Abstract

Islamic boarding schools frequently encounter financial vulnerabilities due to their reliance on sporadic donations, a condition often exacerbated by market limitations within Muslim-minority demographics. Although optimizing productive waqf assets offers a potential solution for institutional self-sufficiency, in reality, many governance practices remain consumptive and lack standardization. Addressing this issue, this study aims to analyze the strategies for empowering waqf land and their impact on economic independence at Pondok Pesantren Darul Istiqomah Manado. This research employs a descriptive qualitative method with a case study approach, operationalized through an in-depth investigation of a single managerial cycle at the research site using the POAC (Planning, Organizing, Actuating, and Controlling) framework. To ensure data validity and richness, informants were selected through purposive sampling based on their strategic authority and direct operational involvement, including the school leadership, the secretary, student representatives, and representatives from the Indonesian Waqf Board (BWI) of North Sulawesi. The results indicate that empowerment is implemented through asset diversification across three clusters: the boarding school complex for education and creative industries (bakery, laundry, and drinking water), the Loreng area for agriculture (corn and vegetables), and the Solog area as a Tahfiz center. This adaptive management significantly reduces monthly dormitory consumption costs by 20-25% and contributes 15-20% to the institution's annual budget. Despite successfully achieving initial financial independence as a survival strategy, the school's governance remains traditional (trust-based) and is not yet supported by written Standard Operating Procedures (SOPs). This study concludes that integrated waqf management is a strategic solution for the independence of educational institutions in minority areas, the implementation of which imperatively requires administrative system modernization to ensure long-term sustainability.

Abstract

This study assesses the socio-economic effects of productive zakat initiatives on mustahik empowerment in Indonesia through a quasi-experimental methodology employing Propensity Score Matching (PSM). Data from 160 participants across various Zakat Management Organizations were gathered April 2025. The study utilized a multifaceted empowerment paradigm encompassing economic, social, human capital, and psychological components to address gaps in Islamic social finance literature. Results indicate significant empowerment enhancements, evidenced by a 63.1% increase in the composite empowerment index (effect size d=2.29). Economic empowerment showed substantial benefits (72.7% rise, d=2.37), followed by human capital development (82.7% increase, d=2.54). Psychological well-being indicators demonstrated notable improvements in self-confidence (26.9%), life satisfaction (39.7%), and stress management (100%). Correlation analysis revealed mentorship quality as the strongest predictor of comprehensive empowerment (r=0.478, p<0.001). The research confirms the efficacy of integrating financial assistance with capacity-building initiatives, reinforcing theoretical models emphasizing holistic Islamic development. High participant satisfaction rates (92.5% rating ≥8/10) indicate program acceptance and sustainability potential. These findings strengthen strategies for achieving Sustainable Development Goals and provide evidence for effective zakat allocation policies. This research advances Islamic social finance methodology by demonstrating PSM's relevance in evaluating faith-based development interventions, establishing a robust framework for future impact assessments in Muslim-majority contexts.

Abstract

Zakat holds substantial potential as an Islamic social finance instrument for poverty alleviation and inclusive economic development; however, its performance in many regions remains   constrained not only by governance inefficiencies but also by limitations in how zakat management problems are identified and analyzed. Existing studies often rely on partial, single-actor, or linear approaches that fail to capture the complex interdependencies among stakeholders, resulting in less accurate prioritization of key issues. This limitation necessitates a more integrative and multi-actor analytical framework. Grounded in the Triple Helix framework, this study conceptualizes zakat governance as an interactive system involving experts (academia), regulators (government), and practitioners (zakat institutions). The study aims to identify and prioritize key problems affecting zakat performance in South Sulawesi by integrating these multi-actor perspectives within a structured decision-making model. This study employs the Analytic Network Process (ANP) to capture the interdependencies among problem clusters across institutional, community, and government dimensions. The results indicate that institutional problems constitute the most critical constraint to zakat performance, followed by government and community problems. Key institutional bottlenecks include weak governance, inadequate service quality, and low transparency and accountability. At the community level, low public zakat literacy emerges as the dominant barrier, while the absence of integrated data systems and weak local government support represent major governmental constraints. The findings imply that improving zakat performance requires coordinated and sequenced reforms encompassing regulatory coherence, institutional governance strengthening, and community engagement.
