Abstract

The purpose of this study is to find out, identify the inhibiting factors, and design recommendation efforts for the implementation of LAPOR! in Cimahi City for increased community participation in the supervision of public programs and services in Cimahi City. The research method used is a descriptive qualitative method. Data collection was carried out by interviews, observations, and documentation studies. Data analysis is carried out by collecting data, reducing data, presenting data, and drawing conclusions. Then this data is tested for validity with Source Triangulation. Based on the results of the study the implementation of LAPOR! in Cimahi City has not run optimally. This is due to several hindering factors such as the lack of human resources managers, the commitment of regional devices to implement LAPOR! is still low, lack of supporting policies, budget constraints, and there is no information media about LAPOR! for the community. There are several efforts recommended in this study including the creation of infographics as an information medium, integrating services, enforcing official policies of the city government, improving the skills and capacity of human resources through training and coaching in the field of ICT, consistency, and expansion of socialization reach, as well as conducting regular monitoring and evaluation of realization.

Abstract

The purpose of this research is to find out the procedures for health services at the Ministry of State Secretariat Polyclinic, find out what are the obstacles in the Ministry of State Secretariat health services and what efforts are being made to overcome these obstacles. The theory used in this study is the theory of five attributes of health care innovation according to Rogers, namely relative advantage, compatibility, complexity, triability, and observability with qualitative methods. Data collection techniques in this study used observation, interviews, and documentation. The results show that health services at the Ministry of State Secretariat using the chatdoc application have good service because with this chatdoc application employees can consult general practitioners and dentists easily and practically, however, there are still some deficiencies, namely the lack of information on laboratory results. still via cellphone or employees come directly to the polyclinic. This chatdoc application continues to provide convenience and comfort for employees at the ministry of state secretariat as much as possible by continuing to update it to add the features needed by employees, doctors and nurses at the ministry of state secretariat.

Abstract

The Kingdom of Demak was the first Islamic kingdom on the island of Java, centered in Jepara. The Kingdom of Demak was founded by Raden Patah in the early 16th century and reached its peak of glory under Sultan Trenggono. Jepara is a port city. The name of Queen Kalinyamat appears in the history of the Kingdom of Demak as a female hero who contributed to advancing trade and the navy on the island of Java. The research method in this article uses the historical method, which is the basic principle used in collecting data or sources, critiquing, interpreting, and presenting information or sources in a synthetical way in the form of a historical narrative. The historical method is studied in four steps to obtain complete results, namely heuristics, verification, interpretation and historiography. The research phase was carried out by collecting library sources, both primary and secondary. Jepara played an important role for the Kingdom of Demak not only as a trading port, but also as a Demak naval base. The strength of the Demak fleet is centered in Jepara. Queen Kalinyamat's courage in formulating her power strategy made Jepara the maritime axis of Java in the 16th century. Stories of past victories can encourage awareness about maritime history and are expected to be able to answer current problems. Maritime life is a very vital aspect in the history of the Indonesian nation since the 16th century. Jepara's maritime glory during the time of Queen Kalinyamat was supported by a large and strong navy. It is hoped that the story of Queen Kalinyamat can increase a sense of nationalism and increase public awareness that the Indonesian nation has always used the sea and used the sea as part of its life.

Abstract

Crime is any action or something that is done by an individual, group or community that violates the law or an act of crime, which disturbs the balance or social stability in society. The economic crisis, poverty, unemployment, and social inequality are some of the factors that often trigger criminal acts, especially in big cities including Malang City. This study aims to examine how strong the level of education, poverty, and unemployment can influence crime. The data used in this study is secondary data obtained from the official website of the Central Bureau of Statistics for the City of Malang in 2022. The data that has been collected is then analyzed using regression analysis. The results of this study indicate that poverty and unemployment are important factors either partially or simultaneously to control and prevent crime rates. However, in this study it was found that the level of education in Malang City did not significantly influence the crime rate. Referring to these results, controlling crime in Malang City can be more focused on reducing poverty and unemployment. These two factors have a major contribution to the crime model in Malang City (R2=93%).

Abstract

This study aims to analyze the bibliometrics and content of Indonesian education decentralization. This study used a qualitative approach with bibliometric and content analysis methods. Research data was obtained from Google Scholar using Publish or Perish. The results of this study indicate that the study of the decentralization of education in Indonesia has fluctuated. In the 2012–2022 period, there were 90 papers, and they were cited 231 times. The highest publication was in 2019, while the lowest was in 2020. There are a total of 115 keywords, 22 clusters, 1137 total link strengths, and 362 occurrences. Indonesia's education decentralization policy is one of the impacts of post-reform governance changes in 1998. In practice, the authority in the education sector in Indonesia is currently not only in the hands of the central government but also of local governments and educational institutions as implementing units. Thus, in Indonesia, regional governments and educational institutions have the flexibility to manage education according to the laws and their respective potentials.

Abstract

The ASEAN region is a region that has abundant natural resources, almost all countries in the ASEAN region are bordered by oceans, so they are vulnerable to problems in the region. The large number of crimes that occur in maritime border areas between ASEAN countries have encouraged the formation of organizations that intend to highlight crime problems that occur across countries, including crimes of corruption, drug trafficking in people and others. The ASEAN Maritime Forum is a dialogue forum related to Maritime/Maritime issues, one of the aims of which is that maritime security is one of the goals that ASEAN countries wish to realize in maintaining security stability around borders, especially those bordered by the sea. This investigation adopts a qualitative research approach, a scientific method commonly utilized by researchers in the social sciences. Qualitative research involves a team of researchers who employ systematic methods to explore social phenomena and human issues. The selection of this approach is rooted in the rationale that it enables the preservation of the object's integrity, treating various research-related data as an interconnected whole.

Abstract

The transfer of power from the center to the regions is a challenge that must be overcome by cities/districts throughout Indonesia with the implementation of governance and development using the APBD. One way to increase the APBD is by collecting taxpayers. Perda Pariaman No 6,2013, Pariaman implements the Collection of Rural and Urban Land and Building Taxes.On Indonesia's 76th Independence Day, 21 Villages/Kelurahan in Kota Pariaman received awards for paying PBB-P2. The PBB-P2 collection in the Jawi-Jawi II Village, Pariaman City, has a low level of achievement of the PBB-P2 target. Qualitative research methods by collecting data through interviews and field observations are expected to explain the implementation of Perda Pariaman No 6, 2013 in the Jawi-Jawi II sub-district and to identify obstacles to implementing this policy. The application of the policies studied based on Edward III's theory, namely communication, resources, disposition and bureaucratic structure, has not achieved the expected results. This is due to a shortage of tax collection officers as wellthe lack of awareness of the people of the Jawi-Jawi II kelurahan about the importance of paying land and building taxes. Taxpayers do not fully fulfill their obligations as taxpayers and not all taxpayers know the procedures and rules that apply to the issuance of SPPT, so that the administrative process does not run as expected, because there are still external restrictions that lead to the loss of potential PBB taxes.

Abstract

Stunting is a national problem that is still a concern because it relates to the nutritional condition of toddlers as the nation's next generation. The Jombang Regency Government launched the Pentahelix collaboration involving five elements: academia, business, communities, government, and media, to reduce stunting rates. This study aims to identify, describe, and analyze the collaboration of the Penta helix model in accelerating the reduction of stunting in Jombang Regency. The type of research used in this research is descriptive qualitative with data collection techniques through interviews, observation, and documentation. The data analysis technique consists of four analysis components: data collection, data condensation, data presentation, and drawing conclusions or verification. Based on the research results, the five Pentahelix elements contribute according to their respective functions. Implementing the Pentahelix collaboration program has proven to reduce annual stunting rates by up to 8.43% consistently.

Abstract

The purpose of this research is to analyze the implementation of Maritime Policy and Management of the Riau Archipelago Province Towards a World Maritime Axis and analyze the implementation of maritime sector management by the Regional Government of the Riau Islands Province after the enactment of Law Number 23 of 2014 concerning Regional Government and explain the process of solving problems in the maritime sector according to regulations set by the central government and the Riau Islands Provincial government. In the governance of the maritime sector, the Government of Indonesia has various roles which can be seen from the enforced policies or regulations. The complexity that occurs at the central government level is one of the reasons this research was taken which shows the urgency of the need for governance of the maritime sector in Indonesia. Furthermore, after the implementation of decentralization in Indonesia, with the enactment of Law Number 23 of 2014 concerning Regional Government, the management of the maritime sector has become increasingly complex. Data analysis through qualitative research methods with descriptive analysis methods. The results of this study found that, in the initiation of integrated maritime governance in the Riau Archipelago Province, the factors that need to be considered are authority, leadership, visioning, institutional capacity, human resource development, empowerment, and financial resource management. In this study, researchers provide recommendations for the establishment of regulations governing the authority and management of the maritime and island areas. The next phase can be analyzed in further research: planning, adoption, implementation, evaluation, and reformulation.

Abstract

Indonesia in realizing the World Maritime Axis country requires good physical and mental conditions where all elements greatly affect the performance and performance of the country in carrying out defense and security in order to achieve national goals. This article uses a qualitative method. Regarding the Implementation of the Archipelago Sea Defense Strategy Policy in Facing Military Threats to Support Sea Power. Using the theory of policy implementation according to Edward III, namely Communication, Resources, Disposition and Bureaucratic Structure. To obtain data using the Library Research method, which includes the use of books, scientific journals, trade publications, magazines, newspapers, the internet, and artifacts. That when viewed based on Edward III's first policy implementation theory of communication that good communication will bring Indonesia into defense diplomatically with the country concerned without having to go to war, disposition requires Indonesia to take an active role in collective security efforts in the ASEAN Regional region so as to create decisions that can be mutually agreed upon in cases of territorial waters or state borders in the ASEAN Regional region, resources require Indonesia to understand the current threat spectrum that the glass of power of great power countries has occurred in the region so that the government must take the right steps in fulfilling both human resources and defense equipment, and finally the bureaucratic structure where all elements responsible for marine security must take part in maintaining marine security and defense and minimizing the egocentricity of each institution in order to achieve national goals
