Abstract

This study examines the implementation of the Palembang Parking Information Application System (SIAPP) as an e-Government initiative in urban parking services. Existing research on digital and smart parking systems has largely focused on their technical design and performance, with limited insight into how they are implemented and maintained within local government institutions. To address this gap, this study analyzes the institutional, organizational, and managerial factors that shape SIAPP's effectiveness. A qualitative descriptive approach was employed, using in-depth interviews, field observations, and document analysis to capture the dynamics of implementation in practice. The findings indicate that SIAPP has facilitated a shift from manual to ICT-based parking management, thereby improving operational efficiency, transparency, and accountability, and increasing local government revenue. Digital record-keeping and information accessibility have strengthened oversight and helped reduce illegal parking practices. However, the results also reveal uneven implementation outcomes. Institutional and policy support emerged as key enabling factors, while limited human resource capacity and the continuation of partially manual administrative processes limited the system's performance despite adequate technological infrastructure. The study further demonstrates that SIAPP generates value for both the government and citizens, particularly through improved revenue control and increased service trust. These findings underscore that effective e-Government implementation in urban services depends not only on technological readiness but also on sustained institutional commitment, capacity building, inter-agency data integration, and public engagement, which offer relevant policy insights for urban digital governance.

Abstract

This study aims to analyze the contribution of hotel tax and restaurant tax to the local revenue of Bukittinggi City for the period 2019-2024, identify factors that influence fluctuations in hotel tax revenue and declines in restaurant tax revenue, and examine strategies for optimizing the management of these two taxes. This study uses a mixed method approach with a descriptive research design. Quantitative data were analyzed using contribution ratios, while qualitative data were obtained through in-depth interviews with officials from the Bukittinggi City Finance Agency and analyzed descriptively. The results show that the average contribution of hotel tax to PAD is 13.32% (category “Less”) and restaurant tax is 6.46% (category “Very Less”). The influencing factors include: (1) external factors such as the COVID-19 pandemic, fluctuations in the number of tourists, macroeconomic conditions, natural disasters, and regulatory changes (2) internal factors such as low compliance among small taxpayers, weak administrative systems, limited human resources, and suboptimal supervision. The optimization strategies implemented include intensification through data updates and increased supervision, extensification through active data collection, digitization of the taxation system, increased compliance through socialization and law enforcement, inter-agency coordination, and strengthening of human resource capacity and services.

Abstract

This study addresses a significant gap in decentralized emergency service governance by critically examining the institutional, operational, and jurisdictional dimensions of fire service performance in Ambon City. Existing studies predominantly focus on response time and infrastructural adequacy, offering limited analytical engagement with governance complexity and boundary-related challenges. Accordingly, this research investigates not only operational compliance but also broader structural factors that influence performance outcomes. Employing a qualitative case study approach, the study draws on in-depth interviews with fire and rescue officers, fire victims, and eyewitnesses, and on the analysis of institutional documents and Standard Operating Procedures (SOPs). Data were analyzed thematically to identify patterns in compliance, professional conduct, and inter-organizational coordination. The findings demonstrate that overall performance is institutionally robust, with officers generally adhering to the 15-minute response standard and established operational protocols. Nevertheless, procedural deviations persist in high-pressure situations, indicating constraints related to supervision, training, and resource allocation. Importantly, the study reveals recurring cross-jurisdictional responses to incidents in Central Maluku Regency, generating administrative ambiguity and ethical tension. By situating performance evaluation within a multi-level governance framework, this research advances a more comprehensive analytical model that integrates operational effectiveness with intergovernmental coordination, thereby contributing conceptual novelty to the study of local public service performance.

Abstract

This study examines the implementation of education policy based on local wisdom through the Merdeka Curriculum and the Project for Strengthening the Pancasila Student Profile (P5). In the context of globalization and rapid socio-cultural change, local cultural values are increasingly marginalized in formal education. Although the Merdeka Curriculum provides opportunities to integrate local wisdom through project-based learning, many schools still face challenges in translating this policy into practical educational activities. This study therefore focuses on how traditional Dulmuluk theater is integrated into school learning as a strategy for cultural preservation and character education. This research employed a qualitative descriptive approach to explore the dynamics of policy implementation within the school context. Data were collected through in-depth interviews, observation, and documentation involving school leaders, teachers implementing P5 activities, students, and cultural practitioners. The data were analyzed descriptively to identify patterns of implementation, supporting factors, and challenges in integrating local culture into educational practices. The findings show that the policy is implemented contextually by integrating Dulmuluk art into project-based learning activities. This approach encourages students to develop creativity, collaboration skills, and cultural awareness. The success of the program is supported by effective communication, institutional commitment from the school, and collaboration with cultural stakeholders. The study concludes that integrating local wisdom into educational policy implementation strengthens student character while also contributing to the preservation of regional cultural heritage.

Abstract

This study explores the implementation of Knowledge-Based Economy (KBE) principles in medium-sized cities within emerging economies, with a specific focus on Surakarta, Indonesia. While scholarly attention has primarily concentrated on major metropolitan areas in developed nations, this research addresses the significant gap in understanding how medium-sized urban centers with rich cultural heritage can successfully transition toward knowledge-based development models. Through a qualitative methodological approach using document analysis, this study examines Surakarta's strategic initiatives to integrate cultural assets with technological innovation and human capital development. The findings reveal that Surakarta has achieved notable success in establishing a "creative-based knowledge city" model, demonstrating significant growth in creative industry participation and knowledge-intensive businesses. These results suggesting that medium-sized cities in emerging economies can leverage their distinctive cultural identities as competitive advantages in the global knowledge economy. The research contributes to both theoretical frameworks and practical policy formulation by proposing an adaptable model for sustainable urban development that balances economic modernization with cultural aspcets.

Abstract

Community participation is a key factor in the success of rural development as it enhances the effectiveness of development programs and supports the sustainability of development outcomes. Although numerous studies have examined community participation in rural development, most have focused on the level of participation rather than identifying the dominant forms of participation and their contributions within a specific local context. This study aims to analyze community participation in the development of Lamakan Village, Karamat District, Buol Regency, and to identify the most dominant form of participation supporting rural development. This study employed a descriptive qualitative approach. Informants were selected purposively and consisted of village government officials, members of the Village Consultative Body (BPD), community leaders, religious leaders, and community members involved in development activities. Data were collected through observation, in-depth interviews, and documentation, and analyzed using the interactive model of Miles, Huberman, and Saldaña, which includes data reduction, data display, and conclusion drawing. The findings reveal that community participation is manifested in four forms: participation in decision-making, labor participation, idea participation, and material participation. Among these, labor participation is the most dominant, reflected in community involvement through gotong royong (mutual cooperation) in the construction of various village facilities. The novelty of this study lies in identifying social capital, particularly the culture of gotong royong, as the primary factor strengthening the dominance of labor participation in participatory rural development. These findings enrich the literature on participatory development based on social capital and provide practical implications for village governments to strengthen inclusive planning, enhance transparency, and promote community empowerment to achieve sustainable rural development.

Abstract

Digital transformation has become an essential strategy for improving the effectiveness, transparency, and accountability of public service delivery. However, community welfare data management continues to face several challenges, including inaccurate data, limited technological infrastructure, and low levels of digital literacy. Although previous studies have discussed digital public services, evaluations of online service policies for community welfare data management at the Social Service Office of Buol Regency remain limited. This study aims to evaluate the online service policy and identify the challenges affecting its implementation. A qualitative descriptive approach was employed using interviews, observations, and documentation involving officials of the Social Service Office, online service operators, data management officers, and community members. Data were analyzed through data reduction, data display, and conclusion drawing based on William N. Dunn's policy evaluation model. The findings indicate that the online service policy has improved the effectiveness, efficiency, adequacy, responsiveness, and appropriateness of community welfare data management. However, the equity dimension remains suboptimal due to limited technological infrastructure, low digital literacy, dependence on manual verification, and limited human resources. This study contributes to the literature on digital public service policy evaluation and provides practical recommendations for optimizing community welfare data management.

Abstract

Efforts to reduce stunting in Buol Regency depend not only on the existence of health programs, but also on how well institutions work together and how communities respond to the interventions. Earlier studies have generally focused on policy implementation, intersectoral cooperation, and the Penta Helix approach, while studies on collaborative governance in socio-cultural contexts and 3T areas remain limited. This research examines how collaborative governance supports the acceleration of stunting reduction in Buol Regency using Ansell and Gash’s framework, which includes face-to-face dialogue, trust building, commitment, shared understanding, and intermediate outcomes. This research used a qualitative approach with a case study method. The data were obtained from interviews, field observation, and relevant documents, and were then examined using the interactive analysis model developed by Miles, Huberman, and Saldaña. The findings show that cross-sectoral coordination has been implemented, but it is still constrained by low acceptance of nutritious food innovations, reliance on traditional medicine, concerns about immunization, and uneven community participation. This study emphasizes the need for collaborative governance that strengthens trust, participatory dialogue, and culturally adaptive program approaches.

Abstract

The evolution of hybrid warfare has fundamentally reshaped national security threats from conventional military confrontation into multidimensional challenges involving cyberattacks, disinformation, economic coercion, and ideological influence. While previous studies have primarily examined defense modernization, military strategy, or cybersecurity separately, limited attention has been paid to how defense institutional transformation can strengthen national resilience through a public administration and governance perspective. This study aims to analyze the transformation of Indonesia’s defense institutions in responding to hybrid warfare and to develop an adaptive defense governance model that integrates defense, governance, and national resilience. Employing a qualitative descriptive-analytical design, the study analyzes government regulations, strategic policy documents, institutional reports, and peer-reviewed literature using thematic analysis to identify patterns of institutional adaptation and governance transformation. The findings reveal four strategic dimensions of adaptive defense governance: (1) institutional adaptation through the establishment of the National Defense Council, (2) strengthened inter-agency coordination based on a whole-of-government approach, (3) integration of cyber defense and digital resilience into the national defense system, and (4) collaborative civil–military governance to enhance multidomain resilience. Nevertheless, institutional fragmentation, overlapping authority, limited policy interoperability, and weak strategic coordination remain significant barriers to effective implementation. This study contributes by proposing an adaptive defense governance framework that extends existing defense governance literature through the integration of national resilience, collaborative governance, and hybrid warfare perspectives. Practically, the proposed framework provides policy guidance for strengthening institutional coordination and developing a more integrated, adaptive, and resilient national defense system in addressing future hybrid threats.

Abstract

Previous studies on community-based disaster risk reduction have mainly focused on program implementation, community participation, or institutional capacity, while limited attention has been given to empowerment processes through integrated enabling, empowering, and protecting dimensions in coastal disaster-prone villages. This study analyzes community empowerment in disaster management in Karanggadung Village, Petanahan District, Kebumen Regency, and identifies its supporting and inhibiting factors. A qualitative descriptive case study approach was employed. Data were collected through in-depth interviews with key informants from the village government, Disaster Risk Reduction Forum, Regional Disaster Management Agency, community representatives, volunteers, and vulnerable groups, supported by observation and document analysis. The findings show that empowerment has developed through risk information, disaster education, institutional strengthening, training, community participation, local innovation, vulnerable group protection, and transparent disaster assistance information. Supporting factors include participatory village leadership, the active role of the Disaster Risk Reduction Forum, collaboration with government and volunteer networks, and mutual cooperation. Inhibiting factors include limited budgets, low training continuity, limited information technology access, and weak integration of disaster risk reduction into village planning. This study contributes to public administration by offering an integrated empowerment framework for strengthening coastal community resilience.
