Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes
Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. This session will discuss specifically related to the best practice and lesson learned from public sector reform in Asia.

This research delves into the pivotal role of digital government evolution in enhancing local government performance through smart governance concepts. Focused on Indonesia's transformative journey, the study highlights the government's shift towards the Electronic-based Government System (SPBE) to address inefficiencies, bureaucratic challenges, and corruption. Jambi City, an active participant in the 100 Smart City Movement, serves as a specific case study. Using qualitative methods, the research aims to uncover insights into the challenges and future potential of digital transformation at the local level. Despite hurdles such as regulatory barriers and limited resources, the study identifies opportunities for success, especially through stakeholder collaboration and public-private partnerships. The findings emphasize the importance of a collaborative approach in propelling digital transformation efforts for effective public service delivery. This research has significant implications for policymakers, practitioners, and academics interested in the nexus of technology and government in developing countries.

This study aims to analyze and describe the policy design implemented by the Lubuklinggau City Government related to sports development to overcome the existing sports problems in the area. This study is important because it contributes to academic literature in the field of public policy. This research uses a descriptive qualitative approach to assess sports policy design in Lubuklinggau City. Data collection methods were conducted through field observations, in-depth interviews, and document analysis. Birkland's (2019) policy design theory categorizes policy design into five elements, which became the theoretical framework of this study. The research findings show that the Lubuklinggau City sports policy design has been prepared by considering field conditions and the need for increased development in the field of sports. This policy shows sociological suitability and considers the existing legal framework, socio-economic dynamics, and local potential. Based on the results and discussion, for the designed sports policy to overcome the existing problems, the government needs to involve the private sector, especially in increasing investment in the construction and maintenance of sports facilities and using comparative data to ensure the effectiveness of policy implementation. This study makes an important contribution to the literature on public policy design, especially in the field of regional sports.

This study aims to examine integration strategies between local taxes and public values to increase public participation in tax payments. Local taxes are an important source of revenue for local governments for regional development and public services. However, low public participation in tax payments remains a major challenge for many regions. This approach proposes the incorporation of public values, such as transparency, accountability, and social inclusion, in local tax management to build public trust. Through a mixed method involving surveys and interviews, this study explores how the application of public values in local tax policies can strengthen citizen engagement in fulfilling their tax obligations. The results show that the integration of public values is able to increase public tax awareness and compliance, as well as have a positive impact on regional development. Therefore, it is recommended for local governments to prioritize public value-based strategies as an effort to increase tax participation in order to realize shared prosperity.

This research paper explores the impact of Asian values on bureaucratic governance, aiming to achieve world-class standards. The concept generally refers to a set of cultural, social, and political beliefs that are considered characteristic of societies in East Asia and Southeast Asia. It investigates how Asian values are believed to shape cultural norms, ethical principles, and traditional philosophies that influence bureaucratic structures and practices. Drawing on diverse perspectives across Asia, the study examines how values like collectivism, respect for authority, social harmony, and strong work ethic shape administrative processes and decision making. Using an interdisciplinary approach, this research analyzes the implications of Asian values for transparency, accountability, and efficiency within bureaucratic systems. Case studies and comparative examples are employed to illustrate the strengths and challenges of integrating Asian values into global governance models. Additionally, the research explores how traditional Asian values intersect with modern bureaucratic principles, identifying areas of alignment and divergence. By synthesizing insights from cultural studies, political science, and public administration, this paper offers a nuanced understanding of the complex relationship between Asian values and bureaucratic governance. It underscores the importance of recognizing cultural diversity in pursuing world-class standards and advocates for inclusive approaches that honor Asian heritage while striving for excellence in global governance practices.

Climate change mitigation through Voluntary Carbon Offset (VCO) initiatives is trending globally, but gender’s role in shaping public participation remains underexplored, especially in Indonesia. Therefore, the motivations driving men and women to participate in carbon offset programs need further investigation. This research aims to address the gap in Indonesia by analysing the gender-based differences in public behaviour towards VCO initiatives. The study seeks to identify the key drivers behind Willingness to Offset (WTO) among men and women, contributing insights for developing targeted strategies to promote broader public engagement in carbon offset programs. A quantitative approach was applied, combining descriptive analysis and ordered logistic regression models. Data were gathered from an online national survey of 868 respondents, weighted by gender, education, income, and age to represent the Indonesian population. Six variables were assessed: Knowledge (KNL), Attitude (AT), Social Norms (SN), Perceived Behavioral Control (PBC), and Personal Moral Norms (PMN). The findings reveal significant gender differences in the variables influencing WTO. For men, PBC and PMN were the primary determinants, while women were more motivated by PMN, with SN also playing a strong role. Despite lower scores in knowledge and attitudes, women exhibited higher willingness to offset compared to men. The study concludes that women are primarily driven by moral and social motivations, whereas men are influenced more by knowledge and perceived control over their actions. These insights suggest that gender-sensitive policies and communication strategies are necessary to enhance public participation in VCO initiatives. Understanding these differences can help design more effective programs to support Indonesia’s net zero commitment in combating climate change.

Maintenance of local users, always connected with adequate finance, in order to meet the needs of the development of the area for the well-being of the community. As for increasing the local income, by leveraging the local real income in this case the local tax collection. As for the purpose of this research to find out, analyze the function of the Regional Revenue Agency of Minahasa district in the process of tax collection of catering houses, with the aim of maximizing the original income of the district Minahase district as well as to analyze any obstacles in the implementation of the functions of the regional income agency in Minahsa district to maximize the local income in this case, the collection of food tax. This research method uses qualitative methods. The use of this research is as an input material against bapenda to maximize the local income as well as some information from the informants cause of low income due to the masses there are taxpayers who do not pay taxes even there are who avoid paying taxes, then the lack of ability to work in the District Revenue Body of Minahasa District.

Discretion and street-level bureaucrats (SLB) are inseparable. SLB are seen to have better understanding and closer to what really happened in society, thus made SLB chose discretion so the implementation of a public policy can work successfully. Alienation, known as the condition where a policy is disconnected to its implementor, was said to be one of the main factors why SLB use discretion in implementing a policy outside what’s been written. The previous researches had proven the connection between alienation and SLB’s discretion decision, but what happened to the discretion that The Center for Training and Development and Government Management Research (Puslatbang KMP) chose to implement the blended learning policy for the prospective civil servants’ training in Maybrat proved differently. Four out of five dimensions of alienation did not happen when Puslatbang KMP implemented the policy, yet discretion was still implemented for the prospective civil servants in Maybrat. The lack of training infrastructures, the low level of training participants’ ability to access digital training platform, and the ever-changing security risks created what called needed deservingness for Maybrat’s civil servants and made Puslatbang KMP chose discretion in implementing blended learning policy for them.

This study examines the role of digital transformation in enhancing bureaucratic efficiency and transparency in Kuningan Regency. As public expectations for faster, more transparent services grow, the local government is adopting various digital technologies, including e- government platforms, to improve service delivery. Using a case study methodology, this research assesses the implementation of digital tools in streamlining administrative processes and fostering better public access to government information. The findings indicate that while digital transformation has significantly increased operational efficiency, challenges such as digital literacy gaps, infrastructural constraints, and resistance to technological change continue to hinder full adoption. The study concludes by recommending targeted policy interventions to overcome these obstacles, ensuring that digital governance not only increases service efficiency but also strengthens accountability and trust in the public administration of Kuningan. This paper contributes to the understanding of how local governments in developing regions can effectively implement digital reforms to modernize bureaucracy and meet the demands of a digital age.

This research explores internal stakeholders' preferences for the use of digital public complaint applications compared to traditional communication methods such as telephone in public services in Pekanbaru City. Using a qualitative approach, the case study method on the Pekan Kita Application (PEKA) was chosen to analyze in depth stakeholder preferences for the adoption of digital innovation. Data was collected through semi-structured interviews, participant observation and documentation. The findings show that the adoption of the PEKA application is more symbolic, where stakeholders prefer conventional methods because they are considered more practical and in accordance with daily work habits. This indicates that there is a gap between the digital innovation policies implemented and the real needs and preferences of internal stakeholders. The need for fast response and responsiveness to emergency conditions is a preference for internal stakeholders in digital public complaints policies. The implications of this research are very important in designing more effective and humane digital policies, which do not only focus on technical aspects, but also consider non-technical factors such as habits, needs, preferences of internal users and humanity so that technology implementation can be more successful and relevant in practice.

This study aims to examine how the executive class in public services reinforces the implementation of New Public Management (NPM) in Indonesia and its impact on justice in good governance. Using a literature review method, the study collects and analyzes secondary sources such as books, articles, and policy documents related to executive class public services and NPM. The findings highlight the negative effects of the executive class system on both accessibility and fairness within public services. It shows that Indonesia’s adoption of executive class services is a direct result of NPM’s focus on efficiency and outcomes. However, this approach often leads to inequity, reduced accessibility, and misalignment with the core principles of public service. As a result, reforms are necessary to address these challenges by placing greater emphasis on justice, transparency, and inclusivity in public services. The study recommends abolishing or restricting the executive class system, improving the transparency and accountability of service costs, and implementing the New Public Service (NPS) and New Public Governance (NPG) frameworks to develop a fairer and more responsive public service system that better meets the needs of the public.
