Abstract

The affirmative action policy is a part of initiatives to promote women's participation in politics. Hopefully women will understand and support women's issues as a part of gender mainstreaming in Indonesia. This article aims to describe and analyze Bontang City's legislative council's representation of women from 2019 to 2024 period. The data collected from key informants and other informants, also supported by the primary and secondary data. The informants were the officials of political parties, women's leaders and the electorate. The key informants were legislatives council members who have been elected and who have not been elected. The data analysis technique refers to the stages of the Miles & Huberman interactive analysis model, which was conducted by collecting data, reducing data, presenting data, and writing research conclusions. The result shows that women's representation is not optimal, both in terms of the quantity and the substance. This is caused by inhibiting factors which are classified into internal and external factors. Internal factors include the motivation, the socio-economic capability, the social capital capability and the woman’s experience. While external factors include the electoral system, the culture and the public trust, political costs, also the recruitment and candidacy of political parties.

Abstract

This research aims to find out 1) archives management in sub-districts lompo riaja 2) Civil Service at the Talang Semut Subdistrict Office. In Data collection was carried out using observation, interviews and direct documentation. Data analysis techniques include collection stages data, data reduction, data presentation, data examination and drawing conclusions. This research resulted in 1) Records management in the office Talang Semut Subdistrict is not yet fully effective due to the level of effectiveness The archiving implementation implemented by Talang Semut Village is still in place in the unfavorable category. This is known from the way it is arranged and saving is still done manually. 2) As per the effort carried out by Talang Semut Subdistrict Office Employees in providing Good archival service means bringing in employees with resources better human resources and employees who understand the problems archives and services.

Abstract

To achieve family prosperity, women play an important role in the process. Increasing family welfare will contribute to the country's efforts to reduce poverty levels, especially in areas with a relatively high concentration of poor people. In other words, one of the secrets of getting out of poverty and backwardness is women's active participation. Women must participate and be involved in all stages of development, along with the development of the P3KSS program to become one of the government's initiatives to strengthen the role of women in development. This research uses qualitative techniques combined with descriptive strategies. In this research, interviews, observation and documentation are the methods used to collect data. The study findings show that the standard indicators and targets are well defined; policy resources have not been fully utilized due to lack of funding; communication between organizations and related activities has not run smoothly in implementing the P3KSS program; the characteristics of implementing agents have been well received; the implementer's disposition to accept the program well; and optimal economic, social and political conditions and no political interests being exploited.

Abstract

This research aims to analyze open government trends and policies in South Cotabato. A qualitative approach, the bibliometric analysis method, and the content analysis method were used in this research. Research data comes from Scopus, Web of Science, Semantic Scholar, Crossref, and South Cotabato policy documents. This research found 127 relevant articles, 683 citations, 13 h-index, and 24 g-index, which show that the South Cotabato open government study has a high impact and productivity. There are 2646 total link strengths, 668 occurrences, 103 topics, and 9 clusters in this study. Access information, public participation, open legislation, public access, public service, infrastructure, public monitoring, public information, information openness, and extractive are the topics that dominate. Meanwhile, potential research topics are public service, service quality, access, public information, communication, interactive, information openness, information quality, accountability, monitoring, and evaluation. Currently, South Cotabato is focused on commitments to open legislation, public participation in extractives, public monitoring of infrastructure, and access to information. These commitments have the potential to make South Cotabato more open.

Abstract

The KTP (residence card) has undergone digitalization, with one significant change occurring in 2011, transitioning to e-KTP. The government is now introducing Digital Identity Cards (IKD) as a technological innovation. IKD replaces physical KTP cards with electronic versions that can be stored on devices like smartphones. This study aims to analyze the implementation of the IKD policy from the perspective of Public Choice Theory at the Department of Population and Civil Registration in Kutai Kartanegara Regency, evaluating public interests and potential bureaucratic personal gains. The research employs an exploratory qualitative approach to assess the benefits and rationale behind the policy, with key informant Muhammad Iryanto, the Head of the Department. Snowball sampling is used to determine sources, while data is collected through observation, in-depth interviews, questionnaires, and documentation. Data analysis follows the Miles, Huberman, and Saldana method, including data reduction, data display, and conclusion drawing/verification. The study's findings indicate: 1) IKD is more driven by central government interests than public interests, 2) IKD negatively impacts the budget due to the double-track policy, and 3) The government aims to showcase technological advancements in services, though the benefits are less optimal for the Kutai Kartanegara region, primarily serving to enhance bureaucratic image in the public eye.

Abstract

This article aims to describe and analyze the quality of public services at the Loa Janan District Office, particularly in licensing services, as well as to identify the supporting and inhibiting factors. Utilizing a qualitative approach, this study collected data through interviews, observations, and documentation, which were subsequently analyzed using an interactive data analysis model. The findings indicate that the overall quality of licensing services at the Loa Janan District Office is generally good, supported by five main dimensions. In the dimension of physical evidence, facilities and staff appearance are adequate; however, friendliness and communication completeness require improvement. In the reliability dimension, services are generally accurate and timely, although there are occasional delays and a need for more comprehensive information. In the responsiveness dimension, staff are highly responsive and communicative, with smooth processes. In the assurance dimension, services at the Loa Janan District Office demonstrate high levels of security, staff competence, and public trust. In the empathy dimension, staff exhibit significant empathy, enhancing resident satisfaction and trust in the district government.

Abstract

This study focuses on the reclamation planning for an andesite mining site in Sidomulyo Village, Kulon Progo, Yogyakarta. Using the Quarry Sidehill method, the project spans 21.5 hectares of mining land with a six-year operational period (2025–2030). Reclamation activities include land arrangement, topsoil spreading, drainage, and revegetation with sengon and teak trees, as well as kalopo plants for cover crops. The total reclamation cost is estimated at IDR 2.113 billion, comprising land management and revegetation costs. This plan aims to restore land functionality and promote sustainable environmental stewardship while supporting government and industry initiatives.

Abstract

This research article aims to describe and analyze the process of making public policy in Indonesia on the TPKS Law (Criminal Acts of Sexual Violence). The research employs a descriptive qualitative approach with a library research method, in which data were collected from various relevant literature sources such as books, academic journals, legislative documents, and previous research reports. The data were analyzed using a thematic analysis approach based on Creswell’s analytical steps, including data collection, filtering, categorization, description, and interpretation. The theoretical framework used is Nugroho’s public policy process model, which consists of six main stages: problem identification, agenda setting, policy formulation, policy legitimation, policy implementation, and policy evaluation. The results indicate that the formulation process of the UU TPKS generally aligns with the theoretical stages, although several obstacles were identified, such as political deadlock, limited understanding among implementers, and lack of public participation. This research contributes theoretically to public policy studies and opens avenues for future research, particularly in examining policy implementation at the local level and evaluating the effectiveness of the UU TPKS post-enactment.

Abstract

Braja Kencana Village, a buffer village of Way Kambas National Park (TNWK) in East Lampung Regency, faces significant risks from natural disasters, especially forest fires and floods. The increase in the frequency and intensity of disasters, as well as exacerbated by climate change, requires a community-based disaster risk reduction program that can increase public awareness and readiness in disaster mitigation and response. This study aims to examine the process of community empowerment around TNWK in disaster mitigation, especially forest fires. This research method uses a qualitative approach with interviews, observations, and documentation to explore information from key informants such as village officials, members of the Forest Farmers Group (KTH), and members of the Polhut Partner Community (MMP). The results of the study show that community empowerment in Braja Kencana Village is carried out through three stages of empowerment, namely the awareness stage, the capacity stage, and the awareness stage. The awareness stage was carried out through effective socialization to KTH members about the importance of empowerment programs and how they can contribute. The capacity building stage includes various educational and socialization activities to improve community knowledge and skills in disaster mitigation. The empowerment stage is in the form of providing facilities from TNWK such as land and grass seeds for animal feed, as well as sustainable business development to increase the economic independence of the community.

Abstract

The government is facing serious challenges related to the increasing problem of violence against children. To overcome this problem, the government has taken active steps and various efforts have been made so that the issue of child violence can be addressed holistically. One of them is the existence of a Child Friendly City policy especially for protection clusters. Therefore, this research aims to analyze the interests and influence of stakeholders in implementing the Child Friendly City policy in the study of the Special Protection Cluster in Bandar Lampung City. The method used is a quantitative approach with descriptive statistics. Data analysis was carried out through stages according to Reed et al. (2009). The research results show that the stakeholders included in the key player category consist of the Bandar Lampung City Women's Empowerment and Child Protection Service (PPPA Service), the Bandar Lampung City Social Service, the Bandar Lampung City High Court, and the Bandar Lampung City High Prosecutor's Office. Stakeholders in the subject category consist of the Regional Children's Forum (FAD). Stakeholders in the context setter category are the Bandar Lampung City Regional Police, the Bandar Lampung City Law and Human Rights Regional Office, and the Bandar Lampung City Manpower and Transmigration Service. and stakeholders included in the crowd category are the Bandar Lampung City Education and Culture Office, the Bandar Lampung City Health Service. Collaborative implementation is very necessary to ensure equal distribution of benefits and responsibilities fairly to all stakeholders.
