Abstract

This study analyzes the political strategy of Tibrani, a non-elite cadre of the National Awakening Party (PKB), in winning the 2024 Legislative Election in Tengah Ilir Subdistrict, Tebo Regency, Jambi Province. The case contests the notion that economic capital and elite status alone determine political victory. Using a qualitative approach with an intrinsic case study design and an explanatory method, data were collected through in-depth interviews, participatory observations, and documentation. Findings reveal that Tibrani succeeded by engineering social capital, orchestrating social networks, and building a participatory ecosystem. His political communication emphasized narrative, multichannel messaging, and collective identity. The study concludes that non-elite actors can succeed electorally through participatory strategies and community-based approaches. This research contributes to the discourse on alternative political strategies in local democracy.

Abstract

The Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) is a subregional cooperation initiative established in 1993 by the governments of Indonesia, Malaysia, and Thailand, aiming to accelerate economic transformation in less-developed provinces. IMT-GT meetings serve as a key building block for cooperation within ASEAN. Jambi Province, one of the 10 Indonesian provinces included in the IMT-GT program, is expected to benefit from the implementation of this initiative. The IMT-GT Blueprint for 2022-2026, which serves as the framework for subregional cooperation over the next five years, was finalized in 2022. Indonesia has outlined five main strategies for this blueprint: (1) economic corridor approach and regional integration, (2) promoting private sector participation, (3) supporting inclusive growth, (4) adopting green, blue, and circular economic  developments, and (5) institutional adjustments across sectors. Jambi Province has developed a designated area known as Sentusa (Sengeti, Tungkal, Sabak) to support the implementation of these strategies. This study focuses on the strategies employed by the provincial government of   Jambi to implement the IMT-GT framework. This research uses an exploratory descriptive method, gathering data from primary informants and secondary literature sources.

Abstract

Abstract The purpose of this study is to examine how the Population Control and Family Planning Policy is implemented by the Office of Women Empowerment, Child Protection, Population Control, and Family Planning in Banda Aceh City. The research applies a qualitative descriptive method through interviews, observations, and document analysis. The findings show both supporting and inhibiting factors in policy implementation, including resources, communication, and organizational structure. The research focuses on three main questions: how the policy is implemented, what supporting and inhibiting factors exist, and what strategies can be applied to improve its implementation. A qualitative approach was employed, with data collected through in-depth interviews using an interview guide. Informants included institutional leaders, family planning field officers, and other relevant stakeholders. Data were analyzed by categorizing responses, classifying findings, and reviewing interview transcripts and audio recordings based on source and date. The findings reveal that policy implementation is influenced by four key aspects: communication, which ensures clarity of program delivery, methods, objectives, and target groups; resources, including adequate personnel, facilities, and infrastructure; disposition or attitude, reflected in motivation, commitment, and the use of rewards and punishments; and organizational structure, supported by technical guidelines, regulations, and implementation manuals. Supporting factors include sufficient facilities, competent human resources, and clear regulations, while constraints are primarily limited budgets and the lack of competence among some implementers. Strategies to strengthen policy implementation involve continuous socialization, expanding outreach to various partners, and collaborative approaches with religious, traditional, and community leaders. This study highlights the importance of synergy between communication, resources, attitudes, and organizational structures in ensuring the success of population control and family planning programs in Banda Aceh City.

Abstract

Recurring issues surrounding the permanent voter list (DPT) in general and local elections in Indonesia reflect systemic weaknesses in election governance. This study aims to map the polarization of issues related to the DPT and analyze their impact on public administration. A qualitative literature review was conducted on 47 selected journal articles obtained through Google Scholar as the main entry point due to its accessibility and broad coverage. Various types of sources, including journal articles, theses, reports, and preprints, were used, enabling researchers to capture a more diverse literature landscape, especially in local or regional contexts where publications are not always indexed in paid databases; the ease of initial filtering also meant faster results when searching for specific keywords, allowing researchers to compile an initial list of relevant articles for further screening; and the diversity of languages and sources enabled the discovery of Indonesian or regional works that are often underrepresented in international paid databases, making them relevant for local studies on DPT and governance. The findings show that Voter List issues can be categorized into three types of polarization: structural versus cultural, technological versus manual, and centralization versus decentralization. These issues lead to reduced electoral legitimacy, budget inefficiency, and declining public trust. In conclusion, voter list issues are not merely administrative problems but also serious threats to the quality of democracy and effective governance. Comprehensive reforms involving strengthened regulations, institutional capacity building, and technological optimization are urgently needed to enhance the integrity of voter data in future elections.

Abstract

Research shows that the process of verifying the candidacy of DPD members in Riau Province through the SILON application effectively improves the efficiency of election administration. However, in reality, a number of problems have arisen that need attention. One of the main problems identified as evidence from the research is disruption to access to the SILON server, which causes delays in document verification and confirmation of registrant status, so that the verification process does not run smoothly according to the set schedule. Additionally, the lack of understanding and skills in using SILON among human resources within the Riau Provincial Election Commission (KPU) also acts as a barrier, as both technical and non-technical obstacles affect the accuracy and speed of data input and document verification. These findings indicate that while SILON technology can enhance administrative efficiency, the need for improvements in technological infrastructure and user capacity is crucial to optimizing SILON's role as a digital democracy tool. The implications of these findings emphasize the need for improved technical infrastructure, efforts to restore and maintain more stable server access, and ongoing training programs for human resources to ensure that candidate verification can be conducted accurately, on time, and responsively to the dynamics of the election.
