Abstract

This study aims to analyze how the Communication Strategy carried out by Nahdlatul Ulama as an Islamic-based Community Organization Followers of the Teachings of Hadratus Syeikh Hasyim Ashari in increasing its existence. In this research a qualitative descriptive approach was used. Solving problems related to strategy is by using the SWOT Analysis Approach. Observations were carried out by conducting interviews with 4 informants who knew the problem. From the observations made, all of them show that the Communication Strategy carried out by Nahdlatul Ulama as an Islamic-based Community Organization Followers of the Teachings of Hadratus Syeikh Hasyim Ashari Service by attaching photos or pictures of Hadratus Syeikh Hasyim Ashari on billboards, banners and flyers for various kinds of events, is a strategy that effective according to the expected goals and in accordance with the function and theory of communication.

Abstract

This study examines the effectiveness of the Direct Cash Assistance Program (BLT DD) in breaking the poverty chain in the village of Gading Bululawang, Malang. The BLT DD program is part of the government's efforts to break the poverty chain in Indonesia, especially in the Pandemic period. Every policy developed has positive and negative impacts in the implementation process. Based on the results of the field data collection, the community felt the BLT DD program helped meet their basic needs. The implementation of the program through several stages, namely determining names, cross checks, determination of names, and distribution of assistance. These steps are carried out transparently, with the participation of each hamlet head. Distribution of BLT DD assistance is done once a month. Over time, the distribution of assistance was hampered and the community did not understand the BLT DD program due to the lack of socialization of the village program. The method used in this study uses a qualitative approach with a type of case study. Research Subjects according to the criteria specified by researchers using purposive sampling techniques. Data collection in this study was carried out through observation, interview and documentation techniques. Based on the facts of field data and theoretical analysis by using the structural functionalism of Talcott Parson, the BLT DD program is considered to be quite useful to meet the basic needs of the community, but the community complained of a little delay given by the village. During the distribution process and lack of understanding of the support given so far. The results of the study resulted in the conclusion that the BLT DD program did not meet the effectiveness criteria because some indicators had not been met during the implementation process in the village of Gading Bululawang Malang

Abstract

The city of Surabaya is one of the reflections of the best smart city in Indonesia. There have been many public service innovations that can be accessed by residents of the City of Surabaya through applications. However, as the best and longest running smart city implementer in Indonesia, it turns out that it has not fully formed the character of a digital community in the city of Surabaya. Not all residents have participated in technology-based smart city innovations in this city. This study aims to see how big the participation rate of urban residents is in using smart city services in the city of Surabaya and what factors influence it. This research is a quantitative study using descriptive statistical analysis techniques. The results of this study indicate that the level of citizen participation in using smart city application services in the city of Surabaya is still relatively low. This result is influenced by two main factors, namely the population factor and also the application factor. In terms of population factors, the use of smart city applications in the city of Surabaya is influenced by motivation, interest/will, and also the awareness of residents in using them. In the application factor, the ease of access to the application and also the quality of the content are factors that influence the use of smart city applications in the city of Surabaya. Going forward, it is felt that the city government still needs to increase the participation of residents in using smart city applications, primarily through promotional/socialization efforts through innovative ideas in order to instill awareness, enthusiasm, involvement, and direct use by residents. In implementing the smart city program going forward, the Surabaya City Government needs to ensure access to applications for all groups of residents, continue with training and increase skills in the use of technology, provide freedom of expression through technology, guarantee its security so that public trust is formed in achieving a digital society.

Abstract

The focus of this research is to describe the participation model of the Airlangga Village community in the KOTAKU program. This study is essential because, empirically, community participation in the Airlangga sub-district has been going well and is sustainable in protecting the environment. It is necessary to study the model and form of participation implemented through the involvement of PUPR, local government, government partners, the private sector and the village community. Examining the internal and external factors that support collaboration, the designed collaborative model is expected to contribute suggestions for solving slum areas in other regions. Using a quantitative research approach, this study produced the following data: 1). The form of participation used by 99 respondents was 20% using thoughts, 29% using energy and 22% using expertise and 16% using materials or money. 2). The collaboration model used by the Airlangga sub-district is 4-Key or 4K, namely Institutionalism, Citizen Control, Facilitative Leadership and Communication. 3) Factors that influence community participation are age, gender and level of education. External factors that influence community participation are communication, leadership and the role of the facilitator

Abstract

This research is motivated by the demands of the community regarding public services and it is necessary to have public service innovations, both those carried out by the government and other community components. This study aims to determine service innovations carried out in Riau Province, especially service innovations in several sub-districts in Riau Province, namely Sungai Mandau District, Siak Regency, Gunung Toar District, Kuantan Singingi Regency and Rambah Hilir District, Rokan Hulu Regency. Furthermore, to determine the inhibiting factors in the implementation of public service innovations in Riau Province. The research method used is a qualitative method with a descriptive approach. The key informants in this study were the sub-districts of Sungai Mandau, the sub-districts of Gunung Toar and the sub-districts of Rambah Hilir. The results show that service innovations have been carried out in several sub-districts such as PATEN on The Road, Zero Compliant, Gerimis Senja (movement to reduce poverty), android information via online about land information in Sungai Mandau District. The Gunung Toar Program BISA, AJAK (Birth Certificate Delivery), SIPATEN GUWA (Integrated Service Information System, Gunung Toar District What Apps), the Village Movement Movement. In Rambah Hiir District, namely: GPP (Public Service Outlets), POSPAY (On-Line Financial Services and Cash Financial Services).

Abstract

This paper discusses service innovation in making e-KTP in Indonesia. Good public services can be seen and approved by the implementation in accordance with service standards. To achieve a good service standard is needed in public organizations. Public service innovations have now become what must be done by service providers, both in the level of the central government or regional governments. Every government is required to improve community services to the community in the form of existing innovations. The goals expected by public organizations can be used effectively and efficiently. The purpose of this article is to promote several types of public services in making e-KTP in Indonesia. The method used in this article is qualitative research with descriptive studies. The technique of taking data is based on library research and collecting data from online journals. The conclusion obtained is that which is expected to lead to the theory of service standards, namely procedures, completion time, service costs, service products, infrastructure and infrastructure, as well as maximum competency of service providers.

Abstract

This paper is a review of previous research on the issue of MKBKM, which is currently being discussed. An innovation that brings extraordinary changes but has very tough challenges. The purpose of this study is to reach a conclusion on the level of research on this issue that has been explored.. Thus, further developments can be directed according to existing needs. Departing from public perception through social media on Twitter regarding this matter. Then a systematic analysis was carried out using bibliometric techniques on 359 Scopus-indexed documents using Biblioshiny and VOS Viewer software. After that, it is applied to policy implementation theory, namely educational policy implementation with four dimensions: smart policy design, inclusive stakeholder engagement, conducive context, and coherent implementation strategy. Using descriptive quantitative methods to generate data that is well-informed and clearly based, we discovered that research on this topic has been conducted since 1977 and has been dominated by authors from the United States until now. The weighting of the discussion focuses on student, study, and system problems. Meanwhile, the policy implementation theory has not been fully implemented and must continue to be developed, especially in each of the existing dimensional elementsKeywords: Independent Learning, Policy, Bibliometric.

Abstract

The National Police of the Republic of Indonesia is a state instrument that plays a role in maintaining public order and security, providing protection, protection and service to the community, as well as carrying out law enforcement, in the context of maintaining domestic security. To support the implementation of this role, quality Polri human resources are needed in every position or function. The limitation of personnel is one of the obstacles that currently must be faced by the National Police, especially the Kubu Raya  District Police in preparing an optimal work composition. One of them is the lack of personnel with the rank of first officer which is the first line supervisor in controlling the personnel on duty. This research is a qualitative research that describes the HR management strategy of the National Police, especially in succession planning in managing the limitations of first officer rank personnel that are currently still occurring at the Kubu Raya District Police. The implementation of an appropriate HR management strategy is expected to be able to solve these problems, so that it is expected to be able to realize an increasingly prime Polri posture in providing services to the community.

Abstract

As a professional body that manages notary services, the Notary Supervisory Board is responsible for maintaining the integrity and quality of notary services in handling public reports. This is done in order to maintain public trust. This research will be carried out with the aim of being able to see about the role of the Notary Supervisory Board in handling reports originating from the public so as to be able to maintain public trust. This research will be carried out using a descriptive qualitative approach. The results of this study found that the Notary Supervisory Board has the function and responsibility to be able to handle public reports effectively. This is done to maintain public trust in the notary profession. However, in its implementation the Notary Supervisory Board has several problems, both internal and external problems. Therefore, there is a need for a specific strategy that can be implemented to increase transparency and accountability in the handling process, improve communication and collaboration with the community.

Abstract

Inclusive education is an educational model that emphasizes equality, participation, and respect for diversity in the educational environment. This research will analyze policies, challenges, the role of the teacher, positive impacts, best practice models, as well as evaluating and improving the implementation of inclusive education in Indonesia. This research is based on a descriptive qualitative approach and data is collected through literature studies on previous studies and studies. The results show that despite challenges and obstacles, inclusive education has a positive impact on participation, social-emotional development, and respect for diversity. Collaborative efforts are needed between the government, educational institutions, teachers and the community to improve the implementation of inclusive education in Indonesia and ensure equal access to education for all students
