Abstract

This study describes the Impact of the Determination of the National Capital City on the Quality of Infrastructure Services of the National Capital City in Penajam Paser Utara Regency (Roads, Land Acquisition, Dams, Toll Roads) where Infrastructure plays a role in various sectors of life, especially for the local community of Penajam Paser Utara Regency who are directly affected by the development of the New Capital City infrastructure. Infrastructure development is one of the important role holders in life, especially road infrastructure, apart from being a means and infrastructure for transportation, it is also a supporting aspect in the distribution of goods and other supporting facilities. The research method used in this study is descriptive analysis with the type of research being qualitative. The results of the study, the success or failure of the development of the New Capital City, is very much determined by how the leadership relay will go forward which will have a direct impact on the quality of public services provided to the residents of Penajam Paser Utara which is currently underway. such as road infrastructure and furthermore will have an impact on the quality of basic services such as education, health and infrastructure.

Abstract

This study aims to identify the level of public satisfaction with bureaucratic reform carried out by the Social Security Administering Agency (BPJS) Health, especially through the implementation of the Mobile JKN application. In addition, this study analyzes the effectiveness of the Mobile JKN application in realizing public satisfaction with public services, by referring to user comments on the Google Play Store platform. The method used is a qualitative descriptive approach with a literature study research type, as well as data collection techniques based on sociological and empirical facts. The results of the study indicate that most users feel dissatisfied with the performance and quality of the Mobile JKN application service. The main complaints that arise include difficulties in accessing services and features that are considered not user-friendly. Based on these findings, it is hoped that BPJS Kesehatan can develop better applications in the future, with improved features that make it easier for the public to access health information and services digitally.

Abstract

This study conducts a bibliometric analysis to explore the development of the application of e-purchasing in the procurement of goods and services in the public sector in Indonesia during the period 2019 to 2024. By utilizing data derived from the Google Scholar database with Publish or Perish (PoP) and VOSViewer software, the authors found that the number of scientific publications related to e-purchasing has increased significantly each year, with a total of 537 articles identified. In addition, this study identified several barriers to e-purchasing implementation, including limited Human Resources and resistance to work culture change. The analysis also shows the existence of four main clusters in this research, as well as changes in terms used in publications from year to year. Keywords: procurement, e-purchasing and public sector

Abstract

This study presents a comparative analysis of wage policies in Indonesia and Australia, focusing on their impact on worker welfare. Wages, as compensation for labor, are a crucial component of ensuring a decent standard of living. Using a comparative approach, this research explores how economic, social, and institutional factors shape wage policies in both countries. The findings show that Indonesia, as a developing country, faces challenges in setting minimum wages, which are often influenced by the needs of industrial growth and investment. In contrast, Australia's well-established wage policies and strong labor protections significantly enhance workers' socio-economic welfare. These insights provide valuable guidance for Indonesian policymakers to develop more equitable and sustainable wage policies.

Abstract

This study explores the dynamics of political contestation in the Regional Head Election (Pilkada) of Tangerang Regency, with a focus on political participation, the role of political parties in democratic processes, and the competition among candidates in local political arenas. The primary aim is to analyze how these dynamics reflect the quality of democracy at the local level and to identify key challenges, including social issues that emerge throughout the election process. Employing a qualitative approach through literature study, the research draws on a range of relevant scholarly sources. The findings indicate that political contestation in the Tangerang Regency Pilkada significantly influences the trajectory of local democratic development. Political parties play a pivotal role in building coalitions and nominating candidates, often adopting a pragmatic strategy that prioritizes electoral success over ideological consistency. This reflects a transformation in the nature of local democratic engagement, where the public shifts from being passive recipients to active participants in shaping political leadership.

Abstract

Climate change remains a pressing global issue, particularly in developing countries such as Indonesia, and is especially evident in major urban areas like the Special Capital Region of Jakarta (DKI Jakarta). In response, the Jakarta government has implemented electric vehicle (EV) policies as a strategy to reduce carbon emissions from the transportation sector. This study aims to analyze the effectiveness of these policies in curbing vehicular carbon emissions. Using a literature review approach, data were collected from various sources to evaluate existing regulations, identify challenges, and assess the potential of EVs in supporting a sustainable energy transition. The findings indicate that although there is regulatory support and government incentives, the adoption of electric vehicles continues to face significant obstacles, including high upfront costs, limited charging infrastructure, and inconsistencies in policy implementation. This study recommends strengthening coordination among government entities, the private sector, and the public to enhance accessibility and accelerate the adoption of environmentally friendly transportation solutions.

Abstract

This study aims to examine in depth the role and performance of the Election Supervisory Body (Bawaslu) of Nunukan Regency in ensuring that the implementation of the 2020-2023 Regional Head Elections (Pilkada) runs honestly and fairly. The focus of this study lies in Bawaslu's efforts to prevent election violations, resolve election disputes, and increase public participation in the democratic process. Through a qualitative approach, this study uses a data collection method in the form of in-depth interviews with various related parties, including Bawaslu members, election organizers, political parties, election observers, and the community. In addition, a document study was also conducted to obtain relevant secondary data. Data analysis was carried out using thematic analysis techniques to identify patterns, themes, and categories that emerged in the data. The results of the study indicate that in general, the effectiveness of Bawaslu Nunukan Regency in realizing honest and fair Pilkada can be categorized as good. Based on the factors that influence the organization according to Steers (2005), Bawaslu Nunukan Regency has succeeded in building a positive organizational culture, oriented towards results, and focused on public participation. The commitment of the workers to their duties, as well as the support of various related parties, have contributed to this success.

Abstract

The study argues that India’s national security has faced significant challenges over the years, both domestic and foreign. The socio-political landscape plays a crucial role in shaping the dynamics of internal security. Separatist movements, as well as radical political and religious ideologies, have emerged as major threats to national stability. On the other hand, suspicious actions by neighboring countries have raised concerns about India’s external security. In addition to maintaining territorial integrity, India is also concerned about maritime security and potential nuclear threats from parties considered as strategic adversaries. The study also examines non-traditional security threats and how the Indian government has responded to these challenges through various security policies and strategic alliances with other countries. Given the increasingly complex and evolving challenges, an integrated approach is needed across the three main branches of India’s defense. In addition, the study will discuss the ongoing security tensions between India and Bangladesh, and the role of China and Pakistan in exacerbating bilateral security issues. The study uses content analysis as the primary approach in examining the dynamics of India’s security as a whole.

Abstract

This study aims to analyze the relationship between organizational culture, education and training, as well as public policy networks as intervening variables on employee performance in the Probolinggo Regency Regional Inspectorate. This study uses a quantitative approach with the SmartPLS-based Structural Equation Modeling (SEM) method. Data was collected through a questionnaire distributed to 59 employees at the Probolinggo Regency Regional Inspectorate. The results of the study show that organizational culture has a positive and significant influence on public policy networks and employee performance. The public policy network also has a positive effect on employee performance. Education and training have been shown to have a positive influence on employee performance, although they do not show a significant influence on public policy networks. In addition, organizational culture has an indirect effect on employee performance through public policy networks, while education and training do not show a significant mediating influence on employee performance. The findings of this study are expected to contribute to better policy making within the Probolinggo Regency Regional Inspectorate and enrich the literature on the influence of organizational culture, education, and public policy on the performance of employees in the government sector.

Abstract

This study aims to explore the Philippine eTravel System from the users’ perspective. The PH eTravel System is an electronic platform that is supposed to help international passengers expedite their travel processes. The authors employed Design Thinking (DT) - an approach that is iterative and centered on humans in solving problems by understanding their needs, creating ideas innovatively, and testing them to arrive at meaningful and effective results. This work was carried through following the various stages of the DT process namely, empathize, define, ideate, prototype, and test. Results of data analysis revealed that the users encounter difficulties such as complicated registration procedure, malfunctions of the system, and accessibility issues specifically with individuals who are not so well versed in technology. At the end of this paper, the authors suggest innovations towards making the travel system more inclusive and user friendly. Recommendations focused on technical and administrative aspects particularly the improvement of the interface, multilingual options, availability of steady connection within airports, and different paper-based forms for special cases.
