Abstract

This study will discuss and analyze the challenges and readiness of government or public organizations in implementing an electronically integrated mortgage service (HT-el) policy implemented by the Medan City Land Office. The basic question in this study is how the challenges and readiness of resources, organizational units and the use of methods in implementing an electronically integrated mortgage service (HT-el) policy are. In order to examine this topic, the theory of policy implementation by Charles O. Jones (1984) will be used as an analytical knife. This study finds that resource support, especially human resources, is a challenge for organizations considering that the transformation of service methods from conventional forms to electronic-based services requires a certain capacity, expertise and creativity in addition to the quantity of resources to ensure that the application for HT-el issuance can be served. To ensure that HT-el services are carried out perfectly, the Land Office has carried out bureaucratic reforms, either through the determination of certain functional positions based on expertise, institutionalization of ethics and the establishment of Service Integrity Zones.

Abstract

Innovative employee behaviour in a company is due to employees who always develop their ideas at work as a positive reflection for other employees to produce good performance so that company goals can be achieved. The purpose of this study was to determine the effect of performance appraisal, positive feedback from leaders, and job autonomy on innovative behaviour. This study used Structural Equation Modeling analysis using a sample of 160 employees in the personnel, marketing, finance and accounting divisions at a three-wheel cement distributor. Data were analyzed using Lisrel software. The results showed that innovative behaviour could be influenced by performance appraisals, positive feedback from leaders, and job autonomy. Therefore, this study has several important managerial implications for superiors, whether adequate performance appraisal, positive feedback given by the leader, or given job autonomy will increase the innovative behaviour of employees. It is suggested that organizations need to pay attention to work autonomy which is an essential factor in improving employee appraisal. Researchers can further replicate the model in different contexts to verify its model's applicability.

Abstract

Satisfaction is a feeling of pleasure or disappointment that comes from comparing his impression of the service or result and his expectations. Satisfaction with patients is a pleasant emotional attitude at work. This attitude can be reflected in work morale, discipline, and work performance. In order to achieve the maximum level of patient satisfaction in carrying out tasks, one will always face the given factors that can affect patient satisfaction. So that health service institutions can create conditions that can encourage or improve services to develop and improve their abilities and skills optimally (Arief and Alfarizy 2019). Patient satisfaction is related to fulfilling one's needs with a positive attitude from health workers, which includes feelings and behavior towards their work through assessing one job as a sense of appreciation in achieving a solid job value. (Astari, Noviantani, and Simanjuntak 2021). The type of research used in this research is quantitative research with correlation studies. The sample in this study which was taken using a simple random sampling technique, were Covid-19 patients treated at the Covid-19 Isolation Home UPT Gondang Health Center, totaling 160 respondents. The study was conducted using a questionnaire and analyzed using a logistic regression test. The relationship between service quality and staff performance on patient satisfaction shows that based on the results of logistic regression tests, the dominant variable that affects patient satisfaction is staff performance. This can be seen from the largest Exp. B (OR) value, which is 320, means that the performance of good health workers will affect reasonable patient satisfaction. Research reveals that patient satisfaction during treatment is not only focused on service quality but can be expressed in the form of health care services. The reliable performance will also foster satisfaction for the patients they treat.
