Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes

Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. This session will discuss specifically related to the best practice and lesson learned from public sector reform in Asia.

Abstract

It is hoped that a world-class government in Indonesia can be realized in 2024. One of the efforts to realize the government's vision is proven by the social movement of the Indonesian bureaucracy at the grassroots innovation level at the end of 2023. With social learning and experiential learning methods, movement amplification in the form of a buddy program can be obtained by both its resonance throughout the bureaucracy and society. Analysis of the research process experimentally with the learning methods that have been mentioned is documented and included in simple knowledge management utilizing Artificial Intelligence resources available on the Internet which can become knowledge management for all Indonesian bureaucrats. Based on empirical study through experimental results, it is proven that social movements through buddy programs in the bureaucratic sphere could untangle the tangled threads of government governance even in a small scope. The hope is that in the future, every innovation effort at the grassroots level needs to be supported and its implementation replicated as much as possible at a wider bureaucratic level and reaching the public so that innovation at the grassroots level becomes more widely useful and shows that the Indonesian bureaucracy has reached world-class level.

Abstract

The development of tourism village is a mainstay of many countries which has potential because they are considered useful in improving the economy and welfare of their people. There are many papers on the development of tourism village by finding various unique attractions as different tourist features. Likewise, Indonesia has a story of revitalizing an unused bridge into a culinary tourist attraction called the Mangga Bridge. The purpose of this study is to analyze the process of revitalizing an abandoned bridge to become one of the rural culinary tourism destinations and the impact of implementing this revitalization in the context of developing a tourism village. Using descriptive qualitative methods with data collection techniques such as interviews and from documens. The collected data were then analyzed using the interactive model. We found that revitalizing an abandoned bridge is one of the strategies that can turn Namo Sialang village into a tourism village because Mangga Bridge or the bridge cafe is a culinary tourist attraction. In addition, the tourism village development policy through the revitalization of abandoned bridges has had several positive impacts: 1) Namo Sialang village can already be proposed as a tourism village because it has unique resources as a tourist attraction; 2) through the mangga bridge, the government opens jobs for the community through culinary businesses managed by village-owned enterprises (BUMDES), where this can increase people's income. 3) the government regains public trust and increases community participation in village development.

Abstract

This study aims to evaluate the Minimum Service Standard policy in the social sector in Gorontalo Province. The implementation of Minimum Service Standards in the social sector in Gorontalo Province has still not reached the expected optimal target. Some of the main factors that affect the implementation of the Minimum Service Standards in this area include budget limitations, lack of adequate service facilities, and weak coordination between related institutions. This study uses a retroactive evaluation approach to assess the extent to which the implementation of this policy is running, focusing on the potential, policy, and impact of the implementation of the Minimum Service Standards in the field. Based on the results of the analysis, it was found that the achievement of the Minimum Service Standards indicator in several categories is still low, especially in services for people with disabilities, abandoned children, and the elderly in social institutions. This shortage is caused by limited regional budget allocation, lack of professionals, and the absence of more detailed derivative regulations to support policy implementation at the operational level. In addition, the synergy between institutions in the implementation of social programs is also not optimal, resulting in the low quality of services provided to the community. The implications of these findings show that there is a need for the preparation of more specific derivative regulations, institutional capacity building, and more adequate budget allocation to support the implementation of Minimum Service Standards in Gorontalo Province. With improvements in these three aspects, it is hoped that the quality of social services in Gorontalo Province can meet national standards and have a more positive impact on the welfare of people in need. This research makes an important contribution to more effective policy-making in efforts to optimize social services in accordance with the Minimum Service Standards.

Abstract

Gelandangan dan pengemis (gepeng) menjadi permasalahan sosial berdampak signifikan di kota-kota besar yang ada di Indonesia, termasuk di Kota Pekanbaru. Gepeng merupakan cerminan jumlah masyarakat miskin yang terus mengalami peningkatan dari tahun ke tahun. Penelitian ini bertujuan untuk melakukan evaluasi pelaksanaan kebijakan sosial yang dilakukan oleh Pemerintah Kota Pekanbaru dalam menanggulangi gepeng, serta melakukan identifikasi kendala dan merekomendasikan solusi untuk meningkatkan efektivitas kebijakan di masa yang akan datang. Pendekatan penelitian menggunakan pendekatan deskriptif kualitatif dengan metode pengumpulan data melalui wawancara secara mendalam, observasi dan studi dokumentasi. Hasil temuan penelitian menunjukkan kebijakan penertiban, rehabilitasi sosial, dan pemberdayaan ekonomi telah diterapkan di kota Pakanbaru, namun efektivitasnya belum optimal. Ditemukan bahwa masih kurangnya koordinasi antarinstansi, keterbatasan anggaran, dan rendahnya partisipasi masyarakat menjadi kendala utama dalam implementasi kebijakan Sosial. Untuk itu, diperlukan peningkatan koordinasi antarinstansi, alokasi anggaran yang lebih memadai, serta peningkatan edukasi masyarakat untuk meningkatkan efektivitas kebijakan sosial dalam menanggulangi gepeng di Kota Pekanbaru.

Abstract

Public administration reform is the Indonesian government's strategy to increase the capacity of the Indonesian Civil Service (ICS) to be able to compete at the global level. This article reveals the approach that has been taken so far and the development model for increasing ICS capacity so that they are able to compete globally. The main problem with Indonesian ICS is the lack of ability to compete internationally, especially ICS in local government. In fact, for a region to progress, one of the requirements is that its ICS competency must be qualified, not only local, but global. By using a descriptive qualitative approach, researchers found that the public administration reforms carried out so far in Indonesia are more about bureaucratic reform. Public administration reform is very broad, covering various dimensions. Bureaucracy is only one of the various dimensions of public administration that exist, such as public policy, public management, public organizations, public ethics, public environment, and performance. For this reason, it is necessary to reform public administration as a whole, through the development of a model that is able to increase the competence of Indonesian ICS at international standards.

Abstract

This study examines the Indonesia Serving Movement (Gerakan Indonesia Melayani or GIM) as a bureaucratic reform initiative aimed at improving public service delivery through the application of bureaucratic entrepreneurship strategies. GIM is part of the broader Gerakan Nasional Revolusi Mental (GNRM) and focuses on implementing innovation, efficiency, and accountability within Indonesia's public sector. GNRM was introduced to promote progress and modernity in Indonesia by implementing a culture of integrity, hard work, and communal cooperation. The literature review method was employed to analyze existing theoretical frameworks, including street-level bureaucracy and bureaucratic entrepreneurship, and to synthesize key findings on the role of public servants and managers in reforming service delivery. The study reveals that GIM has been successful in integrating e-government systems, establishing Public Service Malls (MPP), and implementing performance-based management. Despite its achievements, the study highlights challenges such as regional disparities and the limited availability of GIM-specific research. Recommendations for policymakers include strengthening bureaucratic entrepreneurship, expanding MPPs, and addressing regional inequalities.

Abstract

Perhubungan Kota Palembang melalui pendekatan Collaborative Governance. Metode penelitian yang digunakan adalah kualitatif dengan teknik pengumpulan data berupa wawancara mendalam, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa penerapan dan penegakkan retribusi di Kota Palembang melibatkan berbagai pemangku kepentingan, termasuk pemerintah daerah, swasta, dan masyarakat. Kolaborasi antara pihak- pihak tersebut tercermin dalam koordinasi dan komunikasi yang efektif, meskipun masih terdapat beberapa kendala, seperti keterbatasan sumber daya dan resistensi dari masyarakat. Penelitian ini menyimpulkan bahwa model Collaborative Governance mampu meningkatkan efektivitas penerapan dan penegakkan retribusi, namun membutuhkan komitmen dan partisipasi aktif dari semua pihak terkait. Rekomendasi yang diberikan mencakup peningkatan kapasitas sumber daya manusia, penguatan regulasi, dan peningkatan kesadaran masyarakat terhadap pentingnya retribusi sebagai sumber pendapatan daerah.

Abstract

The problem of stunting is still a serious challenge in Indonesia, which is ranked fifth globally in stunting prevalence according to UNICEF. Stunting, which is determined based on a child's height according to age, has a significant impact on children's health and development, including decreased cognitive function. This study attempts to analyze governance capacity in overcoming stunting in West Java. This study uses a descriptive qualitative approach to explore the role of the government in managing stunting in West Java. This qualitative method aims to understand social meaning through interviews with informants from the Health Office, Duta Genre, and the Regional Planning Agency. Interactive analysis is used in data analysis, as well as for data validity using triangulation of sources and techniques. The results of the study show that the Acceleration of Stunting Reduction (TPPS) of the West Java Province is tasked with coordinating, synergizing, and evaluating efforts to reduce stunting through cross-sector collaboration. At the Regency/City level, TPPS integrates regional apparatus and stakeholders, including TP-PKK. To support the program, the organizational structure involves various agencies, including BAPPEDA and the Health Office, as well as NGO. The regulations underlying this program include the Presidential Regulation on the Acceleration of Stunting Reduction, with a focus on preventing stunting before and after birth. Counseling the community about stunting is very important to increase awareness. Finally, Implementation is carried out with a holistic approach, including specific and sensitive interventions, as well as periodic monitoring to achieve the target of reducing the prevalence of stunting that has been set.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis peran serta posisi pemangku kepentingan dalam formulasi kebijakan pengelolaan sampah di Kota Lubuklinggau. Menggunakan pendekatan kualitatif deskriptif, data dikumpulkan melalui wawancara mendalam, observasi, dan analisis dokumen selama tiga bulan, dan melibatkan 15 informan kunci dari berbagai kategori pemangku kepentingan. Uji keabsahan data dilakukan melalui triangulasi sumber dan perpanjangan keterlibatan, dengan analisis data menggunakan model interaktif Miles dan Huberman. Hasil penelitian menunjukkan dominasi aktor pemerintah dalam proses formulasi kebijakan, sementara keterlibatan aktor non-pemerintah dan masyarakat masih terbatas. Pemetaan stakeholder mengungkapkan variasi tingkat ketertarikan dan kekuatan di antara para aktor, dengan Walikota, DPRD, dan Dinas Lingkungan Hidup sebagai pemain utama. Berdasarkan temuan ini, penelitian merekomendasikan untuk dilakukannya penelitian lanjutan dengan berfokus untuk mengidentifikasi secara lebih detail subkelompok atau individu kunci dalam setiap kategori pemangku kepentingan dan mengembangkan suatu model atau kerangka kerja untuk mengaktivasi dan mengoptimalkan peran berbagai pemangku kepentingan dalam pengelolaan sampah. Dengan adanya penelitian lanjutan dari penelitian ini, diharapkan dapat menghasilkan pemahaman yang lebih mendalam tentang jaringan aktor dalam kebijakan pengelolaan sampah di Kota Lubuklinggau, serta menghasilkan strategi konkret untuk mengoptimalkan kolaborasi multi-stakeholder.

Abstract

This study aims to explore women's leadership in the context of private higher education governance (PTS) in Gorontalo Province. Through a qualitative approach, this study analyzes the factors that influence leadership styles, including masculine and feminist leadership styles, as well as the challenges and obstacles faced in managing educational institutions.The results show that female leaders tend to adopt a democratic and collaborative leadership style, listen to input from team members, and create an inclusive work environment. Despite obstacles related to a centralized management system, leaders can still implement strategies that build synergy and collaboration among team members. This study identifies supporting factors such as foundation support, strategic campus locations, and innovative team commitment as key elements in improving the quality of education management.The implications of these findings indicate the importance of integrating masculine and feminist leadership styles to achieve organizational success. The recommendations produced aim to maximize the effectiveness of women's leadership in the context of PTS, as well as encourage the development of more inclusive and collaborative policies in the management of higher education in Gorontalo Province. This research is expected to make a significant contribution to improving the quality of education and women's empowerment in the realm of higher education leadership.
