Abstract

To improve welfare, economic development is a complex and continuous process and investment is one of the important components. The Omnibus Law on Job Creation in 2020 (UUCK 2020) is a legislative policy and came into force in November 2020 with the aim of increasing the ease of doing business and attracting investment, thereby increasing jobs. Through the implementation of the OSS RBA system, UUCK 2020 brings major changes in business licensing governance that prioritizes legal certainty, transparency, and speed in the licensing process. The phenomenon of Java-centric is slowly developing until now has referred to various aspects including spatial, economic, social, cultural, political and other aspects. This study answers the hypothesis about the impact of the UUCK 2020 supported by the RBA OSS can increase domestic investment and also answers the evidence of the continued influence of Centric Java in increasing domestic investment caused by the regulation. This research study uses quantitative methods with difference in difference method against 34 provinces grouped in treatment and control groups. The results obtained are descriptive and empirically proven that there is a more expansive trend for the treatment group (Java island) after the UUCK 2020 policy is applied.This research study confirms the existence of investment preferences that are still focused and concentrated in Java compared to Non-Java.

Abstract

The Civil Servant (ASN) plays a crucial role in improving the quality of public services in Indonesia. This study aims to analyze service-oriented ASN from the aspects of responsiveness, reliability, and the use of information technology in delivering public services. The methodology employed is a literature review, utilizing more than 50 scholarly articles and other relevant academic sources. The findings indicate that a service-oriented ASN is characterized by responsiveness, reliability, and effective use of digital technology in striving to provide services that satisfy the public. ASN’s responsiveness to public complaints, consistency in service delivery, and use of e-government as an effective communication tool contribute to public trust. This study provides recommendations for government agencies to continuously develop ASN competencies, streamline bureaucratic procedures, and leverage information technology for more efficient and transparent service delivery.

Abstract

The existence of settlements along riverbank, particularly in urban areas, can disrupt both the function of the river and its riverbank. The behavior of riverside communities generally adds to burden the river, primarily through the practice of disposing waste into the river and its riverbank. This behavior can cause detrimental effects on both the environment and society. This research aims to examine the socioeconomic conditions and waste disposal behavior of communities residing along the Cisadane River, South Tangerang City. This research is a quantitative descriptive study. Data collection involved the use of questionnaires, interviews, and observations, which were subsequently analyzed using descriptive statistical techniques. The findings revealed that the majority of riverside communities in South Tangerang City exhibited a high level of understanding (54.55%), a relatively positive perspective (75.76%), and a poor economic condition (57.58%). However, their waste disposal behavior was predominantly inadequate (51.52%). Consequently, the study indicates a discrepancy between the community's level of understanding, perspective, and actual waste disposal practices. With the intervention of communication forums, the creation of mutually agreed norms, and the availability of waste disposal and processing infrastructure, it is hoped that the community awareness and sense of responsibility would be enhanced, that will lead to no rubbish throwing into the river and its borders hence diminishing the burden of the river so that the function of the river and its borders are preserved.

Abstract

Forest ecosystem control functional officials (PF PEH) are required to have an ASN character that can adapt to the times and be able to serve the community around the forest well. This study aims to shape the character of Smart ASN PF PEH First Expert in functional training. The study was conducted qualitatively with a literature study by analyzing training subjects that have Smart ASN values. The formation of Smart ASN character in task insight training subjects are the values of nationalism, friendliness, integrity, networking and entrepreneurship. The training course on the implementation of forest ecosystem control contains the values of global insight and IT mastery, whereas forest ecosystem control development training subjects contain the values of IT mastery. Mastery of foreign language values in Smart ASN is shown in the requirements for participants with undergraduate or diploma IV qualifications. Furthermore, these functional officials are also expected to continue improving soft skills to support hard skills in these aspects of Smart ASN.

Abstract

BLU Hospital received government assistance for operational costs in handling Covid-19 patients. The purpose of this study is to analyze government assistance for operational costs in handling Covid-19 patients, the type of BLU Hospital, and the number of patients on the maturity level of financial aspects, and to compare the maturity level of financial aspects before and during the government's assignment in handling the Covid-19 pandemic. This study uses inferential statistics. The data used is secondary data. The analysis method is quantitative data analysis using multiple regression methods and mean difference test methods. The sample size is a saturated sample from the population of BLU Hospitals. The results of the study show no significant difference between those who did not receive assistance and those who received assistance on the Cash Optimization Ratio and Current Ratio. There is a significant difference between those who did not receive assistance and those who received assistance on POBO, Return on Assets, Return on Equity, and Total Independence.

Abstract

This research explores strategies for strengthening socio-cultural competence through a religious moderation model based on Indonesian society's local wisdom. Socio-cultural competence is an ability that civil servants must have in the form of awareness to know, accept, and advance the cultural diversity of the Indonesian nation. This paper uses a qualitative research model with document analysis methods based on theoretical aspects, planning, and implementation of socio-cultural regulations. Qualitative methodology provides in-depth insights, combining content and descriptive analysis to process information from various documents. The main material for this research includes documents related to Pancasila values, the commodification of cultural identity, and religious moderation practices based on local wisdom. This article shows that strengthening socio-cultural competence is strongly influenced by planning and implementing policies in cultural promotion work. Therefore, a strengthening strategy is needed that includes respecting differences and fostering a sense of love for the country through a moderation model based on local wisdom.

Abstract

This research aims to examine the role of Artificial Intelligence (AI) in strengthening cybersecurity for critical information infrastructure (CII) in Indonesia. The research methodology used is a systematic literature review (SLR) involving identification, review, and evaluation, data collected through literature studies relevant to the research topic. Data were analyzed using critical synthesis method, gap analysis and SOAR (Strengths, Opportunities, Aspirations, Results) analysis, compared with the NIST Cybersecurity Framework to determine suitable strategic alternatives. The research results indicate that AI can strengthen cybersecurity in the CII sector by enhancing threat detection and response capabilities and optimizing risk management. The study also identified potential opportunities, such as cross-sector collaboration and the development of innovative technologies, as well as challenges, including the need to maintain transparency and ethical AI. In addition, the proposed strategy to realize AI as a tool in cyber security includes strengthening investment in technology, increasing human resource skills, and supporting development policies while taking into account potential risks that may arise, such as privacy violations, data leaks, and potential bias in decision making by AI systems. It is hoped that the results of this research will provide insight for stakeholders in efforts to strengthen cyber security in the IIV sector in Indonesia.

Abstract

This research was conducted to find out how effective Management of Change and Innovation, CMI training is in increasing participants' understanding of the CMI concept. Organizational change is triggered by changes such as dynamic regulations, societal demands for better public services, and technological advances. Public organizations must change, make continuous improvements, and move towards High Performance Public Organizations to achieve their best performance. In the three groups of participants in this study, there was an average increase of 52,23% from pre-test to post-test. Cohort IV showed the greatest improvement, while participant satisfaction levels varied, with Cohort V showing higher levels of satisfaction than Cohorts IV and VI. According to the evaluation of the implementation of innovation proposals, more than 65,47% of participants successfully implemented innovative proposals in their workplace. This shows that participants are very interested in innovation. The evaluation results stated that the CMI training was successful in increasing participants' understanding, but variations in participant satisfaction needed further attention. Evaluation and in-depth study of participant feedback is the key to improving the quality of CMI training services. A further training evaluation of the variables that influence the level of participants' understanding and the effectiveness of the training is needed, as well as the importance of planning improvements based on the evaluation results so that the training program can continue to develop and provide maximum benefits for participants in the future.

Abstract

This study aims to analyze the effect of Green Accounting, Good Corporate Governance Mechanism and Corporate Social Responsibility on Company’s Financial Performance (Empirical Study of Company Listed on the Indonesia Stock Exchange 2020-2022). The population in this study are company listed on the Indonesia stock Exchange that participated to The Public Disclosure Programme for Environmental Compliance (PROPER) by the Ministry of Environment and Forestry in the period 2020-2022 period totalling 86 companies by using purposive sampling technique. 65 companies were selected as sample. This study used panel data regression as the anlysis methode with software Eviews 12. The result showed that green accounting¸ managerial ownership, independent commissioners, audit committee and corporate social responsibility have positive effect on company’s financial performance.

Abstract

One of the initiatives made in preventing and eradicating money laundering and terrorism financing is to enhance the competency of PPATK stakeholders through training. PPATK Education and Training Center has organized blended learning training, which combines synchronous and asynchronous learning. The purpose of this research was to measure the effectiveness of financial transaction reporting training held using the blended learning method on the learning outcomes of the reporting party (Foreign Exchange Traders) who are one of the PPATK stakeholders. Kirkpatrick's Four Level Evaluation model is used as an evaluation model in measuring the effectiveness of training with the blended learning method at the PPATK Education and Training Center. This evaluation model is a reference in implementing the evaluation of the implementation of a training program. In this research, there are evaluation limitations only up to level 1 and level 2. Evaluation at level 1 or reaction is used to assess participant satisfaction and their perceptions of the quality of training, while evaluation at level 2 or learning is used to assess the level of participant understanding of the knowledge or training materials that have been provided. The analytical method employed involves descriptive statistical analysis using Microsoft Excel for the questions that were answered by the participants using a Likert scale, followed by a paired statistical t-test and measurement of the effect size using Cohen's d analysis to assess the impact of the blended learning method on the results. The research results showed that the level of participant satisfaction was very good. The results of learning evaluations through pre-test and post-test show significant differences in results. Furthermore, the effect size statistical analysis produced a Cohen's d value, showing that the blended learning method has a large influence on participant learning outcomes. Thus, Financial Transaction Reporting training for Reporting Parties using blended learning has runs effectively.
