Abstract

This study explores the role of Karaeng in local politics in Bontomate'ne Village, Jeneponto, to understand the relevance of traditional power in the context of a modern political system. The phenomenon studied involves the transition from traditional governance to modern bureaucracy, as well as the continued political dominance of Karaeng through a patron-client system and resource control. The objectives of this study are to identify how Karaeng maintain their political influence, analyze the inequality of resource control, and evaluate the role of economic, cultural, social, and symbolic capital in their political dominance. Data collection was conducted through in-depth interviews with 22 purposively selected informants. The conclusion of the study shows that Karaeng continue to play an important role in local politics despite the transition to a modern bureaucratic system. The patron-client system in Bontomate'ne Village shows inequality in resource control, with Karaeng having significant control over land and wealth. The mutually beneficial relationship between Karaeng and their followers strengthens Karaeng's political position, while economic, cultural, social, and symbolic capital supports the continuation of their political dominance in Jeneponto society.

Abstract

Teacher leadership in classroom management plays a central role in creating a conducive and effective learning environment, yet in-depth studies on optimal leadership styles remain scarce. This research explores the relationship between teacher leadership and classroom management strategies, focusing on the approaches employed, student characteristics, and the leadership skills required. Using a descriptive qualitative method, data were collected through field observations, in-depth interviews, and document analysis. The findings reveal that effective leadership in classroom management is characterized by the ability of teachers to design structured learning strategies, make adaptive decisions, and motivate students through approaches tailored to their cognitive and socio-emotional needs. Inclusive and collaborative leadership styles have been shown to enhance classroom discipline, resolve conflicts, and foster positive learning dynamics. This study provides essential insights for teachers and education administrators to develop leadership skills that effectively support the achievement of learning objectives. On a broader scale, strong leadership in classroom management not only improves the quality of classroom interactions but also contributes to the overall improvement of national education quality by fostering a generation of learners who are excellent and highly competitive.

The core issue addressed is the effectiveness of the policy's execution, the challenges encountered during its implementation, and its impact on improving community access to clean drinking water and sanitation facilities. The objectives of this research are threefold: (1) to analyze the process of implementing the Community-Based Drinking Water and Sanitation Provision Program. program in Telaga Baru Village; (2) to identify the obstacles faced in achieving the program's goals; and (3) to evaluate the program's impact on the quality of life of the local community. Key findings reveal that the Community-Based Drinking Water and Sanitation Provision Program. program has contributed to enhancing community access to clean water and sanitation, though its implementation remains suboptimal due to financial constraints and limited community participation. The success of the program is closely linked to active community involvement, effective stakeholder coordination, and sustainable management practices. However, significant barriers include inadequate community awareness of sanitation's importance, insufficient supporting infrastructure, and delays in program funding allocation. This research provides valuable insights and practical recommendations to improve the strategies for implementing community-based water and sanitation policies, particularly in rural areas, ensuring long-term sustainability and broader positive impacts for local communities.who vote is still pragmatic, and an election system that provides space for the practice of kinship politics.

Abstract

Internal policy is an important indicator in assessing the maturity level of the implementation of the Electronic-Based Government System. In the city of Pariaman, efforts are also being made to improve the index level of the SPBE assessment by evaluating the internal policy domain, with the expectation of detecting how policies are well prepared and how these policies can serve as guidelines for the governance of SPBE in the City of Pariaman. Using Edward Suchman's evaluation theory, which consists of 6 evaluation stages: policy objectives, problem analysis, activity standardization, gap analysis, change determinants, and impact indicators. The research method is descriptive qualitative, taking samples from the most relevant informants (purposive sampling). The research results indicate that several important policies related to the architecture and roadmap of the SPBE in the City of Pariaman have not yet been prepared due to the recent formation of the coordination team. Human resources need to be improved through recruitment and by enhancing the competencies of existing staff. Furthermore, the government needs to respond promptly to the latest regulations from the central government as well as the rapidly evolving latest technology and information developments.

Abstract

This article explores the evolution of Indonesia's electoral system reforms since the restoration of democracy in 1998 and examines how these reforms have influenced Indonesian democracy through successive elections. To this end, the paper addresses two key inquiries: first, it identifies the primary stakeholders crucial for initiating and conducting the reform process; second, it outlines the objectives of these stakeholders in pursuing electoral reform. The findings suggest that the motivations of political elites are largely driven by a need to preserve and protect their own interests. This article aims to contribute to the discourse on electoral reform in Indonesia and its implications for the future trajectory of Indonesian democracy.

Abstract

Focusing on the Digital Silk Road (DSR) initiative, this study analyzes the China's ambition through DSR and its impact to Indonesia, particularly in developing digital connectivity in Indonesia. DSR is often viewed as China's strategy to expand geopolitical influence and strengthen its authoritarian governance model through collaboration in the digital field. This study uses the theory of cooperation and cyber diplomacy as an analytical framework to understand the dynamics of this bilateral relationship. Through this theoretical lens, it will examine how China, with its ambition to become a "cyber superpower", manifests its aggressiveness in digital cooperation with Indonesia. This study will identify emerging patterns of cooperation, including digital infrastructure investment, technology transfer, and cyber capacity building. In addition, it will analyze various challenges in developing digital connectivity in Indonesia, such as issues of cybersecurity, data privacy, technological dependency, and potential impacts on digital sovereignty. Thus, this research offers an initial insight into the complexities and implications of China-Indonesia cooperation in the context of DSR, and how it shapes Indonesia's digital landscape.

Abstract

Women's political representation in local elections (PILKADA) indicates the quality of democracy and the level of gender equality in political institutions. Although gender quotas have increased the number of female candidates, their substantive representation remains low. This study aims to analyze how gendered political institutions influence a qualitative approach based on secondary data research and thematic analysis. Additionally, it examines the elements of gender-focused institutions identified by Joan Acker, which include division of labor, division of power, symbols and discourses, interpersonal relations, and internal mental work. The results prove that structural and cultural challenges still limit women's participation in the electoral political arena. (1) Division of labor, women tend to be pushed into non-strategic campaign roles, strengthening traditional role stereotypes, (2) division of power, women's access to decision-making is limited due to the dominance of male political elites and political dynasties; (3) symbols and discourses, campaign narratives and public representation are still gender-biased, limited to considering women's existence as supporters not leaders; (4) interpersonal relations, informal political networks are masculine and exclusive, marginalizing women from power networks and (5) internal mental work, that social norms and internal expectations create hesitation for women to show themselves as major political actors. Based on these results above, this research can strengthen the understanding that increasing women's representationin quantity is not enough without being accompanied by institutional transformation and political culture. In addition, this study also emphasizes that there needs to be a comprehensive reform of political design and practice to be more inclusive of women's leadership.
