Abstract

Masa reformasi yang melengserkan pemerintahan Soeharto yang memerintah sepanjang 32 tahun menjadi titik balik dari sistem pemerintahan Indonesia. Era reformasi mendorong masyarakat memilih pemimpinan daerah secara demokratis. Pada kenyataannya, Pilkada secara langsung dan desentralisasi berjalan menimbulkan masalah. Salah satu masalah mendasar yaitu hubungan disharmonisasi kepala daerah dan wakinya. Riset ini bertujuan menganalisis penyebab dan dampak yang ditimbulkan dari disharmonisasi hubungan kepala daerah dan wakilnya serta menganalisis reposisi wakil kepala daerah di Indonesia. Riset ini menggunakan teknik kualitatif dengan pendekatan tinjauan pustaka. Data yang digunakan berasal dari artikel ilmiah, berita, dan majalah online dari 2003-2023. Data yang terkumpul selanjutnya dianalisis mengikuti pedoman Miles et al. (2014) yaitu, pengumpulan, kondensasi, aplikasi, dan verifikasi atau kesimpulan. Riset ini menghasilkan disharmonisasi kepala daerah dan wakilnya disebabkan oleh kepentingan politik, pembagian kewenangan yang tidak adil, dorongan elit, dan perbedaan idealisme. Dampak yang ditimbulkan yaitu instabilitas politik yang pada akhirnya menghambat pembangunan di daerah, perpecahan aparatur pemerintah, diskriminasi pelayanan, dan ketidakpercayaan masyarakat terhadap pemerintah. Upaya yang dilakukan untuk menghilangkan disharmonisasi tersebut yaitu pertama, penghapusan jabatan Wakil Kepala Daerah, kedua memilih Wakil Kepala Daerah dari kalangan birokrat oleh Kepala Daerah setelah dilantik.

Abstract

Penelitian ini bertujuan untuk menyoroti efektivitas kebijakan pengelolaan sampah di Kabupaten Karawang dengan fokus pada variabel efisiensi, kecukupan, perataan, responsivitas, dan presisi, berdasarkan teori William N. Dunn. Penelitian menggunakan pendekatan kualitatif dengan metode studi pustaka dengan data yang dikumpulkan dari sumber online seperti situs website pemerintah, jurnal, dan publikasi terkait. Hasil penelitian menunjukkan bahwa meskipun kebijakan dan program yang ada seperti Peraturan Daerah, Peraturan Bupati, serta program bank sampah dan kampanye pengurangan plastik telah diterapkan, implementasinya masih menghadapi kendala. Tantangan utama meliputi kurang meratanya fasilitas pengelolaan, partisipasi masyarakat yang rendah terutama di daerah pedesaan, dan efisiensi sumber daya yang perlu ditingkatkan. Selain itu, ketidakadilan dalam distribusi manfaat dan akses terhadap fasilitas pengelolaan sampah serta tanggung jawab kebijakan yang belum optimal juga teridentifikasi. Untuk meningkatkan efektivitas kebijakan, merekomendasikan penambahan dan penyebaran fasilitas TPS secara merata, intensifikasi program edukasi, peningkatan pelatihan sumber daya manusia, pengembangan teknologi pengolahan sampah, kerja sama dengan sektor swasta, peningkatan penegakan hukum, serta peningkatan transparansi komunikasi dan informasi. Dengan perbaikan di berbagai aspek ini, pengelolaan sampah di Kabupaten Karawang dapat menjadi lebih efektif, inklusif, dan berkelanjutan.

Abstract

Implementasi konsep Smart mobility memiliki arti penting yang signifikan bagi Kota Gorontalo dan perkembanganya menuju Kota Cerdas yang efisien dan berkelanjutan. Beberapa arti penting dari implementasi Smart mobility di Kota Gorontalo yaitu meningkatkan kualitas hidup dengan mengadopsi Smart mobility agar dapat meningkatkan kualitas hidup penduduknya melalui sistem trasnportasi yang lebih efisien, ramah lingkungan, dan terintegrasi. Hal ini dapat mengurangai kemacetan, polusi udara, dan waktu perjalanan, sehingga menciptakan lingkungan yang lebih nyaman bagi masyarakat. Dengan memahami arti penting dari implementasi Smart mobility, Kota Gorontalo dapat mengambil langkah-langkah strategis untuk meningkatkan kesiapanya dalam menghadapi tantangan dan mewujudkan visi menjadi Kota Cerdas yang efisien, berkelanjutan, dan kompetitif. Dalam studi mengenai kesiapan Kota Gorontalo dalam dimensi Smart mobility. Hal ini juga dilakukan untuk mengelolah informasi lebih lanjut terkait data yang sudah ada. Dalam mengelolah data melalui empat tahap analisis yg pertama, mengumpulkan data sekunder untuk diolah. Kedua, melakukan reduksi data dengan memilih dan mengklasifikasikan data sekunder yang sudah diperoleh dengan teori Smart city. Ketiga, penyajian mengenai data yang sudah diolah dan diklasifikasikan melalui Nvivo 12 dalam bentuk grafik untuk memudahkan pemahaman pembaca terhadap penelitian ini. Keempat, menarik kesimpulan terkait data yang sudah diperoleh dan menjelaskan hasil akhir dari penelitian ini. Bedasarkan hasil penelitian mengenai tingkat kesiapan Kota Gorontalo dalam dimensi Smart mobility menunjukan kemajuan positif dalam implementasi konsep smart mobility. Terlihat bahwa stasiun kereta api Kota Medan, yang menjadi fokus penelitian, telah siap mengimplementasikan Smart mobility dari perspektif aksesibilitas, keberlanjutan, dan teknologi informasi dan komunikasi. Konsep transportasi berkelanjutan menjadi kunci dalam pembangunan Smart city, dengan fokus pada efisiensi, kesejatraan, aksesibilitas, dan pengurangan dampak lingkungan. Pemahaman yang mendalam mengenai konsep Smart city dan Smart mobility, diharapkan Kota Gorontalo dapat terus bertrasformasi menjadi kota yang moderndan efisien.

Abstract

This study aims to deeply understand the care provided by Indonesian society and the government in addressing the COVID-19 issues in Indonesia. As is known, COVID-19 in Indonesia led to challenges in the economic and social sectors. In the early stages of COVID-19, the responses from the government and the public varied, with the government initially exhibiting apathy toward COVID-19. In contrast, the public independently took efforts to manage its spread. A qualitative research methodology was employed in this study. Data were collected through a literature review of relevant books, journals, and news sources. The study illustrated that the government and the public had their respective ways of addressing the spread of COVID-19. Despite the differences in approaches, both entities shared a common goal: to suppress the spread and resolve the issues related to COVID-19. The study briefly demonstrated the changes made by the government in its perception of COVID-19 and how the public's concern evolved. Two value positions emerged between the government and the public. First, when the government did not rely on scientific knowledge to assess COVID-19, it contrasted with a knowledgeable public. Second, when both the government and the public shared similar values regarding COVID-19, but employed different approaches to resolve conflicts. This study enriches theoretical discourse on the relationship between values, care, and public policy, highlighting that value differences between the state and society can serve as a foundation for constructive conflict resolution.

Abstract

This study explores adaptive governance of the livestock agriculture sector during the simultaneous COVID-19 pandemic and animal disease outbreak crisis in the province of Bukidnon, Philippines. It investigates the challenges faced, the coping strategies employed, and the practices developed by livestock farmers in response to the crisis. Qualitative data were collected from key informant research participants through in-depth interviews with eight farmers or farm personnel from both large-scale and smallholder farms across the four different livestock sectors – pig, cattle, dairy, and poultry. Findings showed that some challenges faced by livestock farms included difficulty complying with government veterinary requirements, transportation and logistics issues, and uncertainty about the availability of farm labor. Despite these challenges, the farmers were able to employ innovations and coping strategies to continue their livestock production, such as mixed farming, in-housing, and shifting farm personnel's work, as well as implementing farm-tailored biosecurity measures. The study demonstrates that adaptive governance is a practical necessity at the ground level of any societal sector in the face of a crisis. This study is the first to delve into adaptive governance practice in Philippine livestock agriculture during the pandemic and animal disease outbreak crisis.

Abstract

This study evaluates the effectiveness of Indonesia’s Social Forestry (SF) policy implementation from 2016 to 2024 through a document-based meta-analysis and systematic literature review. The policy, initiated under Ministerial Regulation No. P.83/2016, aims to address forest tenure inequality and improve community welfare through legal access to forest management. A total of 23 documents, including official government reports, NGO evaluations, and peer-reviewed publications, were analyzed using descriptive quantitative and thematic qualitative methods. The findings reveal that Social Forestry has significantly expanded legal access to forest areas, reaching over 8 million hectares through approximately 11,000 decrees, and has generated positive economic, social, and environmental outcomes. The program enhanced household income, strengthened institutional participation, and promoted conservation practices such as agroforestry and forest zoning. However, implementation effectiveness remains constrained by weak institutional capacity, limited financing, inconsistent data integration, and inadequate cross-sectoral coordination. Strengthening local institutions, establishing interoperable reporting systems, and developing community enterprises through digital and market-based incentives are essential for long-term sustainability. The study concludes that the success of Social Forestry depends on collaborative governance and adaptive policies that balance administrative expansion with substantive socio-ecological outcomes.

Abstract

The growth of tourism villages in Sleman Regency has posed significant challenges to the Tourism Office's effective guidance and development. The Tourism Village Communication Forum (Forkom Deswita) has emerged as an alternative, bringing together various stakeholders to enable more effective, targeted tourism development. This research aims to examine and analyze Forkom Deswita's role in the development of tourism villages in Sleman Regency. We used a descriptive qualitative method, gathering data through interviews and field observations. Based on Ife & Tesoriero's role theory (facilitator, educator, technical, representative), our findings indicate that Forkom Deswita has been effective in its facilitation and education roles. It is particularly evident in strengthening institutional capacity and enhancing human resource capabilities within the tourism villages. However, its technical role in partnerships and representative role in promotion still need optimization to encourage a wider variety of attractions and broader marketing efforts. This research contributes to understanding strategies for strengthening local tourism institutions and has important implications for formulating more synergistic and sustainable tourism village development policies in the future.

Abstract

Heritage tourism is an essential component of sustainable development, providing economic benefits while safeguarding cultural heritage. In the Special Region of Yogyakarta, this sector holds strong potential due to its rich historical and cultural assets. As one of Indonesia’s key tourism destinations with national and international recognition, Yogyakarta occupies a strategic role in shaping the direction of cultural tourism governance. Nevertheless, management remains challenging, characterized by limited cross-sectoral coordination and the absence of integrated strategies to balance economic development with cultural preservation. These challenges have become more urgent in the post-pandemic era, requiring both adaptive and inclusive government. Previous studies have largely concentrated on macro-level policies or short-term recovery strategies, leaving limited examination of how cross-sectoral governance operates at the regional level. This study addresses that gap by providing an in-depth analysis of heritage tourism governance in Yogyakarta. A qualitative descriptive approach was employed, with data obtained from interviews with officials of the Cultural and Tourism Offices, policy document analysis, and observation of promotional and educational activities. The findings reveal a division of roles: the Cultural Affairs Office has prioritized preservation through regulation, education, and core facilities, while the Tourism Office has emphasized economic development through capacity building, supporting facilities, and digital and print promotion. The study highlights the need for integrated policies, stronger cross-institutional coordination, and coherent promotional strategies to ensure sustainable governance that balances cultural preservation with economic growth in Yogyakarta.

Abstract

The contrast between the global acclaim of Gayo Arabica coffee and the ongoing impoverishment of its growers in Bener Meriah Regency, Indonesia, underscores a significant deficiency in policy execution. This study seeks to evaluate the implementation of the local coffee farmer empowerment policy, based on Qanun No. 16 of 2016 and executed by the Department of Agriculture and Food. Data were gathered utilizing a qualitative case study methodology, employing in-depth interviews and document analysis. Thematic analysis was performed utilizing George C. Edwards III’s policy implementation model, concentrating on four variables: communication, resources, disposition, and bureaucratic structure. The findings indicate that although government implementers have exhibited significant dedication and human resource competence, the program faced obstacles due to inconsistent communication, insufficient physical infrastructure, limited farmer engagement, and poor coordination with village-level organizations. The limitations constrained the policy’s efficacy in converting conventional coffee processes into more lucrative post-harvest processing. The persistence of structural and contextual constraints reduced the program’s capacity to improve farmers’ welfare and contributed to the continuation of existing disparities. Recommendations encompass enhancing localized communication, investing in critical infrastructure, offering transitional incentives, and facilitating more adaptive and participatory implementation frameworks.

Abstract

This study aims to analyze the implementation and challenges of the Electronic-Based Government System (SPBE) in Indonesia using George C. Edwards III’s policy implementation model, which encompasses four key variables: communication, resources, disposition, and bureaucratic structure. A descriptive qualitative method was applied, using secondary data from scientific journals, national SPBE evaluation reports, and official policy documents issued by the Ministry of Administrative and Bureaucratic Reform (PANRB). The findings revealed that SPBE implementation remains suboptimal, as indicated by inconsistent inter-agency coordination, gaps in human resource competencies and ICT infrastructure, resistance to shifts in work culture, and a fragmented bureaucratic structure that hinders system interoperability. Nevertheless, SPBE policy has contributed to initial improvements in transparency and efficiency of public service delivery in several regions. The novelty of this study lies in its use of Edwards III’s model to examine the disparity between national policy design and actual implementation at the regional level in the context of public-sector digital transformation. The results are expected to serve as a reference for formulating strategic efforts to strengthen digital governance through capacity building, system integration, and accelerated bureaucratic reform, aiming to achieve an adaptive, effective, and sustainable SPBE ecosystem.
