Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes
Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. This session will discuss specifically related to the best practice and lesson learned from public sector reform in Asia.

Tujuan dari penelitian ini adalah untuk mengetahui Implementasi PermendikbudristekNo.17 Tahun 2021 tentang Ujian Assesment Nasional Berbasis Komputer (ANBK) di SD Sumsel Jaya Palembang. Manfaat dapat memberikan informasi, masukan, dan bahan acuan bagi sekolah dasar Sumsel Jaya Palembang dalam melaksanakan Asesmen Nasional Berbasis Komputer. Penelitian ini menggunakan metode pendekatan deskriptif kualitatif. yaitu memandu penelitian untuk mengeksplorasi atau memotret situasi sosial yang akan diteliti secara menyeluruh, luas dan mendalam. Teknik pengumpulan data dilakukan melalui observasi/pengamatan serta wawancara tidak terstruktur. Hasil dari penelitian ini dapat disimpulkan pada komunikasi di SD Sumsel Jaya sudah tergolong baik dan komunikasi di SD Sumsel Jaya menurut sudah memenuhi teori Edward lll menunjukkan bahwa kegiatan ANBK terfokus pada kemampuan literasi dan numerasi, namun semua itu tidak mengkerdilkan arti penting mata pelajaran lain. Karena justru membantu murid mempelajari bidang ilmu lain terutama untuk berpikir dan mencerna informasi dalam bentuk tertulis dan dalam bentuk angka. Peserta didik yang dipersiapkan untuk mengikuti ANBK sudah diberikan latihan-latihan dan sosialisasi tentang bagaimana pelaksana ANBK agar peserta didik siap dalam menghadapi asesmen nasional terutama memberikan bimbingan kepada peserta didik dalam menggunakan perangkat komputer/laptop yang dijadikan untuk media ujian ANBK.

This research aims to analyse, describe and find out the evaluation of online-based services at the Tomohon City Population and Civil Registration Service. This research was carried out using qualitative research methods. The number of informants in this research was seven people. Data collection used observation, interview and documentation techniques. Data analysis through data reduction, data presentation and drawing conclusions. The results of this research show an evaluation of online-based services at the Tomohon City Population and Civil Registration Service using the E-dukcapil application which aims to make things easier for the community and can be used by all residents of Tomohon City. In the use of this application, there has been a decline in users of this online-based service, as will happen in 2022, where there will be a decline in the use of this online-based service. This occurs due to a lack of attention from officers to make more efforts to promote online-based services for the Tomohon E-dukcapil application and people who prefer manual services even though the existence of this service is to make it easier for people who do not need to directly process population documents at the office. Tomohon City DUKCAPIL Service. This is also related to the online-based service process carried out by employees at the DUKCAPIL Service, the services provided by existing employees and their implementation.

This study aims to examine the Public Trust in Village Fund Management. The data collection techniques include observation, interviews and documentation. Data processing/analysis techniques in this study are reduction, display and verification. The decreasing public trust in the management of village funds by the village government is caused by the lack of transparency of the village government in the process of making village work programs, accountability for reporting village funds is not fully communicated to the community. In terms of responsiveness, it can be seen that the quality of human resources is minimum. On the other hand, the labor-intensive programs are not well implemented. Therefore, in carrying out its duties as a public servant, the village government must pay attention to and implement the concept of good governance properly, so that the implementation of the concept of good governance through optimizing the dimensions of transparency, accountability and responsiveness will encourage the realization of public trust in the village government, especially in the management of village funds.

Pemerintah di Indonesia saat ini sedang mengembangkan dan meningkatkan kualitas pelayanan publik bagi masyarakat terkhusus sektor kependudukan secara efektif dan efesien, perubahan dari tradisional goverment menjadi e-goverment (electronic goverment) adalah langkah awal bagi pemerintah merombak keseluruhan sistem pelayanan berbasis paper-based ke paper-less. Studi ini dibuat untuk menggambarkan perspektif dari masyarakat tentang program digitalisasi yang sangat membantu dan mempermudah mereka dalam mengakses layanan publik, terutama masyarakat yang tinggal di pelosok daerah yang jauh dari perkotaan, serta memberikan saran kepada pemerintah untuk mendukung penuh program digitalisasi bisa terlaksana dan berjalan seiring waktu dan zaman yang semakin terus berkembang. Metode penelitian yang digunakan adalah deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa (1) program digitalisasi pelayanan publik dalam sektor kependudukan adalah hal yang sangat dibutuhkan masyarakat khususnya memberikan rasa aman dan nyaman kepada masyarakat dari unsur-unsur gratifikasi dan pungli, serta memberikan kemudahan kepada masyarakat yang tinggal di pelosok daerah untuk mengakses pelayanan publik dengan lebih cepat tanpa memikirkan ongkos transportasi yang memang menjadi kendala masyarakat desa. (2) teknologi juga meningkatkan layanan publik, menjadikannya lebih tepat guna, efektif, dan relevan. Karena itu, layanan publik menjadi lebih terjangkau dan responsif. Saran dari adanya penelitian ini adalah diharapkan pemerintah juga melakukan digitalisasi di semua sektor pelayanan publik lainnya di Indonesia, memberdayakan generasi muda untuk membantu memajukan transformasi era digital, serta mengawasi program digitalisasi yang telah ada agar tetap transparansi dan bebas dari unsur-unsur gratifikasi dan pungli.

The global mainstream has privileged western-based concepts to become an exclusive reference point that is considered applicable across countries. However, previous studies have found that the solely utilization of western-based theories is not enough to fully produce the expected output, particularly in Asian context. At this point, we argue that Non-Western approaches inspired by the Asian local culture may serve as a promising alternative to fill-in the gap. Nevertheless, only limited attempts have been done thus far to examine the sustainability of these alternatives and their position against the predominant western ideas. By using primary data collected from two special regions in Indonesia (Aceh and Yogyakarta), this study explores how the local values inspire an alternative administration model that is proven to be workable at practical level, and examines the challenges and its sustainability issues in the modern society. It is suggested that both accommodative attitude towards the co- existence of western and non-western public administration model in the region and the natural internal dynamics among societal actors have created a balanced system which ensures the sustainability of non-western public administration model.

Panjangnya proses pengumpulan hasil pemungutan suara pemilihan umum membuat Komisi Pemilihan Umum (KPU) harus menggunakan aplikasi secara online untuk mempercepat pengumpulan perolehan hasil suara pemilihan umum. Selain itu banyaknya kertas C hasil yang dipergunakan untuk menyalin hasil perhitungan suara membuat KPU mempertimbangkan penggunaan aplikasi. Sistem Informasi Rekapitulasi (SIREKAP) dibuat oleh KPU untuk menengahi permasalahan tersebut. Ketidaksiapan pemerintah dalam menyediakan e-governance khususnya sirekap, aplikasi yang telah berjalan sejak tahun 2020 namun masih banyak kekurangannya, yang seharusnya membuat kinerja pemilu semakin efektif dan efisien malah terkesan membuat kacau. Kesalahan fitur aplikasi yang tidak lengkap, jaringan internet tidak stabil disetiap daerah dan masih banyak permasalahan lain yang membuat aplikasi SIREKAP banyak diprotes oleh KPPS sebagai pengguna aplikasi SIREKAP. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui studi literatur dan studi dokumen. Studi literatur digunakan untuk mempelajari penelitian-penelitian sebelumnya yang berkaitan dengan penggunaan aplikasi SIREKAP, sementara studi dokumen digunakan untuk mengumpulkan dokumen-dokumen yang berkaitan dengan penelitian ini. Temuan dalam penelitian ini akan penulis bahas dengan teori efektivitas yang membahas mengenai tingkat keefektivan dan ketepatgunaan penggunaan aplikasi SIREKAP dalam proses pemilu presiden 2024. Timbulnya ketidakpuasan masyarakat terhadap hasil pemilu yang dihitung melalui aplikasi SIREKAP dan kurangnya kesiapan aplikasi serta pendukung penggunaan aplikasi membuat aplikasi SIREKAP menjadi perhatian penulis untuk dibahas dalam penelitian ini.

The waste bank is a creative way to improve behavior and understanding about managing waste in the home. Social capital, as a collaborative effort at the community level, is essential to the trash bank's management. Mutual trust in society, standards, and networks that the community may use to address problems together are known as social capital. This research aims to find out how the social capital process in the Waste Bank framework in community- based sustainable waste management in Padang City, especially in the Sakinah Waste Bank by using descriptive research conducted through a qualitative approach. The study's analysis revealed that the social capital process at Sakinah Waste Bank is carried out by the community, and that trust is developed between the actors through the transparency of the waste bank management process. Strategies to develop networking with the actors include communication, a shared commitment to support the waste bank management, and a shared understanding of the waste bank's purpose. Social norms are necessary to keep the actors' trust in one other and the transparency process going. Additionally, the social norm might raise citizens' awareness of the need to control household waste.

The management of health workers in Lubuklinggau City still faces various challenges in equitable distribution and meeting the needs of health workers in several fields. To overcome this, the Lubuklinggau City government formulated a policy on the management of health workers to improve the quality and equity of health services. This study aims to analyze actors' interaction in formulating health worker management policies in Lubuklinggau City. Using the descriptive qualitative method, this study examines the interaction between actors in five stages of policy formulation, namely problem identification, preparation of academic papers, internal discussion of the Regional Representatives Council, public consultation, and discussion with the executive. Data was collected through interviews, participatory observation, and document analysis. The results showed that the policy formulation process involved complex interactions between various stakeholders, with the Regional Representatives Council and the Health Office as the key actors. The research also revealed power dynamics and negotiations in each policy formulation stage. Despite efforts to involve various parties, it was found that there are still challenges in integrating diverse interests into the final policy. Based on these findings, it is recommended that local governments improve coordination among stakeholders, develop a more structured mechanism to integrate inputs from various actors and devise a comprehensive strategy to address health workforce distribution gaps, including incentives for placement in underserved areas.

In order to realize the Indonesia Gold 2045, the Indonesian bureaucracy currently needs cadres of reform leaders. Talents who are prepared to become leaders through a comprehensive competency development process are expected to be able to answer the challenges of the global world and create opportunities for change. This study provides an analysis of the cadre school strategy in preparing ASN leaders with integrity and excellence. The method used is a qualitative method. Data collection techniques using Desk Study (Preliminary Research), Limited Discussion, Focus Group Discussion (FGD), Experts Panel (Seminar or Discussion with Experts), Benchmarking (Field Visit). Informants in this study include consultants and practitioners in the field of human resource management. The results of this study show that in order to prepare high talented ASN future leaders, the cadre school should be developed based on: 1.a high quality recruitment system, 2. A high quality learning system which has a strong foundation in integrity, 3. a guaranteed placement system, and 4. A high collaboration among stakeholders. Cadre schools as a systematic effort to identify potential, leadership competencies and offer fast track careers are expected to be able to create cadres of leaders with high talent and integrity.

The public demand for effective and efficient public services continues to grow over time, especially in the 21st century. Through the digitization of public services, also known as e-government, it is believed that these demands can be addressed, although criticisms remain regarding its implementation. The concept of citizen-centric service, which focuses on citizen-centered governance, could be a response to these criticisms. This research analyzes the implementation of e-government through a citizen-centric service approach. Using a literature review and content analysis methods, the author will examine various sources such as books, journals, articles, and so forth, supplemented by several relevant case studies aligned with the research topic. The research findings highlight the importance of the citizen-centric service approach, and this approach can serve as an optimal solution in creating inclusive and representative public policies. The conclusion of this study emphasizes that implementing e-government through a citizen-centric service approach not only has a positive impact but also broadens public participation. Furthermore, it is crucial to continuously improve digital infrastructure and digital literacy to support the more effective implementation of e-government.
