Abstract

This study examines the regulatory and operational challenges faced by Indonesian notarial institutions in complying with digital data protection standards. Using a qualitative approach through legal analysis and interviews with notaries in Jakarta, Surabaya, and Bandung, the research identifies major issues, including limited understanding of data governance, lack of sector-specific regulations, and weak cybersecurity infrastructure. Although Law No. 27/2022 on Personal Data Protection provides a legal foundation, it lacks clarity and enforcement tailored to notarial functions. A comparison with the European Union’s General Data Protection Regulation (GDPR) reveals significant gaps, particularly in accountability, transparency, and risk-based mechanisms. The absence of roles such as Data Protection Officers and mandatory data impact assessments highlights the institutional unpreparedness in Indonesia. These shortcomings expose sensitive legal data to potential breaches, reducing public trust and legal reliability. The study recommends the adoption of a sector-specific regulatory model aligned with GDPR principles, supported by standardized protocols, professional training, and oversight mechanisms. These efforts are essential to ensure data security, improve institutional credibility, and support Indonesia’s transition toward secure and professional digital legal services.

Abstract

This study explores the implementation of legal protection mechanisms for micro-entrepreneurs involved in tax disputes in Indonesia and Malaysia, using a qualitative comparative case study approach. By focusing on two core variables tax regulation compliance and access to legal aid and considering the moderating role of national legal contexts, the research examines institutional, procedural, and cultural differences that shape tax justice outcomes. Data were collected through in-depth interviews with micro-entrepreneurs, legal aid practitioners, and tax officials, complemented by secondary sources including legal documents and scholarly literature. The findings reveal significant disparities between the two countries: while Malaysia has institutionalized early-stage mediation and integrated legal aid into its tax dispute framework, Indonesia’s system remains reactive, fragmented, and inaccessible to most micro-entrepreneurs. These structural differences impact not only the effectiveness of dispute resolution but also taxpayer compliance and trust in legal institutions. The study highlights the importance of institutional synergy, legal awareness, and early legal intervention in promoting equitable access to tax justice. Practical recommendations include reforming Indonesia’s legal aid structure, enhancing inter-agency collaboration, and introducing non-litigious resolution mechanisms. This research contributes to regional discourse on fiscal justice and offers insights for policy reforms aimed at supporting vulnerable economic actors within developing legal systems.

Abstract

This study investigates the role and effectiveness of digital evidence in the criminal prosecution of corruption cases in Indonesia. With the growing prevalence of technologically mediated corruption ranging from encrypted financial transactions to manipulated digital documentation traditional legal frameworks face substantial challenges in ensuring evidentiary reliability, procedural fairness, and institutional coordination. Employing a qualitative case study approach, this research draws on in-depth interviews and documentary analysis to examine the institutional, legal, and technical dimensions of digital evidence utilization within the Indonesian justice system. Findings reveal persistent barriers, including the absence of comprehensive legal standards for digital evidence authentication, limited forensic capacity among law enforcement personnel, and fragmented inter-agency cooperation. These structural limitations not only hinder prosecutorial effectiveness but also compromise the integrity of judicial outcomes. In response, the study proposes a multi-layered framework encompassing regulatory reform, capacity-building, and procedural standardization to facilitate the lawful, secure, and effective use of digital evidence. By integrating digital forensic tools into legal practice, Indonesia’s anti-corruption enforcement can enhance prosecutorial accuracy, judicial trust, and overall institutional resilience.

Abstract

YouTube Membership is a monetization feature that not only provides financial benefits for content creators but also facilitates exclusive communication spaces between creators and audiences. Amid the growing trend of digital participation in Indonesia, it is important to examine how users experience and interpret interactions within such digital communities. This study explores how audiences engage in communication through the YouTube Membership feature, focusing on the DEANKT channel. Using Alfred Schutz’s phenomenological approach, it investigates both the "because motives" (past experiences) and "in order to motives" (future expectations) behind users’ decisions to subscribe. Data were gathered through in-depth interviews and participant observation with six long-term members of the DEANKT community. The findings reveal that key motivations include emotional attachment to the creator, access to exclusive content, and the desire for a sense of belonging in a digital community. Concretely, members reported intimate and personalized interactions such as name mentions during live streams, use of visual symbols like badges and emojis, and active participation in closed forums such as Discord. These interactions fostered emotionally fulfilling and participatory communication experiences that also reinforced members’ digital identities. This study underscores that YouTube Membership serves a dual role—not only as a monetization tool but also as a powerful medium for building meaningful and tightly connected digital communities.

Abstract

Enhancing energy efficiency in industrial electrical distribution networks is a strategic imperative amid rising power consumption. This study simulates the impact of capacitor bank installation on power factor improvement and power loss reduction within a 20 kV medium-voltage distribution system that reflects the load profile of chemical industries, particularly at PT. Unilever Oleochemical Indonesia (UOI). A numerical simulation method is applied using reactive power calculations across load variations (800–1200 kW), implemented via scientific programming techniques. Results indicate a consistent improvement in power factor from 0.78 to 0.95, alongside a system loss reduction exceeding 700,000 relative units. Validation is conducted through comparative analysis with high-impact literature and national standards. This research offers a substantial contribution as a decision-making foundation for energy efficiency strategies in industrial sectors, promoting the adoption of reactive power compensation technologies.

Abstract

The volume of waste from the people of Jakarta reaches 7,500 tons every day, 14% or 1,000 tons are single-use plastic waste. It is estimated that every day there are 650-800 thousand pieces of plastic bags entering the Bantargebang TPST. What needs to be worried about the massive use of plastic shopping bags, plastic shopping bags made from plastic (polyolefin or polyvinyl chloride) can be a threat to humans and the earth, in this case plastic shopping bags take 10 to 20 years to decompose, even taking up to hundreds of years to decompose completely. This study uses a qualitative method with a descriptive approach using the policy implementation theory from Grindle (1980) with primary and secondary data sources. Data collection techniques are carried out through interviews, observations and documentation, data analysis techniques used are data reduction, data presentation and drawing conclusions. The results of this study indicate that the implementation of the policy of mandatory use of environmentally friendly shopping bags in DKI Jakarta has been running well in the dimension of the policy context, but in the dimension of the content of the policy, namely the types of benefits that will be generated and resources that are still not optimal. Inhibiting factors for the implementation of the policy of mandatory use of environmentally friendly shopping bags in DKI Jakarta, namely: limited socialization and communication, resistance from business actors, less than optimal supervision, lack of interest from business actors in providing environmentally friendly shopping bags. Efforts made to overcome obstacles to the implementation of the policy of mandatory use of environmentally friendly shopping bags in DKI Jakarta, namely: socialization and public education, support and incentives for traders and business actors, strengthening regulations and supervision, and affordable shopping bag alternatives.

Abstract

This thesis discusses the Implementation of the Job Equivalency Policy at the Domestic Policy Strategy Agency of the Ministry of Home Affairs (BSKDN Kemendagri). BSKDN Kemendagri is an Echelon I Work Unit within the Ministry of Home Affairs that is affected by job equivalency in accordance with the regulation of PermenPANRB Number 17 of 2021 concerning the Equivalency of Administrative Positions into Functional Positions. The purpose of this study is to determine the implementation of the job equivalency policy at BSKDN Kemendagri along with the factors inhibiting the implementation and efforts of BSKDN Kemendagri to optimize the implementation of the job equivalency policy. The theory used in this study is the conception of Merilee S. Grindle (1980) which requires the success of a policy to be seen from two dimensions, namely the content of the policy and the context of implementation. The data obtained were analyzed using a descriptive research method with a qualitative approach with data collection techniques, namely interviews, observation, and documentation. The results of the study indicate that the implementation of the job equivalency policy at the BSKDN Kemendagri has generally been carried out well, but is still less than optimal because the hierarchical structural work pattern and organizational culture are still thick with the structural system. The efforts of BSKDN are to disseminate information and encourage the commitment of leaders to participate in the implementation process, so that employees have clear guidance in carrying out tasks under the work culture after the equivalency into functional positions.

Abstract

This research is motivated by the fact that the implementation of the 2005–2025 Sumedang Regency Long-Term Development Plan (RPJPD) policy as a strategic document for long-term development has not been achieved. The main problems in this research are: (1) how is the implementation of the 2005–2025 Sumedang Regency RPJPD policy, and (2) what are the obstacles faced in its implementation. This research aims to comprehensively describe the process of implementing the RPJPD policy and identify factors inhibiting its implementation for two decades. The method used in this research is a qualitative method (quasi-qualitative) with a case study approach. Data collection techniques were carried out through semi-structured interviews with various key informants, consisting of elements of the Regional Head/Deputy Regional Head, DPRD, bureaucracy, community leaders, and supporting documentation. Data were analyzed thematically using the Miles and Huberman interactive model. The results of the study indicate that the implementation of the Sumedang Regency RPJPD has not been fully implemented substantially. This policy tends to be a formality document without adequate supervision and evaluation. The major obstacles are the large influence of regional heads, limited human resource capacity, minimal cross-agency coordination, and the absence of an evaluation system and integration of planning documents. The conclusion of the study shows that the success of the implementation of the RPJPD is greatly influenced by political commitment, institutional systems, and sustainability between periods. Therefore, the main suggestion is the need for an integrated regional planning system reform, strengthening the role of Bappeda, determining a special RPJPD supervisor, and periodic evaluation based on indicators.

Abstract

Credit is a business activity that contains high risk and greatly affects the health and survival of banking businesses and financing institutions. Predicting credit risk is very beneficial for banks or financing institutions in taking decisions to establish credit. Decision makers of banks and financing institutions must have the precautionary principle to minimize credit risk when credit will be provided. The study designed credit risk prediction software with artificial neural network methods backpropagationalgorithms. Artificial neural network backpropagation with 1 hidden layer and the amount of data for training and testing as many as 20 pieces consisting of 5 models and using the logsig activation function is able to predict credit risk with a truth percentage of 70%-80%. Training and testing is used using matlab 6.1 software. Based on these results, the study recommends the development of artificial neural network algorithms as an effective method on credit risk prediction systems.

Abstract

This study began with the slow service process, lack of involvement of inspectorate employees, and complicated services. The study aims to analyze the implementation of administrative services in accelerating bureaucratic reform at the Inspectorate General of the Ministry of Home Affairs, identify supporting and inhibiting factors in administrative services in accelerating bureaucratic reform at the Inspectorate General of the Ministry of Home Affairs, This study uses a qualitative research design with descriptive methods and an inductive approach, data collection techniques that have been carried out in this study were carried out by observation, interviews, documentation. The results of the study show that the implementation of administrative services at the Inspectorate General of the Ministry of Home Affairs includes handling complaints, providing recommendations related to the regional inspector selection committee, and issuing a certificate of freedom from findings. This service is carried out through two mechanisms, namely manual and online, with the aim of increasing efficiency and accelerating the administrative process. Supporting factors in administrative services at the Inspectorate General of the Ministry of Home Affairs are the availability of adequate facilities and infrastructure, reliable technology, fast response from officers, guaranteed document security, and employee commitment. Inhibiting factors, namely the absence of procedures (SOP) for officers, officer discipline, uncertainty of service completion time, and system and internet disruptions are still challenges in improving the efficiency and effectiveness of administrative services. Efforts made by the Inspectorate General of the Ministry of Home Affairs through the preparation of SOPs, increasing officer discipline and professionalism, certainty of service completion time, optimizing IT infrastructure, and strengthening periodic supervision and evaluation, the Inspectorate General seeks to create more efficient, transparent, and accountable services.
