Abstract

Problem Statement: Islamic college library is expected to change and remain updated in facing global challenges. Purpose: This research aimed to analyze the policy direction of the development of Islamic college library in Indonesia. Method: This was literature research from various sources, journals, books, documentation, and the internet. Furthermore, a descriptive analysis method was used in analyzing the data. Result: The results showed that the Islamic college library faced some problems. First, traditional roles should not be prioritized by providing physical facilities. Second, the Islamic college library should also be prepared for user behavior changes that have occurred with rapid technology advancements. Third, aspects of the college mission, namely developing and advancing research, should be improved. Fourth, the open access movement is also a challenge to consider. In addition to facing various management problems, the library should also prepare a policy direction and grand design for the development of Islamic colleges in the face of the future era. Conclusion: In conclusion, the policy direction and grand design refer to the components of the library accreditation issued by the National Library Standards Agency for Higher Education. Abstract

Background: This research determines the effectiveness of the Si Artis application in the Kebumen Regency Archives and Libraries Service as an innovation in the use of information technology in archival services. Method: The method used is descriptive and qualitative, and 4 dimensions were used to evaluate effectiveness. These include organization, management, technology, and expertise. Result: The results showed that on the organizational dimension, only corporate structure indicators were satisfied, while policy indicators in the application of information systems were lacking. This was evidenced by the lack of submissions to the department. The management dimension was optimal, and can only be met by the system's ability to provide information. Furthermore, supporting facilities in the form of application databases were lacking due to continuous control by developers. In the expertise dimension, the employees’ ability to operate the system was fulfilled, but technological expertise was lacking because there were no IT experts hired by the agency. Conclusion: Despite several shortcomings, archival service through the Si Artis application was significantly effective. Abstract

Background: The creation of scientific papers is the main job of librarians, who are often neglected due to busy technical work. During the COVID-19 pandemic, the Work From Home (WFH) policy provided librarians with more free time to write scientific papers. Objective: This study aimed to determine the motivation of librarians on the Whatsapp Group "Pustakawan se-Indonesia Jilid II" in writing scientific papers during the COVID-19 pandemic. Method: The survey method was employed with a descriptive approach, using a sample of 61 from a total population of 256 persons within an 8-month study period in April-November 2020. This study was conducted when the Indonesian government was aggressively implementing the WFH and Large-Scale Social Restrictions (PSBB) policies. Results: The results showed that the highest motivation for librarians in writing scientific papers during the COVID-19 pandemic was sharing ideas and achieving higher credit or career scores at 64% and 59%, respectively. Although financial rewards were the lowest-ranked motive at 13%, they were the biggest encouragement for contract librarians to write scientific papers because of increased income. Job demands were the highest motivation for librarians in the writing/publication field, while scientific writing workshops were the highest contributing factor, followed by support from institutions, leaders, colleagues, and family. Meanwhile, the lack of free time was the biggest barrier to writing at 47.5%. Conclusion: The motivation of librarians in writing scientific papers during the pandemic includes sharing ideas, obtaining credit/career scores, self-actualization, hobbies/aspirations, improving library and information science, job demands, self-esteem/prestige, and financial rewards. Abstract

Abstract Background: This paper evaluates digital collections and investigates digital collection transformation at National Cheng Kung University's Central Library in Taiwan. The NCKU case study highlights some issues that must be addressed, such as analyzing user information, improving library capacity and skills, developing digital resources, funding IT infrastructure development, and long-term database development for E-learning. Purpose: The goal of this study is to assess the readiness of the library collection center's planning for digital transformation, from the user perspective, students in particularly. Method: qualitative descriptive research method and supported by survey data conducted by NCKU. Result: The findings indicate that users are ready for the library collection center's digital transformation. However, the digital library collection center necessitates more careful planning, particularly in terms of socialization. Conclusion: Digital library's rich digital information and digital learning materials enable users to study and research at any time and from any location, in the format of lifelong learning and personalized learning. Abstract

Abstract Background: Electronic library materials are more effective and efficient than printed books. Therefore, they are popular with millennials, especially when library services are only open online during the Covid-19 pandemic and the new normal era. Librarians are required to maximize e-resources services when the budget is fully refocused on handling the Covid-19 outbreak. Purpose: This research aims to analyze the librarian’s role in procuring electronic library materials during the Covid-19 pandemic. Method: The method used is qualitative with a descriptive analysis design. Results: The results show that librarians act as administrators in selecting and procuring electronic library materials through the digital library applications “Digilib Praja” and “Smartlib IPDN.” In the policy dimension, they serve as an advisory board to the head of the library in making policies, selecting information technology-based service tools, and implementing digital book fundraising policies. In the Service Object Achievement dimension, librarians play a role in gathering information needs and ensuring electronic book purchases are based on guidelines for the IPDN Library. Conclusion: In conclusion, the role of librarians in procuring electronic library materials was sufficiently performed. They can procure IPDN e-resources through a digital book fundraising policy, which can be applied to another university as a form of innovation. Abstract

Abstract Background: The policy of using smartphone in order to support learning process during Covid-19 Pandemic has demanded IPDN’s Library to innovate its digital literacy services through Digilib Praja, a new media that is android based. Purpose: The research purpose is to perceive Praja’s experiences and motives in order to support digital literacy by utilizing Digilib Praja Application in the midst of the Covid-19 Pandemic. Method: The method used in this study is qualitative and used the concept of phenomenology by Alfred Schutz. The research object is new media of Digilib Praja. The data was collected by interviewing, observing, and documenting. Result: The research finding shows that Praja’s experience after utilizing Digilib Praja is they attained various benefits such as they feel easy to find the needed books, they feel easy to gather information, and they are familiar with electronic books. Moreover, the because-motives that are more likely to be Praja’s reasons in utilizing Digilib Praja are because it is easy to find the library collection books and they have a hard time to finish their assignments. Conclusion: This study suggests that there are five because-motives namely factor of the easiness to find library collections, factor of the difficulty to finish college assignments, factor of the difficulty to find references/ source of information, factor of the inadequate facilities in IPDN Regional Campus’ libraries, and factor of the difficulty find books in library shelves. There are three in-order-to motives, which are to support digital literacy, to obtain support for technological developments and to seek entertainment collections. Abstract

Background: From year to year, the people of Pesisir Selatan Regency have low literacy. This situation actually opens up an opportunity to create literacy culture in line with the National Literacy Movement during the Covid-19 pandemic in Pesisir Selatan Regency. Objective: This study investigates the strategies used by the Public Library of Pesisir Selatan Regency in creating literacy during the Covid-19 pandemic. Method: This study uses a descriptive qualitative research method. The data collection was obtained from documentation, participatory observation, and interviews. Meanwhile, the data were analyzed using SWOT analysis. Results: The findings show that in order to create literacy in Pesisir Selatan Regency, there are several programs carried out to support non-digital literacy and digital literacy; Finding on strength dimension is the availability of library facilities and infrastructure; Findings on weakness dimension are lack of library collections and lack of skilled librarians; Findings on opportunity dimension are high potential of library partner community activities and high public visits during online learning policy (public library is used as a non-formal learning space); and Finding on threat dimension is the rapid development of technology. Conclusion: This research suggests that strategies used in creating literacy for Pesisir Selatan Regency during the Covid-19 pandemic are maximizing facilities to improve the library services; enhancing the librarians and the library staffs’ skills; adding more collection of books and more diverse reading materials; using social media and reading ambassadors to promote literacy culture; as well as implementing digital-based library transformation and digital literacy reinforcement for librarians and the library visitors. Abstract

Background: GAFE is designed for the learning processes between teachers andstudents. Interestingly that GAFE is applied as a new breakthrough in improving themanagement and services at IPDN libraries. Purpose: This study aims to find out theextent of the use of GAFE in the IPDN Library. Methods: This research uses aqualitative descriptive method with 15 librarians as the subject of the research. Result:The results show that IPDN Librarians feel more effective in managing and givingservices in the library, especially in collaboration to make reports, statistical data,promotion slides, surveys, and activity planning. Moreover, it helps the library to carryout cross-campus library meetings/coordination. The most intensely used GAFEfeatures which are used almost every day by all respondents are G-Mail, Google Drive,Google Forms, and Google Meet. While the features that have a moderate level of use areGoogle Documents, Google Sheets, and Google Slide. The features that are rarely used byIPDN librarians are Google Calendar, Google Classroom, and Google Sites. Abstract

Background: The availability of baby boomers, X, millennials, and Gen Z in an organization has become a matter of concern due to the generation gap between these people. This phenomenon can be seen in the Library Unit of IPDN (Institute Government of Home Affairs) as an information provider for students and Academic Community. Purpose: Therefore, this research aimed to describe the information seeking behavior of four generations in IGHA using the Ellis model. Method: It was conducted using a descriptive quantitative method. The population was from the IPDN academic community, totaling 1,776 people, while the sample consisted of 198. Primary and secondary data were obtained from questionnaires and literature, with the instrument developed based on Information Seeking Behavior Model by Ellis. Results: The results showed that all respondents were in an average index (%) of 75% -100%, but those from Gen Z had the highest index (%) for each indicator, namely starting (89%), chaining (90%), browsing (86%), differentiating (90%), monitoring (89%), and extracting (90%). The behavior was in the frequent category and comprised 136, 148, 130, 122, 138, and 142 people in the starting, chaining, browsing, differentiating, monitoring, and extracting groups, respectively. Conclusion: There were differences in information seeking behavior between these four generations. Gen Z is a phydigital and seek unlimited information. Generations X and Y are of working age, with little time to search for information according to the Ellis model. Meanwhile, baby boomers can keep up with technological and information developments. Abstract

Background: The ramifications of technological advancement is necessary for optimal operation of library and prompt provision of information. Purpose: This research aims to obtain an overview and analyze library promotion, as well as the development strategy carried out by the Governance Institute of Home Affairs (GIHA) Library. Method: It uses a qualitative method with data collection techniques in the form of interviews, observation, and documentation. Results: The results show an inconsistency in the promotion carried out by the GIHA Library. The promotion aspect of the library had been fulfilled, the Branding aspect contained digital library branding, and the IPDN library had utilized social media as a library promotion tool. However, in the copywriting aspect, the Customer Relationship Management aspect, the promotion roadmap and the design of library promotion programs have not been implemented properly. Conclusion: The library promotion implementation is not good enough. The development strategy that the GIHA Library can carry out is to increase the digital-based promotion.
