Abstract

The complexity of Indonesia's maritime security governance is characterized by dualism of authority and acute institutional fragmentation. The phenomenon of multiple agencies with overlaGovernment Regulationing authority has created state budget inefficiencies and operational confusion in maritime law enforcement. The purpose of this study is to critically evaluate the effectiveness of Government Regulation (Government Regulation) Number 13 of 2022 concerning the Implementation of Security, Safety, and Law Enforcement in Indonesian Waters and Jurisdiction as an instrument of national policy integration. Using normative legal research methods with a statutory, comparative, and conceptual Whole-of-Government (WoG) aGovernment Regulationroach, this study uncovered a regulatory paradox. Although Government Regulation No. 13 of 2022 mandates the Maritime Security Agency (Indonesian Coast Guard) as coordinator, this regulation remains stuck at the level of "administrative coordination" without addressing the aspect of "operational command integration." In-depth analysis shows that the Government Regulation's hierarchical status below sectoral laws render Indonesian Coast Guard lacking coercive power over other agencies such as the Marine and Fisheries Service (KPLP) and the Water Police. Without a Maritime Security Omnibus Law that unifies assets and command, Indonesia is vulnerable to hybrid threats in the North Natuna Sea due to a fragmented response.

Abstract

The motorcycle industry in Indonesia continues to show strong market potential.Based on data from the Asosiasi Industri Sepeda Motor Indonesia (AISI), motorcycleproduction between 2013 and 2017 remained high despite a temporary decline in 2015. The increasing demand for motorcycles has directly impacted the demand for spare parts, including Spring Guide components produced by CV Gradient. CV Gradient, a Bandung- based spare parts manufacturer established in 1993, supplies products to major industrial clients. However, the company faces significant production gaps due to limited machine capacity and frequent breakdowns of its Injection Molding machine. Although annual demand for Spring Guide HKWB ranges from 1.12 to 1.30 million units, actual production remains fixed at 806,400 units per year, resulting in an average production gap of 33%. Machine downtime averages 12 days per month (144 days per year), reducing machine utilization toonly 50%. As a result, unmet demand must be subcontracted, leading to lower profit margins, higher costs, and potential quality and delivery risks. Financial comparison shows that full in- house production would generate approximately IDR 40–50 million higher annual profit compared to partial subcontracting. This indicates a significant opportunity loss due to current production inefficiencies. Based on operational and financial considerations, replacing the existing Injection Molding machine is economically feasible. The investment would reduce downtime, increase production capacity, improve quality control, minimize subcontractingdependence, and enhance profitability. Given that the company currently serves only 12% of national demand, machine replacement also supports long-term growth and competitiveness.

Abstract

This study aims to understand tax evasion as a moral-psychological-religious negotiation process, not merely as a legal violation or a rational-economic decision. This study fills a gap in the literature that has been dominated by quantitative and rational-economic approaches, using an interpretive paradigm and a qualitative approach of interpretive phenomenology. The research informants consisted of 14 individual taxpayers and business actors who were purposively selected based on varying levels of love of money, tax knowledge, and religiosity. Data were collected through semi-structured interviews and document analysis, then analyzed using thematic analysis. The results show that tax evasion is interpreted as a moral dilemma negotiated through the interaction between the orientation of love of money, tax knowledge, and faith. Love of money acts as a driver of ethical rationalization that increases tolerance for practices in the legal gray area. Tax knowledge is ambivalent, as it can encourage compliance while also being a tool for moral justification. Religiosity does not function as an absolute barrier to tax evasion, but as an internal moral mechanism that gives rise to inner conflict, spiritual reflection, and a process of value negotiation. This research develops a conceptual understanding that tax evasion is the result of a dynamic interaction between psychological, cognitive, and spiritual factors within the taxpayer.

Abstract

Increasing mobility demand and rapid urbanization in developing countries have intensified environmental degradation, congestion, traffic inefficiencies, and unsustainable transport practices. Although technological innovations such as digital platforms. intelligent transport systems, and smart mobility solutions are encouraged as remedies, empirical evidence clearing up how these technologies translate into sustainable urban transport outcomes remains limited. In specific, inadequate attention has been given to the mediating role of transport systems (infrastructure, vehicles, and operations) in linking technology adoption to sustainability of urban transport. This study therefore examined the influence of technology on sustainable urban transport, emphasizing infrastructure, vehicles, and operations as mediating constructs. The study adopted positivism research paradigm and an explanatory research design to test hypothesized causal relationships. A stratified sampling technique was employed to obtain a sample of 300 respondents drawn from key urban transport stakeholders. Data were collected through documentary review and structured questionnaires to enhance contextual reliability and validity. Descriptive statistics data were computed using IBM SPSS Statistics Version 26 to analyze respondents’ demographic characteristics while Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 4 was used to assess both measurement and structural models in inferential data analysis. The results show that technology adoption significantly influences indirectly sustainable urban transport. Furthermore, transport systems particularly infrastructure modernization partially mediates this relationship, strengthening sustainability outcomes. The study reveals new insights to the existing body of knowledge by providing empirical evidence that technology alone is insufficient; its influence on sustainable urban transport depends on the effectiveness of transport system integration. The findings offer managerial and policy implications for urban transport authorities and planners seeking to promote sustainable urban transport in developing countries, Tanzania in particular.

Abstract

This study examines the realization of Grice’s Cooperative Principle and conversational implicatures in Prabowo Subianto’s speech at the 2025 United Nations General Assembly, focusing on their role in constructing diplomatic meaning and ideological positioning. Drawing on Grice’s (1975) Cooperative Principle and Levinson’s (2022) theory of implicature, the research employed a qualitative descriptive design within a pragmatic discourse analysis framework. The data consisted of ten strategically selected utterances containing significant pragmatic features. The findings reveal that the speaker predominantly observes the maxims of Quality and Relation to establish credibility, relevance, and moral commitment to global issues. Meanwhile, the maxims of Manner and Quantity are strategically flouted to convey implicit criticism, ideological stance, and diplomatic politeness. Two types of implicatures were identified: generalized and particularized. Generalized implicatures reflect universal values such as peace, justice, and humanitarian solidarity, whereas particularized implicatures signal Indonesia’s political alignment and long-standing foreign policy orientation. The interplay between cooperative strategies and implicature enhances persuasive communication without direct confrontation. This study demonstrates that pragmatic strategies in diplomatic discourse function not only to construct meaning but also to project national identity and moral authority in contemporary political communication.
