Abstract

The purpose of this study is to examine IT-based public service innovations in the “Tangerang Bisa” Program, the Sabakota Application, Tangerang City. The purposive technique is used by researchers to select research subjects. In determining the informants that researchers use. This is because researchers choose data sources that researchers consider in accordance with the research object that the research raises. This study was conducted at the Government Center of the Tangerang City Communication and Information Service. In this study using the theory, namely the Public Sector Innovation Theory according to Roger (2003) which consists of 5 indicators, namely, 1) Relative Advantage (Relative Advantage); 2) Compatibility (suitability); 3) Complaxity (complexity), 4) Triability (Possibility of trying); 5) Observability (Ease of being observed). Sabakota comes from the Sabilulungan application made by the Bandung City Government. Descriptive qualitative data collection method was used in this study. By using observation, interviews, and documentation, then used methods of analysis, reduction, study, and drawing conclusions. With this system, everyone can see and supervise the submission process. This shows the transparency of the Tangerang City Government in the distribution of social assistance, as well as social projects that the community wants. People in Tangerang City who wish to apply for social assistance can do so through the Tangerang Live portal quickly and easily. The Tangerang City Government started the Tangerang Bisa Program, which is one of the IT-based social assistance by relying on one application, namely Sabakota, Tangerang City. One of these programs provides business capital assistance to novice entrepreneurs who want to start or grow their business during the COVID19 pandemic. The support from the Tangerang CAN Assistance Program on the SABAKOTA Application has made many people, especially those affected by the pandemic, want to develop and maintain their business. And for residents of Tangerang City.

Abstract

Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan kerangka Advocacy Coalition Framework (ACF) dalam menyelesaikan konflik Tentang Izin Pengelolaan Tanah (Surat Ijo). Penelitian berfokus pada Penggalian policy change and learning serta negosiasi kepentingan dalam perumusan kebijakan berguna untuk memetakan proses kompromi penguasa dan warga. Studi untuk menggali dan mendalami relasi aktor eksternal dan pemerintah daerah sebagai cerminan negara dalam proses pengakomodiran kepentingan koalisi masyarakat sipil yang terdampak kebijakan. Penelitian ini dilakukan dengan metode penelitian kualitatif. Penelitian ini dibingkai dengan metode studi kasus. Penelitian dilakukan di instansi/perusahaan/kalangan akademisi/lembaga donor/parlemen serta kalangan masyarakat yang terlibat dan terdampak dalam proses perumusan kebijakan perencanaan pembangun di Kota Surabaya.

Abstract

Indonesia in realizing the World Maritime Axis country requires good physical and mental conditions where all elements greatly affect the performance and performance of the country in carrying out defense and security in order to achieve national goals. This article uses a qualitative method. Regarding the Implementation of the Archipelago Sea Defense Strategy Policy in Facing Military Threats to Support Sea Power. Using the theory of policy implementation according to Edward III, namely Communication, Resources, Disposition and Bureaucratic Structure. To obtain data using the Library Research method, which includes the use of books, scientific journals, trade publications, magazines, newspapers, the internet, and artifacts. That when viewed based on Edward III's first policy implementation theory of communication that good communication will bring Indonesia into defense diplomatically with the country concerned without having to go to war, disposition requires Indonesia to take an active role in collective security efforts in the ASEAN Regional region so as to create decisions that can be mutually agreed upon in cases of territorial waters or state borders in the ASEAN Regional region, resources require Indonesia to understand the current threat spectrum that the glass of power of great power countries has occurred in the region so that the government must take the right steps in fulfilling both human resources and defense equipment, and finally the bureaucratic structure where all elements responsible for marine security must take part in maintaining marine security and defense and minimizing the egocentricity of each institution in order to achieve national goals

Abstract

This article discusses the vital role of communications management in the local government context, focusing on crisis communications strategies and community relations. This research aims to evaluate the effectiveness of local government communication practices in dealing with crises and in establishing good relationships with local communities. Research methods involve interviews with public relations practitioners and stakeholders and online surveys to gather community views. The research results show that local governments have positively tried to convey information, respond quickly, and listen to citizens' views during crises. However, there is still room for improvement, especially in technology such as virtual meetings and text messaging. These findings provide valuable insights into communication management practices in local government and their implications for building transparent and responsive government.

Abstract

In the context of globalization and rapid economic change, the role of local governments in managing bureaucratic dynamics and developing strategies to encourage local economic growth has become increasingly crucial. Local businesses are the backbone of a region's economy, and the performance of local government bureaucracy and policies can have a significant impact on community welfare and potential economic growth. This research aims to analyze bureaucratic dynamics in the local business environment and local government strategies for encouraging economic growth. This research uses a qualitative descriptive method, which makes it possible to analyze bureaucratic dynamics and regional government strategies comprehensively. Research data was obtained through a literature review of research results and previous studies that are relevant to this research topic. The research results reveal that strong political support, availability of adequate resources, and cooperation between government institutions are essential supporting factors for local government strategies in encouraging local economic growth. On the other hand, obstacles such as conflicting policies, budget constraints, and economic uncertainty are challenges that need to be overcome. These conclusions provide an in-depth understanding of the complexity of the role of local government in creating a business environment that supports local economic growth and provides valuable insights for public policy and decision-making at the local government level.

Abstract

Gender mainstreaming in the formulation of regional revenue and expenditure budgets in Bulukumba Regency has dynamics in its preparation. This research aims to analyze the policymakers' understanding of gender mainstreaming and the process of pulling interests in formulating the regional revenue and expenditure budget in Bulukumba Regency. The author conducted a case study research with a qualitative research base. Data was collected by interviewing key informants who could explain the process of formulating the regional revenue and expenditure budget regarding gender mainstreaming in Bulukumba Regency. The results of this study explain that there is a lack of institutional strengthening, especially in understanding gender mainstreaming. The budget is minimal and has not been able to cover all gender mainstreaming issues. Gender mainstreaming has not been a priority scale in government. The executive has been unable to reduce the budget for other programs, so the budget cannot cover gender mainstreaming. The preparation of the regional revenue and expenditure budget in Bulukumba Regency is inseparable from the role of several elites. This elite involvement then gave rise to several dynamics in the process of formulating the regional revenue and expenditure budget.

Abstract

The purpose of this study is to identify the leadership communication style of women at Dasawisma Pelikan. In Indonesia, women are still generally thought to be inferior and unable to hold senior management roles in organizations, gender gaps are still frequently observed. People's perspectives on gender equality have been impacted by the advancement of communication technologies. In Indonesia, gender equality has increased recently, and women are now frequently in positions of leadership. A lady who has led Dasawisma for seven years is in charge of the organization. This study intends to ascertain the communication style used by female leaders at Dasawisma Pelikan in light of the context mentioned above. Data were collected through interviews and observations utilizing purposive sampling as part of a qualitative research project employing an ethnographic communication methodology. This study found that being a single parent is similar to being a leader in that it fosters empathy and sympathy for others, which motivates women to take on leadership roles.

Abstract

Government bureaucracy plays a central role in providing effective and quality public services. The effectiveness and quality of good government bureaucracy are highly dependent on competent human resource management. This research aims to investigate strategies related to employee recruitment, training, and retention in the context of government bureaucracy. Using a descriptive qualitative approach, research data was obtained through secondary data analysis which included previous studies relevant to the research topic. The results of this research found the importance of integrating human resource strategies in maintaining the quality of employees in government organizations, as well as supporting positive transformation in work culture and better public services. In the context of human resource management, recruitment, training, and retention strategies must be aligned to achieve the long-term goals of government organizations, namely providing quality public services that are responsive to community needs.

Abstract

The presence of regional autonomy gives regional governments the authority to regulate their regional opinions. However, at the same time, regional development often results in a lack of ability of local governments to manage their budgets properly. This research then aims to look at how local governments manage their budgets to optimize Regional Revenue. This research was carried out using a descriptive qualitative approach.  This research then found that regional budget management is the key to optimizing revenue. In overcoming central government dependency, efficient budget management is needed. Through monitoring, planning, and evaluation, the budget is maximized. A performance-based approach strengthens resource allocation and project assessment. Increasing regional income occurs through taxation, levies, community participation, and transparency. With good management, community involvement, and a focus on results, local governments achieve fiscal independence and local prosperity.

Abstract

Meeting the needs of the general public can be met by public services. Therefore, there is a need for public services that are efficient, effective and fair. In achieving this goal, various challenges arise in optimizing good public services. This research then aims to look at how to optimize regulations in public services through a compliance and risk management approach. This research was carried out using a qualitative approach. The data in this research uses various results of previous research and studies. The results of this research then found that an approach that includes compliance, risk management, and regulatory performance evaluation is an important element in the government's efforts to provide better public services to the community. This integration creates a better environment for public services that are efficient, effective, fair and responsive to change. Accuracy in designing regulations, measuring effectiveness, and playing a role in improvement is the key to achieving optimal public service goals. With this holistic approach, the government can meet people's expectations and help create a more prosperous society.
