Abstract

The increasing crime rates of violent motorcycle theft, especially by teenagers, is no longer a juvenile delinquency, but a juvenile crime. This paper will evaluates cases of violent motorcycle theft by teenager and identifies the cause by juvenile delinquency theories. By comparing the cases using 10 causes of juvenile delinquency shifting into juvenile crime by United Nation. As the result, I found that adolescent’s transition without self-acceptance; behavior reinforcement and social support system let them into sadistic criminal. Thus, the development system should be corrected to focus on adolescent’s psychological welfare.

Abstract

This paper is interpreting the provision of Article 31 paragraph (2), ‘the governmentshall establish and conduct a national education system’. Method of interpreting Article 31paragraph (2) is by using the method of socio-historical interpretation. This method is very suitable to the method used in excavating Pancasila by the President Soekarno. The main system in the national education system should be an Islamic education system (Pesantren) and not educational system which brought by colonizers. For a system that brought by the colonizers are not intended for the people of Indonesia, but for the colonizers. Therefore, the founding fathers passed a mandate ofArticle 31 paragraphs (2) that the government shall establish and conduct a national education system which is not discriminatory.

Abstract

Based on the mandate of Law Number 23 Year 2014 on Local Government, the management and authority of high school (SMA) and vocational high school (SMK) in the district/city governments are taken over by the provincial governments. The handover began in March 2016, and must be completed in early 2017. BPK’s audit found a difference of asset value of about Rp26 billion during the handover process. This study aims to determine the process of asset transfer carried out by the district/city governments to the provincial government, problems and constraints faced as well as the accounting treatment of the transferred assets. This study uses a qualitative descriptive method with empirical data which are collected through observation, interviews and documentation. The asset transfer procedure start from the recording process of assets owned by the district/city education office. The asset record data is subsequently submitted by the district/city education office to the district/city regional financial and asset management agency (BPKAD). Furthermore, without prior confirmation and physical checking, these records were used as a basis for calculating the amount of assets to be handed over to the provincial BPKAD in October 2016.Total assets transferred was Rp1,738,599,434,341.84, and the difference in value found by the BPK was due to incomplete reporting of grants to SMA/SMK that was allocated from the APBN. Problems that are quite complicated are in school’s land ownership, inadequate quantity and quality of human resources, multiple asset recording, lack of complete reporting, and various other administrative and accounting problems.AbtrakBerdasarkan amanat Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah, pengelolaan dan kewenangan pendidikan Sekolah Menengah Atas (SMA) dan Sekolah Menengah Kejuruan (SMK) di pemerintah kabupaten/kota, diambil alih oleh pemerintah provinsi. Serah terima ini mulai dilaksanakan pada bulan Maret 2016, dan harus tuntas pada awal tahun 2017. Hasil audit BPK menemukan adanya selisih nilai aset sebesar Rp26 miliar dalam proses serah terima aset ini. Penelitian ini bertujuan untuk mengetahui proses pengalihan aset yang dilakukan oleh pemerintah kabupaten/kota dan provinsi, permasalahan dan kendala yang dihadapi serta perlakuan akuntansi terhadap aset yang dialihkan tersebut. Penelitian ini menggunakan metode deskriptif kualitatif dengan menggunakan data empiris yang dikumpulkan melalui observasi, wawancara dan dokumentasi. Proses ini dimulai dari data catatan aset yang dimiliki oleh dindikbud kabupaten/kota. Data tersebut diserahkan oleh dindikbud kabupaten/kota kepada BPKAD kabupaten/kota. Selanjutnya tanpa melakukan konfirmasi dan pengecekan fisik terlebih dahulu catatan tersebut dijadikan dasar untuk melakukan penghitungan jumlah aset yang akan diserahterimakan kepada pihak BPKAD provinsi pada bulan Oktober 2016. Nilai total aset yang dialihkan sebesar Rp1.738.599.434.341,84, selisih nilai yang ditemukan BPK disebabkan oleh tidak lengkapnya pelaporan hibah ke SMA/SMK yang bersumber dari APBN. Permasalahan yang cukup rumit terdapat pada kepemilikan tanah sekolah, kualitas dan kuantitas sumber daya manusia yang kurang memadai, pencatatan aset ganda, kurang lengkapnya pelaporan, serta berbagai permasalahan administratif dan akuntansi lainnya.

Abstract

Indonesia has enormous potential to become a country with large-scale economies in the world. Indonesia has potential natural resources, human resources, macroeconomic stability, and a conducive investment climate. Nevertheless, Indonesia still faces considerable social problems such as poverty and unemployment. This article seeks to describe the effort to overcome these social problems through empowerment of small medium enterprises (SMEs) development. This research method using a qualitative approach with descriptive analysis. SMEs play an important role in the Indonesian economy, especially in the formation of the Gross Domestic Product (GDP) and employment. SMEs is one of the economic sectors that can survive the economic crisis. The development of SMEs can take advantage of development in information technology through equal-commerce and social media. The government also needs to improve the infrastructure to speed up internet access throughout Indonesia. The growth of delivery service companies will also help SMEs in terms of product distribution. The increasing number of SMEs also needs to be supported by the entrepreneurial spirit of society. This entrepreneurial spirit can be built through an integrated education curriculum from basic education to universities. In addition, the development of vocational education with a strengthened entrepreneurship education can create new entrepreneurs who have competence and competitiveness Indonesia sangat potensial untuk menjadi suatu negara dengan ekonomi skala besar di dunia. Hal ini karena Indonesia memiliki sumber daya alam, sumberdaya manusia, stabilitas makroekonomi, dan iklim investasi yang kondusif. Namun demikian, Indonesia masih menghadapi permasalahan sosial yang serius yaitu kemiskinan dan pengangguran. Tulisan ini berupaya menguraikan upaya penanggulangan masalah sosial tersebut melalui pemberdayaan, khususnya melalui peningkatan usaha mikro, kecil, dan menengah (UMKM). Metode penelitian ini menggunakan pendekatan kualitatif dengan analisa yang bersifat deskriptif. UMKM berperan penting dalam perekonomian Indonesia, khususnya dalam pembentukan Produk Domestik Bruto (PDB) dan penyerapan tenaga kerja. UMKM merupakan salah satu sektor ekonomi yang mampu bertahan dalam goncangan krisis ekonomi. Pengembangan UMKM saat ini dapat memanfaatkan kemajuan teknologi informasi melalui e-commerce dan media sosial. Pemerintah perlu meningkatkan infrastruktur agar kecepatan akses internet merata di seluruh Indonesia. Pertumbuhan perusahaan jasa pengiriman juga akan membantu UMKM mendistribusikan produknya. Peningkatan UMKM perlu didukung oleh jiwa kewirausahaan masyarakat. Upaya menumbuhkan jiwa kewirausahaan dilakukan melalui kurikulum pendidikan yang terintegrasi dari pendidikan dasar hingga perguruan tinggi. Selain itu, pengembangan pendidikan vokasi dengan penguatan pendidikan kewirausahaan dapat menciptakan wirausahawan baru yang memiliki kompetensi dan daya saing.

Abstract

Education and quality teachers are important in Indonesia, because the quality of special-ed teacher who was instrumental in improving the quality of students. This study aims to illustrate the condition of subjective well-being (SWB) in the special-ed teacher. The study involved 22 special-ed teacher sections B and C Bagaskara Sragen. Research methods using descriptive quantitative approach to data analysis using Crosstab analysis. As a method of support do interviews and observations in the field prior to the study. The results showed that the SWB condition cannot be determined time of work from teachers. Where the Subjective well-being (SWB) in overall teacher is at high categorization. There are a number of environmental factors that can affect the condition of individual SWB, among other things: autonomy, self-control and have an understanding of self, environmental mastery, purpose in life, positive relations (warm) with others and self-acceptance.

Abstract

The purpose of this study is to evaluate the implementation of remuneration system in bureaucracy reform, with reference to organizational justice theory. Research methodology used was literature review. The study concluded that there was a real effort by the government to implement fairness principle in remuneration package, as part of bureaucracy reform. The implementation of fairness principles is captured in consideration of employees’ contribution to determine the performance benefit value. However, further restructuring process of remuneration system is still needed. Contribution is still emphasizing on discipline rather than work performance to determine the performance benefit values. Furthermore, there was also a problem of budget allocation for remuneration package. Ideal benefit payment for employees is still difficult to reach within this decade. Harmonization between strategy and employees’ response needs to be continuously diagnosed due to different characteristic of bureaucracy in various governmental bodies. The implementation of fairness principles in remuneration system is just one of the strategies to fight against counterproductive behavior. Support on other strategies is still needed in order to reach optimum condition of the remuneration system, as expected.

Abstract

Moral intelligence is considered as primary intelligence because it directs other intelligence to do something useful and valuable. Lennick and Kiel is one of who developed the concept of moral intelligence and created Moral Competency Inventory (MCI). MCI was originally intended to measure morality within the scope of the organization, but many studies using MCI to measure the morality of teenagers. In Indonesia, the use of MCI against teenagers have not seen, especially the adaptation. The questions in this research is how the test results of MCI instruments is and how is the measurements result against teenagers. To answer this question, quantitative methods research, ie by testing the validity and reliability of MCI through statistical formulas. Research conducted on 143 adolescents in Bali with a background in Islamic education. The results show that the MCI valid and reliable with an alpha coefficient of 0.894. In general, respondents have moral intelligence level average. Only a small proportion of respondents who have a very high level of moral intelligence and, conversely, low. Judging from sex, each has a moral intelligence level is average, as do when seen from their age and origin of school.  Kecerdasan moral dianggap sebagai kecerdasan utama karena mengarahkan kecerdasan lainnya untuk melakukan sesuatu yang bermanfaat dan bernilai. Lennick dan Kiel adalah salah satu yang mengembangkan konsep kecerdasan moral dan menciptakan Moral Competency Inventory (MCI). Pada awalnya MCI ditujukan untuk mengukur moralitas dalam lingkup organisasi, namun banyak penelitian menggunakan MCI untuk mengukur moralitas terhadap remaja. Di Indonesia, penggunaan MCI terhadap remaja belum terlihat, terlebih adaptasinya. Pertanyaan dalam penelitian ini adalah bagaimana hasil uji coba instrumen MCI dan bagaimana hasil pengukurannya terhadap remaja. Untuk menjawab pertanyaan ini, peneliti menggunakan metode kuantitatif, yaitu dengan menguji kesahihan dan keterandalan MCI melalui rumus statistika. Penelitian dilakukan terhadap 143 remaja di Bali dengan latar belakang pendidikan Islam. Hasilnya menunjukkan bahwa MCI valid dan reliabel dengan koefisien alpha sebesar 0.894. Pada umumnya responden memiliki level kecerdasan moral rata-rata. Hanya sebagian kecil responden yang memiliki level kecerdasan moral sangat tinggi dan, sebaliknya, rendah. Ditinjau dari jenis kelamin, masing-masing memiliki level kecerdasan moral rata-rata, begitupun halnya apabila dilihat dari usia dan asal sekolah.

Abstract

Violence against women is a major public health problem worldwide. Result of the National Commission on Violence Against Women’s 2017 mapping showed that violence against women spreads more widely, in various types, causing traumatic scars, and the number continues to grow reaching 348.446 cases. This research aims to analyze the relations between individual, family,  and  community  basis  with  supportive  attitude  toward  domestic  violence.  Domestic violence in Banten Province is relatively high, from 2010 to September 2017 reaching 442 cases. Data analysis was carried out on married men and women, a total of 1.876 in Banten Province’s 2012  Indonesian  Demographic  Health  Survey.  IDHS  used  a  cross-sectional  design  and  the statistical analysis employed logistic regression. The results showed that supportive attitude were widely welcomed at individual basis (women younger age, low education, younger of age at first marriage, and living in rural areas) as well as at family basis (being a sole decision maker). AbstrakKekerasan  terhadap  perempuan  merupakan  masalah  kesehatan  masyarakat  yang utama di seluruh dunia. Hasil pemetaan Komnas Perempuan tahun 2017 di seluruh Indonesia, menunjukkan bahwa persebaran kekerasan terhadap perempuan semakin luas, bentuknya semakin beragam, bekas traumanya  mendalam, dan jumlahnya terus berkembang mencapai 348.446 kasus. Kekerasan dalam rumah tangga di Provinsi Banten tergolong tinggi terhitung dari tahun 2010 hingga September 2017 mencapai 442 kasus. Penelitian ini bertujuan untuk mengetahui hubungan faktor individu, keluarga, dan masyarakat dengan sikap setuju terhadap kekerasan dalam rumah tangga. Analisis data dilakukan pada responden laki-laki dan perempuan menikah sebanyak 1.876 orang di Provinsi Banten pada Survei Demografi dan Kesehatan Indonesia 2012. Penelitian ini menggunakan rancangan cross sectional dengan analisis statistik menggunakan regresi logistik berganda. Hasil penelitian menunjukkan bahwa sikap setuju lebih diterima secara luas pada faktor individu (perempuan, orang berusia lebih muda, orang berpendidikan rendah, menikah muda, status ekonomi rendah, dan tinggal di pedesaan) dan faktor keluarga (pengambilan keputusan tunggal).

Abstract

This research was conducted in 2011 as a basis for discussions on the bill of Social Security Organizer Board at the House of Representatives of the Republic of Indonesia. The research background was the existence of social security program run by local governments, while the central government unable to guarantee social security for all Indonesian. Using a qualitative method, this research was conducted in Jembrana Regency of Bali Province and in Yogyakarta City, of the Special Province of Yogyakarta with a purpose to analyze the management of social security in both local governments. The result of the research shows that the social security program run by local governments is full in term of benefit for the citizens. This research recommended the importance of coordination and resources sharing between central and local governments in management area of social security.

Abstract

Sectarian conflict has increased in recent years. The physical and psychological harm is experienced by those who become the victim of violent conflict, especially the children. Government’s handling of the Ahmadiyah conflict seems slow. The process of postconflict rehabilitation of Ahmadiyah children who suffered in various regions, such as by providing facilities for the suffered family felt so less. It gives the impression that the victims get no proper attention from centre and local government. The method used in this paper is literature study, in which the data obtained is from books, articles, newspapers and websites. Government as policy makers has the power to provide protection to citizens who are in conflict situations. A positive process of dialogue must be done between central vs local governments, communities vs governments, and also communities vs communities, so that potential conflict can be anticipated, and therefore the problem can be solved immediately.
