Abstract

This research is motivated by the difficulty of people with disabilities, especially people with physical disabilities in Karawang Regency in obtaining social welfare in their lives, as evidence that the Karawang Regency Government still lacks attention to people with disabilities. The purpose of this study was to find out how the implementation of the program to fulfill social welfare rights through social rehabilitation for persons with physical disabilities in Karawang Regency. The research uses qualitative methods with the type of case study research. Data collection techniques in research are through observation, interviews, and documentation. The results showed that the implementation of the program to fulfill the rights of social welfare through social rehabilitation for persons with physical disabilities in Karawang Regency has been going well but cannot be said to be optimal. Because there are still some problems in the implementation of social rehabilitation programs that need to be improved again. So that the implementation of the program every year can run optimally so that people with physical disabilities in Karawang Regency are easily obtain social welfare in their lives.

Abstract

Competition in the air transportation service business is currently experiencing very rapid development. This study looks at the effect of economic growth, population density, the number of provincial land transportation in Indonesia on the number of passengers and the number of cargo. This study uses statistical data on air transportation released by the Central Statistics Agency (BPS). The regression method used is the Fixed Effect. The results of this study indicate that GDP per capita and government policies regarding upper and lower limit fares are indicated to have a significant positive effect on the number of passengers when not using the time trend. Furthermore, trucks are indicated to have a significant positive effect on cargo when they do not use the time trend. The policy to impose tariff limits can upset the market balance. When the application of the upper limit rate is below the equilibrium price, it can cause excess demand.

Abstract

Pembangunan tidak hanya pertumbuhan, transformasi struktur atau tatanan kelembagaan ekonomi dan sosial tapi juga tentang faktor ancaman serta resiko bencana untuk mampu diantisipasi. Gempa Lombok berdampak meningkatkan jumlah kemiskinan, dan pengangguran sehingga menghasilkan perekonomian yang tidak normal. Tahun 2018 laju pertumbuhan ekonomi Kabupaten Lombok Utara mengalami kontraksi sebesar -0,86%. Rekonstruksi & rehabilitasi yang efektif dan efisien sebagai upaya recovery perekonomian memerlukan gambaran & strategi menghadapi pergeseran kondisi ekonomi wilayah pasca kejadian bencana gempa bumi. Penelitian ini terkait dengan bagaimana gambaran pergeseran perekonomian dan strategi menghadapinya pasca kejadian bencana gempa bumi di Kabupaten Lombok Utara dengan menggunakan alat analisa pergeseran kinerja sektor dari sebelum dan sesudah bencana Gempa Lombok Tahun 2018 dan analisa penentuan strategi bersaing.Beberapa kelompok sector mengalami pergeseran yang pada tahun 2016 s/d 2017 sebelum kejadian bencana gempa bumi Lombok berada pada kuadran winners atau mixed winners turun ke kuadran mixed loser pada pasca bencana.Dari alternatif strategi yang sesuai kondisi pada pasca Gempa Lombok Tahun 2018, tipe strategi Joint Venture mendapatkan skor tertinggi diikuti strategi retrenchmentdan terakhir strategi Pengembangan Produk.

Abstract

Empowerment has a process to be efficient so that it can change the community for a better condition. Through the role of the village government, empowerment of the farming community is carried out in order to promote the welfare of the farming community's living standard and economics. The purpose of this research is to find out how the role of local government as a regulator, dynamizer, facilitator, and catalyst in empowering farming Communities in Kertamukti Village, Cibitung District, Bekasi Regency. This study uses a descriptive method with a qualitative approach. Data were analyzed through interview techniques, documentation and direct observation to the field. The result of this research is that the role of the Kertamukti Village Government is quite good, although it is not optimal in the role of facilitator and catalyst in terms of the village government's lack of attention to capital assistance for farming communities in Kertamukti village.

Abstract

The aim of this study is to ascertain the extent to which public services in the health sector are provided in Singapore and Thailand. Research methods include qualitative research techniques in conjunction with a literature review methodology. This study uses data collection techniques with research objects derived from papers published from 2017-2022 in the Scopus database. The hospital service system in the two countries has differences, namely, Singapore only has hospitals managed by the government with good and fast services, while in Thailand there are two hospital service systems, namely those managed by hospitals managed by foreigners and hospitals managed by foreigners. by the government. These two countries have made health sector services as health tourism. The public sector is reinventing its business model in response to the need to improve service delivery efficiency. The application of digital technology in the delivery of public services can assist in the paradigm transition from reactive to citizen demands to be proactive

Abstract

This study aims to determine the general description of the implementation of public services in the era of the covid-19 endemic transition at the Tomohon City Population and Civil Registry Office in implementing the Tomohon e-Dukcapil online service application. This study uses a descriptive qualitative approach. Based on the results of the study, it can be concluded that the implementation of services in the Covid-19 endemic transition era with the application of online service applications by the Tomohon City Population and Civil Registry Office has not been good. It can be seen from 3 indicators, namely transparency, participation and efficiency, online application-based services have not been maximized in providing information on service progress to the community, community participation and service officers from the Tomohon City Population and Civil Registration Service. also not optimal in utilizing existing technology and services provided. It is hoped that it will be faster with the existence of information technology which has not been fully realized, this is also influenced by problems in the application of the Tomohon e-Dukcapil online service application, such as the mastery of technology from service officers and also the people who make online services still not able to run properly.

Abstract

Abstract The ratification of the Regulation of the Minister of Education, Culture, Research and Technology number 30 concerning the prevention and handling of sexual violence in universities has become a legal protection platform for sexual violence. Sexual violence is rampant lately. As a tertiary institution that aims to become a university that excels in mastering science, technology and art based on Islamic religious values, it is appropriate that the Muhammadiyah University of Ponorogo make this ministerial policy an obligation that must be immediately realized in the campus environment. However, in its implementation, until now there has been no progressive step as a form of follow-up or implementation. The purpose of this research is to analyze the policy of the minister of education, culture, research and technology (Permendikbud). The researcher uses a qualitative descriptive approach, with a research process that seeks to investigate, and find social phenomena to further describe them thoroughly and complexly so that narratives can be presented with detailed reports according to the perspective of the informants. Then to collect data in this research using interviews with sources such as the Head of BAMA, and the Chair of the DPM. The results of the analysis that have been carried out are that there is no decision or policy from the University of Muhammadiyah Ponorogo regarding sexual violence as a form of implementation of this Permendikbud. Keywords: policy analysis, Permendikbud Ristek Number 30 of 2021, University of Muhammadiyah Ponorogo Abstract Pengesahan Peraturan Menteri Pendidikan, Kebudayaan, Riset dan Teknologi nomor 30 tentang pencegahan dan penanganan kekerasan seksual di lingkungan perguruan tinggi menjadi wadah perlindungan hukum terhadap kekerasan seksual kekerasan seksual yang sedang merajalela belakangan ini. Sebagai perguruan tinggi yang bertujuan menjadi universitas yang diunggulkan dalam menguasai ilmu pengetahuan, teknologi serta seni yang berlandaskan nila-nilai agama islam sudah selayaknya universitas Muhammadiyah Ponorogo menjadikan kebijakan menteri ini sebagai kewajiban yang harus segera direalisasikan pada lingkungan kampus. Akan tetapi dalam penerapannya, hingga saat ini belum ada langkah progresif sebagai bentuk tindaklanjut atau implementasinya. Tujuan dari penelitian ini adalah menganalisa kebijakan menteri pendidikan kebudayaan riset dan teknologi (Permendikbud) tersebut. Peneliti menggunakan pendekatan deskriptif kualitatif, dengan proses penelitian yang berusaha untuk menginvestigasi, dan menemukan fenomena-fenomena sosial untuk selanjutnya menggambarkan secara menyeluruh dan kompleks sehingga dapat disajikan naratif dengan laporan yang terperinci menurut sudut pandang narasumber. Kemudian untuk menghimpun data pada riset ini menggunakan wawancara kepada narasumber seperti Ketua BAMA, dan Ketua DPM. Hasil analisis yang sudah dilakukan adalah belum adanya keputusan atau kebijakan dari pihak Universitas Muhammadiyah Ponorogo tentang kekerasan seksual sebagai bentuk implementasi Permendikbud ini. Abstract

Abstract In order to maintain the sovereignty and territorial integrity of a country, a strong and resilient defense is needed to deal with threats that may come from outside the country or within the country, carried out by state actors and non-state actors. Indonesia adheres to a universal defense system (Sishanta), which is a defense system that involves all components of the nation to participate in national defense efforts because actually defense efforts are not only the responsibility of members of the Indonesian National Armed Forces (TNI) but also the rights and obligations of all Indonesian people in particular. The State Civil Apparatus (ASN), is a tool of the state and functions as a unifier of the nation. Sishanta consists of three components, namely: main components, spare components, and supporting components. The Ministry of State Apparatus Empowerment and Bureaucratic Reform (MenPAN-RB) issued circular letter No. 27 of 2021 as a legal basis for ASN participation in national reserve component training (Komcad), ASN is expected to join Komcad in order to strengthen national defense. The research method used is a descriptive research method with a qualitative approach by conducting a literature review. The results showed that ASN participation in the Komcad program was still very low at only 0.05% of the total ASN who met the age requirements to register. Abstract

Abstract This research begins with a phenomenon that occurs in people with disabilities. As a result, organ function is not perfect. This limitation does not provide freedom for persons with disabilities to carry out daily activities. Therefore, people with disabilities need special attention in developing their independence so that they can carry out their social functions. The purpose of this study is to clarify the role of local governments in alleviating poverty problems for groups of people with disabilities. This research was conducted using a descriptive approach with a qualitative approach. The investigation comes from the description of the informants conducted through interviews, not numbers. Collecting data for this research through observation, interviews, and literature study. Data analysis for this study involves collecting all the data and reducing the data to draw conclusions as a result of the study. The results of the study show that the government is making efforts to empower people with disabilities which is supported by socialization and training, especially for people with disabilities. Abstract

Penelitian ini tentang fasilitas umum berbasis gender untuk keamanan pengunjung dari bencana di 3 obyek wisata perbelanjaan super mall di Jawa Barat. Super mall ini memiliki rata-rata pengunjung 50.000 sampai dengan 80.0000 di setiap akhir pekan dengan jumlah toko antara 100 sampai dengan 200 dan lahan parkir dengan kapasitas 500 kendaraan.Kendaraan yang masuk membawa Pengunjung yang beragam termasuk lansia, disabilitas dan anak-anak, selain itu pengunjung pun banyak yang berjalan kaki menuju mall.Tetapi Super mall ini masih belum melengkapi aspek kesetaraan dan keadilan bagi pengunjung agar mereka dapat memperoleh akses yang sama menuju mall, partisipasi menikmati mall, mampu melakukan kontrol pada pelayanan mall serta mendapatkan manfaat dari adanya super mall ini akibatnya masih terdapat pengunjung yang terjebak di lift yang rusak, anak yang hilang di mall, toilet yang mengurung pengunjung hingga tidak bisa keluar sampai dengan kematian karena terjatuh di ketinggian mall padahal keberadaan mall bagi masyarakat untuk meningkatan penyerapan tenaga kerja, tempat berbisnis serta pemenuhan separuh kebutuhan hidup ada di mall. Penelitian ini deskriptif dengan menggunakan wawancara dan observasi. Solusi penelitian dengan gender analisis pathway terhadap 60 aspek fasilitas yang seharusnya ada di mall.
