Abstract

Globally, political parties seem to be common vehicle through which general public participates in governmental decision-making. This is influenced by the increased democratization evidenced by many countries’ adoption of multipartyism. Consequently, South Africa’s (SA) and Tanzania’s legal frameworks are not exception. Despite such influence Tanzania in particular, improperly regulate switching and disciplining of members of political parties. Through a human right approach this paper carries out a comparative review of SA and Tanzanian legal frameworks on regulation of switching and disciplining of members of political parties. The qualitative analysis of documents reviewed shows SA has adopted constitutional principles the basis of which regulation of political parties contribute to popular participation and elimination of improper switching and disciplining of members of political parties. Tanzania’s legal framework is informed by SA on; cessation of political party membership while retaining the membership in decisions making organs and disciplining of members of political parties.

Abstract

Penelitian ini membahas tentang Pelaksanaan Kampanye Dalam Pemilihan Kepala Dearah Di Masa Pandemi Covid-19 Tahun 2020 Provinsi Riau. Teori Antar Venus mengemukakan beberapa variabel yaitu perekrutan dan pelatihan personil kampanye, mengontruksi pesan, meyeleksi penyampaian pesan kampanye, menyeleksi saluran kampanye. Penelitian ini menggunakan metode penelitian kualitatif dengan desain kualitatif. Hasilnya, kegiatan kampanye yang dilakukan oleh pasangan calon sudah terlaksana sesuai dengan prosedur yang telah dibuat oleh Komisi Pemilihan Umum (KPU). KPU sangat menganjurkan kepada setiap pasangan calon untuk dapat melakukan kegiatan kampanye dan dengan memematuhi penyelenggaran yang sudah disosialisasikan untuk menghindari pelanggaran tindakan pidana yang dilakukan oleh pasangan calon. Penyampaian saluran kampanye ini sudah diatur dan difasilitasi oleh KPU. Badan Pengawas Pemilu memberikan arahan tentang penyelenggaraan penyampaian saluran kampanye, untuk menghindari tindakan yang mengarahkan ke pelanggaran hukum pidana bagi pasangan calon. Dalam berlangsungnya 70 hari masa kampanye terdapat beberapa pelanggaran yang dilakukan oleh pasangan calon. Pelanggaran tersebut terdapat pelanggaran temuaan dan pelanggaran laporan, ketahuai bahwasanya terdapat pelanggaran temuan dan laporan sebanyak 146 masalah dalam pelaksanaan kampanye pada tahun 2020 di Provinsi Riau yang di proses

Abstract

Mass communication through social media can be used as a link between political communicators and the public. As a political communication channel, social media can influence and determine political behavior because social media can influence public opinion. Good control of public opinion plays a role in winning the battle for societal influence. For political forces participating in parliamentary elections (such as presidential elections, regional head elections and members of parliament), it is important to use social media effectively to convey political messages. Through social media, the public absorbs the content of political messages more quickly and easily, because every public has access to information without barriers and geographical boundaries. Social media is also a very effective means of communication, especially when conveying information and receiving public feedback. Public feedback can bring closer relations between the political media and the public. In addition, the use of social media is increasingly popular and growing among people today, reaching even remote rural areas. With good information packaging, the public can easily understand the political messages conveyed by the political media. By conveying political messages that are appropriate and carried out effectively, in the end it can arouse public sympathy so that they accept the intentions desired by political communicators.

Abstract

As a tactical step away from the concept of democracy, general elections in Indonesia are always faced with the practice of political clientelism.These problems are certainly a warning of the death of substantial democracy. Amid these threats, the 2024 general election has a different vote map from previous periods, where the proportion of young voters exceeds 50% of the national vote. This study aims to see the potential role that young voters can play in the 2024 general election to create substantial democracy. This article is a literature study through collecting library data, reading, recording, and processing research materials. In general, this article finds that young voters have a fairly high level of concern for environmental and climate issues after the issue of corruption. In particular, this article shows that climate and environmental issues can become a political narrative that encourages the creation of substantial democracy in the 2024 general election. In the pattern of political clientelism, the 2024 general election can form substantial democracy through the propositions of young voters and their interests, which will form a political narrative based on ideas.

Abstract

This article aims to explain why NATO keeps expanse on Ukraine, and why Russia responses it through invasion now. By using qualitative methode, library research, and the neostructural realism theory founded that since the dissolution of Soviet Union, NATO has been no longer appropriate abstracted as an alliance but an unipole security coalition, then the NATO expansion on Ukraine can be seen as the continuity of U.S.’ containment policy to Russia, and adding its coalition partners for unilateral action legitimacy in order to maintain its hegemon position which undermine Russia’s Eurasia great power vision and its crucial national security. Meanwhile the uneven distribution of power elements between U.S. and Russia as the macro international structure constraint Russia invasion but the bipolar world through Russia-China unlimited strategic partnership, and the shifting of U.S. offset strategy to Russia on hypersonic missile as the micro structure encourage Russia to take invasion now.

Abstract

This study aims to analyze the performance of the bureaucracy in improving the quality of public services for the Pasaman Regency government in the education and health sectors. In the implementation of public services, Pasaman Regency is included in the category (yellow zone) in services with moderate compliance categories. In 2018 Pasaman Regency was in the Very High Ranking based on the EPPD Performance Evaluation and Performance of the Regency. Passover. In addition, based on the analysis of Macro Performance Indicator data, the performance of the Pasaman Regency government has experienced an increase in performance. This study used a qualitative approach with descriptive methods. This study aims to analyze and describe the performance of the bureaucracy in improving the service quality of the Pasaman District Government by conducting documentation studies and in-depth interviews. The results of the study showed that efforts to improve public services can be seen from the policy direction of the Pasaman Regency government through a Budget Policy which allocates more to social spending than personnel spending. Furthermore, as an effort to bureaucratic effectiveness, the Pasaman Regency Government streamlined the OPD so that the bureaucracy could run effectively. Then, service quality improvement was also carried out through UHC (Universal Health Coverages) policy innovations to provide the best health services to the community. As well as educational service innovations through a 12-year free education program until they graduate from high school or the equivalent for all student children in Pasaman Regency.

Abstract

This study aims to describe and find out about the forms of voter participation in simultaneous regional head elections during the Covid 19 Pandemic Period in Bengkalis Regency in 2020. As well as to find out what are the factors that influence voter participation. This study uses a qualitative research method with a descriptive analysis method, as well as through a phenomenological approach, where this research can be started by paying attention to and examining the focus of the phenomenon to be examined, which looks at various subjective aspects of the object's behavior, namely the people in Bengkalis Regency who have the right to vote in the 2020 regional elections in accordance with the provisions of the law. The findings in this study are that community participation in the implementation of the 2020 regional head election during the Covid 19 pandemic in Bengkalis Regency increased by 11.50% when compared to the 2015 regional head election as well as the 2010 regional head election. The factors increasing community participation This is due to economic factors, the socialization factor of the organizers, the awareness factor of the voters themselves and also the first time voters, the political trust factor, the trust factor in the candidates, and the mobilization factor carried out by the candidates through the winning team, campaign team, and so on to the people in Bengkalis Regency. However, from all of these factors, based on the results of the research conducted by the researchers, the main factor that led to an increase in voter turnout was money politics or gifts in other forms carried out by election participants.

Abstract

Erick Thohir membawa podcast Bocor Alus Politik Tempo ke Dewan Pers. Menteri BUMN itu keberatan tayangan podcast milik Tempo Grup itu karena tidak professional, tidak berimbang dan tanpa verfikasi. Dewan Pers kemudian memutuskan podcast Tempo bersalah melanggar tiga pasal dalam Kode Etik Jurnalistik, dan untuk itu Tempo dihukum meminta maaf kepada Ercik Thohir. Mengapa media yang mempunyai reputasi sangat bagus itu bisa melakukan kesalahan yang cukup berat? Podcast Tempo yang bergaya seperti bukan produk pers misalnya Deddy Corbuzer dan Akbar Faisal itu menarik dicermati. Kajian ini ingin menjawab pertanyaan mengapa podcast Tempo seperti fenomena clickbait, mencari sensasi, dengan mengabaikan akurasi? Selain melalui studi pustaka, juga dilakukan diskusi dengan Staf Menteri BUMN, Nezar Patria. Perkembangan dan persaingan antara media massa dan media sosial saat ini membuat media massa bisa tergelincir menjadi media social. Dengan dibawanya podcast Bocor Alus Tempo ke Dewan Pers membuat pengelola podcast ini lebih hati-hati. Konten-konten berikutnya selain lebih hati-hati juga meningkat akurasinya dan tidak melanggar Kode etik Jurnalistik. Kasus ini juga menjadi pembelajaran bagi podcast serupa yang dikelola media massa arus utama seperti podcast Tribun News.

Abstract

Rent-seeking practices in illegal gold mining activities take the form of mutually beneficial collaborations between authorities and entrepreneurs/owners of capital. Various parties profit from these gold mining activities, including both mining groups and certain individuals within the ranks of officers, officials, and bureaucrats. This study aims to elucidate the causal factors and actors involved in illegal gold mining activities in the Sijunjung and South Solok Regencies. The theory employed for this study is the rent-seeking theory. The research methodology employs a qualitative case study approach with informants selected through purposive sampling. Data collection is conducted through interviews, observations, and documentation. The research findings indicate several causal factors contributing to rent-seeking. Firstly, there exists an interplay of interests between local governments and mining entrepreneurs. Secondly, there are instances of officers or bureaucrats who provide support for illegal mining activities. Typically, these mining operators pay a certain amount to these individuals to secure their mining equipment's ingress and egress. Additionally, a number of officers, bureaucrats, and even legislative personnel possess equipment for illegal gold mining. Thirdly, the lack of oversight by local governments over illegal gold mining activities is a contributing factor. In the practice of rent-seeking within the mining sector, corporations/entrepreneurs/capital owners, government officials, law enforcement authorities, and landowners are all involved

Abstract

The purpose of this study is to learn more about the use and impact of the school principal's spiritual leadership approach in raising teacher caliber in Islamic boarding schools. This study collected data using descriptive methods and a qualitative approach. Purfocefull technique is used by the sampling technique to obtain data. The Sabiilunnaja Islamic Boarding School in Bandung, West Java, served as the research site for this project. The findings of this study provided information on the spiritual leadership model that the principal of the Sabiilunnaja Islamic Boarding School in Bandung uses in schools to raise teacher quality. The research suggests that if this spiritual leadership model is used in schools, it can enhance leadership, which has implications for enhancing education and reaching predetermined objectives
