Abstract

Abstract Development is a process of orderly and natural change in welfare levels, encompassing economic, social, political, and legal aspects. The implementation of regional autonomy relies heavily on the readiness of local governments to structure their governance systems to ensure effective, efficient, transparent, and accountable development, while also fostering community participation. Development activities proceed continuously to bring about change, growth, and progress in line with demands and expectations; thus, development requires prior planning. Data collection techniques employed included observation, interviews, and documentation. Data analysis involved data reduction, data presentation, and conclusion drawing. Data validity was verified through source and method triangulation. The research findings indicate that the role of the Village Consultative Body (BPD) in village development planning—based on a case study of Umbulan Village, Cikeusik District—manifests in three indicators: (1) discussing and agreeing upon draft village regulations with the Village Head; (2) accommodating and channeling community aspirations; and (3) overseeing the Village Head's performance. Supporting factors identified were (1) the educational background of BPD members and (2) the community; meanwhile, inhibiting factors included (1) insufficient participation of BPD members in meetings and (2) facilities. Abstract

Abstract The core issue of this study concerns the role of the Village Secretary—a village official whose duties include coordinating all village officials during the village deliberation process. The research question addresses the strategies employed by the Village Secretary to coordinate village officials in organizing village deliberations in Umbulan Village, Cikeusik District, Pandeglang Regency, while also examining the influencing factors. To address this research question, a qualitative research method with a descriptive approach was selected. Data collection involved structured interviews and participatory observation to obtain primary data, alongside documentation techniques for secondary data. Informants were selected using purposive sampling, specifically the "key person" technique. The study concludes that the factors influencing coordination among village officials during village deliberations are: (a) the superior's leadership style, (b) personal relationships among officials, (c) a sense of togetherness among officials, (d) the officials' understanding of their duties, (e) the theme, agenda, or issues being discussed, and (f) the accumulation of work tasks. Meanwhile, the strategies implemented include: (a) enhancing effective communication with subordinates and colleagues, (b) providing rewards to subordinates, (c) discussing work matters democratically, and (d) fostering a sense of kinship and togetherness among the village officials. Abstract

Abstract This study aims to analyze the accountability and transparency of the Head of Financial Affairs regarding the management of the Village Budget (APBDes) in Parungkokosan Village, Cikeusik District, Pandeglang Regency. Current trends in village financial governance demand openness and clear accountability to prevent budget misappropriation and enhance public trust. This research employs a descriptive qualitative approach, utilizing data collection methods such as in-depth interviews, observation, and documentation. Informants included the Village Head, the Head of Financial Affairs, the Village Consultative Body (BPD), and local community figures. The collected data were analyzed using techniques involving data reduction, data presentation, and conclusion drawing. The results indicate that the accountability of the Head of Financial Affairs in managing the APBDes generally meets applicable administrative standards, such as the timely preparation of accountability reports. However, transparency faces challenges, particularly regarding the dissemination of budget information—which has not optimally reached all segments of the village community—and limited publication media. Key obstacles identified include the quality of village officials' human resources (HR) regarding mastery of financial information technology systems and a lack of active community participation in budget oversight. The study recommends enhancing human resource capacity through continuous training and optimizing the use of village digital media to ensure transparency in budget information. Abstract

Abstract Employee performance at the sub-district level serves as the spearhead of public service and determines the successful implementation of good governance. This study aims to analyze strategies for improving employee performance at the Cikeusik Sub-district Office, Pandeglang Regency, and to identify obstacles to achieving good governance. A descriptive qualitative research method was employed. Data were collected through in-depth interviews with key informants including the Sub-district Head, Sub-district Secretary, Section Heads, and operational staff and supplemented by direct observation and document analysis. Data analysis utilized the interactive model developed by Miles and Huberman, comprising data reduction, data display, and conclusion drawing. The results indicate that performance improvement strategies were implemented through close supervision of employee discipline, monthly performance evaluations, the restructuring of job assignments (job placement), peer-to-peer technical guidance, and the digitalization of population administration services. However, the implementation of these strategies remains hindered by structural factors, such as limitations in the quantity and quality of human resources, low digital literacy among senior staff, constrained operational budgets, and unstable internet network infrastructure in outlying areas. Therefore, support from the regency government is required specifically increasing the quota of competent personnel and upgrading information technology equipment—to uphold the principles of accountability, transparency, and service responsiveness in Cikeusik Sub-district. Abstract

Abstract Road infrastructure development serves as a cornerstone for driving economic activity and regional integration at the local level. This study aims to analyze the implementation of road infrastructure development and its impact on public satisfaction in Lebak Regency. A descriptive-qualitative research method was employed, utilizing data collection techniques such as in-depth interviews with officials from the Public Works and Spatial Planning Agency (PUPR), field observations of physical road conditions, and document analysis. The findings indicate that the technological shift to concrete paving (rigid pavement) on major corridors has significantly enhanced accessibility, mobility, and economic productivity for residents. However, a stark spatial disparity exists between the northern urban areas and the remote southern regions of Lebak, resulting in a sharp polarization of public satisfaction levels. Key obstacles to policy implementation include limited fiscal space within the regional budget (APBD), landslide-prone topography, and the prevalence of overloaded vehicles that accelerate road deterioration. The study recommends diversifying funding sources by optimizing Corporate Social Responsibility (CSR) funds and the Special Allocation Fund (DAK), strictly enforcing vehicle tonnage regulations, and digitizing complaint systems to ensure transparency and provide the public with reliable information regarding road repair schedules. Abstract

Abstract This study aims to analyze the application of good governance principles in the management of the Village Fund in Baros Village and to evaluate the supervisory role performed by the Lebak Regency Inspectorate. Transparent and accountable Village Fund management is crucial for preventing budget misappropriation and ensuring that village development initiatives are effectively targeted. A descriptive-qualitative research method employing a case study approach was used. Primary data were collected through in-depth interviews with Inspectorate auditors, village officials, and representatives of the Village Consultative Body (BPD), while secondary data were gathered through a review of village financial reports. Data analysis was conducted interactively involving data reduction, data presentation, and conclusion drawing with validity verified through triangulation techniques. The results indicate that the application of good governance principles specifically accountability and physical transparency—in Baros Village has generally proceeded well at the formal level. However, major obstacles include weak digital transparency and administrative input errors in the Siskeudes application caused by the village officials' low level of technological literacy, as well as passive citizen participation in the oversight process. On the other hand, the Inspectorate has effectively carried out its quality assurance and consulting functions, serving as an early warning system for violations. Nevertheless, the effectiveness of this macro-level oversight is constrained by institutional limitations—such as an unfavorable auditor-to-workload ratio, limited operational budgets, and the geographical challenges of the vast Lebak Regency resulting in field inspections being limited to annual spot-check methods. Abstract

Pemerintah sebagai regulator dalam menjalankan fungsinya untuk melindungi perawat dalam menjalankan pekerja profesinya sebagai tenaga medis , sejalan dengan upaya asas - asas pemerintahan yang baik. Hukum kepegawaian berjalan selaras dengan hukum administrasi negara dalam memegang fungsinya guna menghadirkan jaminan perlindungan hukum bagi perawat yang berstatus Aparatur Sipil Negara (ASN) kala mengemban tugas profesi selaku tenaga medis, apabila tersangkut persoalan hukum. Payung perlindungan hukum kepegawaian untuk perawat dengan kedudukan Aparatur Sipil Negara (ASN) merujuk pada ketentuan Undang-Undang Nomor 20 Tahun 2023 Pasal 21 Ayat (2) Huruf g mengenai Aparatur Sipil Negara (ASN) yang menegaskan bahwa "Bantuan hukum berkedudukan sebagai salah satu elemen hak penghargaan yang mesti diperoleh oleh perawat dalam kapasitasnya selaku Aparatur Sipil Negara". Oleh sebab itu, perawat yang berstatus Aparatur Sipil Negara dalam melaksanakan perannya selaku tenaga kesehatan memperoleh jaminan yuridis kepegawaian untuk menerima pendampingan hukum sewaktu terseret permasalahan hukum. Abstract

The digitalization strategy for promoting local culture represents an effort by the Pandeglang Regency Tourism and Culture Office to introduce and preserve local culture while expanding the reach of information about it to the public. The Office utilizes various digital platforms—such as its official website, Instagram, Facebook, TikTok, and YouTube—as media to promote local culture. This study employs Fred R. David’s strategy theory, encompassing strategy formulation, implementation, and evaluation. A descriptive qualitative research method was used, with data collected through interviews, observation, and documentation. The results indicate that the digitalization strategy for promoting local culture in Pandeglang Regency has been implemented quite effectively. This is evidenced by the use of various digital media, collaborations with cultural communities and art studios, and the presentation of promotional content that successfully enhances information dissemination, public knowledge, and participation in cultural activities. However, implementation faces several challenges, such as budget constraints, a shortage of personnel with digital competencies, limited supporting infrastructure, and low levels of public engagement with promotional content published on social media. Conversely, factors supporting the digitalization strategy include organizational commitment to using digital media, inter-divisional cooperation, collaborations with cultural communities and art studios, and high public enthusiasm for cultural activities. Therefore, the Pandeglang Regency Tourism and Culture Office's digitalization strategy requires strengthening through human resource capacity building, the provision of supporting facilities, optimized digital media management, and budgetary support to ensure that the promotion of local culture becomes more effective, innovative, and sustainable. Abstract

This research is motivated by the importance of applying good governance principles to support effective and efficient government administration, specifically regarding the empowerment of State Civil Apparatus (ASN) at the Civil Service and Human Resources Development Agency (BKPSDM) of Pandeglang Regency. ASN empowerment is a crucial factor in enhancing the quality of public services; thus, applying good governance principles is essential to ensure that every program is executed transparently, accountably, effectively, and efficiently. This study aims to analyze the application of good governance principles regarding the effectiveness and efficiency of BKPSDM in its efforts to empower ASN in Pandeglang Regency. A qualitative approach with a descriptive method was employed. Informants were selected using purposive sampling, and data were collected through observation, interviews, and documentation. The data were then analyzed using the Miles and Huberman interactive model—comprising data reduction, data display, and conclusion drawing—with validity tested through source and technique triangulation. The results indicate that the implementation of good governance at BKPSDM Pandeglang Regency has proceeded quite well through competency development programs, information transparency, and accountability in activity execution. Regarding effectiveness, empowerment programs have supported the improvement of employee competence, although not all targets have been optimally achieved. Regarding efficiency, efforts to maximize the use of budgets and facilities have been made, yet constraints remain concerning human resources, budget limitations, and the utilization of information technology. The study concludes by emphasizing the need for improved coordination, strengthened apparatus capacity, optimized digital systems, and continuous evaluation. It is recommended that BKPSDM strengthen institutional synergy and optimize internal resources to support the implementation of good governance more effectively. Abstract

This study aims to examine the implementation of the Community Empowerment Program in Cikeusik District, Pandeglang Regency. The implementation indicators include communication, resources, disposition, and bureaucratic structure. The study employs a descriptive-qualitative approach. Key informants include district officials, while other informants comprise the program coordinator, village officials, and three community members. Purposive sampling was used to select community informants. Data collection involved both primary data (gathered through interviews) and secondary data (gathered through observation). Data analysis consisted of four simultaneous activities: data collection, data reduction, data presentation, and conclusion drawing/verification. The study results indicate that the implementation of the Community Empowerment Program in Cikeusik District has not been optimal. Several implementation indicators face challenges, particularly regarding coordination, resources, and community engagement. Program communication has not reached all residents; outreach efforts tend to be limited and unstructured, resulting in many community members lacking a comprehensive understanding of the program.
