Abstract

This study aims to analyze the development strategy of the Satrimas Village Unit Cooperative (KUD) in Engkersik Village, Sekadau Hilir District, Sekadau Regency. In determining its development strategy, cooperatives engaged in the savings and loan sector and other sectors such as trade must consider several important factors, including the amount of capital owned, cooperative products that have good market opportunities, and competitive product pricing. This research uses a qualitative approach with data collection methods through interviews, documentation studies, and observation. Aspects studied in the study include three main components, namely capital, products, and prices. The results showed that KUD Satrimas business capital sourced from member savings, residual income (SHU), and the results of capital investment from the oil palm plantation sector and other businesses. Products marketed include savings and loan services, transportation, and procurement, with marketing of palm oil FFB owned by plasma farmers who follow the market price of the buying company. Based on these findings, this study recommends that KUD Satrimas increase the variety of savings and loan products to provide more choices for members, which can indirectly increase the cooperative's capital. In addition, it is recommended to make investments by opening independent oil palm plantation land through cooperation between Satrimas KUD and local communities who have vacant land in the region.

Abstract

Agrarian conflicts in Indonesia have become a chronic issue involving various sectors such as plantations, forestry, infrastructure, and property. In 2023, there were 241 recorded agrarian conflicts in Indonesia, involving the seizure of 638,188 hectares of land, which included agricultural areas, customary territories, fishing zones, and community settlements, affecting 135,608 households. Moreover, 110 conflicts resulted in 608 victims among land rights defenders due to repressive actions in agrarian conflict zones. These figures place Indonesia at the top of the list among six other Asian countries, including India, Cambodia, the Philippines, Bangladesh, and Nepal. The conflicts are not only caused by overlapping policies and land control by large corporations but also by maladministration practices and resource exploitation that neglect local community rights. The impacts of agrarian conflicts are extensive, encompassing social, economic, and cultural losses, as well as human rights violations. Furthermore, repressive actions by authorities and policy imbalances often exacerbate the situation. This study employs a descriptive qualitative approach with literature review methods to analyze the causes and impacts of agrarian conflicts. The findings highlight the need for a fair, inclusive, and sustainable approach through agrarian reform to address these issues and promote equitable economic distribution.

Abstract

Savings and Loan Cooperatives (SLC) play a significant role in increasing the economic income of communities as part of their mission to elevate people's livelihoods and eradicate poverty. The development of cooperatives focuses on improving member welfare based on the principles of by the members, for the members, and from the members. Member empowerment is carried out through education and training, which serve as one of the prerequisites for cooperative membership. Members are obligated to deposit funds in the form of share savings, which consist of principal and mandatory savings. Principal savings are made once during membership, while mandatory savings are paid monthly, with the amount determined through the Annual Members' Meeting. Additionally, cooperatives offer voluntary savings as non-share savings with an interest rate of 14% per year. Share savings cannot be withdrawn if they are being used as loan collateral, and they can only be withdrawn by the owner or through a proxy with a notarized power of attorney. The empowerment program encompasses various aspects of individual development, including increasing knowledge, skills, entrepreneurship, welfare, and moral responsibility, particularly in loan repayment. This study aims to analyze the empowerment and development of savings and loan cooperatives. The research employs a descriptive method with data collected through interviews and observations. The results show that empowering members of savings and loan cooperatives through education, training, and motivation can enhance their independence in improving their economy and income.

Abstract

Capacity building of local government apparatus is a strategic step in facing increasingly complex public service challenges. A competent and professional apparatus is needed to support responsive, transparent, and quality services. This research aims to explore strategies to increase the capacity of the apparatus through training approaches, bureaucratic reform, utilisation of information and communication technology, and multi-stakeholder collaboration. The research method used is qualitative with a descriptive approach, involving in-depth interviews, documentation studies, and observation. The results show that competency-based training programmes, adaptive bureaucratic reforms, digital infrastructure development, and participatory approaches are key factors in improving apparatus capacity. However, challenges such as budget constraints, resistance to change, and competency gaps between agencies are still obstacles that need to be overcome. This study recommends the importance of consistent policy support, strengthening cross-sectoral cooperation, and periodic evaluation to ensure the sustainability of the apparatus capacity building programme. With the right strategy, it is expected that optimal public services and good governance can be achieved.

Abstract

As a state apparatus that plays a role in maintaining public security and order, enforcing the law, and providing protection, shelter, and services to the community in order to maintain security in the jurisdiction of the Sintang Police Resort (Polres), the Sintang Police through the Women and Children Protection Unit of the Sintang Police Criminal Investigation Unit is obliged to provide legal protection for children. Efforts to protect children legally at the Sintang Police Criminal Investigation Unit are carried out through socialization and coordination with related agencies. Success in raising legal awareness of legal protection for children to the community requires an effective socialization strategy. As an agent that actively promotes legal protection for children, the PPA Unit of the Sintang Police Criminal Investigation Unit must have important resources in order to carry out its functions properly. These resources include: human resources, facilities and infrastructure along with budget. The conclusion of this study is that efforts to raise legal awareness of child protection for the community in the jurisdiction of the Sintang Police are still not optimal. Therefore, it is recommended that the quality and quantity of socialization be improved, both in terms of frequency and target coverage by improving the coordination function between related agencies. Furthermore, the PPA Unit of the Sintang Police Criminal Investigation Unit needs to have a special budget for outreach and socialization programs in order to build public legal awareness so that legal protection efforts for children do not only depend on initiatives from agencies outside the Police.

Abstract

Development planning is a systematic effort by various actors, both private government and other community groups at different levels. The performance of the existing development in Gernis Jaya Village, Sepauk District, is considered not to be in accordance with what the community expects in carrying out comprehensive physical development. This can be seen from the less than optimal performance of the Gernis Jaya village head in preparing a work program to improve the infrastructure of Gernis Jaya Village, the development carried out by the village head was only partial so it was uneven, and the low capacity of the village head so that development did not go according to plan. The implementation of physical development by the Gernis Jaya village head has not gone well. This is proven by the existence of obstacles experienced by the village head, namely the lack of budget to carry out development, the low competence of the village head so that the development process is not going well and the low level of community awareness to build the village together in mutual cooperation. The efforts that have been made to overcome these obstacles, namely making a budget proposal plan to carry out development in stages, conducting evaluations of the performance of the village head and holding counseling or socialization related to development carried out by the village head to the community, therefore that The process of implementing physical development by the village head can run if it is supported by all important elements such as government officials and the community. With the efforts made by the village head, the obstacles that occur to physical development can be minimized.

Abstract

The waste problem in Sintang City reflects a complex social issue, involving interconnected structural and cultural factors. This study aims to analyze waste management issues in Sintang City through structural and cultural approaches and identify potential solutions that can be implemented. Using qualitative methods such as interviews, focus group discussions, and observations, the research finds that from a structural perspective, the main challenges include a lack of waste management infrastructure, suboptimal implementation of policies, and limited tripartite coordination between the government, community, and private sectors. Meanwhile, from a cultural perspective, low public awareness of the importance of waste management, a culture of consuming waste-generating products excessively, and the habit of littering pose significant barriers to creating a clean and healthy environment. Community-based approaches, such as environmental education, waste bank programs, and community group empowerment, can enhance public awareness and participation in waste management. The findings also indicate that the waste problem in Sintang City is not merely a technical issue but a social one that requires a holistic approach. Therefore, collaboration among adaptive policies, adequate infrastructure, and behavioral change within the community is key to establishing a sustainable waste management system.
