker the relationship we have with someone, the less media we use to interact with that person. This research was analyzed interpretively by interviewing employees at the Ministry of PUPR. The data is collected through in-depth interviews and analyzed qualitatively by clustering 3 things to be observed, which is relationship ties, hierarchy of media use in the institution studied, convenience and motivation from using multiple media. This study concludes that generational differences and motivation for using media affect the formation of strong bonds between superiors and subordinates that influenced by the motivation for using social media, which is to be appreciated by superiors. On the other hand, social media in "unequal" relationships is used only a complement to communication. In addition, culture and digital work processes also affect the convenience of media users.

Abstract

This study aims to determine political behavior and political actors in winning empty squares in eight villages in Wonosobo District in the 2020 Wonosobo Regional Head Election (Pilkada). The research method used in this research is a qualitative research method with a descriptive approach. The theory used in this research is the theory of political behavior and the theory of political actors. From the research conducted, it is known that the winning of empty squares in the eight villages was caused by several factors, namely (1) voters did not know a single candidate pair, (2) voters were apathetic towards election results, (3) voters did not like a single candidate pair, (4) voters want leaders from bureaucrats, (5) the existence of political actors in the form of empty box volunteers and members of the DPRD Wonosobo Regency.

Abstract

This study aims to see how the conflict of authority in the relationship between the Central Government and the Government of DKI Jakarta is in overcoming the Covid-19 pandemic. This research is a qualitative research with a qualitative descriptive method and data collection techniques in the form of literature study. The results of this study indicate that the conflict of authority between the Central Government and the DKI Jakarta Government occurs due to the different orientations and interests of each government. Since detecting this virus in Jakarta in January 2020, the DKI Jakarta Government wants the issue of the Covid-19 pandemic to become a priority issue that must be responded to quickly because it involves the health of the local community. But on the other hand, the Central Government at that time was focusing on increasing economic growth by promoting the tourism and transportation sectors. This difference in views has an impact on the different policies taken so that they often overlap and make the handling of the Covid pandemic less than optimal. However, hierarchically, the Government of DKI Jakarta should follow the steps of the central government to avoid overlapping policies and avoid conflicts of authority.

Abstract

Promoting the city by adopting branding techniques is one way to create a competitive city. In some literature it is stated that smart city initiatives can be an effective strategy in determining the success of city branding. This study aims to identify the role of smart city strategy in supporting the success of Surabaya city branding, which is known for its transformation into a smart city in Indonesia. This research is a qualitative research using content analysis method. Data collection was carried out through interviews with the relevant government. Based on this research it was found that according to the government's perspective, the implementation of smart city has a role in supporting the successful implementation of city branding in Surabaya. Substantially, smart city innovation is input for the message that Surabaya wants to convey through city brand ing efforts. From the implementation side, smart city innovation plays a role in achieving the goals, objectives and functions of Surabaya city branding which are carried out with interrelated stakeholders. In this case, the success of Surabaya's city branding cannot be separated from the success of smart city implementation, which has been running relatively long in this city. This research provides a new perspective on the government's role in developing smart cities as an effective city branding strategy and how smart cities can act as city branding.
