Abstract

This research is a study of policy implementation that focuses on resistance to the changes in pattern of village heads general election (pilkades) policy form the conventional to the electronic way (e-voting). The study began with a demonstration against this policy conducted by a number of village heads in Sleman Regency. The e-voting system in the pilkades is not a new thing in the history of democracy in Indonesia. Some districts such as Jembrana, Boyolali, Pemalang, Musi Rawas and other regions have implemente this new pattern of elections without any significant problems especially in the form of resistance form the communit. This study uses a qualitative descriptive method, by describing what is expressed by the informant of a phenomenon that occurs in the midst of the community in addressing such technology adoption (e-voting). Based on the results of this study found two categories of reasons for resistantion, namely : objective reasons and subjective reasons, including: (1) Objective Reasons: Not Easy, Economic Threats, Damaging Regulatory Values, and Fear of Loss of Status and POwer. (2) Subjective Reasons: Fear of Failure, Damaging Cultural Values, and Low Trust. Those reasons are in harmony with the nine causes of resistance to change as stated by Gary A. Yukl in his book entitled “Leadership in Organization” (2010). he nine reasons for the emergence of resistance are mady by the author as a theoritical basis in studying the resistance factor of the e-voting election policy. Abstract

Penataan Desa dapat dilakukan dengan pembentukan Desa yang merupakan tindakanmengadakan Desa baru di luar Desa yang ada. Pembentukan Desa mempersyaratkansejumlah kriteria yang harus dipenuhi, dan mekanisme yang melibatkan banyak pihak mulaidari masyarakat Desa sendiri, Pemerintah Desa, Pemerintah Daerah Kabupaten Kota,Provinsi dan Pemerintah Pusat. Tujuan penataan Desa diantaranya adalah untukmewujudkan efektivitas penyelenggaraan pemerintahan Desa, dan Mempercepatpeningkatan kesejahteraan masyarakat Desa Hasil kajian potensi Desa yang ada diKabupaten Indramayu, terdapat 69 Desa yang ada pada 27 kecamatan dari 31 kecamatanyang ada, layak untuk dimekarkan. Perlu tindak lanjut untuk rencana pembentukan desabaru menurut skala prioritas Daerah.

Abstract

Bureaucratic reform is one of the efforts made by the government to make a fundamental change in carrying out governance, especially in terms of institutional (organizational), governance (implementation process), and human resources (Government Apparatus). (Rudito, 2016:48) The driving force for bureaucratic reform is the realization of good governance based on services by utilizing information technology in the administration of local governments. Information technology in the administration of government is called electronic government (e-gove). North Sumatra Provincial Government in improving Civil Service Management has implemented Paperless (paperless) with the e-gove system in the administration of personnel administration. The paperless personnel administration service (Paket Keras) has been implemented in the North Sumatra Province Regional Personnel Agency office, including in the performance evaluation based on paperless personnel administration service (Paket Keras). In performance appraisal according to Grote (1996) in the book The Complete Guide To Performance Appraisal says that there are three approaches to performance appraisal, namely (a) Performer-Based Performance Assessment, (b) Behavior-Based Performance Assessment, (c) Results-Based Performance Assessment. The research method used is qualitative research with descriptive methods and inductive approaches. Data collection techniques used through interviews, observations, documentation and data from informants, namely the Head of the Regional Personnel Agency of North Sumatra Province, Secretary, Head of Personnel Information and Data, Formation, Development, and Welfare, and Civil Servants in the scope of the BKD Office in Sumatra Province North. Data reduction data analysis techniques, data presentation, and conclusions. Employee Performance Evaluation based on paperless personnel administration services at the North Sumatra Province BKD office has not been carried out optimally. However, in its implementation there are several obstacles / obstacles including there are still employees who do not understand or master the Paket Keras system, there are still employees who have not changed their mindset, there are still employees who do not understand the development of information technology (IT), application tutorials are still incomplete , the budget is still constrained in completing the work program, and the slow approval of the P-APBD. The advice that I can give is that normatively the regulations issued as a basis for Paket Keras-based performance appraisal need to be strengthened again, for example by issuing circular letters about the time limit of tolerance in data filling and accompanying sanctions for employees who do not implement the policy. Based on human resources there needs to be an increase in the quality of the implementation team which is the main component, besides that users in this case civil servants must always be given deeper socialization in order to master the Paket Keras system. Need to increase the sense of employee awareness related to the needs of each individual to be competent in terms of technology and information (IT), so that employees are not confused by the development of IT such as the Paket Keras.

Abstract

Abstract The Unitary State of the Republic of Indonesia (NKRI) has distinctive cross-ethnic, religious and cultural characteristics that govern sovereignty of people's lives. The founders of the Unitary Republic of Indonesia represented the whole of the Indonesian people governing common life based on Pancasila as the philosophical and ideological basis of the Unitary Republic of Indonesia. Indonesia is a large country that has a history and historical figures. One historical figure is Mr. Alexander Andries Maramis (Mr. A. A. Maramis) who contributed to the independence of Indonesia and helped to form the basis of the State. The purpose of this study is (1) to know the life history and contribution of Mr. A. A. Maramis for the Republic of Indonesia. (2) Changes that occur after the contribution of Mr. A. A. Maramis for the Republic of Indonesia. This research uses the historical method with a descriptive approach through data analysis techniques, interviews, documentation and literature study. This paper is about to reveal that Mr. A. A. Maramis has an identity as a native of Minahasa (North Sulawesi) fighting for the independence of the Indonesian Nation both nationally and internationally. This is seen in nationalist identities and attitudes as markers of his struggle and for later generations. This article concludes that the next generation needs to build a collective memory of Mr. A. A. Maramis as a national hero who contributes to the value of humanity and nationalism. Keywords : A. A. Maramis, contribution, NKRI, nationalism, identity.

Abstract

This study aims to analyze the factors affecting the effectiveness of the Inspectorate General of the Ministry of Home Affairs in the supervision of the administration of local governance. This research uses the post-positivism paradigm with qualitative research methods. In-depth interviews and document studies were conducted to obtain the necessary data and information. The results of this study explain that the factors affecting the effectiveness of the Inspectorate General of the Ministry of Home Affairs in supervision the administration of local governance include structure, systems, strategy, style, staff, skills, and shared values. This is certainly by the elements contained in the 7S Mckinsey model that researchers use as a knife analysis in answering research questions. The results of the analysis revealed that the institutional structure was not yet matched, the still weak laws and regulations related to the supervision of the regional government, business processes were running well but the use of information technology was needed in building the supervision system, there was a need to strengthen planning to meet the needs of APIP to be met both in terms of the number and competence as well as the leadership style of the highest leadership is very participatory, democratic and can certainly support the development of existing work culture to increase the effectiveness of the Inspectorate General of the Ministry of Home Affairs in supervision the administration of local governance. Abstract

This study aims to analyze the strategy of the Department of Population and Civil Registration in the ownership of birth certificate services for orphanage children in the city of Makassar. This study uses a qualitative method through a descriptive approach in researching and analyzing the data under study. The author uses data triangulation techniques in conducting research, data acquisition using observations or observations, interviews, and documentation, and using SWOT analysis to find the right strategy in the birth certificate services for orphanage children. The results showed that the application of birth certificate ownership in orphanage children was still low so that the Makassar City government through the Department of Population and Civil Registration needs to develop a variety of service innovations to facilitate the community in taking care of birth certificate ownership. Another strategy is to increase human resource capacity and socialization activities.

Abstract

This study aims to describe and analyze the management of village funds in increasing development in the village of Leppangeng, the obstacles that occur in its application, and the efforts that can be made in overcoming various obstacles. This study uses a qualitative descriptive method by collecting data through interviews and observations and documentation. The results showed that the implementation of the Village Fund in Leppangeng Village had been carried out well and effectively in the field of development, but it was still efficient in its use. However, the realization of the use of village funds in 2018 has decreased compared to previous years due to various obstacles. The commitment of the central government, regional government, and village government to jointly succeed in the success of the village fund policy, especially in terms of increasing the competence of the apparatus in the village in terms of knowledge of the application of the village financial system.

Abstract

This research aims to see and analyze how innovation policies are implemented by the Research and Development Agency of the Ministry of Home Affairs. This study uses a post-positivism paradigm with qualitative research methods. In-depth interviews and document studies were conducted to obtain the necessary data and information. The implementation, which is carried out from the leadership level to the subordinates and collaborating with various actors, is expected to be the main milestone in the implementation of regional innovation so that it is useful for improving people's welfare and regional independence. However, to improve the quality of the implementation of these regional innovation programs, it is still necessary to strengthen the role of the Research and Development Agency of the Ministry of Home Affairs including aspects of human resources, programs and budget. Abstract

The background of this research is the Management of Political Conflict in Arang Limbung Village, Sungai Raya District, Kubu Raya Regency, where the conflict that occurs is due to groups that are pro and contra for the change in the status of Arang Limbung village to become a sub-district. The purpose of this research is to identify and find solutions to the problems faced, especially those related to the political conflict that occurred in the village of Arang Limbung. This research uses a descriptive method and the data analysis used is the qualitative analysis which is a process of simplifying data into a form that is easier to read and interpret. The conclusion from this observation is that there are still problems of political conflict in Arang Limbung Village from various interests of a group of people who are pros and cons of changing the status of the Arang Limbung village to a Kelurahan. With this research, it is hoped that all political conflicts in the village of Arang Limbung can be resolved by finding the best solution in order to create conditions that are conducive, safe, and peaceful in Arang Limbung Village.

Abstract

Each school is led by a principal who among others serves as an educationmanager and as a learning leader. Function as an education manager to run education managementin his school, to pursue the success of the development of students through adequate educationalservices. Function as a learning leader to command school personnel to carry out learning tasks. Inaddition to the two leadership functions in the above school, there are still several other principalleadership functions. In this paper will only focus the discussion on leadership functions in theschool as a school manager and as a teaching leader.
