Abstract

Indonesia’s defense policy is shaped by the growing complexity of military, non-military, and hybrid threats that challenge national sovereignty and territorial integrity. In response to these evolving threats and the broader VUCA (volatility, uncertainty, complexity, ambiguity) environment, Indonesia has implemented the Sishanta strategy, an integrated defense approach combining military and civilian resources. This study examines the strategic role of Indonesia’s defense industry in strengthening national security, with particular emphasis on the development of indigenous defense technologies (Alutsista) and the importance of public-private collaboration. Despite its strategic position in Southeast Asia and increasing modernization efforts, Indonesia continues to face critical obstacles, including reliance on foreign technology, limited skilled human capital, and weak innovation capacity. The research identifies key strategies to overcome these challenges, such as promoting technology transfer, increasing investment in research and development, and enhancing workforce capabilities. The findings underscore the need for a comprehensive and integrated policy framework to support defense self-reliance and ensure long-term national security in an increasingly unpredictable global landscape.

Abstract

In the digital age, hybrid warfare has emerged as a multidimensional threat that combines conventional military tactics with cyberattacks, disinformation, economic pressure, and covert operations. This research examines the urgent need for policy integration between national defense and public policy in responding to these evolving threats. The study employs a national security analysis framework to explore how synergy between defense institutions and public sector agencies can enhance resilience against hybrid attacks. By analyzing empirical cases such as the Russia-Ukraine conflict and cyber intrusions targeting critical infrastructure, the study identifies core vulnerabilities in siloed governance structures and uncoordinated response mechanisms. Key findings highlight the importance of integrating military strategies with cyber defense, economic resilience, and public awareness campaigns. National defense must extend beyond physical readiness to encompass advanced intelligence systems, digital security infrastructure, and public engagement in countering disinformation. Simultaneously, public policy must prioritize digital literacy, economic sovereignty, and institutional cooperation to ensure a whole-of-nation response. The paper recommends establishing a centralized national command for hybrid threat mitigation, enhancing early warning systems, and fostering multi-sector partnerships involving government, private tech companies, and civil society. The success of NATO’s hybrid warfare strategy integration offers a comparative model for countries like Indonesia. Ultimately, this study argues that confronting hybrid warfare demands a seamless convergence of defense and public governance mechanisms, transforming fragmented security protocols into an adaptive and united front.

Abstract

The language of Kethoprak Wahyu Manggolo: A sociolinguistic study Kethoprak is a form of traditional Javanese theater that serves not only as entertainment but also as a medium of communication and cultural preservation. This study is motivated by the limited number of works that examine linguistic aspects in kethoprak performances, particularly from a sociolinguistic perspective. It aims to investigate language variation in performances by Kethoprak Wahyu Manggolo through a sociolinguistic approach. The analysis focuses on varieties of Javanese, such as ngoko, krama madya, and krama alus, and on how their use reflects cultural values and social relations within Javanese society. The research employs a qualitative descriptive method, using non-participatory observation of dialogue in performance videos. The findings indicate that language variation is guided not only by linguistic norms, but also functions as a symbol of social status, a vehicle for emotional expression, and a means of conveying moral values and subtle social critique. The speech styles used by characters in the performances mirror a hierarchical social structure, power relations, and the cultural identity of Javanese society. This study underscores the importance of traditional performing arts as a medium for preserving language and local cultural values. Kethoprak merupakan salah satu bentuk teater tradisional Jawa yang tidak hanya berfungsi sebagai hiburan, tetapi juga sebagai media komunikasi dan pelestarian budaya. Penelitian ini dilatarbelakangi oleh belum banyaknya kajian yang menelaah aspek kebahasaan dalam pementasan kethoprak, khususnya dari sudut pandang sosiolinguistik. Penelitian ini bertujuan untuk mengkaji variasi bahasa dalam pementasan Kethoprak Wahyu Manggolo dengan pendekatan sosiolinguistik. Fokus kajian diarahkan pada bentuk-bentuk ragam bahasa Jawa seperti ngoko, krama madya, dan krama alus, serta bagaimana penggunaan bahasa tersebut mencerminkan nilai budaya dan relasi sosial masyarakat Jawa. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik observasi non-partisipatif terhadap dialog dalam video pementasan. Hasil penelitian menunjukkan bahwa penggunaan variasi bahasa tidak hanya mengikuti norma linguistik, tetapi juga berfungsi sebagai simbol status sosial, alat ekspresi emosi, dan sarana penyampaian nilai moral serta kritik sosial secara halus. Ragam bahasa yang digunakan tokoh-tokoh dalam pementasan mencerminkan struktur sosial yang hierarkis, relasi kekuasaan, dan identitas kultural masyarakat Jawa. Penelitian ini menegaskan pentingnya seni pertunjukan tradisional sebagai media pelestarian bahasa dan nilai budaya lokal.

Abstract

Sustainable tourism through the IAS (Interest, Action, Share) Model for the reconstruction of sea turtle conservation edutourism at Kili-Kili Beach, Trenggalek This study aims to formulate a strategy for reconstructing sea turtle conservation edu-tourism at Kili-Kili Beach, Trenggalek through the implementation of the IAS (Interest–Action–Share) model as an approach to support sustainable tourism. The identified problems include suboptimal coastal waste management, limited pandanus planting programs as protective habitat vegetation, and insufficient packaging of conservation education for visitors. The research employed a descriptive qualitative approach with the ADDIE framework through field observations, in-depth interviews with managers and tourists, and visual documentation. Data analysis was conducted using Miles and Huberman’s technique comprising data reduction, data display, and conclusion drawing. The results show that the Interest stage successfully attracts tourists through environmental interpretation and digital promotion; the Action stage allows tourists to engage in conservation activities such as beach cleaning and sea turtle release, while the Share stage amplifies conservation messages through social media. However, implementation of the IAS model still faces challenges, particularly limited interpretation facilities, varying levels of ecological literacy, and the need for improved local guide readiness. The study concludes that the IAS model has the potential to enhance tourists’ ecological knowledge and empathy while strengthening local collaboration, although institutional support is required for more sustainable application. These findings indicate opportunities for replication in other coastal conservation destinations with contextual adjustments and are relevant to supporting the achievement of the Sustainable Development Goals (SDGs). Penelitian ini bertujuan merumuskan strategi rekonstruksi eduwisata konservasi penyu di Pantai Kili-Kili, Trenggalek melalui penerapan model IAS (Interest–Action–Share) sebagai pendekatan untuk mendukung pariwisata berkelanjutan. Permasalahan yang diidentifikasi meliputi pengelolaan sampah pesisir yang belum optimal, keterbatasan program penanaman pandan laut sebagai pelindung habitat peneluran, serta minimnya kemasan edukasi konservasi bagi wisatawan. Penelitian menggunakan pendekatan deskriptif kualitatif dengan kerangka ADDIE melalui observasi lapangan, wawancara mendalam dengan pengelola dan wisatawan, serta dokumentasi visual. Analisis data dilakukan dengan teknik Miles dan Huberman melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa tahap interest dapat menarik perhatian wisatawan melalui interpretasi lingkungan dan promosi digital; tahap action memungkinkan wisatawan terlibat dalam kegiatan konservasi seperti bersih pantai dan pelepasan tukik; sedangkan tahap share memperluas jangkauan pesan konservasi melalui media sosial. Meskipun demikian, implementasi model IAS masih menghadapi tantangan berupa keterbatasan fasilitas interpretasi, kesiapan pemandu lokal, serta variasi literasi ekologis pengunjung. Penelitian ini menyimpulkan bahwa model IAS berpotensi meningkatkan pengetahuan dan empati ekologis wisatawan serta memperkuat kolaborasi lokal, namun diperlukan penguatan kelembagaan agar penerapannya lebih berkelanjutan. Temuan ini membuka peluang replikasi di destinasi pesisir lain dengan penyesuaian konteks, sekaligus relevan dalam mendukung capaian Sustainable Development Goals (SDGs).

Abstract

Developing multicultural-based e-modules for History learning of senior high school level History education has an important role in instilling national awareness and tolerance among the nation's youth. However, there are still many problems related to history learning at high school level, such as students feel bored, history teachers lack of historical insight, monotonous learning, history books merely discuss historical facts and emphasizing less on multiculturalism. In addition, there is a new policy on in-depth learning that many history teachers have not understood, particularly history teachers in Malang. Hence, it is crucial to provide insight to history teachers by holding a workshop on developing multicultural-based e-modules for history learning fitted with the In-Depth Learning curriculum. This community service aims to develop multicultural-based e-modules for history learning that are used by high school teachers and students. Also, it is conducted to provide teaching materials that foster tolerance, respect for diversity and strengthen nationalism in Indonesia’s multicultural context. This research is carried out using a qualitative method with participatory action research. The target of the workshop activity is the history teachers in Malang. The results of the community service show that after the workshop, teachers can develop multicultural-based history e-modules. Moreover, the developed e-modules increase student learning motivation, broaden historical insights with a multicultural perspective, and facilitate teachers in presenting materials interactively. Dissemination of the workshop results are carried out through journal articles, social media, and posters. Furthermore, the multicultural-based history e-modules will be implemented in several high schools to enhance students' understanding of national identity and sense of Indonesian nationalism. Pendidikan sejarah mempunyai peranan penting dalam menanamkan kesadaran kebangsaan dan toleransi diantara generasi bangsa. Namun masih banyak permasalahan terkait pembelajaran sejarah di tingkat SMA, seperti siswa merasa bosan, guru sejarah kurang wawasan kesejarahan, pembelajaran monoton, buku sejarah hanya membahas fakta sejarah dan kurang menekankan multikulturalisme. Apalagi ada kebijakan baru tentang pembelajaran mendalam yang belum dipahami sebagian besar guru sejarah, khususnya guru MGMP sejarah di Malang. Oleh karenanya penting untuk memberikan wawasan kepada guru sejarah dengan mengadakan workshop pengembangan e-modul pembelajaran sejarah berbasis multikultural yang sesuai dengan kurikulum pembelajaran mendalam. Kegiatan ini bertujuan untuk mengembangkan e-modul pembelajaran sejarah berbasis multikultural yang digunakan oleh guru dan siswa tingkat SMA. Selain itu kegiatan ini untuk memenuhi kebutuhan bahan ajar yang mampu menumbuhkan sikap toleransi, menghargai keberagaman, serta memperkuat rasa nasionalisme dalam konteks multikultural Indonesia. Kegiatan ini dilakukan memakai metode kualitatif dengan participatory action research. Sasaran kegiatan workshop adalah guru MGMP Sejarah di Malang raya. Hasil kegiatan menunjukkan bahwa setelah workshop guru mampu menyusun e-modul sejarah berbasis multikultural. Selain itu e-modul yang dikembangkan mampu meningkatkan motivasi belajar siswa, memperluas wawasan sejarah dengan perspekstif multikultural, serta memudahkan guru dalam menyajikan materi secara interaktif. Diseminasi hasil workshop dilakukan melalui artikel jurnal, media sosial dan poster. Selanjutnya e-modul sejarah berbasis multikultural akan diimplementasikan di beberapa sekolah tingkat SMA/sederajat sehingga dapat meningkatkan pemahaman identitas nasional dan rasa nasionalisme Indonesia di kalangan peserta didik.

Abstract

Analyzing the network structure of poverty conversations in X App using Social Network Analysis (SNA) Poverty is one of the major challenges faced by countries around the world, including Indonesia. Despite various efforts that have been undertaken, public perception often does not align with official data showing a decline in poverty rates. This study employs a Social Network Analysis (SNA) approach to analyze conversations surrounding the issue of poverty on Application X. The findings reveal that the conversation network related to poverty on Application X is fragmented, with low interconnectivity among groups. Although information can spread rapidly, interactions between groups remain limited. These findings indicate the need to strengthen connectivity across communities in order to broaden the scope of discussions and enhance the impact of poverty alleviation policies. Based on the results, strengthening cross-community communication emerges as a strategic step to improve information distribution, expand discussion spaces, and foster more productive collaboration in addressing social issues. This study contributes to the theoretical understanding of the dynamics of social issue conversations in digital spaces and offers more inclusive and effective communication strategies to support poverty alleviation efforts. Kemiskinan merupakan salah satu tantangan utama yang dihadapi negara-negara di seluruh dunia, termasuk Indonesia. Meskipun berbagai upaya telah dilakukan, persepsi masyarakat seringkali tidak sejalan dengan data resmi yang menunjukkan penurunan tingkat kemiskinan. Penelitian ini menggunakan pendekatan Social Network Analysis (SNA) untuk menganalisis percakapan seputar isu kemiskinan di Aplikasi X. Hasil penelitian menunjukkan bahwa jaringan percakapan terkait kemiskinan di Aplikasi X terfragmentasi dengan keterhubungan antar kelompok yang rendah. Meskipun informasi dapat tersebar dengan cepat, interaksi antar kelompok masih terbatas. Temuan ini mengindikasikan perlunya penguatan konektivitas antar komunitas untuk memperluas jangkauan diskusi dan meningkatkan dampak kebijakan pengentasan kemiskinan. Berdasarkan hasil penelitian, penguatan komunikasi lintas komunitas merupakan langkah strategis yang dapat meningkatkan distribusi informasi, memperluas ruang diskusi, serta mendorong kolaborasi yang lebih produktif dalam membahas isu-isu sosial. Studi ini berkontribusi pada pemahaman teoretis mengenai dinamika percakapan isu sosial di ruang digital, serta menawarkan strategi komunikasi yang lebih inklusif dan efektif untuk mendukung upaya pengentasan kemiskinan.

Abstract

This study aims to improve critical thinking skills through the development of Virtual Field Trip (VFT) learning media in the Clungup Mangrove Conservation. Critical thinking skills are essential in education, especially in understanding complex environmental issues. This research explores the use of VFT technology to enhance these skills in the context of environmental conservation education. This research utilizes a type of development research or Research and Development (R&D). The development model used in this research is ADDIE (Analyze, Design, Development, Implementation, Evaluation). The research combined qualitative and quantitative data collected through expert validation and student responses. questionnaires and interviews were conducted to collect detailed feedback. The validation results showed high scores, with an average score of 94.11% from the experts, indicating that the VFT media is highly suitable for educational purposes. Feedback from students showed an approval rate of 89.22%, indicating the effectiveness of this media in delivering conservation materials and improving critical thinking skills. The difference of the research is that VFT will be developed with the aim of improving students' critical thinking skills, besides that the advantage of this research lies in the content provided, the content is created using various shooting angles, including from cameras and drones, to provide a richer and more comprehensive point of view, also the learning video in this research also features CMC managers, to provide a deeper insight into the conservation practices carried out. This study concludes that VFT can be a valuable tool in geography education, especially for conservation topics.

Abstract

Parental empowerment in early childhood care via the smart hat innovation in Gembong Sukatani, Banten This study aims to empower parents in toddler caregiving through the implementation of the smart hat technological innovation in Kampung Gembong Sukatani, Banten. Developed to address the low quality of childcare stemming from limited time, knowledge, and digital literacy, the smart hat is an Internet of Things (IoT)-based device equipped with a body-temperature sensor, camera, and real-time notification system to help parents remotely monitor their children’s condition. The study employs a Participatory Learning and Action (PLA) approach, engaging the community actively from planning and implementation to evaluation. Findings indicate that the Smart Hat not only enhances parents’ capacity to monitor toddlers’ health and safety but also fosters collective awareness of the importance of technology-supported caregiving. The program promotes digital parenting and strengthens social solidarity at the community level. Despite challenges such as limited digital literacy and internet access, the initiative successfully increases community capacity and self-reliance in applying simple technologies for safer and more effective childcare. Penelitian ini bertujuan untuk memberdayakan orang tua dalam pengasuhan balita melalui penerapan inovasi teknologi smart hat di Kampung Gembong Sukatani, Banten. Inovasi ini dikembangkan sebagai solusi terhadap permasalahan rendahnya kualitas pengasuhan anak akibat keterbatasan waktu, pengetahuan, dan literasi digital masyarakat. Smart Hat merupakan perangkat berbasis Internet of Things (IoT) yang dilengkapi sensor suhu tubuh, kamera, serta sistem notifikasi real-time untuk membantu orang tua memantau kondisi anak dari jarak jauh. Metode yang digunakan adalah Participatory Learning and Action (PLA), dengan melibatkan partisipasi aktif masyarakat sejak tahap perencanaan, pelaksanaan, hingga evaluasi. Hasil penelitian menunjukkan bahwa penggunaan smart hat tidak hanya meningkatkan kemampuan orang tua dalam memantau kesehatan dan keamanan balita, tetapi juga menumbuhkan kesadaran kolektif tentang pentingnya pengasuhan berbasis teknologi. Program ini mendorong terciptanya digital parenting serta memperkuat solidaritas sosial di tingkat komunitas. Meskipun masih terdapat kendala seperti keterbatasan literasi digital dan akses internet, kegiatan ini berhasil meningkatkan kapasitas dan kemandirian masyarakat dalam menerapkan teknologi sederhana untuk pengasuhan anak yang lebih aman dan efektif.

Abstract

Enrichment of history learning resources based on the ragawi cultural heritage site in Sidoarjo Regency Sidoarjo Regency possesses a wealth of tangible cultural heritage sites ranging from the Classical to the Colonial era, offering significant potential as history learning resources. However, this potential has not been optimally utilized in school learning due to the lack of valid teaching materials and limited accessibility of academic references for teachers. This community service activity aims to enhance teachers' competence in utilizing lokal sites as learning media through the development of research-based teaching materials. The implementation method employs a participatory approach with the Musyawarah Guru Mata Pelajaran (MGMP) of Senior High Schools (SMA/SMK/MA) in Sidoarjo Regency as the partner. The activity series includes Focus Group Discussions (FGD) for needs analysis, workshops on archaeological knowledge transfer, and intensive mentoring for book manuscript drafting. The results show an increased understanding among teachers regarding the historiography and archaeological data of Candi Pari, Candi Sumur, and colonial industrial buildings. The main output of this program is the compilation of a draft titled "Cultural Heritage Site-Based History Learning for High-School," specifically designed as enrichment material for students. This program concludes that collaboration between academics, the designation of cultural heritage buildings in Sidoarjo Regency" and educational practitioners is effective in bridging the gap between scientific archaeological data and the practical needs of history learning in schools. Kabupaten Sidoarjo memiliki kekayaan situs cagar budaya ragawi (tangible heritage) dari masa Klasik hingga Kolonial yang potensial sebagai sumber belajar sejarah. Namun, potensi ini belum dimanfaatkan secara optimal dalam pembelajaran di sekolah karena minimnya ketersediaan bahan ajar yang valid dan aksesibilitas referensi akademis bagi guru. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kompetensi guru dalam memanfaatkan situs lokal sebagai media pembelajaran melalui penyusunan materi ajar berbasis riset. Metode pelaksanaan menggunakan pendekatan partisipatoris dengan mitra Musyawarah Guru Mata Pelajaran (MGMP) Sejarah SMA/MA Kabupaten Sidoarjo. Rangkaian kegiatan meliputi Focus Group Discussion (FGD) analisis kebutuhan, lokakarya transfer pengetahuan arkeologis, dan pendampingan intensif penyusunan naskah buku. Hasil kegiatan menunjukkan adanya peningkatan pemahaman guru terhadap historiografi dan data arkeologis situs Candi Pari, Candi Sumur, serta bangunan industry gula masa kolonial. Luaran utama dari program ini adalah tersusunnya draf buku "Pembelajaran Sejarah berbasis Situs Cagar budaya untuk Sekolah Menengah Atas" yang dirancang khusus sebagai materi pengayaan bagi siswa. Program ini menyimpulkan bahwa kolaborasi antara akademisi dan praktisi pendidikan efektif dalam menjembatani kesenjangan antara data ilmiah arkeologi, hasil penetapan bangunan cagar budaya Kabupaten Sidoarjo dengan kebutuhan praktis pembelajaran sejarah di sekolah.

Abstract

Development strategy for Banjarasi Village as a sustainable tourism destination This research was conducted in Banjarasri Village, Kalibawang, Kulon Progo, Special Region of Yogyakarta. The background of this study is that Banjarasri Village has not yet become a popular tourist destination, even though several surrounding villages have already gained recognition as attractive tourist destinations. The purpose of this study is to identify the strategic position of Banjarasri Village and recommend strategies for developing it into a sustainable tourism destination. The research method employed is descriptive qualitative. Data collection techniques include observation, interviews, and documentation. Data analysis was carried out through data reduction, data presentation, and drawing conclusions. The findings indicate that Banjarasri Village has the potential to become a sustainable tourism destination. The recommended strategies for development are maximizing the village’s strengths by building tourism facilities and infrastructure, creating scenic viewing spots, developing heritage and educational tourism packages, projecting the merti dusun tradition as a cultural tourism attraction, and promoting the village’s tourism potential. The second strategy is minimizing weaknesses to seize opportunities, such as developing glamour camping (glamping), establishing traditional village-style eateries, and forming a tourism awareness group. The third strategy is utilizing strengths to address threats, including campaigning that Banjarasri’s attractions are located in a safe zone from Mount Merapi’s disaster risk, improving attraction quality, and implementing product differentiation. The fourth strategy is reducing weaknesses to prevent threats by providing affordable and easily accessible accommodation, offering dining options that meet tourists’ preferences, and conducting education and training programs in the tourism sector. Penelitian ini dilakukan di Desa Banjarasri, Kalibawang, Kulon Progo, Daerah Istimewa Yogyakarta. Latar belakang dilakukannya penelitian ini adalah Desa Banjarasri belum menjadi destinasi wisata yang ramai dikunjungi wisatawan padahal beberapa desa yang berada di sekitarnya saat ini telah menjadi destinasi wisata yang digemari wisatawan. Tujuan penelitian ini adalah untuk mengetahui posisi strategis Desa Banjarasri dan rekomendasi strategi yang dapat digunakan untuk mengembangkan Desa Banjarasri menjadi destinasi wisata berkelanjutan. Metode yang digunakan adalah deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Analisis data dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan. Adapun hasil penelitiannya adalah Desa Banjarasri memiliki potensi untuk menjadi destinasi wisata berkelanjutan. Saran rumusan strategi yang dapat diterapkan untuk pengembangan Desa Banjarasri adalah memaksimalkan kekuatan Desa Banjarasri dengan membangun sarana dan prasarana wisata, membangun spot untuk menikmati pemandangan, membuat paket wisata heritage dan pendidikan, memproyeksikan kegiatan merti dusun menjadi daya tarik wisata budaya, dan melakukan promosi daya tarik wisata Desa Banjarasri. Strategi yang kedua adalah mengurangi kelemahan untuk meraih peluang yang dapat dilakukan dengan membangun glamour camping (glamping), membangun tempat makan khas pedesaan, dan membentuk kelompok sadar wisata. Strategi yang ketiga adalah memanfaatkan kekuatan untuk menghadapi ancaman, yaitu dengan mengkampanyekan bahwa daya tarik Desa Banjarasri berada di zona aman bencana Gunung Merapi, meningkatkan kualitas daya tarik, dan melakukan diferensiasi produk. Strategi yang keempat adalah mengurangi kelemahan untuk mencegah ancaman dengan menyediakan akomodasi penginapan yang terjangkau dan mudah dipesan, menyediakan tempat makan yang sesuai dengan kebutuhan dan keinginan wisatawan, dan mengadakan program Pendidikan dan pelatihan bidang pariwisata.
