Abstract

Background: This is a follow-up study from Rahmadanita, which established a general description regarding the ineffective operation of the promotions carried out by the IPDN (Governance Institute of Home Affairs) Library. Since the Covid-19 pandemic, this library has begun to focus on and intensively promote services through owned accounts on social media, including WA, Facebook, Youtube, and Instagram. Purpose: This study aims to determine the patterns by which promotion is carried out by the IPDN library through Instagram media. Method: A literature review method was implemented with a scientific interdisciplinary approach. Result: The results showed that the promotions carried out by the library on the marketing indicator included Product, Place, Promotion, People, Process, and Customer Service. Meanwhile, the promotion mix dimension indicated the achievement of followers' invitation to support library activities and be interested in reading programs. IPDN library posts also developed followers' awarenesses, update patterns, solicitation captions, and interactions. Conclusion: Despite the various shortcomings, the IPDN Library still effectively carried out promotions through Instagram. However, the formal appointment of an Instagram admin through a decree was very necessary for the IPDN millennial librarians, indicating the minimization of existing challenges. Abstract

Background: The National policy of education of Nigeria indicated the importance and need to have functional school libraries, but the situation over the years later is worrisome as many researchers have reported the non-existence of library in many schools and the deplorable state of the ones available. This is hampering the role expected to be played by school libraries in the development of education in Nigeria. Purpose: The research explores the various challenges confronting school libraries and proffer workable solutions. Method: This paper uses literature review as a methodology for conducting research. The literature reviewed exposed the current state of school libraries, the challenges, prospects and the services that can help promote educational developments in school libraries. Result: The findings revealed the challenges limiting school libraries to include inadequate funding, lack of trained personnel, non-compliance to the provisions in the National Educational Policy and the absence of dedicated library time. Possible solutions include library advocacy, ensuring the implementation of the National Educational Policy, enforcing the appointments of trained personnel, developing standard benchmark for establishing and management of school libraries and the introduction of dedicated library time. Conclusion: The paper recommended that LRCN and NLA should constantly advocate for quality service delivery in school libraries through ensuring strict compliance with the provisions in the National Policy of Education by forming accreditation committee to monitor all schools. It was also recommended that the Library and Information Science curriculum be reviewed to include innovative library services that can be adopted to improve reading habits in schools. Abstract

Background: The rapid growth of information technology and the ease of access to digital collections in recent years have increased the need for physical library services at Samsung Library, Sunkyunkwan University. However, its popularity has not diminished, and it continues to draw crowds from tourists. Purpose: This research aimed to analyze the service quality (servqual) of physical products in the Samsung Library, Sunkyunkwan University. Method: A descriptive qualitative method was adopted using indicators of tangible servqual analysis. Results: The results showed that the dimension of the Library Building Facilities is very good because it combines cultural, academic, and modern civilization architecture with sophisticated technology. The library infrastructure was also adequate, starting from its multipurpose rooms, complete collections, and futuristic, modern, and comfortable reading tables and bookshelves, increasing the comfortability of users. The findings on the display indicators for library staff were very satisfying because they display attractive officers and are equipped with Libo robot facilities. Conclusion: In general, the tangible servqual for the Samsung Library, Sunkyunkwan University, is good, and the physical product is a very important component in attracting users and tourists. Abstract

Background: Plagiarism is a significant global issue in academic papers, specifically in higher education. Despite the presence of numerous anti-plagiarism tools, such as Turnitin software, the associated subscription costs remained relatively high. Furthermore, software may not consistently deliver precise results and students exploit the vulnerabilities of students through deceptive tactics. Purpose: This study aimed to investigate the effects of Turnitin software on the assessment of similarity in theses of praja at the Governance Institute of Home Affairs (IPDN). Method: A descriptive qualitative method was used. Result: The results showed that use of Turnitin in the library reduced the level of similarity in praja theses by 39.01%, 29.63%, and 36.70% for Batches XXVIII, XXIX, and XXX, respectively. On average, praja required 7-10 check before similarity scores met the requirements. Conclusion: Use of Turnitin software at IPDN was very effective, specifically in assessing similarity in theses over the last three years. Abstract

Background: Technology advancement has experienced a rapid increase in digital era, but not all librarians possess the qualified competencies to address the associated challenges. Objective: This study aims to analyze role and competency development of contemporary librarians in the digital era. Method: The methodology used includes bibliographic content analysis and descriptive study. Results: The result showed that contemporary librarians should take the initiative to meet information requirements of users. Librarians need to stay abreast of information technology advancement, keep pace with development in digital libraries, act as problem solvers, and enhance their skills. The discussion concerning role and competencies of contemporary librarians showed that they should serve as trailblazers in the field of information and technology. Conclusion: In conclusion, competencies required for contemporary librarians in digital era include the ability to analyze and use information, manage time, and use information technology. Abstract

Problem Statement: Cloud computing has the potential to increase literacy in Indonesia by enabling wider and more efficient access to sources of information through the creation of digital libraries that can be accessed anywhere and anytime. Purpose: In this analysis we can understand how Indonesian digital libraries are doing right now and outlines the difficulties they confront in giving their users access to information and resources. Method: This research is a descriptive qualitative research. Researchers chose to use this method because this research focuses on complex social phenomena, namely increasing literacy through the use of digital libraries supported by cloud processing technology. Result: The advantages of cloud computing technology for digital libraries, such as improved accessibility, improved cooperation, and increased efficiency, are also covered in the article. Conclusion: At the article's suggestions are made for using and implementing cloud computing technologies to increase literacy rates in Indonesia. Abstract

Background: Digital literacy is crucial for the State Civil Apparatus (ASN) in providing excellent services. Meanwhile, Administrative Services Unit (ULA) has obtained several awards in recognition of outstanding performance, serving as a significant foundation for the current finding. Purpose: This research aimed to describe the digital literacy competency of ASN in ULA to provide excellent services to the public and local governments. Method: A qualitative method with a descriptive approach was selected with the concept of digital literacy competency of ASN to analyze data. In addition, the validity of the findings was tested through data triangulation. Results: The digital literacy results among ASN showed that a fairly good insight with knowledge imbalances, good digital skills, and deficiencies in understanding the risks and the ability to control the dangers of digital technology use. Conclusion: Digital literacy among ASN in ULA shows a commendable level of proficiency and offers opportunities for improvement in certain domains. Abstract

Background: University libraries in Nigeria are confronting the issue of underutilization of their resources and services, which can be ascribed to weak marketing efforts. Purpose: This study aimed at examining the challenges of marketing information resources and services in university libraries in Bayelsa State Nigeria. Method: A descriptive survey design was used for the investigation. The study population included 52 librarians from four university libraries in Bayelsa State. A total enumeration sample strategy was used to collect data via an online questionnaire. The questionnaire was distributed to 52 librarians, and 47 responded, yielding a 90% response rate. The data were analysed using frequency counts and simple percentages. Results: The results of the study show that all university libraries in Bayelsa State use a variety of marketing techniques to advertise their information resources and services, including library orientation, user education, social media platforms, exhibitions, and displays. Effective marketing efforts in these libraries were, however, hampered by issues like insufficient budget, poor Internet connectivity, a lack of marketing policies, and the absence of a specialized marketing staff. Conclusion: Based on the findings, the researchers concluded that university libraries should be supported by adequate funding, improve Internet connectivity, establish a dedicated marketing department or team, collaborate with academic departments and faculty, gather user feedback, and invest in professional development opportunities to enhance marketing efforts. Abstract

Background: The provision of public services by governmental entities embodies their dedication to enhancing societal well-being. The manifestation of superior and high-caliber public services serves as an inherent manifestation of effective governance. Nonetheless, there persists a deficiency in comprehensive comprehension regarding the intricacies of sound governance practices. Purpose: The objective of this study was to ascertain the prevailing research patterns within the domain of good governance. Method: To bridge this scholarly void, the investigation adopted a quantitative research paradigm incorporating a bibliometric framework to discern the trajectory of developments in the realm of good governance. Employing a purposive sampling technique, data collection centered on article documents pertaining to the specified timeframe of 2012 to 2022, encompassing works containing the designated keywords "good governance" and published in the English language. Result: The Scopus database showed 7772 scientific publications related to "good governance," which were narrowed down to 658 documents based on the above criteria. The number of publications increased significantly from 2018 to 2020, with the highest trends occurring in 2020 with 99 papers published. Furthermore, the 12837 keywords were grouped into six clusters, with 434 interconnected keywords. Conclusion: The Scopus database exhibited a total of 7772 scientific publications encompassing the subject of "good governance," from which a refined selection of 658 documents was extracted in accordance with the aforementioned criteria. Notably, there was a substantial surge in the number of publications observed between 2018 and 2020, with the apex of this upward trend manifesting in 2020, accounting for a noteworthy 99 papers published. Additionally, the extensive collection of 12837 keywords underwent a rigorous analysis resulting in the identification of six distinct clusters, comprised of 434 interconnected keywords. Abstract

Background: The level of user satisfaction serves as an indicator of the effectiveness and overall performance of a library. The provision of high-quality library services plays a crucial role in attaining customer satisfaction. Quality services have the potential to deliver favorable experiences to users, enhance the accessibility of library collections, and effectively address the information requirements of users. Purpose: The aim of this study is to assess overall user happiness as well as user satisfaction across various dimensions of the LibQual+TM framework Method: The research methodology employed in this study is a quantitative survey method. The utilized tools align with the characteristics of the LibQual+TM technique, specifically Affect of Service, Information Control, and Library as Place. The sample parameters were determined by the utilization of accidental sampling, resulting in a total sample size of 86 respondents. Result: The study of the Adequacy Gap (AG) revealed a score of 0.199, while the investigation of the Superiority Gap (SG) yielded a value of -0.216. Moreover, in terms of the dimension of Service Affect, the gap score for AG is 0.195, while for SG it is -0.181. On the dimension of Information Control, the AG score is 0.217, whereas the SG score is 0.395. During the assessment of the Library as Place dimension, the AG score was determined to be 0.163, while the SG score was found to be 0.172. Conclusion: The findings indicate that users express a high level of satisfaction with the service quality provided by the Saleh Adiwinata Library. Furthermore, users perceive the service quality to be of good standard, falling within acceptable boundaries. The optimal sequence of dimensions that most effectively align with user expectations includes Information Control, Affect of Service, and Library as a Place.
