Abstract

The study was conducted with a qualitative approach to see how the Family Hope Program (PKH) played a role in decreasing Maternal Mortality Rate (MMR) in Jambi and South Kalimantan Provinces. Data were obtained from interviews with PKH management officials, PKH assistants and PKH recipients who were pregnant. It was found that there was no direct connection between PKH and the decline in MMR, because there was no detailed provision regarding the percentage of cash received from PKH that had to be spent to improve the nutritional quality of PKH recipients, thus influencing the quality of maternal health and reducing MMR. In addition, not all pregnant women check themselves at a minimum of 4 times during pregnancy. The two provinces do not hold special programs for pregnant women receiving PKH. Nevertheless, there were several efforts to improve the quality of health and nutrition of pregnant women from the Ministry of Health, namely through the provision of blood tablets and biscuits, as well as the implementation of the Class for Pregnant Women. To increase the effectiveness of PKH in reducing MMR, it is necessary to periodically provide assistance and monitoring to PKH recipients who were pregnant.AbtrakPenelitian dilakukan dengan pendekatan kualitatif untuk melihat bagaimana peran Program Keluarga Harapan (PKH) dalam penurunan Angka Kematian Ibu (AKI) di  Provinsi Jambi dan Kalimantan Selatan. Data diperoleh dari wawancara kepada pejabat pengelola PKH, pendamping PKH dan ibu hamil penerima PKH. Ditemukan bahwa tidak terdapat kaitan secara langsung antara PKH dan penurunan AKI, karena tidak ada ketentuan yang rinci mengenai persentase uang tunai yang diterima dari PKH yang harus dibelanjakan untuk meningkatkan kualitas gizi ibu hamil penerima PKH, sehingga berpengaruh pada kualitas kesehatan ibu hamil dan penurunan AKI. Selain itu, tidak semua ibu hamil  memeriksakan diri minimal 4 kali selama kehamilan. Kedua provinsi tidak menyelenggarakan  program khusus bagi ibu hamil penerima PKH. Meskipun demikian,  ada beberapa upaya untuk meningkatkan kualitas kesehatan dan gizi ibu hamil yang menjadi program Kementerian Kesehatan, yaitu melalui pemberian tablet tambah darah dan biskuit, serta penyelenggaraan Kelas Ibu Hamil. Untuk meningkatkan efektivitas PKH dalam menurunkan AKI, perlu dilakukan pendampingan dan monitoring secara berkala kepada ibu hamil penerima PKH.

Abstract

Food and drug are important components of the National Health System. The use of food and drug need to consider some aspects of safety, quality, efficacy/benefit, and nutrition. The drug cost aspect should be taken into consideration as well because the drug contributes to a high spending of national health expenditure. Food and drug are closely monitored through pre-market and post-market control. However, there are still many cases related to the supply chain and the use of illegal food and drug, such as an illegal vaccine case in 2003 that was successfully revealed in 2016. Therefore, there is a need to strengthen pre-market and post-market control. Qualitative method is used. Data were collected through interviews and literature review on the drafting of the Bill on Drug and Food Control and the Indonesian use of Traditional Medicine Indonesian in Expert of the DPR RI in 2017. The result showed that one of the efforts to strengthen food and drug control is through institutional strengthening. Such as establishment of Drug and Food Investigator of Control Agencies at district/city level and increased capacity of food and drug supervisors and Civil Servant Drug and Food Investigator of Control Agencies. Obat dan makanan merupakan komponen penting dalam Sistem Kesehatan Nasional. Penggunaan obat dan makanan perlu mempertimbangkan aspek keamanan, mutu, khasiat/manfaat, dan gizi. Aspek biaya juga perlu menjadi pertimbangan, dikarenakan obat menyumbang tingginya pengeluaran belanja kesehatan suatu negara. Peredaran obat dan makanan harus diawasi secara ketat melalui upaya pengawasan pre-market dan post-market. Namun demikian, masih banyak ditemukan kasus terkait peredaran dan penggunaan obat dan makanan ilegal seperti kasus vaksin palsu yang sudah berlangsung sejak tahun 2003 dan berhasil diungkap pada tahun 2016. Oleh karena itu, diperlukan upaya penguatan pengawasan tersebut. Penelitian ini menggunakan metode kualitatif. Data dikumpulkan melalui wawancara mendalam dan studi kepustakaan dalam kegiatan penyusunan naskah akademik dan draft RUU Pengawasan Obat dan Makanan serta Pemanfaatan Obat Asli Indonesia yang dilakukan di Pusat Perancangan Undang-Undang Badan Keahlian DPR RI tahun 2017. Hasil penelitian menunjukkan bahwa upaya penguatan pengawasan obat dan makanan dapat dilakukan melalui penguatan kelembagaan yaitu pembentukan Unit Pelaksana Teknis Badan Pengawas Obat dan Makanan (UPT BPOM) sampai ke tingkat kabupaten/kota dan peningkatan kapasitas tenaga pengawas obat dan makanan serta Penyidik Pegawai Negeri Sipil Badan Pengawas Obat dan Makanan (PPNS BPOM).

Abstract

In the past two decades literature studies on elite has emerged even though still small in number. Elites are people who because of his/her position or role and can influence decisions concerning the lives of many people. Therefore every behavior, decision making and mindset of elite is an interesting subject to be studied in a deeper level. But in reality making elite as research subject provide challenges. Among the many approaches to qualitative methods, interviewing techniques most widely used to assess the elite, therefore this article discusses the challenges that will be faced by researchers when interviewing elites. Starting from the things that must be prepared before the researchers conducted interviews, during the interview, and after the interview. With good preparation then the research process can be optimized.

Abstract

Waste Bank is one of many alternatives of waste management in Indonesia. Malang Waste Bank (Bank Sampah Malang - BSM) is a sample of Waste Bank that has been well established and widely used as a pilot project. This research conducted with qualitative method to analyse the effectiveness of waste management in BSM from the waste management perspective. From institutional perspective, cooperative system is considered to be quite effective in making BSM independent and self-sufficient. There are still many obstacles experienced in terms of financing, while in terms of regulation, a regulatory support is necessary to strengthen the performance of BSM. To date, public participation play significant role, although it has not been at its best. This is because knowledge and understanding on waste bank are not evenly distributed. Operational technique aspect has been carried out effectively, although location is still a major problem.

Abstract

Portability principle is one of the nine principles in the implementation of social security in Indonesia. This principle mandates that every participant of National Health Security Program can access health services wherever they are, in all parts of Indonesia. The portability principle is actually very good, but the implementation in the field is not easy. This study wants to understand and analyze: 1) Why the portability principle in the National Health Security Program cannot be implemented optimally?; 2) What is the strategy for optimizing the portability principle in the National Health Security Program? The results of the study show: 1) The portability principle has not been implemented optimally because health facilities/infrastructure have not been adequate. Limited facilities/infrastructure resulted in restrictive regulations so that National Health Security Program participants could only access services outside their residential area as much as 3 times and after that they had to decide whether to move to their initial health facilities or not; 2) The strategies needed to optimize the implementation of the portability principle are improvement of health facilities and infrastructure.AbstrakPrinsip portabilitas merupakan salah satu dari sembilan prinsip dalam penyelenggaraan jaminan  sosial  di  Indonesia.  Prinsip  ini  mengamanatkan  agar  setiap  peserta  Program  Jaminan Kesehatan Nasional bisa mengakses layanan kesehatan di manapun mereka berada, di seluruh wilayah Indonesia. Prinsip portabilitas sebenarnya sangat bagus, namun pelaksanaannya di lapangan tidak mudah. Penelitian ini ingin mengetahui dan menganalisis mengapa prinsip portabilitas dalam Program Jaminan Kesehatan Nasional belum dapat dilaksanakan secara optimal dan bagaimana strategi agar prinsip portabilitas dalam Program Jaminan Kesehatan Nasional dapat dilaksanakan secara optimal. Hasil penelitian menunjukkan bahwa prinsip portabilitas belum dapat dilaksanakan secara optimal karena sarana/prasarana kesehatan belum memadai. Keterbatasan sarana/prasarana mengakibatkan adanya aturan yang membatasi sehingga peserta Program Jaminan Kesehatan Nasional hanya bisa mengakses layanan di luar wilayah tempat tinggalnya sebanyak 3 kali dan selebihnya harus memutuskan untuk pindah fasilitas kesehatan atau tidak. Adapun strategi yang dibutuhkan untuk mengoptimalkan pelaksanaan prinsip portabilitas adalah peningkatan fasilitas, sarana, dan prasarana kesehatan.

Abstract

Outsourcing is legitimate after Act No. 13 of 2003 regarding employment was passed. This paper tries to analyze the position of outsourced workers in the act from three dimension i.e. worker relations, worker unions, industrial conflict and its resolution. From the worker relations dimension, workers’ status is unclear because the outsourcing agreement made was between the employee and the outsourcing companies. There has been inconsistencies in application of working agreement, and this will reduce workers’ rights. From the trade unions dimensions, the practice of outsourcing will further minimize the function and role of unions within the company. From the industrial conflict dimensions and its resolution, if a conflict occur, the authorities who resolve the dispute is the outsourcing company. It happens because the agreement made is between the worker and the outsourcing company.

Abstract

ThThe habit of consuming alcoholic beverages (modern, traditional or bootleg) can cause negative effects on physical, mental, and psychosocial healths. The problem of this research is related to regulation on the consumption of alcoholic beverages that is still not specific and not comprehensive. The purpose of this study is to gathered information on the consumption of alcoholic beverages and the enforced regulation, as well as a more specific and comprehensive concept on regulation regarding the consumption of alcoholic beverages so that people could be protected from the negative effects of the alcohol. This study uses qualitative descriptive study of literature and policy analysis with a formal evaluation approach. The results showed that there are some Indonesian who have a habit of consuming alcoholic beverages. The impact can cause physical, mental, as well as psychosocial health problems, and it can even takes one’s life (especially bootleg alcohol) thus disturbing the public. The regulation is currently still enforced over several different levels against several sectoral charges related to industry, investment, business licenses, alcoholic beverages, the imposition of customs, crime as the effects of consuming alcoholic beverages. Therefore future regulation should be more focused on the efforts to protect the public from negative effects of alcohol consumption with consideration on various factors from production to consumption.Kebiasaan mengonsumsi minuman beralkohol (modern, tradisional ataupun oplosan) dapat menimbulkan efek negatif baik secara fisik, mental, maupun psikososial. Permasalahan penelitian ini adalah pengaturan terkait konsumsi minuman beralkohol masih belum spesifik dan komprehensif. Tujuan penelitian adalah untuk mendapatkan informasi tentang konsumsi minuman beralkohol dan pengaturan yang ada selama ini, serta konsep pengaturan ke depan terkait konsumsi minuman beralkohol yang lebih spesifik dan komprehensif agar masyarakat dapat terlindungi dari efek negatif minuman beralkohol. Penelitian menggunakan metode deskriptif kualitatif dengan studi literatur dan dilakukan analisis kebijakan dengan pendekatan evaluasi formal. Hasil penelitian menunjukkan ada sebagian masyarakat Indonesia yang mempunyai kebiasaan mengonsumsi minuman beralkohol. Pengaturan yang ada masih tersebar di beberapa tingkat peraturan perundang-undangan dengan muatan pengaturan masih sektoral. Untuk itu, pengaturan ke depan harus lebih difokuskan pada upaya perlindungan masyarakat dari efek negatif konsumsi minuman beralkohol dengan memerhatikan berbagai faktor mulai produksi sampai dikonsumsi.

Abstract

One of cash waqf management agency in Yogyakarta is Endowments and Land Management Agency Regional Board of Nahdlatul Ulama Yogyakarta. Since the year 2011, this institution has manage cash waqf to increase well-being of Muslims in the area. This study aimed to describe the reason that prompted the agency to manage cash endowments, accumulation, investment and distribution. This research is qualitative. Data were collected through library research, focus group discussions and in-depth interviews with managers the Institution of Waqf and Land Management Agency Regional Board of Nahdlatul Ulama Yogyakarta. The collected data analyzed by means of categorization, classification, and reduction, after that it concluded in accordance with the objectives of the study. The study concluded there are three reasons that drive Endowments and Land Management Agency Regional Board of Nahdlatul Ulama Special Region of Yogyakarta to manage cash endowments, namely theological, sociological and juridical reasons. Raising cash  waqf is done in two stages: socialization and certification endowments. Endowments have accumulated cash is invested in deposits at the Bank Syariah BPD Yogyakarta. The value of the benefits derived from the investment funds used as a productive loan without interest. The loan funds must be returned to the Endowment and Land Management Agency PW NU DIY, so that these funds can be used by other borrowers in need. In practice, no loans were not paid off, because the refund of the loan without interest and administrative costs. In addition, the values of the benefits gained from the deposits are also used for education and health assistance.

Abstract

The development of telecommunication technology has enable people to bring the highest used of Internet. People can now access many new sources of information from the net. We can download book from the net and bring it home cheaply. The trend of digital book is soon covered Indonesia in the next five to ten years. This trend gives new way to define book. It is not only printed papers anymore, but also a digital work that can be read and even heard. The trend would also change the way book system works. Not to mention, people’s culture in macro. Digital product change the way people producing, reading, reasoning to buy a book and the means of transfer knowledge. Having the trend grows rapidly in every cities, Government must find way to control the system. Digital works is basically free of control, which can lead to various point of view, including the misuse of the product. As the Government need to protect citizen’s intellectual rights, at the same time must provide the easy way to access knowledge, the rule of book system must be considered carefully.
