Abstract

An independent defense capability is an aspiration and a crucial need for nations. Achieving this will ensure the state’s independence from the possible influence of weapon-producing states. To attain this goal, countries worldwide, including those in the ASEAN region, have endeavored to advance their weapon technologies through national defense industries. The ASEAN Defense Industrial Collaboration (ADIC), established in 2011, was conceived to emulate the success of European consortiums in producing diverse weapon technologies. Regrettably, after 11 years, ADIC has not produced or initiated the development of any weapon technology. The analysis in this article is conducted by synthesizing the perspectives of four key prerequisites for the success of defense industry cooperation: constructivist, institutionalist, liberal, and realist. The research method employed in this article is Causal Process Tracing (CPT), specifically aimed at identifying the prerequisites that lead to specific events. This article concludes that the failure of ADIC is attributed to five factors. Firstly, diverse economic systems among ADIC members create challenges. Secondly, equivalent defense industry capacities lead to competition and hinder collaboration. Thirdly, low spill-over effects from successful cooperation in other sectors impede progress. Fourthly, persistent distrust among ADIC member countries poses a barrier. Lastly, the absence of a defense alliance results in a strong consideration of relative gains. In essence, these factors underscore the complexity and challenges in achieving effective international defense collaboration.

Abstract

Sejak reformasi, masyarakat Indonesia semakin kritis terhadap dunia bisnis dan menuntut tanggung jawab sosial perusahaan. Konsep Corporate Social Responsibility (CSR) menjadi penting dalam menjalankan usaha. Namun, ada kontroversi terkait pengaturan CSR dalam Undang-Undang Perseroan Terbatas. Selain itu, penting juga untuk memperhatikan solusi polusi dari transportasi dan menciptakan energi terbarukan. Artikel ini membahas pentingnya CSR dalam bisnis di Indonesia, kontroversi terkait pengaturan CSR dalam hukum perusahaan, serta dalam perspektif hukum sosial, konsep keadilan masuk ke dalam bilangan filsafat, dan hukum memperlakukan masyarakat serta mendistribusikan keuntungan dan biaya. Oleh karena itu, Perseroan Terbatas yang berasaskan keadilan dan kepastian hukum akan memperhatikan tanggung jawab sosial perusahaan (CSR) dan memastikan bahwa kegiatan usahanya tidak hanya berorientasi pada keuntungan semata, tetapi juga memberikan kontribusi positif terhadap lingkungan sosialnya.

Abstract

This research aims to determine the role of the sub-district head in improving the performance of village heads in the West Binjai sub-district area and to determine the factors inhibiting the sub-district head in improving the performance of village heads in the West Binjai sub-district area. The results of the research show that the role of the sub-district head in improving the performance of sub-district government officials in the West Binjai area is categorized as good with general implementation including active, participative, and passive roles. The obstacles to improving the performance of village heads are that the quality of resources is still low because most village officials are limited to high school, and junior high school and some have even finished elementary school; village government organizations' regulatory policies are not yet perfect; the arranging limit at the town head level is low; furthermore, the offices and framework supporting functional government organization are still extremely poor. restricted, aside from upsetting the productivity and adequacy of work execution, it additionally can lessen the inspiration of carrying out officials, in this way eventually obstructing the accomplishment of objectives, undertakings, and work.

Abstract

This article aims to explain collaborative governance in Mount Sinabung disaster preparedness, focusing on the collaborative process. The problem centers on the Disaster Resilient Village which was formed by the Karo Regency BPBD, but during its establishment from 2019 to date, it has not implemented the Destana program in disaster preparedness. To answer this problem, the Collaborative Governance theory of Chris Ansell and Alison Gash is used. Data were collected through interviews and triangulation, as well as a literature review, and analyzed qualitatively. This study concludes the collaborative process of the Runggu of the Karo District Government on disaster management and the Runggu tradition in the village. Building trust by forming Destana and the Destana program that is included in the village budget. Commit to a joint agreement to prepare the documents for the Village Disaster Management Plan and Village Contingency Plan. Then the document is understood and implemented together according to their respective roles. This resulted in medium-term results in Gung Pinto Village receiving a Village Resilience rating in the Primary category. The findings from this study were that of the 14 villages formed, only 1 village could carry out the collaboration process well. With recommendations for the need for an empowerment process in collaborative governance in disaster preparedness at Mount Sinabung in Karo Regency, North Sumatra Province.

Abstract

The purpose of this paper is to analyze the Bekasi City Government's Public Service Innovation in the form of the Public Service Mall Policy and describe the inhibiting and supporting factors in the process of public service innovation in Bekasi City. This research uses descriptive qualitative research methods using Rogers' Theory where there are several attributes as a characteristic of an innovation, namely Relative Advantage, Suitability, Complexity, Probability of Experimentation, and Observability. The results showed that the Public Service Mall in Bekasi City has become a significant innovative solution in the delivery of public services in Indonesia, especially in Bekasi City. because the Public Service Mall concept offers an integrated, efficient, and more responsive approach to the needs of the community in accessing various public services in one place.

Abstract

This study aims to examine the existence of political volunteers participating in the 2019 Presidential Election in Medan City, Indonesia, using the theoretical approach of Huntington and Nelson's forms of political participation, along with M. Fr Voluntaire's concept of political volunteers. A qualitative method was employed, involving primary data collection through in-depth interviews (online and offline) and triangulation with secondary data from literature reviews. The results indicate a lack of regulations concerning the presence of political volunteers, highlighting the need to integrate them into a legally regulated political process. The existence of patronage politics poses a risk to the voluntarism of political volunteers, crucial instruments in the electoral process. Their roles encompass campaigning, candidate socialization, fundraising, election monitoring, and various forms of support. Appropriate regulations are necessary to prevent the misuse of power or resources by political volunteers to achieve political objectives, thereby preserving the integrity of their voluntary contributions.

Abstract

The objective of this study is to find out the impact of technology on the e-governance of Nigeria, examine e-governance and its implementation, and identify the challenges of e-governance in the State. A qualitative research method was adopted and the study made use of ex-post facto secondary data which involved an extensive literature review of related articles in journals. The study found that there have been notable improvements due to the application of e-governance in the daily transactions in Nigeria, especially, in the areas of communication, health, education, and banking system, yet there are flaws identified, such as inadequacy in the procedure for Information and Communication Technology (ICT) regulatory structure, problems of the corrupt bureaucrats who use their power to frustrate the effective application of e-governance, also the constant interruption of internet caused by unstable electricity. These have reduced the expected achievement, and unsatisfactory service delivery most times. This paper concludes that the Nigerian government must address obstacles hindering e-governance through ICTs. Improving government involvement in e-governance through the use of Information and Communication Technologies (ICTs) is crucial because efficient and accelerated service delivery requires pure technology and citizen feedback channels. Also, Government policy on e-governance must remain rigid to prevent corrupt bureaucrats from limiting the system.

Abstract

Minister of Education, Culture, Research, and Technology Regulation Number 17 of 2021 concerning National Assessment has become the main focus in improving the quality of education in Indonesia. This research aims to examine the implementation of these regulations by conducting a case study at Labuhan Batu State Elementary School. The research method used is descriptive-qualitative, with data collection techniques through observation, interviews, and documentation. The research results show that the implementation of the Ministerial Regulation at the Labuhan Batu State Elementary School has had a positive impact on the national assessment process. Teachers have been able to understand the national assessment guidelines better and integrate them into the school curriculum. Apart from that, the implementation of this regulation also increases awareness of the importance of assessment in improving the quality of learning and evaluation. However, challenges such as the availability of resources and a deep understanding of assessment concepts are still obstacles. This research provides an important contribution to understanding the implementation of Minister of Education Regulation Number 17 of 2021 at the elementary school level, as well as providing input for related parties in efforts to increase the effectiveness of national assessments in the future.

Abstract

This study aims to analyze the impact of institutional capacity and the use of performance-based budgeting on local revenue (PAD) in the Tangerang Regency area. This research uses a quantitative descriptive analysis method using secondary data obtained from various trusted sources. This research identifies institutional capacity, which includes aspects of human resources, institutional systems, and managerial capacity, and analyzes the implementation of performance-based budgeting to increase PAD revenues. The results of the analysis show that strong institutional capacity significantly contributes to increasing PAD revenues. Apart from that, the use of performance-based budgeting has also been proven to have a positive impact on PAD revenues. The implication of this research is the importance of increasing institutional capacity and implementing performance-based budgeting effectively as a strategy to increase PAD revenues in Tangerang Regency. This study makes an important contribution in the context of regional financial development and public financial management, as well as providing a basis for more effective policymaking in increasing regional income.

Abstract

This research aims to analyze the strategies employed by the Gerindra Party to enhance the electability of Prabowo Subianto in the 2019 presidential election in the Aceh Province, utilizing Organizational Theory, Social Exchange Theory, and Political Marketing Theory. The qualitative research method incorporated data collection techniques such as observation, interviews, and documentation. The findings indicate the success of Gerindra Party's organizational strategy in Aceh, leveraging organizational structure and the committed performance of party cadres, motivating them to collectively support Prabowo Subianto. The effectiveness of the political promise strategy is evident through the signing of a political contract between Prabowo Subianto and 26 Aceh religious figures, aimed at developing Aceh Province and realizing the Free Port of Sabang to boost the economy of Aceh's communities. Furthermore, the identity politics strategy was implemented due to the majority of Aceh's population being Muslim. The Gerindra Party crafted an image of Prabowo as a devout Muslim leader who is consistent, pro-people, and engaged religious Islamic authorities in garnering support through Islamic boarding schools, mosques, and associations in the Aceh Province. This approach strengthens the relationship between Prabowo Subianto, the Gerindra Party, and the Acehnese community.
