Abstract

This research is motivated by a change in the perspective of the administration of the bureaucracy from work orientation to a results-oriented bureaucracy with an emphasis on performance accountability. This study aims to determine and analyze the effectiveness of the Performance Accountability System of Government Agencies in increasing the accountability of local government in East Sumba Regency. The research design use descriptive qualitative with data collection techniques through interviews, documentation and observation. The selection of informants was done based on purposive sampling technique. The theory used is the theory of effectiveness according to Duncan, namely the achievement of goals, integration and adaptation. The results of the study indicate that the implementation of the Government Performance Accountability System in East Sumba Regency has not been effective, as shown in the following three dimensions: 1) the achievement of the objectives is not fully met in terms of timeliness and targets. which is the target in the performance indicators set out in the document; 2) Integration, from the process and procedure of socialization that has not been running as expected, namely from the quantity of activities and results to be achieved, the lack of response from regional officials and the lack of competence of the organizers in addition, consensus development occurs without performance evaluation; 3) Adaptation of the implementation of this system from the availability of adequate supporting infrastructure but in terms of the use of information technology there is no such thing and increasing the capacity of resources, it is not optimal. Abstract

Tujuan penelitian ini adalah untuk dapat mengetahui bagaimana peran yang dilakukan oleh Sekretaris Dewan dalam mengembangkan kompetensi pegawainya dan bagaimana gaya kepemimpinan Sekretaris Dewan dalam mengembangkan kompetensi pegawainya. Dalam implementasinya saat ini, upaya pengembangan kompetensi melalui pemberian tugas belajar masih terkendala oleh anggaran dan motivasi pegawai yang rendah. Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan adalah melalui observasi, wawancara, dan dokumentasi. Lokasi yang dipilih untuk melaksanakan penelitian adalah Kantor Sekretariat DPRD Kota Bandar Lampung Provinsi Lampung. Hasil penelitian yang dilaksanakan penulis menunjukkan bahwa peran yang dilakukan Sekretaris Dewan sudah cukup baik, dan gaya kepemimpinan Sekretaris Dewan lebih cenderung pada gaya yang berorientasi pada pegawai. Namun dalam pelaksanaannya, terdapat hambatan yang dihadapi Sekretaris Dewan dalam mengembangkan kompetensi pegawainya yakni motivasi yang dimiliki pegawai masih dikatakan rendah, dan anggaran yang dikhususkan untuk pengembangan pegawai masih terbatas.

Abstract

This study aims to understand how the development planning process in tourism development is based on ecotourism by using the Literature Review method, which is a method of reviewing the main points of thought on the same topic or discussion as an effort to add arguments and author opinions on the topic to be discussed. Based on the results of this research, it is revealed that development planning in tourism development on the basis of ecotourism does not only focus on tourism development on a natural basis, but also provides benefits to the surrounding community, namely as a form of rural development that aims to improve the local economy, where the local community has the main control in tourism development based on this ecotourism. Abstract

In order to improve the performance of the apparatus and competence of human resources as well as foster creativity and higher work innovation in employees, North Sulawesi Province implements a web-based application called e-Kinerja. Performance appraisal is very influential on the effectiveness of the work of employees at the Regional Personnel Board of North Sulawesi Province. This is to find out whether the performance result of an employee is increasing or decreasing. The low quality of the performance of employees can be caused by several aspects including the not yet optimal main tasks and functions in the work in each field and also the lack of timeless in the implementation of e-kinerja, with an indicator of effectiveness measurement, namely Punctuality which is one of the inhibiting factors in the implementation of e-kinerja. The research method used is a descriptive research method with a qualitative approach by conducting observations, interviews, and documentation of the data sources that have been determined. The result obtained indicate that the application of e-kinerja at the Regional Personnel Agency of North Sulawesi Province has a positive and significant effect on employee work performance and is able to increase job satisfaction obtained

Abstract

The purpose of this study is to observe the process and factors of Collaborative Governance in the management of Praiijing tourism village in Tebara village, Waikabubak city district. The qualitative descriptive method with the Collaborative Governance theory approach from Ansell and Gash (2007) is used as theoretically based in this study. The techniques of data collection are through interviews, documentation, and observations. This is due to the influence of internal and external factors in the management of Praiijing tourism village in the field such as cultural factors, institutional management, budgets, geographical location, community, human resources, cultural attractions, structuring, local government policies, regional accessibility, technology, the competitiveness of similar tourism objects and cultural value shifts that will be challenged in the future.

Abstract

This research is based on the importance of developing human resources through increasing competence in order to realize competent Civil Servants in the administration of government in the field of personnel administration. This is intended to study and analyze the development of human resources through increasing competence in the Agency for Personnel and Human Resources Development, Siau Islands Regency, Tagulandang Biaro, North Sulawesi Province. This research is descriptive, using an inductive qualitative approach, with data collection techniques through interviews, observation, and documentation. In this study, it was revealed that the Implementation of Human Resource Development Through Competency Improvement was classified as not effective, caused by factors namely Knowledge, Skills and Attitudes/Behavior of Civil Servants. The need for commitment and a strong desire for the Personnel and Human Resources Development Agency of Siau Islands Regency Tagulandang Biaro, North Sulawesi Province to pay attention to human resource development through increasing the competence of Civil Servants, to meet the quality standards of civil servants who have professional knowledge, skills and attitudes/behaviors.

Abstract

The purpose of this study was to determine how the responsibility of the local government in providing legal aid to the poor. The problem approach method that the author uses is a normative juridical approach, namely the way of collecting data sourced from legal library materials. The results of the study can be concluded that the provision of legal aid has great benefits for the development of education, awareness of the rights of the poor, especially economically, in access to justice, as well as social change in society towards improving the welfare of life in all areas of life-based on social justice for all. people of Indonesia. Lack of public knowledge about the law is one of the causes of the importance of providing assistance to people who are dealing with the law. The Regional Government may allocate the budget for the implementation of Legal Aid in the Regional Revenue and Expenditure Budget which is regulated by Regional Regulation. The budget allocation for the implementation of Legal Aid in the regions is adjusted to the financial capacity of the regions and based on the conditions of the people in the regions both culturally and culturally so that the Regional Regulations that are stipulated can be implemented and fulfill the sense of justice and the needs of the community. With the existence of a Regional Regulation that regulates the Implementation of Legal Aid, the constitutional rights of poor people or groups of people in the region can be guaranteed.

Abstract

This study will explain the implementation of the Sambara application in the administration of taxpayers during the Covid-19 pandemic at Samsat, Karawang Regency, Sambara is an electronic-based innovation made by the West Java Regional Revenue Agency whose function is to check motor vehicle tax payments online on the application. Sambara in West Java, the application can display motor vehicle tax information both two-wheeled and four-wheeled and can make tax payments through Alfamart Indomart outlets, and in this application, a feature can find out the schedule for mobile Samsat, as well as find out the location of the nearest Samsat service in all regions. in West java. This study analyzes it using the theory of Charles O. Jones (1996). And this research uses descriptive qualitative methods with a literature review with a qualitative approach, research results from the organization, application, and interpretation of the Karawang Regency Samsat have implemented the Sambara application since 2018 until now quite a lot of people have used the Sambara application in the tax payment process. motorized vehicles and this application can be well received by the public

Abstract

The background of this research is that there is still physical printing of documents carried out at the Office of the Investment and One-Stop Service (DPMPTSP) Office of Karawang Regency. DPMPTSP is committed to providing the best service to the community, such as efforts to shorten the time, procedures, and costs for licensing and non-licensing, also supported by Electronic Services (PSE). This is regulated in Karawang Regent Regulation Number 40 of 2017 concerning Electronic Licensing Services and Karawang Regent Regulation Number 50 of 2018 concerning Amendments to Karawang Regent Regulation Number 40 of 2017 concerning Electronic Licensing Services. The purpose of this study is to describe how the implementation of the Si Teteh Program Policy in Licensing Services at the Office of Investment and One-Stop Integrated Services, Karawang Regency. This study uses a descriptive method with a qualitative approach. Then the data collection techniques were used in several ways, namely literature study, observation, interviews, and documentation. The data analysis technique was carried out through data reduction, data presentation, and also drawing conclusions and verification. The results of this study explain that the implementation of the Si Teteh program policy in licensing services has not been effective, because based on the theory of policy implementation by Charles O. Jones, (1994:166) which consists of three dimensions has not been fulfilled properly, among others: 1) Organization, Resources Human Resources consist of ASN and Non-ASN, facilities such as computers, printers and internet network; 2) Interpretation, socialization through social media, billboards, brochures, invitations from representatives of investment holders, mass media and online media as well; and 3) Implementation, an evaluation meeting is held every time there are problems or new regulations in the Si Teteh application.

Abstract

Empowerment of fishing communities is carried out to improve the welfare and economy of fishing communities through the role of the government. Empowerment is carried out for fishing communities because there are still many fishermen whose lives are on the verge of poverty. The purpose of this research is to find out how the role of local government as a regulator, dynamizer, facilitator, and catalyst in empowering fishing communities in Ciparagejaya Village, Karawang Regency. This study uses a descriptive method with a qualitative approach. Data were analyzed through interview techniques and direct observation of the field. The result of this research is that the government's role for fishermen can be said to be good with the existence of coaching, training, insurance programs, and providing facilities and infrastructure for fishermen in Ciparagejaya village.
