Abstract

This study evaluates collaborative governance in the culinary and Sasirangan self-reliance coaching program at the Banjarbaru Class IIB Correctional Institution. This research uses qualitative methods to obtain accurate study results. The research shows that effective face-to-face dialogue, strong trust, and commitment to the process have supported the program's success. Good communication between the Correctional Institution, CV. 2 Putra Mandiri Yana Snack & Food Banjarbaru, and Lembaga Pelatihan Keterampilan (LPK) Melati facilitated understanding and productive collaboration. The program has also shown progress through positive interim outcomes, such as inmate certification in Sasirangan making. However, constraints such as budget limitations and human resource issues, including lack of inmate motivation and officer understanding, hinder the effectiveness of the program. Despite progress, these issues need to be addressed to achieve optimal long-term results. This research underscores the importance of communication and resource support in the implementation of self-reliance coaching programs. Abstract

This study aims to analyze and find out the obstacles in the collaboration between the Peace Circle Foundation and BNPT in the success of the Deradicalization Program for terrorism inmates in the Class I Correctional Institution of Surabaya. Collaboration is important in the implementation of the deradicalization program; it is in accordance with Government Regulation Number 77 of 2019 in Article 29 paragraphs (2), (3), and (4). The method used in this study is a qualitative method, with data collection techniques such as observation, interviews, and document studies. This research uses the theory of collaborative governance. The results of this study show that the collaboration carried out in the implementation of the deradicalization program at the Class I Correctional Institution in Surabaya proves that there is good communication between parties, and all parties feel that they have and share mutual understanding of all problems and successes, and all terrorism inmates who have pledged to the Republic of Indonesia also show changes in their personalities by wanting to pray in congregation in mosques, participating in elections, participating in independence coaching, participating in competitions held by prisons, and participating in deradicalization programs from BNPT. However, in the implementation of this collaboration, there are obstacles such as the absence of an official cooperation agreement between the Surabaya Class I Prison and the Peace Circle Foundation, the lack of face-to-face meetings that are only held 4 times a year for officer changes, and the absence of a special DIPA for deradicalization. Abstract

A crisis is an urgent and unexpected situation that can threaten the integrity and well-being of an organization. In the context of correctional institutions, the risk of a crisis, such as a fire, is ever-present. This research explores the Directorate General of Corrections' response to the fire at Tangerang Class 1 Correctional Facility in 2021, which killed 49 inmates and caused major material losses. The analysis focuses on the crisis communication strategies implemented to address the negative impacts and restore public trust. Through qualitative research methods involving interviews and document studies, and using the theories of Situational Crisis Communication Theory and Image Repair Theory, this study examines the effectiveness of the communication strategies used. The findings show that the Directorate General of Corrections successfully implemented a swift, transparent, and coordinated communication strategy, which included the establishment of a Special Crisis Response Team, the selection of competent spokespersons, and quick clarification of circulating information. However, a major challenge remains in managing the dominant negative perceptions in the media. With a well-planned communication strategy and appropriate training, the agency can be better prepared and responsive in facing future crisis challenges.
