Abstract

Historical learning is an effort that can be said to be the right way to provide a learning that provides local studies by taking a problem that is close to students and the community, one of which is the entry of Islam in Gorontalo. Where the people of Gorontalo are the majority of adherents of Islam. Islam is one of the few religions that is growing rapidly in Indonesia. Before islam developed very rapidly, indeed Gorontalo was a adherent of the royal system. So that in 1500 there was an Islamic Sultan bringing a good role for the people of Gorontalo, namely spreading the religion of Islam.  When historically interesting, the development of Islam in Gorontalo carries the role of an aulia and leaves some stories that are sometimes difficult to understand in logical. But from some literature studies and interview results are indeed the case. From the results of observations, there is a lot of ignorance about how events, impacts and values are obtained. Obviously, this local history learning that utilizes the events of the entry of Islam in Gorontalo is needed to train the critical thinking power of students.  Because of the many ignorance of students in the history of their own area. There are many things and relics that can be used as a supporting learning resource, especially in 11th grade high school students related to the entry of Islam in the archipelago. The method used by literature studies where this method uses techniques by conducting a study of books and literature, reports, notes and other literary works that are related to the object being studied. The results of research in historical learning are very relevant to past and present periods so that with this learning source, students get a value that can be a story.

Abstract

The Regional Government of Tangerang district carries out development through the planning process discussed in the Musrenbang. During the Covid-19 pandemic, budget diversion was prioritized for health care. So that other sectors which are also a priority are not implemented both in quality and quantity. The purpose of this study is to determine the mechanism of the exclusive planning process on the quality of planning, to analyze the differences between exclusivity and inclusivity and to build an inclusive planning model in collaborative governance (CG) as a reflection of equitable development planning and achieve people's welfare. The research method uses the basic theory of Collaborative Governance (CG) by Ansell and Gash in the development planning process. The implementation domains are participatory, inclusiveness, synergy, transparency as measured by commitment, synchronization, control and sanctions in favor of the people, supported by the theory of Government Science and the triple helix's theory. Collecting data by interview method, questionnaires, secondary data and observation. Processing of data with a qualitative approach supported descriptive statistics. This research shows that the government domain is still very dominant, while other actors have low participation and tend to be formal. The synergy of the actors is not optimal. The transparency trail is only accessible to an exclusive group. Thus, commitment is only made by the dominant group, access to control of other actors is closed and not involved when planning changes occur, there are no sanctions, so that the quality of planning does not meet the target. There is no official dialogue forum initiated by the government as a forum for discussing development planning by actors. Based on these conditions, the proposed collaborative governance model is to prepare a forum (dialogue forum) that functions as a participatory implementation of actors to answer problems in the development planning process with a commitment to achieve people's welfare.

Abstract

The land is considered an important position in customary law because of its nature and facts. The change in land function certainly proves that there is still a conflict of interest in land tenure and other people who want to use customary village land for tourism purposes. This research is a qualitative descriptive study where the researcher uses secondary qualitative data and describes it descriptively to find answers to research questions. Based on the results and discussion, it can be found that customary land is controlled by certain customary law communities in various parts of Indonesia. The Basic Agrarian Law, also known as the UUPA, has been passed, which codifies customary land law. The provision of legal certainty over land rights is a manifestation of the role of the government and local governments in regulating human relations with the land. The National Agrarian Law came into force on September 24, 1960, after the UUPA was published and ratified as Law Number 5 of 1960 concerning Basic Agrarian Regulations (UUPA). Article 2 paragraph (3) of Law Number 5 of 1960 (UUPA) states that the right to control the state can only be exercised over autonomous regions and customary law communities if necessary and does not conflict with national interests and in accordance with government regulations.

In addition, the socio-cultural background is also an interesting factor that is even more influential on the religious behavior of gresik people based on industry. In the long run, Gresik was known as the mayor's city and then the city of Santri. But now the icon has changed that Gresik as an industrial city as many factories, companies, and other modern buildings are established. Then came the industrial society in Gresik which was born from various social elements of society both religious, traditionalist, modernist, liberal, nationalist, and many more.
