Abstract

This research aims to determine the relationship and influence between Competency and Performance of Bhabinkamtibmas police officers. The research was carried out using a quantitative approach by collecting data using a questionnaire from 103 Bhabinkamtibmas officers from a total of 139 officers. The questionnaire used has met the Validity and Reliability criteria very well. The results of the analysis carried out show that there is a significant relationship and influence of Competency on Performance. The influence value (R-Square) obtained was 0.768 or 76.8%, which is included in the strong category. This value shows that Competency is able to predict variations in Performance of 76.8% while the remaining 23.2% is predicted by other variables not used in the model. The regression equation obtained is Y = 0.613 + 0.846X, indicating that for every 1 point added to X, Y will increase by 0.846. In general, it can be concluded that to improve the performance of Bhabinkamtibmas, competency increases are needed and it would be very good if this improvement was carried out consistently to maintain the performance of Bhabinkamtibmas officers.

Abstract

Social policy evaluation in West Nias Regency is important, considering the phenomenon shows that the district is still a disadvantaged area, experiencing budget political inequality, and lack of governance innovation. This article aims to evaluate the problem from the social demension and social policy dimensions. This study uses a qualitative descriptive method with data sources from the Ministry of Home Affairs of the Republic of Indonesia (Ministry of Home Affairs of the Republic of Indonesia, 2023) and the Central Statistics Agency (BPS, 2023) as well as the results of previous research. The results of the study show that the evaluation of social policies in West Nias Regency -- as a disadvantaged area -- can be seen from the social dimension and the social policy dimension: (1) From the social dimension, it is important to prioritize equity and justice considering that there is still a high disparity in budget allocation and is below the provincial average, with the lowest Regional Original Revenue (PAD), Transfer Funds, Other Revenues, and Regional Budget (2022). PAD's contribution to the regional budget is only 2%. However, internally, this district has been relatively able to improve its social problems, winning the Innovative Government Awards (IGA Awards) in the category of Innovative Disadvantaged Areas (2022); and (2) from the social policy dimension, this district is important to innovate, such as local governance innovation and public service innovation with the target of developing government service digitalization activities; poverty alleviation; ease of investment; and stability, security and social life. The novelty of this research can have implications for quality and innovation in governance and public services so as to accelerate the improvement of West Nias Regency's status as a disadvantaged area

Abstract

One of intellectual property that has legal protection in Indonesia is industrial design. In Indonesia, industrial design is closely related to the handicraft industry. In Indonesia there is already a registration of industrial designs that use handicraft designs such as traditional batik motif designs which are protected by copyright as an expression of traditional culture. This phenomenon is an overlapping and intersecting issue between the fields of copyright and industrial design. For this reason, legal studies are urgently needed to determine whether a traditional cultural expression can have industrial design novelty or not. This article uses a normative juridical approach, in the form of an analysis of legal principles of Indonesia’s law which is related to research problems. Based on the research results, traditional batik motifs fulfill the elements of an industrial design that can be registered and protected by the industrial design legal framework in Indonesia. The principle of novelty of industrial design can be implemented to filter the novelty of industrial design in selecting registration of traditional batik motifs as industrial designs. The legal protection of traditional batik motifs based on the Industrial Design Law has not been regulated comprehensively and clearly, the legal protection is only regulated as a disclosure of pre-existing industrial designs. A theoretical approach is needed in applying the articles regarding provisions for checking the novelty and registration of industrial designs related to communal intellectual property using the legal principles and theories that underlie the formation of the Industrial Design Law in Indonesia.

Abstract

This research aims to determine the substance of the differences in the Land and Building Taxes (LBT) tax administration system during the Dutch colonial period, after independence, and after-tax reform until now. This study questions why local governments have only been able to be autonomous now, even though the potential for LBT is very high. This research uses a qualitative methodology with a comparative descriptive approach that compares two or more conditions and events through literature related to the socio-economic polemic paradigm. The research results reveal, first, the long history of the Dutch being in power, which shows that they introduced Landrente (LBT) on the island of Java, and then the British changed it to a land rental system. When the Dutch returned to power, they reapplied Landrente by force. Second: Administratively and legally, history shows that this tax belongs to the region and must be used for regional development. However, the central government is only willing to hand over a few tax objects because the potential for LBT is broad and has political elements. The conclusion shows that historical evidence validly proves that LBT is a tax intended for local governments to achieve regional autonomy. The local government needs to convince the central government to accelerate regional autonomy; the central government should hand over the management of all LBT objects to the local government with guidance from the central government.

Abstract

There has been a transformation of the public service sector at the Office of Religious Affairs in Indonesia, which was initially undertaken manually to become digital in order to improve more responsive services. This study aims to analyze the public services of the Office of Religious Affairs (KUA) in West Java Province from the perspective of Responsive Governance. This study uses a quantitative approach. This research uses a descriptive type of research. The locus taken in this study was the Office of Religious Affairs (KUA) in West Java Province. Technically, the researchers will divide it into four different clusters spread across the East, West, North, and South of West Java. In this study, primary data was obtained through the distribution of questionnaires. Secondary data is obtained through several studies of documents and other published materials, such as journal articles, theses, dissertations, research reports, other textbooks, and official office documents, such as annual reports, statistical reports, and other appropriate official documents. This study indicates that the implementation of public services at the Office of Religious Affairs in many areas of West Java Province can be said to be heading in a responsive direction. This research concludes that if the public service of the Office of Religious Affairs does not pay attention to the principle of responsiveness, given the development of an increasingly modern and dynamic era, it will have an impact on the emergence of dissatisfaction and even public skepticism.

Abstract

This article provides a critical examination of the complex legal and institutional framework that shapes Nigerian foreign policy, highlighting its evolution, challenges, and implications within the contemporary global context. Positioned as a key player in African affairs, Nigeria's foreign policy is guided by a set of legal foundations and institutional mechanisms that have developed since the country's post-independence era. Through a historical lens, this study traces the key milestones, shifts, and guiding principles that have influenced Nigeria's foreign policy trajectory. The paper offers a comprehensive analysis of relevant laws, treaties, constitutional provisions, and the roles of key governmental bodies and diplomatic institutions. By exploring the interplay between these legal frameworks and institutional structures, this research provides valuable insights into the dynamics that shape Nigeria's interactions on the global stage, contributing to a deeper understanding of the country's role in international relations.

Abstract

This paper examines the philosophical tension between individual expectations and national integration during the transition from colonialism to sovereign democracy. The emergence of anarchism, both at the social periphery and in the redefinition of colonial myths, posed significant challenges to the national idea of integration. Concurrently, Nietzschean philosophy, supported by Tagore well before the constitution was enacted, influenced radical thought, further complicating the integration process. This created a dilemma, leading to the establishment of a doctrine to balance individual autonomy with the demands of a democratic social order. The study aims to explore these philosophical interventions to provide a deeper understanding of individual constitutional values as manifested in literary works. Through a qualitative analysis of relevant literary texts and historical documents, the research uncovers the complexities of integrating individual and collective values in the formation of a democratic society. The findings reveal that the interplay between anarchism and Nietzschean thought significantly shaped the discourse on individual rights within the emerging constitutional framework. The study concludes that these philosophical interventions played a critical role in defining the space for individual engagement within the democratic order. This research contributes to the broader discourse on the philosophical underpinnings of constitutional values and their literary expressions, offering insights into the evolving relationship between individual autonomy and democratic governance.

Abstract

Higher Education Gross Participation Rates and Human Development Index must be further improved in higher education. Recognition of Past Learning (RPL) is an important issue that must be paid attention to by the government and stakeholders. In this context, the government needs tools to identify issues and opportunities in RPL development, as well as develop effective strategies to achieve government goals in RPL development. Scenario Planning can be applied to almost any business problem that contains a level of uncertainty. This article will use qualitative methods which aim to describe and draw meaning from various existing planning scenarios. To be able to create Planning scenarios, the method that researchers use is TAIDA, namely Tracking, Analyzing, Imaging, Deciding, Acting. In terms of curriculum flexibility, RPL allows the development of a curriculum that is more flexible and adaptive to labor market needs and individual skill development. As for recognition of Non-formal and Informal Learning, RPL provides recognition of work experience, non-formal training and informal education, which is very important in recognizing skills and knowledge acquired outside formal education. While in cross-sector collaboration, implementing RPL requires strong collaboration between universities, government and industry.

Abstract

National education funding is prepared with reference to applicable laws and regulations, government policies, education development programs and their targets, and program implementation in the dimensions of space and time. In the implementation of education programs, various resource limitations will be faced, both in terms of facilities and infrastructure, manpower, and education budgets, both from the APBN and other sources. Therefore, a financing strategy is prepared to overcome these resource limitations so that the implementation of education programs can contribute significantly to the achievement of national education goals as mandated by Law Number 20 of 2003. The purpose of this study is to analyze and criticize: 1) The amount of education financing budget at PTKIN; 2) Education financing policy at PTKIN and; 3) Education Financing Policy Strategy in an effort to achieve Performance Targets at UIN Sunan Kalijaga. The results of the study indicate that 1). The amount of education financing allocation at PTKIN is not fully in line with the amendments to the 1945 Constitution; 2). The budget policy is implemented proportionally according to the needs and developments of each PTKIN; 3). The Education Financing Policy Strategy in an effort to achieve Performance Targets at UIN Sunan Kalijaga, overall, the achievement of performance indicator targets each year is still not optimal because there are several strategic targets that cannot be achieved even though other strategic targets have exceeded the targets set.

Abstract

This research aims to analyze and describe the evaluation of the PBB-P2 electronic SPPT issuance policy at UPPPD Penjaringan, North Jakarta. The research approach uses a qualitative approach with a descriptive type using secondary data from literature studies and document studies related to the main problem. The theory used is policy evaluation expressed by Dunn (2003). The background to this research is that due to the increasing number of taxpayers who download SPPT PPB-P2, there are still arrears in PBB-P2 payments, indicating that there are weaknesses in digitalization-based administration. The results of the policy evaluation show that the output achieved is less effective based on the amount of SPPT that must be paid and there are still arrears. The e-SPPT PBB-P2 publishing policy is quite efficient in increasing the number of taxpayers who download SPPT PBB-P2 electronically. However, tax officers are less responsive in increasing taxpayer knowledge so efforts are still needed to carry out outreach. The policy of issuing e-SPPT PBB-P2 is considered appropriate as an effort to increase PBB-P2 revenue from regional taxes in DKI Jakarta Province.
