Abstract

Digital transformation demands systemic adaptation in the quality assurance framework for higher education. This study aims to synthesize literature on the paradigms, strategies, and challenges of quality control in the digital era using a Systematic Literature Review (SLR) guided by PRISMA. Thematic analysis was conducted on 39 selected articles from an initial corpus of 80. The main findings show a paradigm evolution towards the "Quality 4.0" concept, which is proactive and data-driven. Successful implementation requires a multidimensional strategy encompassing transformational leadership, integrated technology infrastructure, human resource capacity development, curriculum design, and accreditation transformation. However, this process faces significant technological, organizational, pedagogical, and regulatory challenges. It is concluded that digital quality control is a holistic transformation that transcends technology adoption, demanding fundamental changes in culture and processes. Synergy between adaptive institutional policies and flexible regulatory support is necessary to realize innovative and high-quality higher education.

Abstract

This study aims to analyze the philosophical framework of Deep Learning and examine the operational implications of training guidelines that adopt the In-Service Learning (IN-1) - On-the-Job Training (ON) - In-Service Learning (IN-2) model. The Director General of Teachers, Education Personnel, and Teacher Education Decision No. 13/B/HK.03.01/2025 concerning Technical Guidelines for Deep Learning Training (PM) is a formal state strategy to encourage holistic pedagogical transformation in Indonesia. The main objective of PM is to create conscious, meaningful, and enjoyable learning through the integrated development of thinking, heart, feelings, and body. The methods used are qualitative policy analysis and comparative literature studies. The results of the study show that PM is an innovative framework that requires the integration of the cognitive dimension (mind) with the affective- spiritual dimension (heart and senses), which substantially depends on the internalization of the Growth Mindset in teachers. The IN-ON-IN training model is an effort to mitigate the failure of knowledge transfer to practice (Kirkpatrick Level 3), but its success is greatly influenced by ecosystem support, including the quality assurance of resource persons and the functionality of the Learning Management System (LMS), as well as the school's ability to mitigate the digital divide. Recommendations that can be given include the need to develop standardized observation instruments that are capable of measuring emotional intelligence in the classroom, curating resource persons with growth mindset criteria, and providing equivalent blended learning alternatives.

Abstract

Digital transformation has changed the global business landscape and requires Micro, Small, and Medium Enterprises (MSMEs) in Indonesia to strengthen their competitiveness through resource-based strategies and adaptive innovation. This article aims to integrate five key theories in strategic management to explain the performance of digital MSMEs, namely: (1) Firm Performance Theory, which assesses organizational success multidimensionally through the Balanced Scorecard; (2) Resource-Based View (RBV), which emphasizes the importance of valuable, rare, difficult to imitate, and organized resources; (3) Resource Dependence Theory (RDT), which highlights the management of external dependencies on suppliers, customers, and institutions; (4) Dynamic Capabilities (DC), which explains the process of sensing, seizing, and reconfiguring resources to adapt to environmental changes; and (5) Social Cognitive Theory (SCT), which emphasizes the role of self-efficacy and collective efficacy as drivers of entrepreneurs’ innovative behavior. The literature review shows that RBV provides an internal foundation, RDT connects organizations with external resources, DC serves as a bridge for strategic adaptation, SCT provides behavioral microfoundation, and performance theory provides a measure of organizational success. This article identifies research gaps in multi-level and longitudinal integration and proposes a research agenda based on a mediation-moderation model to strengthen the performance and sustainability of digital MSMEs in Indonesia.

Abstract

The hyper-dynamic business environment in technology companies requires companies to not only have a competitive advantage, but also the ability to consistently sustain that advantage. This literature review article aims to formulate a new conceptual framework that explains how Strategic Human Resource Management (SHRM) transforms internal resources into superior performance. This model is based on the Resource-Based View (RBV), which identifies Digital Human Capital (DHC) as the primary VRIN (Valuable, Rare, Inimitable, Non-substitutable) resource. This integration is expanded with Dynamic Capabilities Theory (DCT), where SHRM is hypothesized as the main mechanism for sensing, seizing, and transforming HCD to align with market demands. At the micro level, Social Cognitive Theory (SCT) provides a behavioral foundation that explains employee self-efficacy and collective learning as drivers of these dynamic capabilities. Through extensive literature analysis, it was found that the relationship between resource ownership (RBV) and performance is facilitated by dynamic processes (DCT) that are fundamentally driven by SHRM. This article also highlights the relevance of Resource Dependency Theory (RDT) in the context of talent acquisition, complementing the internal perspective. The main contribution is the proposal of a comprehensive model that bridges the macro strategic view with the micro behavioral foundation in the context of digital HR.

Abstract

This study explores the influence of transformational leadership, employee competence, and work motivation on the effectiveness of performance management at the National Nutrition Agency (BGN). As a new government agency that executes national priority programs in the field of nutrition, BGN faces challenges in terms of organization, human resource capacity, and accountability systems. The study uses an explanatory quantitative approach with a sample of 50 employees (proportional random sampling). Primary data were collected through a 1–5 Likert-scale questionnaire that had been tested for validity and reliability; secondary data were obtained from BGN performance reports. The analysis included classical assumption testing and multiple linear regression (SPSS). The results show that transformational leadership has a positive and significant effect on the effectiveness of performance management (β = 0.352; p < 0.01), motivation has a positive and significant effect (β = 0.298; p < 0.05), while competence has a positive but insignificant effect (β = 0.121; p > 0.05). Simultaneously, the three variables explain 61.3% of the variation in effectiveness (R² = 0.613). The findings indicate that strengthening leadership and motivation systems should be prioritized by BGN, while competency development strategies should be adjusted to have an impact on performance outcomes. This study recommends the development of leadership development programs, competency-based training, and a clearer reward system to strengthen BGN's performance management.

Abstract

The rapid advancement of generative artificial intelligence (AI) tools such as Midjourney, DALL·E, and Stable Diffusion has fundamentally transformed the creative industry, particularly the freelance design sector. This study aims to explore how Indonesian freelance designers reinterpret their professional identity amid AI integration. Using a qualitative phenomenological design through Interpretative Phenomenological Analysis (IPA) combined with Critical Discourse Analysis (CDA), the research involved six freelance designers who actively use AI visual prompt tools in their work. The findings reveal a paradoxical dynamic: AI serves as an efficiency catalyst while simultaneously generating emotional and professional tension. Designers respond to this disruption through three strategies; embracing AI as a collaborative accelerator, reaffirming the irreplaceable value of human creativity, and adopting adaptive economic strategies to maintain relevance in the gig economy. The study concludes that AI does not replace designers but repositions them as strategic mediators who combine technical literacy, critical reflection, and artistic intuition. These insights contribute to design research by illuminating how creative professionals renegotiate value and authorship in the digital creative economy.

Abstract

This study examines the integration of authentic assessment into the moral and social dimensions of English language learning at SMPN Unggulan Sindang, Indramayu. The research objectives are threefold: (1) to describe the implementation of authentic assessment in English classes with a focus on moral and social aspects, (2) to identify challenges encountered by teachers and students in its application, and (3) to analyze its relevance and contribution to students' character education. Adopting a qualitative descriptive approach, data were gathered through classroom observations, semi-structured interviews, document analysis, and triangulation to enhance validity. The findings indicate that authentic assessment is enacted via project-based learning, reflective reading, group discussions, peer and self-assessments, and summative reports that evaluate both cognitive skills and character traits. Teachers design activities that promote honesty, discipline, cooperation, empathy, and responsibility while advancing language proficiency. This integration aligns with Lickona's (1991) framework of moral knowing, moral feeling, and moral action, positioning English as a vehicle for character development. Nonetheless, obstacles include time constraints, inconsistent student engagement, and teachers' insufficient training in creating character-oriented rubrics and evaluations. In summary, incorporating authentic assessment into moral and social aspects of English learning substantially supports holistic student development by cultivating reflective thinking, moral awareness, and social competencies alongside linguistic abilities. The study recommends institutionalizing authentic assessment as a sustainable practice to reinforce character education within English language teaching and learning.

Abstract

This study examines the implementation of green marketing at Maida Coffee Shop, a local micro-business in Kupang, Indonesia, that has built a reputation for environmental concern despite its operational scale. The research addresses how the coffee shop integrates sustainability principles into its marketing and operational practices. Using a descriptive qualitative method, data were collected through in depth interviews with the owner and direct observation. The findings reveal that Maida Coffee actively constructs a green brand identity through strategic environmental communication, notably its "Saving Forests Through Coffee" (“Menjaga Hutan Lewat Kopi”) campaign, and robust collaborations with environmental communities. These efforts are central to its brand narrative. However, a gap exists between this communicated environmental awareness and its operational practices. Limitations in waste management, energy efficiency, and the adoption of biodegradable packaging were identified, primarily constrained by cost, technology, and local consumer purchasing power. The study concludes that while Maida Coffee effectively uses narrative and communication to build a sustainable brand image, it is in a transitional phase toward more comprehensive green business practices. Recommendations focus on strengthening operational consistency, inclusive pricing strategies, and enhanced consumer education to align its green identity with tangible actions

Abstract

Indonesia faces a significant gap in achieving its New and Renewable Energy (NRE) mix target of 23% by 2025. The biomass co-firing program in existing coal-fired power plants (CFPPs) has emerged as a flagship strategy for PT PLN (Persero) to accelerate this transition. However, the program's success is jeopardized by fundamental challenges within the biomass supply chain. The current supply chain is characterized by a fragmented, point-to-point model that has proven inefficient and gives rise to systemic issues, including high logistics costs, supply uncertainty, and a failure of upstream quality control, exemplified by sawdust moisture content frequently exceeding 45%. This research aims to (1) empirically analyze the weaknesses of the existing supply chain at four major CFPPs in Java, (2) design an optimized supply chain framework using a hub-and-spoke model, and (3) develop a techno-economic model for standardizing transportation tariffs. The research methodology integrates field surveys with quantitative modeling, employing a Vehicle Operating Cost (VOC) approach based on Minister of Transportation Regulation No. 60 of 2019 as the foundation for a cost simulator. The analysis confirms that the current point-to-point model is uneconomical due to extreme travel distances (up to 380 km), low asset utilization (50% load factor), and misaligned incentive structures. The proposed hub-and-spoke model is designed for hubs to function as centers for aggregation, pre-processing (drying, densification), quality control (in accordance with SNI 8675:2018), and buffer stocking. The VOC simulation validates the economic feasibility of this model, demonstrating significant cost savings through economies of scale (use of large-capacity trucks) and route optimization. This study concludes that the adoption of a hub-and-spoke model is a strategic prerequisite for the sustainability of the co-firing program. Policy recommendations include the implementation of a pilot project, the restructuring of procurement contracts based on the VOC model, and government incentives for hub development.
