Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes
Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. This session will discuss specifically related to the best practice and lesson learned from public sector reform in Asia.

Sejak berdirinya PDAM Tirta Ogan didapati adanya fenomena kelemahan pelaksanaan Good Pengembangan Elektronik Government bertujuan membuka peluang bagi pengaksesan pengelolaan dan pendayagunaan informasi dalam volume yang besar secara tepat dan akurat serta meningkatkan efisiensi, efektivitas, transparansi, dan akuntabilitas penyelenggaraan pemerintahan. Salah satu pengembangan E-Goverment dalam pelayanan publik ada adalah aplikasi srikandi. Tujuan dari penelitian ini untuk menganalisa serta mengetahui apa saja faktor pendukung dan penghambat dari Analisa E-Goverment Dalam Penggunaan Aplikasi Srikandi Versi 2 di Dinas Pariwisata Kota Palembang. Penelitian ini menggunakan metode deskriptif kualitatif dengan fokus penelitian ini tentang Analisa E-Goverment dalam penggunaan Aplikasi Srikandi Versi 2 di Dinas Pariwisata Kota Palembang. Pengumpulan data dilakukan dengan wawancara langsung dengan informan untuk mendapatkan hasil data yang valid. Hasil penelitian menyimpulkan 3 hal yaitu: Aplikasi Srikandi telah mendapatakn dukungan (support) dari pemerintah kota, kapasitas sumber daya finansial telah dianggarkan, sumber daya teknisi belum memadai ,namun telah memiliki anggaran. masi telah di dapat mempermudah pegawai kantor (capacity); aplikasi srikandi telah memenuhi nilai-nilai efektifitas dalam pelayanan publik.

Coastal erosion imposes an looming barrier to eco-tourism and sustainable development in Bali, Indonesia. As a premier international tourist destination, Bali's economy and cultural identity are inextricably correlated to its coastal beach environements. Though, climate change increasingly stresses this island's fiscal and environemental resources. Rising sea levels compounded with anthropogenic pressures accelerates coastal erosion and degradation. This multi-facted IAPA conference paper will investigate risk and crisis management with data-informed adaptive proposals to protect environmental values. The following sustainable policy intervention approaches coastal erosion with a focus on preserving eco-tourism assets and development opportunities in Bali. The research methodology synthesizes recent literature on coastal vulnerability, greeen erosion mitigation, spatiotemporal climate projections, and preventative adaptation strategies specific to Bali and similar coastal tourism destinations. This conference paper proposes that an integrated coastal zone management approach combining organic solutions, adaptive governance, and sustainable tourism practices offers the most promising framework to address coastal erosion while promoting Bali's eco-tourism sector. The central thesis argues that effective coastal erosion management in Bali requires coordinated policy interventions across multiple scales of governance, coupling robust scientific monitoring with flexible, context-specific adaptation measures and stakeholder engagement.

One of the causes of the threat to the sustainability of coastal ecosystems is environmental pressure resulting from tourism industry activities. The purpose of this study is to analyze how to realize sustainable coastal areas through integrated tourism management with the consideration that tourism is not only a business activity that generates income for business units but also as a tool to balance the benefits of development and conservation of natural and cultural resources. The Integrated Coastal Tourism Management approach is used as the basis for this study, by analyzing 4 integrations, namely regional integration, sector integration, integration of scientific disciplines and stakeholder integration. This study uses qualitative research methods, with data collection techniques through in-depth interviews, FGDs, observations and document studies. The results of the study indicate that tourism management has attempted to manage coastal tourism in an integrated manner through: 1) Regional integration is realized in cooperation between regions; 2) Sector integration is realized in cooperation between agencies; 3) Integration of scientific disciplines is realized in the form of regulations and the formation of special bodies; 4) Stakeholder integration is realized in the form of routine meetings that are accommodated in special bodies. Although integrated coastal management has been developed, the achievement for sustainable coastal development is not yet optimal, there is still some damage to coastal ecosystems. Therefore, it is necessary to improve coordination between sectors to realize a sustainable coast.

The Kubu Raya Public Service Mall has implemented good governance principles in implementing public service innovation policies. This effort aims to provide maximum service to the community by facilitating the people of Kubu Raya Regency in handling administrative matters from various government agencies. The research conducted is descriptive and uses qualitative analysis techniques to describe the process of applying good governance principles in the implementation of public service innovation policies in Kubu Raya Regency. This includes cognitive capabilities that must be possessed by public organizations in dynamic governance, such as thinking ahead, thinking again, and thinking across. The results of the research indicate that the services provided at the Kubu Raya Public Service Mall are based on people's real needs, rather than just administrative decisions. The establishment of the Kubu Raya Public Service Mall is a complex process that requires collaboration, commitment, continuous evaluation, and adaptation to existing challenges. However, the process of applying good governance principles in the implementation of public service innovation policies still faces some challenges. These challenges include limited delivery of information related to the Kubu Raya Public Service Mall, which has led to a lack of awareness and understanding of the purpose of the Public Service Mall among many people. Additionally, the provision of limited counters has caused some services to be available only on certain days, and some agencies have had to use other facilities as service counters.

The urgency of this research lies in the need for a deeper understanding of the factors that cause high stunting in areas that are nominally successful in food self-sufficiency. This study also seeks to fill the literature gap by directly linking food self-sufficiency policies and children's health conditions, especially in the context of stunting. Furthermore, this study reviews two main problem formulations, namely: 1) What are the dynamics of food self-sufficiency and stunting rates in Jember Regency? 2) How to optimize the stunting reduction policy strategy in Jember Regency? This research method uses qualitative with in-depth interview data collection techniques, this research analysis technique uses data triangulation. The implications of these findings emphasize the importance of adopting a more holistic and cross-sectoral policy approach. Efforts to reduce stunting in Jember must be integrated with food security policies that pay attention to nutritional quality, as well as effective health and education programs. Local governments need to strengthen coordination between sectors and involve communities in policy implementation to ensure that the benefits of food self-sufficiency can be felt by all levels of society, especially the most vulnerable.

This research aims to explore and analyze the impact of populist discourse on regional development orientation in Makassar, particularly in the context of efforts to achieve the vision of "Makassar as a World City." Using a phenomenological approach, data were collected through semi-structured interviews with various stakeholders, text analysis of regional planning documents, and field observations. The results of the study indicate that populist policies often emphasize short-term gains, such as rapid infrastructure development and social welfare programs. However, they face long-term sustainability challenges, unequal distribution of benefits, and a lack of transparency in the use of public funds.

A notary is a public official who has the authority to make authentic deeds and has other authorities as intended in the UUJN or other laws. As is known, the authority of a notary is not only limited to making authentic deeds but also has other authorities. In this research, researchers want to analyze how the UUJN regulates honorariums related to notary authority in matters other than making authentic deeds. The research methodology used in this research is normative juridical with a statutory approach and a conceptual approach with grammatical interpretation analysis. Notary fees are associated with philosophical, juridical, economic and sociological exigencies. Providing an honorarium to a notary in addition to his authority in an authentic deed is very necessary because it provides legal protection for the rights that a notary should receive for the services provided. Determining the honorarium aims to provide legal protection and legal certainty to notaries. Notaris adalah pejabat umum yang berwenang untuk membuat akta otentik dan memiliki kewenangan lain sebagaimana dimaksud dalam UUJN atau undang-undang lainnya. Sebagaimana hal tersebut diketahui bahwa wewenang notaris tidak hanya sebatas membuat akta otentik saja namun juga ada kewenangan-kewenangan lain. Dalam penelitian ini, peneliti ingin menganalisa mengenai bagaimana UUJN mengatur tentang honorarium terkait kewenangan notaris dalam hal selain membuat akta otentik. Metodelogi penelitian yang digunakan dalam penelitian ini adalah yuridis normatif dengan pendekatan perundang-undangan serta pendekatan konseptual dengan analisis penafsiran gramatikal. Honorarium notaris dikaitkan dengan urgensi filosofis, yuridis, ekonomis dan sosiologis. Pemberian honorarium kepada notaris selain kewenangannya dalam akta autentik sangat diperlukan karena untuk memberikan perlindungan hukum atas hak yang seharusnya diterima oleh notaris atas jasa yang telah diberikan. Penetapan honorarium bertujuan untuk memberikan perlindungan hukum dan kepastian hukum kepada notaris.

The performance of the creative economy in Central Java Province, based on data from the Ministry of Tourism and Creative Economy in 2021, managed to absorb a workforce of 1,410,155 people and create 3,146,702 business entities. The Creative Economy is vital in increasing community productivity and income, providing revenue for local governments, driving economic growth, and responding to various regional economic and social challenges. The Central Java Provincial Government has implemented regional regulations on creative economy development. These regulations involve a non-structural institution, the Creative Economy Committee, whose members consist of the creative economy community, academia, business, and media, to assist the Tourism Office, which has limited authority due to the decentralization of the division of concurrent affairs by the Local Government law. This qualitative research aims to analyze and measure the policy capacity of the two institutions in implementing creative economy development policies based on their duties and functions. Competencies were categorized into three general skills necessary for policy success - analytical, operational, and political - while policy capabilities were assessed at the individual, organizational, and system resource levels. The research findings show that the lack of policy capacity of the Tourism Office can be improved by collaborating with the Creative Economy Committee to improve policy capacity in developing effective and efficient creative economy policies in Central Java Province.

Disaster risk reduction is an effective disaster management paradigm in dealing with various disasters, including food insecurity disasters. One important instrument in reducing the risk of food insecurity disasters is a food vulnerability atlas owned by a government local. The method used is a qualitative method by relying on local government food vulnerability atlas documents. Based on the research results, it is known that 41 villages (14.74%) of the 278 villages throughout the Timor Tengah Selatan (TTS) regency are villages that are very vulnerable to food insecurity. Based on the results of the food vulnerability atlas, it can also be seen the regional government's strategy in overcoming highly vulnerable areas, namely through a program to increase food provision in non-production center areas by optimizing local food resources. This study also recommends that local governments increase basic infrastructure development programs (roads and clean water) in food-vulnerable areas.

In recent years, tourist villages in Indonesia have experienced significant growth, reaching a total of 4,235 villages by 2022. This growth aims to enhance the local economy and preserve cultural potential. While tourist villages positively impact the economic, social, and environmental sectors, they also produce negative effects such as waste accumulation and economic disparities. To address these issues, community-based tourism (CBT) development has been proposed as an alternative, involving local communities in the management and budgeting of tourist villages. This study employs a qualitative descriptive method to analyze policy networks in the development of community-based tourism in South Sulawesi. Data were collected through in-depth interviews, observations, and document studies in two tourist villages with distinct characteristics: Ara Tourist Village and Latimojong Tourist Village. The findings indicate that the policy network in Ara Tourist Village is larger but centralized around the village government, while in Latimojong Tourist Village, it is smaller and focused on the Community Awareness Group (Pokdarwis). The policy networks in both villages remain concentrated in a single area, limiting community participation from other regions. This research highlights the importance of expanding policy networks to reduce economic disparities between communities in tourist areas and those not adjacent to tourist sites.
