Abstract

This academic study examines the adjustment of the Specific Goods and Services Tax (PBJT) tariff on parking services in Jakarta, grounded in Law No. 2 of 2024, which authorizes DKI Jakarta to set parking tax rates up to 25%. The policy aims to alleviate traffic congestion, optimize parking utilization, and increase local revenue (PAD). Through qualitative analysis, including document reviews and stakeholder interviews, this study evaluates the policy’s legal framework, economic and social impacts, and its potential to improve traffic management. Findings suggest that tariff adjustments could discourage private vehicle use and encourage public transport adoption, contributing to reduced congestion and environmental improvement. However, the impact on lower-income groups calls for a balanced policy approach and compensatory measures. The study provides recommendations for policy design to maximize social benefits and support sustainable urban management in Jakarta.

Abstract

This study evaluates participant responses to energy-sector training delivered through a Massive Open Online Course (MOOC), measures the resulting learning outcomes, and analyzes the influence of participant reactions on those outcomes. The research employed a survey-based evaluation involving 121 participants of the MOOC GREEN Cohort III training at PPSDM KEBTKE. Data collection methods included questionnaires to assess participant reactions and tests to measure learning outcomes. Data were analyzed using descriptive statistics, paired sample t-tests, and simple correlation analysis. Findings indicate that overall participant responses were moderately positive, with an average score of 3.57 out of 4, although certain aspects—particularly platform design—require improvement. Pre-test and post-test results revealed a significant increase in learning outcomes, with an average gain of 17.73 points. Correlation analysis between pre-test and post-test scores showed a strong positive relationship. However, the correlation between participant responses and learning outcomes yielded a Sig. (2-tailed) value of 0.186, indicating a very weak relationship. The study concludes that MOOC-based training is effective in enhancing learning outcomes in the energy sector. Nevertheless, improvements in platform aesthetics and inclusivity are recommended to enrich the overall learning experience.

Abstract

The quality of education in underdeveloped, outermost, and frontier (3T) regions requires a more concrete contribution from Widyaiswara to support the realization of the Golden Indonesia Vision 2045. This vision urges the government to shift its development paradigm from a reformative to a transformative approach, encompassing economic, social, and governance transformation. This research was conducted from May to December 2024 using a descriptive-analytical qualitative method with a conceptual approach. The findings indicate that Widyaiswara play a crucial role in strengthening human resource capacity, particularly among educators and students, through training programs, mentoring, and educational empowerment initiatives. However, several challenges persist, including inadequate educational infrastructure, limited transportation access, and the need for more adaptive learning approaches aligned with local conditions and cultural contexts.

Abstract

The legal relationship between employees and employers is essentially fair, despite differences in socio-economic status. However, in practice, labor relations often experience disharmony due to violations of collective labor agreement provisions. This study aims to analyze the legal standing of collective labor agreements in resolving industrial relations disputes between workers and employers. The research method employs a normative approach by analyzing legislation and relevant court decisions. The findings reveal that collective labor agreements possess binding legal force once registered with the industrial relations court and can serve as a legal basis in labor dispute resolution. The novelty of this study lies in emphasizing the position of collective labor agreements as an independent legal source, rather than merely a supplement to individual employment contracts. Furthermore, this study highlights the limited authority of industrial relations courts to annul such agreements—an issue rarely explored in previous studies. Thus, a thorough understanding of the legal power and limitations of collective agreements is crucial in building a just and sustainable industrial relations system.
