Abstract

The population in Jakarta as a metropolis continues to increase along with the growing phenomenon of urbanization, which impacts increasing population mobility. The Jakarta Mass Rapid Transit (MRT) public transportation policy is significant in addressing urban mobility challenges and improving efficient transportation systems. This study aims to analyze the collaboration of the five pillars of penta helix on the Jakarta Mass Rapid Transit (MRT), both in government, companies, academics, media, and the environment in the development of the Jakarta MRT. The research used a qualitative method with a descriptive and exploratory design approach from January to August 2023. This study uses data collection techniques through in-depth interviews, observations, literature reviews, and policy analysis related to the Jakarta MRT. The results showed that the Penta Helix model is a framework for developing the Jakarta MRT. Close collaboration between government, companies, academics, the environment, and the media is needed to achieve effective and sustainable MRT services. Practical cooperation between the helixes is critical to overcoming obstacles in the Jakarta MRT system. The Jakarta MRT can contribute more to an efficient and sustainable urban transportation system. The study recommends that the company facilitate cross-sector cooperation, increase community participation, and adopt the latest technological solutions in the development and sustainable operation of the Jakarta MRT.

Abstract

Implementing the core values ​​of the State Civil Apparatus is needed to realize the transformation of a world-class government bureaucracy. As a new policy, these core values ​​give rise to various perceptions of the State Civil Apparatus. This study aims to determine the perceptions of administrator officials on the core values ​​of the State Civil Apparatus and the priority of implementing each of the core values ​​of the State Civil Apparatus on staff and officials. The approach used in this research is quantitative. The research respondents were administrator officials who attended Administrator Leadership Training within the Meranti Islands Regency Government in 2022. Before data collection, all respondents were given an explanation of material and interactive discussions related to the core values ​​of the State Civil Apparatus. Data collection methods using a questionnaire followed by interviews to clarify and reinforce research findings. Data analysis used the Wilcoxon test to determine the significance of the average difference in respondents' perceptions of ASN core values ​​priorities in the staff and official categories. The research results show that the respondents' perceptions of the priorities for implementing the core values ​​of the State Civil Apparatus for staff and officials had a significant difference on average on three values: service-oriented, adaptive, and collaborative. Accountability is the most priority value that must be implemented by all levels of the State Civil Apparatus in carrying out its duties and functions.

Abstract

Researcher Functional Position Formation Training (PPJFP) is a prerequisite that must be fulfilled by prospective expert researchers. The discourse on implementing PPJFP training online was planned before the occurrence of the COVID-19 pandemic; however, the widespread impact of the pandemic necessitated an immediate transformation of the training from offline to online. The aim of this research is to measure the success of the fully online PPJFP training, requiring an evaluation for decision-making on whether to continue, improve, or possibly discontinue the program. The CIPP model (Context, Input, Process, and Product) is deemed adequate for evaluating the implementation of fully online PPJFP. The study involved 144 participants in the PPJFP training program in 2021, utilizing a quantitative-descriptive method as the research approach. Evaluation results indicate that the fully online implementation of PPJFP is considered to meet participants' expectations and needs. This is evident from the majority of participants rating the effectiveness of learning, instructor and mentor competence, participant motivation, and academic benefits as highly suitable. The curriculum, the competence of involved instructors and mentors, and the provided learning infrastructure are perceived to meet participants' expectations. Both asynchronous and synchronous learning methods are considered highly suitable and effective. One indicator of the success of this training is the increased motivation and interest in becoming researchers. 63.89% of participants express greater confidence and readiness to become researchers, 31.25% feel confident and ready, and 4.86% feel sufficiently confident. Based on the evaluation results, it can be concluded that conducting PPJFP training online is feasible for the coming years. The findings of this research are expected to provide insights for training organizers to enhance the quality of training programs and their implementation in the subsequent years.

Abstract

Scientific Writing is an element of scientific publication that is difficult for teachers to produce to fulfil credit points for promotion. For the Distance Training (PJJ) learning process, which consists of synchronous and asynchronous stages, the teacher must create a strategy using multimedia and structured worksheets. The problem examined in this research is so that training participants understand written work, are motivated and can produce as many products in PJJ Scientific Publications as possible in a short time. The research aims to see the increase in competency of training participants and the products produced as well as the motivation of training participants by collaborating between multimedia and structured worksheets in synchronous and asynchronous PJJ Scientific Publications for MA teachers. The research design is descriptive analysis and the data analyzed are assignment scores, formative test results and questionnaire results in the form of training participant responses regarding the PJJ process with multimedia collaboration and structured worksheets both synchronously and asynchronously. Training course products: Presentations at Scientific Forums, Research Results or Scientific Ideas in the Field of Formal Education, Research Results or Teacher's Manuals were rated very competent. The questionnaire results in the form of training participants' responses regarding the use of structured worksheets and the use of multimedia on average, who answered that they were very efficient, helpful, and satisfying. The impact that participants feel after participating in PJJ is very positive. The use of multimedia and structured worksheets should be maximized in every training, both synchronous and asynchronous, improving the IT competency of students on an ongoing basis and increasing innovative and creative training implementation strategies.

Abstract

This research aims to assess the influence of the quality of human resources, operator training, and work facilities on the effectiveness of the use of Siskeudes in village government. The Siskeudes application is run by operators, namely village officials/village officials who have participated in training activities. There are obstacles in using the Siskeudes application, such as the quality of human resources which are not yet optimally qualified in relation to the use of technology, facilities which are not updated and up to date, and a lack of training to run and understand the Siskeudes application. The research method used was quantitative. Data collected through questionnaires that were distributed to Siskeudes operators in villages in Banjarnegara regency with a sample of 100 villages. The results of the research show that the quality of human resources has a positive and significant effect on the effectiveness of using Siskeudes. Training does not have a positive and significant effect on the effectiveness of using Siskeudes. Work facilities have a positive and significant effect on the effectiveness of using Siskeudes. The government needs to improve the quality of human resources for village officials by holding intensive training on the use of Siskeudes, and adding or updating existing work facilities to maximize the operation of the Siskeudes.

Abstract

In addition to understanding the process for PNBP BLU income targets in the context of various BLU characteristics, the study intends to assess the role of stakeholders in the formulation of the performance of Public Service Agencies (BLU) involved in area management. This study focuses on the role of agents and principals in BLU performance decision making, as well as addressing problems connected to the application of input cost standards (SBM) and operational cost details in budgeting, in an effort to improve the efficiency and quality of BLU services. The findings of this study have the potential to significantly enhance BLU management in the field of area management and raise the standard of community services. This kind of research is exploratory and qualitative, concentrating on how performance is defined in relation to the budget. The research data were gathered from two sources: 1) interviews with six stakeholders who represented principals and 23 resource persons who served as agents for four BLUs; and 2) planning-budgeting materials that served as guidelines for BLU policy (including its rules). The study was carried out in 2022, from March to September. Based on the involvement of stakeholders, the study's findings identified two traits of BLU organizations within regional management clusters: 1) BLU exclusively as Satker; 2) BLU as a ministry in addition to Satker. Performance information is more explicitly formulated by BLU stakeholders, ministries, and Satker than by BLU alone. The more important BLU must take into account when planning and budgeting, the less focused and obviously linked the BLU service performance of regional management clusters is in the planning and budgeting documents.

Abstract

This study aims to examine the inequality in the quality of education in 117 public high schools in DKI Jakarta, as well as the effect of implementing the PPDB zoning policy in improving the quality of school education. Utilizing a panel dataset of school units processed through quantitative analysis and Fixed-Effect (FE) econometric regression estimation, this study analyzes the Education Production Function. The research also investigates educational quality disparities based on Gini coefficients with the National Examination scores as indicators. The results of the study found that inequality between schools in DKI Jakarta was at a low level. Furthermore, it is found that the UN participant-to-teacher ratio, teacher education and experience, as well as the implementation of the zoning policy for student admission (PPDB), have an impact on improving school UN score achievements. In the future, school excellence will be distributed divergently.

Abstract

Year after year, the value of the village budget continues to increase. Unfortunately, this increasing trend is also accompanied by an increase in cases of fraud in the handling of village funds. The aim of this research is to examine the influence of HR competency, exemplary leadership, internal control systems, and violation reporting systems (whistleblowing systems) in preventing fraud in managing village funds. A quantitative approach was used for this research. The research population consisted of village officials from 12 villages in Caringin District. Sample determination was carried out using a simple random sampling method using the Slovin formula. Data collection was carried out by distributing questionnaires to 127 village officials accompanied by interviews to further strengthen the research data. Data analysis uses multiple linear regression analysis with SPSS 25 software. Research findings show that human resource competency, exemplary leadership, internal control systems, and whistleblowing system partially influence the prevention of fraud in managing village funds with a magnitude of influence or human resource competency coefficient value of 0.502, exemplary leadership at 0.094, internal control system at 0.124 and whistleblowing system at 0.163. All variables in this research also simultaneously influence the prevention of fraud in village fund management with a contribution amount of 82.8%, which means the level of influence is very strong.

Abstract

This research is part of a series of studies under the broad theme of "Smart-Pusdiklat'' within the National Cyber and Crypto Agency (BSSN). The research question addressed is how instructors use the Pacing Phase to Rapport to build communication in the learning process in the Smart City Laboratory. The study revealed that training participants, predominantly from Generation Z, faced challenges such as boredom, loss of focus, and difficulty making choices. Meanwhile, instructors involved were from Generation X and Y. The research highlights key considerations for instructors to ensure effective communication in the classroom. What aspects should instructors pay attention to in order to ensure effective and flawless communication in the classroom? This study employs an exploratory research method with a qualitative approach, aimed at exploring a new phenomenon that has not been previously researched. This is a novelty in the context of the Smart City Laboratory implementation. There are 4 (four) important aspects of the Pacing Phase that must be done to achieve Rapport: Active listening and engagement, Pacing Body Language and Breathing, Technology Integration, Connecting Learning Objectives to Real Life, and Short and Engaging Content, which aligns with the preferences and learning styles of generation Z.

Abstract

Simultaneous management of multiple projects has become a trend in the field of energy, oil and gas construction project management over the past decade. This situation is driven by the high market demand and need for fossil fuels, which also stresses project management discipline to improve its performance and efficiency in managing multiple projects simultaneously. Nevertheless, concurrent execution of multiple construction projects often leads to stretched the project durations and cost due to suboptimal resource management, which may become a boomerang and increase project costs. The objective of this study is to identify factors and indicators that contribute to the successful management of multiple projects. Although multi-project management has been extensively studied, there is still a dearth of studies analyzing the elements that make construction multi-project management successful, particularly in the energy, oil, and gas sectors. This research is a case study of an EPCIC company that uses multi-project management and operates in the oil and gas sector. Through purposive sampling techniques, a total of 58 executives from national oil and gas contractors with significant work experience participated in this study through a questionnaire survey. The PLS-SEM approach has revealed that the positive predictor factors influencing the success/performance of multi-project management are resource allocation, teamwork quality, multi-project management competency, and project manager assignment. Flexible and intelligent resource allocation management in multi-project cycles affected by uncertainty is a critical factor.
