Abstract

Taxes are the main source of state revenue used to finance various development programs and public services. The success of tax collection is highly dependent on taxpayer compliance, both individuals and business entities. One of the factors that influence taxpayer compliance is the quality of service provided by tax authorities or tax officers at the tax office. This study aims to analyze the effect of the quality of fiscal services at the Majalaya Primary Tax Service Office (KPP) on individual taxpayer compliance in reporting Annual Tax Returns (SPT). Several previous studies have shown that taxpayer awareness and the quality of fiscal services have a positive effect on individual taxpayer compliance. The research method used uses a descriptive qualitative approach. Data collection techniques are carried out through observation, interviews, and documentation. The results of the study indicate that the effect of the quality of taxpayer services using the dimensions of reliability, tax information systems, internal and external supervision, and responsiveness has become an effective framework. Abstract

This study examines the role of digital campaigns in the Pilkada Garut, focusing on their impact on electoral integrity and democratic participation. Utilizing a qualitative descriptive-analytic approach, the research analyzes how digital campaigns influence voter behavior and election transparency. Data collection involved bibliometric analysis using Google Scholar and VOSViewer to identify trends in digital campaigns, electoral integrity, and democracy literature, alongside content analysis of relevant articles and reports. Additionally, in-depth interviews with four voters from various Garut districts provided primary insights. Findings reveal that digital campaigns effectively mobilize voters, particularly youth, through targeted social media messaging. However, challenges such as misinformation and unequal access to technology threaten electoral integrity and equitable participation. The study concludes that while digital campaigns can enhance democracy by increasing voter engagement, strategies must ensure equitable information access and mitigate digital misinformation risks. Recommendations include enhancing digital literacy, improving digital infrastructure in remote areas, and fostering collaboration with social media platforms to protect electoral integrity.

Abstract

Program Beasiswa Ti Bupati (BESTI) adalah inisiatif strategis Pemerintah Kabupaten Bandung yang bertujuan untuk meningkatkan akses pendidikan tinggi bagi mahasiswa dari keluarga kurang mampu atau berprestasi. Penelitian ini bertujuan untuk menganalisis persepsi masyarakat terhadap efektivitas program, mengevaluasi pemerataan dan efektivitas sosialisasi, serta mengidentifikasi keterbukaan dan kesetaraan proses seleksi program. Metode penelitian yang digunakan adalah mix method, yaitu kombinasi pendekatan kuantitatif melalui survei terhadap masyarakat dan penerima beasiswa, serta pendekatan kualitatif melalui wawancara mendalam dengan pelaksana program. Hasil penelitian menunjukkan bahwa meskipun program BESTI memiliki tujuan yang positif, tingkat partisipasi masyarakat masih rendah akibat kurangnya sosialisasi yang merata, persepsi transparansi seleksi yang belum optimal, dan kendala teknis dalam pelaksanaan. Sosialisasi yang tidak merata menjadi salah satu faktor utama yang menghambat keberhasilan program, terutama di wilayah terpencil. Selain itu, persepsi masyarakat terhadap transparansi proses seleksi berdampak pada kepercayaan terhadap program. Penelitian ini merekomendasikan perbaikan pada aspek sosialisasi, keterbukaan informasi, dan pengelolaan teknis agar program ini lebih efektif dan dapat memberikan manfaat yang merata bagi seluruh masyarakat. Penelitian ini diharapkan dapat menjadi referensi bagi evaluasi kebijakan pendidikan di Kabupaten Bandung.

Abstract

This study analyzes the intensification of the mobile service program for recording Electronic Identity Cards (e-ID) ahead of the 2024 Regional Election in Cirebon City, which targets 4,387 high school students who have not yet recorded. Using a qualitative approach with a case study method, the research adopted Muchlis Hamdi's theoretical framework to analyze three dimensions of implementation: productivity, linearity, and efficiency. The data were collected through in-depth interviews with eight key informants, including Disdukcapil officials, the implementation team, and school representatives, supported by observations and documentation studies. The results indicated that the program achieved 74.18% of the effective target of 4,268 students in terms of productivity. This suboptimality can be attributed to demographic complexity and target group resistance. In terms of linearity, the program exhibited adequate balance and compatibility across five key domains: implementers who possessed the necessary competencies and qualifications; procedures, time, and cost aspects. Despite encountering infrastructure challenges, the optimization of limited resources in a cost-efficient manner. However, the budget aspect revealed dynamics that necessitated attention. The program exhibited a solution-oriented approach and operational flexibility in increasing first-time voter participation.

Abstract

This research was conducted with the aim of knowing how the innovation of the Consulting Day on Friday programme at the Cirebon City Regional Inspectorate. Several problems were found in the implementation of the programme innovation, causing the process to not run completely well. This is caused by several things related to regulations, human resources management, budgeting, innovation organisation, risk management, and knowledge contained in the innovation process of the Consulting Day on Friday program at the Cirebon City Regional Inspectorate. The theory used in this study is the OECD's (2017) theory of policy innovation, which explains that six aspects need to be considered in policy innovation: regulation, human resources management, budgeting, innovation organisation, risk management, and knowledge. This research uses qualitative research methods with data collection techniques through observation, interviews, and documentation. The informant determination technique used was purposive sampling technique with a total of 8 informants. The results showed that the implementation of the Consulting Day on Friday programme innovation has fulfilled the six dimensions of OECD policy innovation but has not fully run well, such as technical implementation guidelines that are still integrated with the usual consulting services, the formation of innovations has not been in accordance with central guidelines on regional innovation, risk management and prototypes are not carried out to minimise risks, have not utilised the potential for rewards and recognition of innovation, and the role of innovation organisations that has not yet had an impact.

Abstract

Deforestation and forest degradation largely contribute to global greenhouse gas (GHG) emissions. Innovative economic solutions tough their integration in the forestry sector is still under researched notably in tropical forest-rich countries. This study analysis how combining a carbon tax with ETS in the forestry sector might improve efforts at emission reduction, solve policy and implementation issues. Methods: a Systematic Literature Review (SLR) approach using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) framework, combined with qualitative content analysis. A total of 45 academic articles and policy reports were analysed and categorized into three thematic areas: (1) policy design, comparing different carbon tax and ETS models; (2) economic and environmental impacts, and (3) global case studies, examining successful implementations in Brazil, Sweden, and California. Findings shows that by synergizing ETS and carbon tax it could strengthen forestry's sector on carbon mitigation strategies, by ensuring both price stability and market adaptability. While ETS generates economic incentives for carbon sequestration schemes based on forests, carbon tax systems set a price floor, therefore limiting too great volatility in carbon pricing. Three case studies show the advantages of a combined strategy: By using carbon tax income from the energy sector, Brazil's Amazon Fund funded projects aimed at preventing deforestation; this resulted in a 70% drop in deforestation between 2005 and 2012. Sweden implemented the highest carbon tax globally while maintaining economic stability through a hybrid voluntary carbon market, allowing industries greater compliance flexibility. California ensured in keeping carbon pricing by successfully combining a Cap-and- Trade system with transportation sector carbon levies, therefore encouraging investments in forest preservation initiatives. In conclusion, Indonesia has a great chance to lower carbon emissions and support sustainable forestry management by effectively combining an ETS with a carbon price and mitigate the challenges.

Abstract

Child abuse cases are often a problem that always occurs from year to year, children are often the object of violence ranging from physical to psychological violence.  In an effort to protect children, the Indonesian government has issued a Child Friendly City policy. Palu City has implemented a child-friendly city policy and has pursued various programmes that support the fulfilment of children's rights. Collaborative governance in realising a child-friendly city in Palu City is the subject of this research. This research hypothesis is based on Ratner's Collaborative Governance theory (2012) which includes the following indicators: 1) Identifying opportunities and challenges, 2) Discussing ways to influence others, and 3) Working together. Descriptive qualitative research including observation, interviews, and documentation was the methodology used. The research findings show that by involving children and other members of the KLA Task Force, Collaborative Governance has succeeded in making Palu City a child-friendly city. In order to build a child-friendly environment supported by all components involved, the government has also made a number of initiatives. The following factors hinder collaborative efforts to create a child-friendly city in Palu City: the lack of public awareness of child-friendly city programmes or policies is another obstacle that needs to be addressed immediately; and the turnover of actors causes progress or synergy to become stagnant, thus requiring repeated strengthening in order to form better synergies.

Abstract

The implementation of the Micro Business Productive Assistance (BPUM) policy in Pasirwangi Village, Ujungberung District, Bandung City faces various challenges that hinder its effectiveness. This study aims to analyze the main causes that impact the implementation of the policy, especially in terms of communication, resources, implementer disposition, and bureaucratic structure. Using a qualitative approach and case study method, data were collected through observation and interviews with government officials and BPUM recipients. The results of the study indicate that ineffective communication between the government and beneficiaries causes misinformation and procedural confusion. Limited human resources, especially the lack of competent enumerators, have an impact on the inefficiency of public services. In addition, the less than optimal implementer disposition, such as the low readiness and responsiveness of village officials, further weakens the implementation of the policy. An inconsistent bureaucratic structure, with frequent changes in procedures without adequate coordination, also hinders the distribution of assistance. To improve the effectiveness of BPUM, this study recommends standardization of operational procedures, improvement of coordination mechanisms, and utilization of digital technology in administration and policy transparency. Strengthening the capacity of the apparatus through continuous training and the establishment of a comprehensive monitoring and evaluation system is also an important step. It is hoped that this effort can increase policy efficiency, support the recovery of micro businesses, and improve community welfare in a sustainable manner.

Abstract

This study aims to analyze the role of inclusive and participatory leadership in increasing community engagement in village development. Using a qualitative descriptive approach, this research examines the leadership style of village heads in Citengah Village and its impact on public participation. Data collection was conducted through interviews, observations, and document analysis, which were then processed using qualitative data reduction, presentation, and verification techniques. The findings indicate that community participation in decision-making and development implementation remains low due to ineffective government communication, limited public awareness, and bureaucratic constraints. The passive role of the community has resulted in weak ownership of development programs, reducing their effectiveness and sustainability. The research highlights that village heads who apply adaptive and participatory leadership can create a more conducive environment for active community involvement. Open dialogue, collaboration with the Village Consultative Body (BPD), and inclusive policy-making processes enhance transparency and accountability in village governance. Additionally, technology-based communication strategies, such as social media platforms and digital community forums, improve public access to information and allow broader participation. Strengthening digital literacy and community education on development policies also plays a crucial role in fostering awareness and engagement. This study concludes that enhancing the leadership capacity of village heads in communication, transparency, and digital integration is essential for building more democratic and participatory governance. Implementing these strategies is expected to lead to more effective, inclusive, and sustainable village development that aligns with the needs and aspirations of the community.
