Abstract

This study examines the dynamics of human development in Baubau City, an archipelagic region in Eastern Indonesia, over two decades (2005–2023). This period was selected to reflect governance transformation following the enactment of Law No. 32 of 2004 on Regional Governance, aimed at strengthening regional autonomy. The research focuses on exploring how the archipelagic characteristics influence the trajectory of human development and identifying challenges and opportunities within the geographical context, as highlighted through the progression of the Human Development Index (HDI). Using a qualitative case study approach, data were analyzed through the interactive model of Miles, Huberman, and Saldaña, taking into account the socio-economic complexities of archipelagic regions. The study reveals that Baubau City's HDI increased from 69.70 (2005) to 79.00 (2023), with an average annual growth of 0.70%. The health dimension experienced significant improvement, marked by an increase in Life Expectancy (LE) from 69.00 years to 74.53 years. The education dimension also demonstrated growth, as the Mean Years of Schooling (MYS) increased from 8.80 to 11.02 years, reflecting strengthened human capital. In the economic dimension, Per Capita Income rose substantially from IDR 591,900 to IDR 11,207,000, though this growth was not consistently accompanied by equitable distribution, underscoring the need for inclusive policies. The novelty of this research lies in its integration of regional development perspectives and archipelagic characteristics in analyzing the dynamics of human, economic, and social development within an archipelagic context. The study recommends strengthening locality-based interventions that consider the geographical uniqueness of archipelagic regions, focusing on education, health, and economic equity to accelerate human development and achieve sustainable development goals.

Abstract

This study explores Pramoedya Ananta Toer’s This Earth of Mankind as a reflection of postcolonial cultural identity and resistance, comparing its insights to the Butonese people’s experience of identity preservation. The novel delves into tensions between traditional Javanese culture and Dutch colonial modernity, particularly through characters like Minke and Nyai Ontosoroh, who embody cultural hybridity and resistance, Postcolonial concepts, such as Homi Bhabha’s ‘Third Space’ are employed to analyze cultural shifts and empowerment offered through education. The Butonese people’s maritime culture and strategic location are examined as a case of sustaining identity amid external influences, showcasing parallels in navigating colonial legacies. The research question of this study is: how does This Earth of Mankind illustrate postcolonial influence, and how does its portrayal of cultural identity and resistance compare to the Butonese people’s efforts to preserve their culture? The study aims to explore postcolonial influence, cultural identity, and resistance in This Earth of Mankind and to analyze their relevance to the contemporary socio-cultural challenges of the Butonese people. The Methodology of this study, focusing on cultural identity shifts in Minke’s journey and its parallels with the postcolonial experiences of the Butonese people, supported by scholarly articles and webs to back up arguments. The theoretical framework of this study linking the narrative of This Earth of Mankind with Butonese people’s cultural identity and identity through applying theories of Homi Bhabha, Stuart Hall, and Geertz Clifford to explore hybrid and cultural identity. A key finding is that Dutch colonialism profoundly influenced the socio-political and economic systems of colonized communities like the Butonese. The Dutch introduced new administrative structures, economic policies, and social hierarchies that undermined traditional leadership and local economic practices. Despite these adversities, the Butonese showcased resilience by preserving their identity through their adat, spiritual traditions, and maritime practices. Another key insight is the role of hybridity in shaping identity and resistance among the Butonese. Drawing on Homi Bhabha’s theory, they blended Western influences like education and technology with their traditions, crafting new expressions of identity. Resistance emerged through both cultural affirmation and creative adaptation of customs, highlighting their resilience and adaptability against colonial authority.

Abstract

One of the potential plants due to its good nutritional value in Wakatobi Regency is Dioscorea alata L, locally known as uwi ifi and opa. This plant has been cultivated for a long time, but recently it has started to be neglected due to the changing food consumption patterns of the community, which tend to shift towards rice-based foods. To preserve and optimally utilize this uwi, it is necessary to identify the diversity of uwi types and their nutritional content. Data on the characteristics of these uwi types are obtained through direct observation of their shape, skin surface, texture, and the color of the inner tuber, combined with standard literature. Direct observation is conducted in two ways: directly on the uwi plants in the field or on the land, and observation in the laboratory. Measurement of nutritional content or chemical compound content is conducted in the biology laboratory of FMIPA UHO. The results of the study showed that of the 20 types of uwi in Wakatobi Regency, namely 16 from uwi ifi and 4 from uwi opa that were identified to have various shapes, colors, and textures, both uwi ifi and opa, namely bulbs in round, cylindrical, javelinous, oval and irregular shapes. The shape of the surface of the tuber is wrinkled, rough, flat and porous. The skin color in the tuber and the color of the tuber flesh are white, milky white, purple, and beige. Of the 16 types of uwi ifi and 13 parameters that were measured best in ifi kadola with carbohydrate content (41.74%), glucose (0.38%), crude fiber (12.39%), protein (3.41%), fat (0.906%), water (58.81%), ash (4.52%), phosphate (774.36 mg/kg), calcium (538.09 mg/kg), vitamin C (5.22 mg/kg), vitamin A (0.22 μg/100 grams), vitamin B1 (0.153 mg/kg), and iron (5.949 mg/kg). Among the best types of opa is the larantuka type with a carbohydrate content of (36.0%), glucose (0.23%), crude fiber (9.94%), protein (2.90%), fat (0.713%), water (41.07%), ash (3.34%), phosphate (594.87 mg/kg), calcium (338.09 mg/kg), vitamin C (8.11 mg/kg), vitamin A (0.38 μg/100 grams), vitamin B1 (0.162 mg/kg), and iron (3.795 mg/kg). Thus, the two types of uwi found in Wakatobi Regency have great potential to be used as a source of local and national food as well as for nutritious lunch ingredients with an interesting touch of processing.

Abstract

The evolution of innovation models in regional development has progressed from Triple-Helix to more complex models, yet gaps remain in accommodating the roles of various stakeholders in regional innovation ecosystems. This research examines how the Dodeca-Helix model can integrate 12 stakeholder dimensions to foster innovation ecosystem in Baubau City. Through a qualitative approach with descriptive analysis method, the research was conducted in four stages: literature study, stakeholder mapping, conceptual framework development, and empirical validation. Data collection was carried out through document analysis and regulations related to regional innovation. The results show that the implementation of the Dodeca-Helix model contributed to the improvement of Baubau City's status from "Less Innovative" to "Innovative" during the 2023-2024 period. This model proved effective in orchestrating specific roles of 12 stakeholder dimensions, from academics to ultimate beneficiaries. These findings confirm that successful regional innovation requires active involvement from various stakeholders beyond conventional helix models. The research recommends developing more effective coordination mechanisms, measurable monitoring and evaluation systems, and strengthening institutional capacity for long-term collaboration sustainability.

Abstract

The Human Development Index (HDI) is an important indicator for assessing the quality of development in a region. West Nusa Tenggara (NTB) faces challenges in improving its HDI, which is influenced by various factors such as education, health, and the economy. Despite efforts to enhance the HDI, disparities among regions in NTB indicate that not all areas are experiencing the same progress. This raises questions about the factors influencing these differences. Previous research has not comprehensively analyzed the interconnections among human development indicators and their impact on the HDI in NTB. This study aims to analyze the dynamics of the HDI in NTB from 2019 to 2023, focusing on the factors affecting growth and regional disparities. The methodology employed in this research is qualitative analysis with a comprehensive approach, including statistical analysis to identify patterns and relationships among indicators. The results show that Central Lombok Regency and Mataram City have better HDI achievements compared to other regions, with education and life expectancy as the main driving factors. These findings indicate the need for more focused and evidence-based development strategies to address disparities and improve the quality of life for the people in NTB. The study concludes that a holistic and collaborative approach is necessary to optimize regional potential. Recommendations include allocating budgets that are more responsive to local needs and improving the quality of education and health services.

Abstract

Indonesia is rich in cultural diversity that is the identity of the nation, and one important part of this diversity is Buton, a former sultanate that joined the Republic of Indonesia in 1961. The ex-sultanate of Buton has a very rich civilization and culture. Since post-1990, research and publications on Buton have grown rapidly, with various themes discussed by cultural figures and academics, both locally and internationally. However, most of this research has not been comprehensively mapped through bibliometric analysis. Therefore, the purpose of this study is to analyze the patterns and trends of Buton cultural research using a bibliometric analysis approach. This study uses the Systematic Literature Review (SLR) method which refers to systematic literature studies, with documents collected through Google Scholar using Publish or Perish. Document screening using the PRISMA method resulted in 261 articles that met the specified criteria, and data analysis was carried out using R Studio with the Bibliometrix-Biblioshiny package. The results of the study show a significant increase in research on Butonese culture, with the trend starting in 2007 and continuing to grow until it peaked in 2023. This trend reflects the growing interest in Butonese local culture, both among academics and the public, making it an important focus in cultural studies in Indonesia. This phenomenon also shows the existence of a relatively focused research community in Butonese cultural studies, with topics that focus on cultural values, language, heritage, and preservation efforts, which are closely related to the history and traditions of the Butonese people. Based on these findings, it is recommended to increase and expand collaboration between academics, cultural figures, and stakeholders to deepen studies on Butonese culture.
