Jurnal Management of Zakat and Waqf (MAZAWA) merupakan jurnal ilmiah yang diterbitkan oleh Universitas Islam Negeri Sunan Ampel Surabaya. Jurnal ini fokus pada kajian-kajian tentang manajemen zakat dan wakaf yaitu, manajemen fundrising zakat dan wakaf, manajemen operasional zakat dan wakaf, manajemen pemasaran zakat dan wakaf, manajemen pendayagunaan zakat dan wakaf, isu-isu kontemporer seperti zakat dan wakaf produktif, investasi dana zakat dan wakaf, sukuk zakat dan wakaf, asuransi zakat dan wakaf, matematika zakat baik itu berupa penelitian lapangan maupun konseptual. Jurnal Mazawa hadir untuk merespon perkembangan era dan potensi zakat-wakaf yang terus meninggi, satu sisi sebagai rekomendasi dan di sisi lain sebagai kajian keilmuan. Jurnal Mazawa terbit dua kali selama se tahun, yakni pada Bulan September dan Maret.

Abstract

In some Muslim countries, waqf is economically valuable and a solution to reducing poverty. If able to be developed, waqf even contributes a quarter of the country's income. However, in the Indonesian region, waqf is seen only as a means of religious worship, and it is considered a mistake to change it to a socio-economic direction. This problem is what this research aims to solve, looking at the management of waqf in one of Indonesia's waqf institutions, Roemah Wakaf, as an institution that dares to transform waqf assets into socio-economic value until it develops throughout the region. The result of this research is a solution to the problem of traditional waqf management. This research uses a qualitative approach, the data is taken descriptively by positioning the researcher as the key instrument. Primary data is obtained from interviews with managers, marketing staff and mauquf alaih, while secondary data is taken from documentation studies of annual reports and development plans. The research findings reveal first, the management of waqf assets to run productively. Roumah Wakaf Surabaya starts by planning waqf programs to be productive, organizing by appointing the person in charge of each program implemented, actuating where implementing the planned program, and controlling and evaluating each ongoing program. Second, the impact of productive waqf asset management on community welfare is that it can help the primary, secondary, tertiary needs of mauquf alaih in accordance with the theory of welfare in Islamic economics.

Abstract

productive waqf management can contribute to the economy of the poor. Waqf land that is managed as a business enterprise, in various countries, is able to contribute to the state's income to the level of urgency. However, after waqf land becomes productive, a problematic phenomenon often arises; the phenomenon of claiming ownership of waqf land by the heirs of the waqif. As a result, productive waqf land becomes disputed and harms many people. This research provides a solution to this problem through the reconstruction of expert waqf into normative regulations. This research is a literature study, where the researcher emphasizes on normative analysis for acronym regulation. However, the sample is taken from the results of field research. This research is desk-based with qualitative data, qualitative supported by secondary data from interview and documentary field research. The analysis is conducted on running content. The findings show two things; first, the social reconstruction of expert waqf is carried out in three forms; 1) the principle of mutual trust and kinship in the implementation of expert waqf is witnessed by two family members; 2) handing over waqf in front of the village government or customary tribe. 3) the land endowed to the nadzir has the consent of the successor heirs. Second, the reconstruction of the legislative acronym is formed on five things; 1) the waqf pledge deed gets a recommendation from the head of the local government as a strong document of the AIW; 2) individual or corporate nadzirs are determined by social figures who understand the procedures for waqf management and administration; 3) mauquf alaih witnesses the waqf between the waqif and nadzir; 4) expert waqf is intended for public welfare, witnessed by the nasab guardian; 5) expert waqf that has passed away is automatically transferred to waqf khairi.

Abstract

Zakat is a form of material social worship, has a strategic and decisive position. However, there is a gap between the potential of zakat funds and the reality of collection due to the lack of public awareness.This study aims to empirically test the variables in the research that have been formulated in the formulation of the problem, namely whether there is an influence between religiosity, belief, and income on muzakki's interest paying zakat in BAZNAS Pangkalpinang city. The sample population used is 100 respondents. The data used in this study are primary data with validity test, reliability test, classical assumption test (normality, autocorrelation, and heteroscedasticity), F test, t test, and multiple regression analysis. Hypothesis testing was carried out with the help of the Statistical Package for the Sciences (SPSS) version 26 software. The result of this study is that religiosity partially does not affect the interest of muzakki in paying zakat, trust partially affect the interest of muzakki in paying zakat, income partially affect the interest of muzakki in paying zakat. Based on the results of the F (simultaneous) test, it shows that of the variable religiosity, belief, and income significance of the influence on the interest of muzakki to pay zakat. Thus the trust variable becomes the most dominant variable on the interest of muzakki in paying zakat at the Pangkalpinang City National Amil Zakat Agency. The implication of the research results is that zakat institutions conduct massive zakat religiosity literacy and improve the image of institutions to be more transparent, productive and contributive.

Abstract

fii sabilillah is one of the criteria for mustahik zakat. In several regions in Indonesia, mustahik fii sabilillah is an active incidental mustahik and ranks third in priority mustahik. However, in the modern context, who is called fii sabilillah is ambiguous and has multiple interpretations. This is because fii sabillah contains a general meaning and changes the context of the past to the present. Therefore, this research seeks to reveal the contextual meaning of the definition of fii sabillah as applied at the BAZNAS East Java Province zakat institution, Sidoarjo, Indonesia. Apart from that, this research also reveals the relevance and analysis of ijtihadiyah used by these zakat institutions. Research data was explored qualitatively to produce in-depth data in a natural social setting. Apart from interviews, Data mining is complemented by documentation studies. Interviews were conducted with the Director, Distribution Division and several other officials at BAZNAS East Java Province. The findings are: From the results of the discussion above, two important things can be concluded in this research, ar: first, the contextualization of fii sabilillah as mustahik is categorized into three typologies; 1) typology of people who fight in the way of Allah to uphold the Islamic religion; 2) typology of people who spread Islam through da'wah; 3) typology of people who study religion and teach it. Second, analysis of contemporary interpretation shows that the contextualization carried out by BAZNAS East Java Province has similarities and relations to legal objectives. The fii sabilillah paradigm is given for the general benefit, not for individuals in need.

Abstract

Post-pandemic, the impact of the weakening global economy as well as in Indonesia, was felt by the public, plus the threat of an economic recession. The government is required to make a funding adjustment policy. One of the funding adjustment policies is changing the APBN allocation used to deal with post-pandemic socio-economic problems. The government has launched a new creative investment innovation that utilizes movable waqf as its object into state sukuk. Based on these problems, the research aims to offer a solution that is Cash Waqf Linked Sukuk in assisting government funding for Indonesia's economic recovery. The research method used is a qualitative research type of literature study with a descriptive approach as an analytical tool. The research data comes from secondary data in the form of Waqf Law, DSN-MUI Fatwa, government regulations regarding economic improvement plans and productive waqf books as well as previous research from scientific articles/journals. The results show that Cash Waqf Linked Sukuk can contribute to economic recovery through 2 sure channels; 1) Cash Waqf Linked Sukuk can assist government funding in supporting APBN funds through the development of educational facilities, health facilities, and public infrastructure. Second, Cash Waqf Linked Sukuk can at the same time provide support for economic equality in order to overcome socio-economic inequality through community empowerment from yield funds provided by the government.

Abstract

Waqf, including cash waqf, is one of the Islamic social finance instruments that has been playing a significant role to develop community welfare throughout the history of Islam. Nowadays, Cash waqf significantly grows globally in countries like Saudi Arabia, Egypt, Kuwait, Turkey, Bangladesh, Malaysia, and Singapore. The unique feature of cash waqf is though it is subject to value volatility, shariah imposes that the value of cash waqf should not depreciate hence appreciation is required. Involving different parties in the process of cash waqf management, several risks may arise including moral hazards, conflict of interest, non-shariah compliance events, and so on. Thus, risk management becomes a must in managing cash waqf. Studies have deliberated on this issue and concluded with various findings. This study aims to use a Good Corporate Governance (GCG) perspective to examine risk management in the management of cash waqf at BPRS Barokah Dana Sejahtera. A qualitative method using semi-structured interviews was deployed to obtain primary data which has some extent of more comprehensive information to be analyzed rather than secondary data. This study concludes with some points including advantageous impacts on Cash Waqf Management Institution (LKS-PWU) regarding financial performance and the mauquf alaih nuance resulting from effective risk management. Moreover, the implementation of  GCG principles as a framework for risk management in Cash Waqf institutions encourages the community to continuously contribute to cash waqf through LKS-PWU.

Abstract

This study aims to analyze empirically whether productive zakat has an impact on community economic development. Poverty is a social problem that has not been resolved and continues to emerge along with the times. Thus, the existence of productive zakat in the form of business capital can be a solution as a form of contextualization. To develop the economy, it is necessary to develop the distribution of zakat to micro, small and medium enterprises so that there is cooperation and synergy between individuals. Using a qualitative method by taking primary sources on productive zakat at the zakat institution al-Hidayah Sidoarjo on mustahiq income. The findings show that mustahiq's income is affected by the utilization of productive zakat with a large influence contribution of 41%. This can be seen from the development of income and meeting the needs of mustahiq after participating in the productive zakat empowerment program and the LAZ al-Hidayah Sidoarjo waqf can be used for business capital.

Abstract

The accuracy of the formulation of the zakat fund utilization program still has not found effective results. This is because the evaluation measuring instruments are classic and conventional. Even the program is left without evaluation of the results. Every financial institution should have modern measuring instruments capable of controlling and ensuring its success. This study aims to analyze the implementation of the program and the social rate of return of the Tangguh Cart program at LAZNAS Daarut Tauhiid Peduli Surabaya. This success impact measurement instrument uses the Social Return On Investment (SROI) model. This study found that there are 8 impacts resulting from the program, namely increasing the income of members of the tough cart business group, increasing the business assets of the tough cart group, increasing knowledge and skills in running a business, improving communication and organizational skills, increasing business creativity, increasing awareness and ability to give some of its sustenance to others, improving the beauty and cleanliness of the environment, and increase operating income. The greatest impact value is derived from the impact of increasing the income of members of the resilient cart business group. The results showed that the value of social returns reached a ratio of 2.57:1, meaning that every Rp 1 invested would provide a profit of IDR 2.57 for stakeholders

Abstract

Distribution of productive zakat by providing working capital assistance in the form of goats for mosque congregations is one of the strategies for community economic empowerment that is very interesting to study. The very large number of mosques and prayer rooms is the reason for the importance of Baznas partnering with mosques in managing zakat through community empowerment mechanisms. This study aims: (1) To determine the role of BAZNAS in community economic empowerment in East Java. (2) To create a model of economic empowerment based on mosque congregations through the distribution of productive zakat BAZNAS East Java Province. This type of research is qualitative and the approach used is Community Development. Data collection techniques are observation, interviews, and FGD, to determine the validity of the data using data triangulation and adequacy of references. While the data analysis technique uses data reduction, data presentation and conclusions. The results of this study are (1) Baznas has a very important role in helping the government work together to alleviate poverty through productive zakat distribution programs through the mechanism of community economic empowerment. (2) Community Development Model is carried out through problem identification, conducting training and mentoring, providing revolving working capital and conducting regular supervision. The mosque-based community economic empowerment program through the distribution of productive zakat should be duplicated by all Baznas and mosques in Indonesia. To achieve this, sufficient and qualified human resources are needed to manage and supervise. Mazawa Study Program can be a partner in collaboration with Baznas in initiating and assisting mosque-based economic empowerment programs

Abstract

Nowadays, problems of social organization include; weaknesses of management and professionalism, operational cost is low, some people consider it is not a good job, and many more. The gap between expectations and the reality of fund management in social organization requires innovative breakthroughs in the governance system with the implementation of Sharia values in it. In this case, the existence of the Social Fund Management Center (PUSPAS) Airlangga University is needed to maintain the pillars of the economy. This research make an analysis of the practice of Islamic Corporate Governance (ICG) at the Social Fund Management Center (PUSPAS) Airlangga University Surabaya. This research used quasi-qualitative methods. This method became part of post-positivism. Result of this research practice of Islamic Corporate Governance in Ailangga University Surabaya had been used tawhid, syura’, ‘adalah, ihtisab, and universality. For futher research, research can investigate in other public or private facility such as ministry office or corporate.
