Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes

Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. This session will discuss specifically related to the best practice and lesson learned from public sector reform in Asia.

Abstract

The purpose of this study is to examine the implementation process of public budgeting through a recess forum in Banyuwangi Regency. One of the most radical changes in the development planning process in Indonesia is the emergence of a bottom-up planning model, which was marked by the issuance of Law No.22/2009 on Regional Autonomy. One of the best practices that is considered very successful in bottom-up planning forums is participatory budgeting in Brazil, which was later adopted by many countries around the world. In Indonesia, Development Planning Deliberation is one of the forums considered to represent participatory budgeting, but a number of shortcomings in the implementation of Development Planning Deliberation have caused the community to look for other forums to convey various development proposals in the region. One forum that is considered more effective is through recess forums conducted by legislative institutions. This research was conducted to examine in depth the process and dynamics of participatory budgeting and the participatory budgeting model in the recess forum in Banyuwangi Regency. The method used in this research is qualitative with a Naturalist methodology approach Based on the research conducted, the public budgeting process through the recess forum cannot be implemented as dimensions in participatory budgeting. This is because the public budgeting process through the recess forum will always be tied to the political dynamics being faced by Local house of representatives member. Meanwhile, the political dynamics that occur are determined by political interactions between political actors, especially to gain political support in general elections.

Abstract

Studi ini berangkat dari adanya perkembangan teknologi digital, yang memberikan kesempatan kepada perempuan untuk berdiri sejajar dengan laki-laki, sekaligus membuka pintu bagi perempuan untuk tampil pada ranah publik—yaitu melalui pekerjaan menjadi pengemudi ojek online. Empat orang perempuan yang berprofesi sebagai pengemudi ojek online di kota Surabaya diwawancarai dengan menggunakan pendekatan kualitatif—dan ditentukan dengan metode purposive. Studi ini menemukan bahwa melalui proses eksternalisasi, subjek studi mencoba mencari informasi mengenai pekerjaan sebagai pengemudi ojek online yang dianggap oleh masyarakat sebagai pekerjaan laki-laki itu melalui lingkungan sekitar—antara lain keluarga, teman, maupun dengan mengamati fenomena adanya perempuan yang bekerja pada sektor ini. Selain itu, proses eksternalisasi tersebut juga terlihat dari adanya alasan subjek studi ini memilih untuk ‘terjun’ pada pekerjaan ojek online yaitu untuk memenuhi kebutuhan sehari-hari serta adanya kemudahan persyaratan untuk melamar. Lebih lanjut kemudian, proses adaptasi sebagai pengemudi ojek online juga merupakan bentuk dari proses eksternalisasi—yang dilakukan melalui cara interaksi dengan sesama pengemudi ojek; bercanda; bertanya terkait kendala yang dialami maupun ikut perkumpulan sesama pengemudi. Sedangkan proses objektifikasi itu terlihat dari adanya anggapan subjek studi yang menilai pekerjaan ini sebagai bentuk kesetaraan antara perempuan dengan laki-laki serta hambatan bagi subjek studi dalam menekuni pekerjaan baru yaitu adanya kendala teknis. Terakhir, adalah proses internalisasi yang merupakan wujud identifikasi subjek studi dengan dunia ojek online. Bentuk internalisasi itu antara lain pemakluman subjek studi atas penolakan customer karena alasan gender dan adanya peran ganda yang harus dilakukan oleh subjek studi yaitu mengurus rumah dan bekerja pada ranah publik. Dengan demikian, studi ini menyimpulkan bahwa bekerja pada ranah publik serta masuk dalam pekerjaan sektor informal memunculkan tantangan bagi subjek studi ini—adanya konstruksi sosial bahwa pekerjaan ini merupakan pekerjaan yang dilakukan oleh laki-laki menghadirkan implikasi berupa penolakan dari pelanggan maupun stigma negatif dari masyarakat. Hal yang juga menunjukkan bahwa terdapat konstruksi sosial tentang pembagian pekerjaan berbasis gender pada masyarakat. Akan tetapi, hadirnya perempuan dalam sektor ini menandakan bahwa perempuan dengan laki-laki memiliki hak yang sama—sekaligus memperlihatkan bahwa perempuan mampu bekerja pada sektor yang selama ini dianggap pekerjaan laki-laki dan menjadikan sebagai sumber pendapatan keluarga.

Abstract

So far, villages have often been neglected due to the tendency of development in urban areas. This study aims to realize the implementation of the Sustainable Development Goals of the Village through a healthy and prosperous village program in Suka Damai Village, North Tambusai District. The research method uses qualitative data collection techniques of observation, interviews and documentation. Based on the results of the study, it can be concluded that the implementation of the Sustainable Development Goals of the Village in healthy and prosperous villages has achieved indicators, namely births in health service facilities and using skilled health workers reaching 100%, maternal mortality rates reaching 0%, infant mortality rates reaching 0%, basic infant immunization reaching 100%, deaths and serious injuries due to traffic accidents reaching 0% and access to proper sanitation reaching 100%. While the indicators that have not been achieved are BPJS Kesehatan which has not reached 100% of the population, the percentage of smokers ≤18 years has not reached 0%, the prevalence of contraceptive use in married residents aged 18-49 years has not reached 100%, the birth rate in adolescents aged 15-19 years has not reached 0% and access to clean drinking water has not reached 100%. The achievement of the Village SDGs indicators in this case is driven by good cooperation and coordination between village governments.

Abstract

Purpose: There is little research on women's leadership in Open and Distance Higher Education especially during the COVID-19 pandemic and times of uncertainty (VUCA) that explores women's experiences of leading a distance learning institution from home. This study describes how women managers of learning and materials services and heads of administration lead Universitas Terbuka from home in the implementation of the first phase of lockdown in Indonesia in 2020. Data collected in a narrative manner with in-depth interviews with four women about conscious experiences women lead the Jakarta and Serang regional offices of Universitas Terbuka. Leading from home requires extra energy for women at the beginning of the covid-19 pandemic, family support, technology and internet networks greatly affect the process of women's leadership in Universitas Terbuka. Work from home starting from office hours until late at night with commitment, proactive, trust and able to make decisions quickly with leadership and other staff through Microsoft Teams and Zoom. In addition, women leaders continue to communicate and coordinate via Whats-app group, personal communication and work email. Conclusions: The experience of working from home for women who lead open and distance higher education can be a positive picture behind the worrisome condition of the Covid-19 pandemic in the world.

Abstract

Artikel ini menganalisis hegemoni tayangan edukatif "Clash of Champions" yang disajikan oleh platform edukasi digital Ruangguru di tengah maraknya tayangan non-edukatif di era digital. Dengan menggunakan metode kualitatif dan pendekatan eksplanasi berdasarkan analisis teori hegemoni Antonio Gramsci, penelitian ini menunjukkan bagaimana tayangan edukatif yang dikemas dalam bentuk kompetisi siswa berprestasi mampu menarik minat remaja. Artikel ini mengeksplorasi strategi kreatif dan pemasaran yang digunakan oleh Ruangguru serta implikasinya terhadap perubahan preferensi remaja terhadap tayangan edukatif. Hasil penelitian menunjukkan bahwa melalui hegemoni yang tepat, konten edukatif dapat menggeser dominasi tayangan non-edukatif di platform media digital, memberikan manfaat bagi perkembangan intelektual remaja dan kepribadiannya, meningkatkan keinginan mereka untuk memperdalam kemampuan kognitif., serta remaja dapat memilih secara rasional tayangan yang bermanfaat bagi mereka.

Abstract

Violence against women (VAW) is a global issue that causes physical and psychological harm and hinders women's participation in various life aspects, impeding a country's development and economy. In this regard, research on the issue tends to focus on health, socio-economic, or legal aspects and prevention, overlooking the impact of public policy on VAW. This study utilises bibliometric analysis to investigate the impact of public policy on VAW over the last three decades. The sample analysed was 405 articles. The results show that the literature production in this field tends to increase yearly. Despite the issue being more prevalent in low- and middle-income countries, research is predominantly conducted by developed countries, with the US, UK, and Canada being the most influential. Public policies have both direct and indirect impacts on women. Policies can create social conditions that increase gender equality, encouraging improvements in women's social and economic conditions. On the other side, public policy can increase women's vulnerability to violence. It is an urge to address VAW that tends to increase due to the COVID-19 pandemic. Thus, it is essential to critically evaluate policy implementation and ensure women can access various forms of protection and assistance.

Abstract

Tourism always contributes to governance actors at the government, private and community levels, especially in improving the community's economy and increasing Regional Original Income (PAD). This research analyzes how networking governance is used in the construction and development of Kampung Pelangi 200 in Dago Village, Coblong District, Bandung City. The research method used is qualitative with data collection techniques in the form of direct interviews, observation and documentation studies, data analysis used in this research uses an interactive analysis approach, meanwhile for data validity in this research uses source triangulation. The results of the research show that the community in the Kampung Pelangi 200 area is able to build networks with various other actors such as the government, private sector and universities in developing urban tourism that they agree with. The actors go through several series of processes such as involving themselves in existing construction and development, building social ties. between the actors involved, manage the resources they have and take various decisions collectively using a deliberative approach.

Abstract

Sustainable development is the main focus in achieving the vision of Golden Indonesia 2045. One sector that has great potential in realizing this vision is tourism. Human Resources in the tourism sector are key in supporting sustainable development. This study aims to identify the role of tourism Human Resources in supporting sustainable development towards the vision of Golden Indonesia 2045. The method used is a literature study to collect information related to the concept of sustainable development, tourism, and the role of Human Resources. The results of the study indicate that tourism Human Resources not only play a role as workers, but also as agents of change that affect environmental, social, and economic sustainability. In addition, skilled, trained, and competent tourism Human Resources can improve the quality of tourism services, maintain environmental sustainability, and promote local culture. The conclusion of this study is the importance of investing in the development of sustainable tourism Human Resources as a strategy to achieve the vision of Golden Indonesia 2045. What can be recommended from this paper is that public policies are needed to support the development of Human Resources capacity, including training programs, higher education, and collaborative initiatives between the government, tourism industry, and local communities. Thus, tourism Human Resources can be the main driving force in achieving holistic and sustainable development in Indonesia.

Abstract

Cerai gugat merupakan putusnya hubungan perkawinan karena adanya gugatan yang diajukan oleh pihak istri. Jumlah perkara cerai gugat jauh lebih banyak jika dibandingkan dengan jumlah perkara cerai talak. Tidak dapat dipungkiri baik secara sadar atau pun tidak sadar dan langsung mau pun tidak langsung bahwa nilai-nilai patriarki telah menyebabkan ketidakadilan dan ketidaksetaraan gender seperti adanya subordinasi, dominasi, pelecehan seksual, perceraian, dll. Tulisan ini bertujuan untuk membahas dan menganalisis nilai-nilai patriarki dalam hasil putusan sidang perkara cerai gugat Pengadilan Agama Sawahlunto tahun 2022-2023. Teori yang digunakan untuk membahas penelitian ini ialah teori strukturasi Anthonny Giddens, sementara metode yang digunakan dalam penelitian ini adalah gabungan metode kuantitatif dan kualitatif, yang mana metode kuantitatif digunakan untuk memperoleh data angka berupa hasil persentase dari keseluruhan putusan sidang cerai gugat. Sementara metode kualitatif digunakan untuk menjelaskan dan menganalisis nilai-nilai patriarki yang menyebabkan terjadinya cerai gugat tersebut. Ada pun data yang dianalisis dalam penelitian ini ialah seluruh data hasil putusan sidang perkara cerai gugat di Pengadilan Agama Sawahlunto Tahun 2022-2023. Hasil dari penelitian ini adalah nilai-nilai patriarki telah mempengaruhi kehidupan rumahtangga pasangan suami istri dan menyebabkan beberapa masalah dalam rumahtangga seperti adanya KDRT, poligami, perselingkuhan, campur tangan keluarga, dll.

Abstract

This study aims to analyze the effectiveness and efficiency of digital transformation in the trademark registration process for MSMEs in Yogyakarta. The method used is descriptive qualitative, with data collected through interviews and observations of MSME actors and review of official documents. The results of the study indicate that although digitalization can accelerate the process and reduce manual bureaucracy, there are significant obstacles, such as low digital literacy and limited access to technology in remote areas. In addition, complex procedures and lack of technical assistance are still major challenges. This study contributes to providing strategic recommendations to the government to improve the quality of digital trademark registration services, especially by expanding digital training and simplifying procedures for MSMEs to be more competitive in the digital era
