Abstract

This study examines the effectiveness of the Public Service Mall (MPP) in Depok City, West Java Province, with a focus on its ability to provide efficient and easily accessible public services to the public. With the rapid development of digital technology, public expectations for more transparent, efficient, and user-friendly public services are increasing. MPP, as an integrated public service center, aims to meet this need by combining various government and private service providers in one place, thereby improving the quality of service. This study uses the theory of effectiveness developed by Steers (1985), focusing on three main dimensions: goal achievement, integration, and adaptation. This study uses a qualitative method with data collection techniques in the form of direct observation, interviews, and document analysis. The data analysis technique used is thematic analysis. This method is used to evaluate the extent to which MPP has succeeded in achieving its goals and identifying factors that hinder its effectiveness, and efforts to explore strategies to improve the efficiency of services provided at MPP Depok City. The results of the study indicate that although MPP is still ineffective in achieving its goals despite having made significant progress in streamlining public services. There are still challenges, especially in terms of organizational structure, coordination between agencies and digital literacy of the community. Recommendations are given to improve service integration, strengthen communication between agencies, and increase the use of digital tools to optimize services. These efforts are essential to ensure that MPP can meet the growing demands of the community and contribute to increasing the effectiveness of public services in Depok.

Abstract

This study aims to analyze the effectiveness of the performance of Individual Other Service Providers (PJLP) in managing archives within the DKI Jakarta Provincial Government, focusing on five main agencies, namely the Library and Archives Service (Dispusip), Regional Asset Management Agency (BPAD), Regional Personnel Agency (BKD), Regional Financial Management Agency (BPKD), and the Public Works, Spatial Planning, and Land Agency (DCKTRP). The study uses a descriptive qualitative approach, with data collection techniques through in-depth interviews with structural officials and PJLP, as well as documentation studies. The theoretical framework used is the performance theory from Kasmir (2018) which includes six work criteria: quality, quantity, timeliness, cost efficiency, supervision, and work relationships. In addition, this study also uses a government science approach through the principle of good governance and the Kybernology theory from Taliziduhu Ndraha to understand the position of PJLP in the regional government bureaucracy system. The results of the study show that the performance of PJLP is considered quite effective in supporting archive management, especially in terms of quality and cost efficiency. Agencies such as Dispusip and BPKD noted the performance of PJLP which had minimal errors, was disciplined, and complied with SOPs. Work productivity was also high, with a clear daily workload and measurable reporting. In terms of cost efficiency, all agencies stated that the existence of PJLP was more efficient and safer than outsourcing. However, there are still significant challenges that affect overall effectiveness, such as the educational background of PJLP which is not yet appropriate, the annual contract status that does not guarantee sustainability, limited work facilities, the lack of ASN archivists as supervisors, and the absence of uniform standard operating procedures between agencies.

Abstract

This study aims to analyze the implementation of Collaborative Governance in the implementation of the 2024 Bakti Pemuda Nusantara Program (BAPEN) organized by the Ministry of Youth and Sports (Kemenpora) in Lebak Regency, Banten Province. This program is a national initiative involving cross-sector actors, including the central government, local governments, youth organizations, and local communities, in encouraging youth empowerment and development of the 3T (underdeveloped, outermost, and frontier) regions. This study uses a qualitative approach with a case study method, and examines the four main dimensions of Collaborative Governance, namely Starting Condition, Institutional Design, Facilitative Leadership, and Collaborative Process. The results of the study indicate that the implementation of the program has reflected quite effective collaborative practices. The local government showed high structural readiness and flexibility in responding to the program, while local youth organizations appeared enthusiastic and played an active role in assisting participants. Institutionally, the program is supported by formal regulations from the center and regions, as well as strong operational coordination through the establishment of a Joint Secretariat at the activity location. Facilitative and solution-oriented leadership also contributed to smooth implementation, especially in the face of time and resource constraints. However, there were weaknesses in aspects of hasty initial planning, the absence of a permanent collaborative forum, and a weak support system for program alumni in their home regions. The conclusion of this study emphasizes that the Collaborative Governance approach has great potential to strengthen the effectiveness of youth programs in the regions, but requires improvements in terms of initial planning, sustainable institutions, and cross-sector policy integration so that program results can be more optimal and sustainable.

Abstract

The study aims to identify the causes of the suboptimal implementation of Knowledge Management in ASN development and formulate strategies to optimize its implementation. The research method used is a descriptive qualitative method with an inductive approach, using the SECI theory by Nonaka and Takeuchi and the SWOT analysis theory by Albert Humphrey. Data collection techniques include observation, interviews, and documentation. The results of the study indicate that at the socialization stage, the lack of two-way communication, minimal incentives for sharing knowledge, and low interest in training are the main obstacles. At the externalization stage, weaknesses in document management and organizational discussions hinder the transformation of tacit knowledge into explicit knowledge. The combination stage is disrupted due to the ineffectiveness of the database system, which has an impact on decision making and career development. Meanwhile, at the internalization stage, limited Information Technology infrastructure, weak internet networks, and lack of mass media utilization slow down organizational learning. These findings emphasize the need to strengthen the system, knowledge sharing culture, and adequate technology and communication support to encourage effective knowledge management at the DKPP RI. Strategies that can be carried out by overcoming weaknesses include limited human resources, low budget, and lack of supporting facilities and infrastructure. Strategic opportunities lie in increasing human resource capacity, strengthening infrastructure, increasing budgets, and preparing internal regulations related to knowledge management. Meanwhile, the main challenges include disparities in employee education levels and the lack of ongoing evaluation and policies. By utilizing existing strengths and opportunities and anticipating weaknesses and threats, DKPP RI can build a more structured, sustainable knowledge management system that supports improving institutional performance.

Abstract

The increasing demands of society for good governance have encouraged the central government and local governments to implement public accountability. In order to realize good governance, local governments must continue to make efforts to improve transparency and accountability in regional financial management. This study aims to determine whetherunderstanding of financial management, financial accounting systems and internal supervisors have a simultaneous effect on the financial statements of the North Sumatra Provincial Government. The type of research used is by using a quantitative method assisted by SPSS 23. The population and sample in this study were 60 Civil Servants in the North Sumatra Provincial Government and questionnaires were distributed according to the number of samples that had been determined. This study found that there was a positive and significant relationship between Understanding of Financial Management and Financial Report Performance, the Financial Accounting System had a positive and statistically significant effect on Financial Report Performance, Internal Supervision had a negative and statistically significant relationship on Financial Report Performance that excessive or inefficient internal supervision also has the potential to inhibit flexibility and innovation, which in turn can affect financial performance.

Abstract

This study aims to analyze the effect of E-Procurement Implementation, Procurement Officer Competence, and Internal Supervision on the Implementation of Procurement of Goods and Services in the North Sumatra Provincial Government. Using a quantitative approach with regression analysis, the study found that E-Procurement has a positive and statistically significant effect on increasing the effectiveness of procurement implementation, in line with the principles of good governance. Procurement Officer Competence shows a positive direction of influence on procurement implementation, although it is not statistically significant in this model. Interestingly, Internal Supervision shows a significant negative correlation with the effectiveness of procurement implementation, indicating that excessive supervision intensity has the potential to hinder the efficiency and effectiveness of the procurement process. This finding contradicts conventional expectations and suggests the need for a critical evaluation of the implementation of the supervision mechanism. The implications of this study highlight the importance of optimizing the E-Procurement system and reviewing the effectiveness of the internal supervision mechanism in the context of implementing procurement of goods and services in the North Sumatra Provincial Government.

Abstract

This study examines the revolution in the representation of women in Korean dramas from 2010 to 2024, focusing on how female characters are portrayed across three different periods: 2010–2015, 2016–2020, and 2021–2024. Employing a qualitative approach with content analysis, six popular Korean dramas were selected for in-depth examination. The findings reveal a transformation in female representation—from passive figures conforming to patriarchal norms to active, complex characters with full narrative agency. In the early period, characters like Geum Jan-di and Cha Eun-sang were depicted as weak romantic objects reliant on male protagonists. During the transitional period, characters such as Kang Mo Yeon and Do Bong Soon began to exhibit empowerment, although still framed within aesthetics and narratives that compromise with patriarchy. In contrast, the contemporary period presents characters like Moon Dong-eun and Hwang Do Hee as agents of change who control the narrative, challenge gender stereotypes, and enact new forms of gender performativity. These findings suggest that popular media, including Korean dramas, can function as ideological spaces that both construct and deconstruct gender identities. This research contributes to media studies, popular culture, and gender studies in the postfeminist era.

Abstract

This study discusses the implementation of the Paskibraka Program policy by BPIP as a strategic effort in forming a young generation with Pancasila character. The main problem in this study is how this policy is implemented by BPIP and what factors support and hinder the implementation of the policy throughout Indonesia. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, documentation studies, and observations. Informants were selected using purposive sampling and snowball sampling techniques, involving BPIP officials, the Provincial Kesbangpol, and DPPI. The instruments used were interview guidelines, recording devices, and policy documents as analysis materials. The results of the study indicate that the implementation of the policy generally runs according to the direction of the regulation, with several challenges such as limited resources in the regions, less than optimal cross-agency communication, and differences in understanding the redefinition of the Paskibraka program. Supporting factors include regulatory support, BPIP's commitment as the main sponsor, and the existence of supporting organizations such as DPPI. This study concludes that the success of policy implementation is highly dependent on synergy between stakeholders, clarity of institutional roles, and optimization of existing resources. The recommendations submitted include the preparation of a national master plan, strengthening the coordinating role of BPIP, and expanding partnership networks in the regions as a strategic step in fostering the Pancasila ideology in a sustainable manner.

Abstract

This research aims to develop and implement a magnetic relay control system based on a low-cost Programmable Logic Controller (PLC) using Arduino Uno and LDmicro programming. The main focus of this research is to create a reliable, efficient, and affordable control system that can be easily integrated into industrial and household applications. The hardware design was carried out systematically, involving the selection of main components, electronic circuit design, and physical arrangement of components, considering efficiency and safety. Software testing was conducted using LDmicro to design and simulate ladder diagrams, and XLoader to upload the program to the Arduino Uno microcontroller. The test results show that the control system based on Arduino Uno and LDmicro functions well in controlling the magnetic relay according to the designed logic. This ladder diagram-based approach proves to be simple, efficient, and economical for developing control systems. The implementation of an Arduino Uno-based PLC offers an affordable alternative to conventional automation solutions, making it suitable for applications in education, prototype development, and small-scale industries. This research is expected to contribute significantly to the development of low-cost automation technology and open up broader opportunities for implementation in various sectors.

Abstract

Wood drying is an important process in the wood processing industry to improve its quality and durability. However, conventional methods are often inefficient due to the lack of real-time control of moisture levels. This study aims to analyze and design an au-tomatic wood drying system with Internet of Things (IoT)-based moisture monitoring. This system uses a moisture sensor to measure the water content in wood periodically, which is then sent to an IoT platform for remote monitoring. The data obtained is used to automatically control the heating element to maintain optimal conditions in the drying room. With the implementation of this technology, the drying process becomes more ef-ficient, energy efficient, and produces wood with more consistent quality. The test results show that this system is able to adjust the temperature and drying duration adaptively based on the actual condition of the wood, thereby increasing efficiency compared to conventional methods. It is hoped that this research can be an innovative solution for the wood industry in increasing productivity and quality of the final product.
