Abstract

This study aims to empirically analyze the influence of leadership style, work motivation, and competence on the performance of civil servants (ASN) in functional positions responsible for goods and services procurement within the Ministry of Environment/Environmental Control Agency (KLH/BPLH). The main issue addressed in this research is the variation in ASN performance in procurement management, which affects the effectiveness, efficiency, and accountability of public service delivery. The study employs a quantitative approach with a correlational–verificative design, involving 30 ASN as respondents through a saturated sampling technique, in which the entire population was used as the research sample. Data were collected using a structured questionnaire based on a five-point Likert scale and analyzed through multiple linear regression using IBM SPSS Statistics version 26. The results reveal that leadership style, work motivation, and competence have a positive and significant effect on ASN performance, both partially and simultaneously. The coefficient of determination (R² = 0.692) indicates that 69.2% of the variation in ASN performance is explained by the three independent variables, with competence being the most dominant factor. These findings suggest that an inspirational leadership style, high work motivation, and adequate professional competence are key determinants in improving the performance of public procurement personnel. Theoretically, this study reinforces the principles of transformational leadership theory and competency-based performance theory within public sector management. Practically, it recommends strengthening ASN development policies through participatory leadership training, performance-based motivation systems, and technical procurement certification programs. The findings contribute to enhancing human resource governance and developing sustainable strategies for improving public servant performance in Indonesia’s bureaucratic institutions.

Abstract

This mixed-method study investigates students’ reflections on the strengths and limitations of feedback provided by ChatGPT compared to teacher feedback, particularly in relation to creativity, critical thinking, and content development in writing. The study was conducted in an English vocational school setting involving 40 students and 4 English teachers. Focus groups, in-depth interviews, and questionnaires were used to gather information in order to fully comprehend the opinions and experiences of the students. The analysis focused on how students evaluated the clarity, usefulness, and relevance of the feedback from both sources, as well as its impact on their ability to generate creative ideas, think critically, and improve the content of their writing. The findings suggest that teacher feedback remains essential for addressing students’ challenges in vocabulary, grammar, and idea expression by providing clarity, motivation, and personalized guidance. While ChatGPT contributes speed, accessibility, and consistency, it lacks the contextual depth and interpersonal dimension inherent in teacher feedback. Therefore, a hybrid feedback model that integrates human expertise with AI efficiency offers promising potential to optimize students’ writing development.

Abstract

This study aims to explore the integration of corporate performance theory, Resource-Based View (RBV), Resource Dependency Theory (RDT), Dynamic Capabilities Theory (DCT), and Social Cognitive Theory (SCT) in enhancing the competitiveness of Micro, Small, and Medium Enterprises (MSMEs) in Indonesia. MSMEs face various challenges, including limited innovation, restricted access to financing, low digital competencies, dependence on external resources, and insufficient adaptive capabilities. This research employs a systematic literature review method, collecting, classifying, and analyzing recent relevant literature, including journals, research reports, and academic publications, to develop an integrative conceptual framework. The findings indicate that optimizing internal resources through RBV, managing external dependencies through RDT, developing adaptive capabilities through DCT, and enhancing individual self-efficacy and social learning through SCT collectively contribute to improving MSME performance and competitiveness. The study recommends strategies such as strengthening internal capacities, fostering external collaborations, adopting technology, and implementing integrated policy support. These findings provide both theoretical and practical foundations for policymakers and MSME actors to achieve sustainable competitive advantages and guide future empirical research focused on MSME development in Indonesia.

Abstract

Public sector innovation holds transformative potential in addressing digital inequality, particularly among marginalized women in coastal regions. However, the gender digital divide remains persistent due to socio-cultural and infrastructural barriers. This study examines how digital literacy, diffusion of innovation, and digital infrastructure affect the digital divide among coastal women in Tangerang Regency, Indonesia. Using a quantitative approach and Structural Equation Modeling-Partial Least Squares (SEM-PLS), data were collected from 400 respondents and analyzed to assess the impact of key constructs on digital inequality. The findings reveal that all three factors significantly reduce the digital divide, with digital literacy being the strongest determinant. The study also affirms the relevance of the Diffusion of Innovation Theory in understanding digital adoption patterns among underserved populations. A multifaceted strategy involving capacity-building, infrastructure development, and inclusive innovation diffusion is essential to bridge the gender digital divide. The research provides empirical insights for policymakers, emphasizing the need for community-centered and gender-responsive digital policies.
